Need for Integration of Health, Safety & Environment.
Present day industries are becoming more and more complex
because they have to meet the requirements of Increased Production
rate, Higher Efficiency and Optimisation.
Huge investments are required & incurred. Any Negligence at any
stage from concept of Design, Erection & Operation can result in danger,
disaster, Loss of human lives, huge production losses etc.
Today safety is an integral part of any industry Even if a single
employee neglects safety aspects if can lead to serious problems for
everybody. It is essential that fool proof system of safety be designed
and incorporated, people trained adequately checks and counter checks
made to ensure implementation of safety.
In present context, it is not only sufficient to take care of safety
but other two inter related aspects viz. Health(well being of employees)
and Environment are also attached equal importance & consideration.
All these three elements H,S & E are inter-related and affect each
other. For instances, if health is not given due regard it may lead to
accidents.
If industry pollutes the environments around work places it will
ultimately affect production.
Each industry has certain obligations towards keeping good
Environment & also towards health of people.
It is only if Health & Environment are in good control that safety
in construction industry can be ensured.

HSE Policy of BHEL
1. Reducing no. of fatal and other personal injuries accidents to
the Bearest minimum, Continued improvement to make it Zero.
2. Minimizing property damages due to fires and other mishapes.
3. Improving safety awareness at all levels of personal including
contractors workmen.
4. Making contractor accountable for a safe working environment.
Safety Planning
1. All the contractors should have safety policy in written
document and exhibited.
2. The contractor should have qualified full time safety officer.
3. They should have suitable motivational/educational programmes.
4. Deploying Tools & Plans of acceptable quality.
5. Necessary personal protective equipment should be provided to
the workmen and ensured the usage in the work place.
6. They should develop job safety analysis.
7. They can have critical analysis and bring out safety related
deficiency.
8. M/s. BHEL can check and cross check the implementation of
safety policy of BHEL through their packaged contractors
regarding provision of T&P their usefulness and usage by
workers, Provision of PPEs to workers and their usage in work
sites.
9. BHEL can check whether the package contractor have a plan to
give adiquate safety training, first Aid training and fire fighting
training to their workers in rotation.
10. Regarding health aspects of workers, M/s. BHEL should check
whether the contractors provide canteen facilities,Toilet facilities,
Medical checkup, Drinking water facilities etc. .
