HOW VCM COUNTS
Checks for the presence and validity of
security marks, such as timing mark, UV ink
o If not valid, ballot will be rejected
Checks configuration in the SD card if
matched with the ballot serial number
indicated in the QR code
o If not valid, ballot will be rejected

Checks oval with shade and determine
shade if it reached the mark threshold as
indicated in configuration
o If threshold is reached, vote for the
position will be counted
o If mark is below the
configured threshold,
