LECTURE 09

VALUE ENGINEERING
INTRODUCTION

• A systematic and function-based approach to

improving the value of products, projects, or
processes.
• An organized study of functions to satisfy the user’s
needs with a quality product at the lowest life cycle
cost through applied creativity and Win-for-All synergy.
• A creative approach to optimize project life cycle costs,
save time, increase profits, improve quality, expand
market share, solve problems, and/or use resources
more effectively. (PMI)
INTRODUCTION

• "the systematic application of recognized

techniques by a multi-disciplined team to identify
the function of a product or service, establish a
worth for that function, generate alternatives
through the use of creative thinking, and provide
the needed functions to accomplish the original
purpose of the project, reliably, and at the lowest
life-cycle cost without sacrificing safety, necessary
quality, and environmental attributes of the
project” (http://www.fhwa.dot.gov/construction/cqit/vecp.cfm)
INTRODUCTION

• Value engineering may be broadly defined as an organized

approach in identifying unnecessary costs in design and
construction and in soliciting or proposing alternative
design or construction technology to reduce costs without
sacrificing quality or performance requirements. It usually
involves the steps of gathering pertinent information,
searching for creative ideas, evaluating the promising
alternatives, and proposing a more cost effective
alternative. This approach is usually applied at the
beginning of the construction phase of the project life
cycle. (http://pmbook.ce.cmu.edu/03_The_Design_And_Construction_Process.html)
HOW IT WORKS?

• Analyze the functionality of a product

• Formal process that breaks components of a project into
functions
• A team of experts then identifies solutions that will satisfy the
function
• States an estimated cost for each function
• 80% of a project cost can be found in 20% of the items
• Demonstrates a function as compared with that of a
competitor's
CONCEPT OF VALUE

Value = Function
Cost
• Function, Performance and Quality Must Meet the Owners Minimum Requirements

• “Best Value Worth “ can be Defined as the Least Cost to Accomplish the Function to an
Acceptable Degree

• Note that Increased Costs Lowers Best Value Worth - Unless there is an Equal or Greater
Increase in Function, Performance or Quality

• Also note that Funding Limits and Shortfalls May Stop Progress, Delay Schedules or
End Project Implementation
WHEN TO USE?

• Value Engineering is used to determine the best design

alternatives for Projects, Processes, Products, or Services
• Value Engineering is used to reduce cost on existing
Projects, Processes, Products, or Services.
• Value Engineering is used to improve quality, increase
reliability and availability, and customer satisfaction .
• Value Engineering is also used to improve organizational
performance.
• Value Engineering is a powerful tool used to identify
problems and develop recommended solutions.

SUCCESSFUL VE STUDY

The following elements are required:

• Top level commitment and support from the owner
• A qualified VE team leader and experienced members
• A well managed VE programme
• An appropriate project approach based on function
analysis and proven VE methodology
• Cooperation between the owner, the VE team and the
designer, along with empathy for the designer’s
position
