fddQoffset was applied to 2G Rx level to bias. Now we use 32 = infinity that mean ignore Rx level and force to search 3G. fddQmin/gprsFddQmin is threshold that 3G must better than -12dB. fddQmin must more than 3G Qualmin (-15dB)

2G to 3G ISHO objective
Objectives:
Activation of the 2G->3G ISHO (currently network enabled with 3G->2G ISHO) Ensure 2G Traffic (3G capable UEs) are effectively moved to 3G network & 3G traffic are effectively
contained in 3G network Ensure ALL ISHO & Cell re-selection are optimized, no degradation to existing network performance in terms of HO success, CCR & CSSR.
2G -> 3G ISHO Activation: Planning & Optimization Considerations
2G->3G ISHO Feature testing successful, currently feature activation is possible 2G -> 3G ISHO activation needs to be planned, monitored and optimization required for 2G and 3G
networks. Currently, 3G->2G ISHO is activated, the 2G->3G ISHO requires moving of 2G traffic to 3G, hence, the possiblilty of ping-pong will exists if this is not planned, monitor and optimize.
ISHO strategy must be defined, ie where & how ISHO are triggered Optimization activities performed to NodeB level is highly recommended.

Idle mode : Let the mobile camp in 3G if the 3G quality is good enough (EcNo thresholds can be set tighter in order to avoid ping pong). Connected mode: Calls setup in 2G will HO to 3G only load based reason. Minimum EcNo criteria based on EcNo threshold can be set tighter in order to avoid ping pong Parameter:UtranHoThScTpdc <=min(BTSLoadThreshold, 100%-BTSSpLoadDepTCHRateLower) This setting also means that in general intersystem handover happens before the incoming handovers are started to be restricted. FR to HR threshold will be considered in order to maintain better speech quality

ISHO 2G > 3G : Requirements
The following prerequisites must be fulfilled in order to enable an inter-system handover from GSM to WCDMA RAN: The target cell candidates (WBTSs) are defined as neighbour WCDMA RAN cells for the serving GSM cell in the BSC. The mobiles (which are in the dedicated state) are allowed to measure the neighbour WCDMA RAN cells of the serving GSM cell. (refer to QsearchC) The mobile has sent the neighbour WCDMA RAN cell measurements to the BSC. Early class mark sending is allowed for mobiles in the serving GSM cell. (refer to ESI) The mobile has sent the UTRAN CLASSMARK CHANGE message to the BSC. The connection-specific penalty timer for inter-system handover attempts has been expired. The BSC initiates an inter-system handover attempt to the WCDMA RAN if: A neighbour WCDMA RAN cell is available (coverage). (refer to minEcNothreshold) Traffic load of the serving GSM cell exceeds the threshold (load). (refer tutranHoThScTpdc and utranHoThNonTpdc) A 30s penalty time has elapsed if the same connection has performed a prior 3G->2G HO

qSearchC is a threshold parameters of 2G serving cell to indicate MS when it should search for 3G coverage. However MS can measure only Ec/No. To enhance handover performance , 3G target cell should have good Ec/No and sufficient RSCP to reduce return rate to 3G
If GSM Rxlevel is -78 dBm then co-locate sites 3G RSCP will be > -96dBm while 3G->2G HO threshold is 102dBm. qSearchC is a mapping value. We propose qSearchC at Rx level > -78dBm to be ISHO point.( default : always 7)

In this area , co-locate 3G cells have stronger RSCP than neighbor cell and should have better Ec/No. Therefore more opportunity that MS will handover to co-locate 3G cell. If we set qSearchC = 8 (above -78dBm). That mean co-locate 3G site will be around =96dBm. This method will ensure 3G target cells will have good RSCP and Ec/No. It should has less return rate and RAB drop rate after HO to 3G compare to previous trial (qSearchC = 7)
