1 General
Wintershall operates a number of Wells in concession C-96 and C-97producing both oil and
gas. For further field development Wintershall is currently drilling new wells. The new well B-49
has to be connected to the production facilities at Assarah Station. This requires the installation
of the wellsite expansion loop, gaslift piping and all associated well site equipment. Construction
of a new 6“ flow line and 2“ Gaslift line.
The flowline will be connected to existing spare 6“connection at B1 Manifold. The length of this
buried line is approx 1500m. The Gaslift line will be connected to an existing spare 2“ NB
connection at Gaslift Manifold GLM4. The length is this buried line is approx 600m. The
expansion loop and wellsite equipment, foundations etc pre-fabricated under NAF/114/10 and
Gaslift control section piping pre-fabricated under NAF/133/12 shall be utilised at B-49.
Wintershall are also considering installing a 2nd 6“ flow line and 2nd 2“ gaslift line to B-50. The
flowline will run adjacent to the B-49 flowline from B1 Manifold and the gaslift line will run
adjacent to the B-49 gaslift line from GLM4. Both the B-49 & B-50 line will utilise the same trench
wherever possible. However, installation of the B-50 flow and gaslift lines is not confirmed and
therefore a separate price shall be submitted as per Option 2 of the pricing structure

The scope of service includes:
Expansion Loop & Wellsite Facilities – Covered under NAF/114/10 & NAF/133/12
• Installation of pre-fabricated Expansion Loop including all associated valves and
instrumentation.
• Installation of Gas Lift control section and Killwing incl. all valves, instrumentation &
supports
• Installation of four pipe supports on foundation “Type C”
• installation of one PSV vent line support with foundation Type C.
• Installation of SSV- pilot panel on small concrete foundation including five supports for cable
protection piping.
• Hand excavation, length around 150 m, 80 cm deep, for cables and tubing line and later
backfilling.
• Lay approx. 80m instrument tubing sizes ½” & ¼” from well to Brisco panel, HiLo Pilot and ESD
button
• Installation of air compressor housing including foundation and install air compressor.
• Installation of ESD button and protection frame
• Installation of electrical cabinet, stand and foundation.
• Installation of safety signs and Well nameplate.
• Installation of Wellhead access platforms
• Installation of cellar box cover plates
• Installation of Wellsite fence panels, 18m x 30m, including access doors and test door.

Flow line & Gas Lift Line:
• Installation & construction of approximately 1600 underground pre-wrapped piping 6”/X-
52/STD from B1 Manifold to B-49 wellsite including all related construction works e.g. NDT-
testing, wrapping all welded joints etc.
• Installation & construction of approximately 600m underground pre-wrapped piping 2“
sch160 API 5L X-52 from GLM-4 GL Manifold to B-49. GL line to run in the same trench as
the flowline.
• Hand excavation of approx 100m cable trench from MCC-6N to B-1 East fence line
• Laying of approx 3200m of power, comunication and fibre optic cables from MCC-6N to B-
49 & B-50. The B-50 cables shall be coiled and buried local to B-50 for future use. A
suitable marker post shall be installed to indentify the location
• Excavation of approx. 1600 m pipe trench in a depth of 1.5 m. Depth for crossing of drum
way and road 2.5 m. Where the flow line crossing of caliche road existing pipe sleeves shall
be used.
• Backfill the trench completely and level the surface and rebuild the road crossings if
required. Compaction of the backfilling as per requirement.
• Due to the existing installations of underground service pipes and cables, especially at B1
manifold and near surroundings in general hand excavation has to be considered in the
scope of work. Where we find pipe crossings the flow line has to be lowered deeper so the
distance between the lines is approx. 500 mm. In general a site survey on the flow line
route has to be done by metal detector and the findings marked for excavation. In any
doubt hand excavation has to be done in addition!
• Supply and installation of one anchor block, ‘’Type D’’ for the flow line in accordance with
Wintershall standards. GL to inspect during fabrication.
• Perform a 24 hours hydro test according Wintershall ‘’Hydrostatic testing procedure’’.
• 100% holiday detection on all coated underground lines has to be performed. (Completion
of wrapping after hydro test/ NDT-examination and holiday-detection)
• Lay a red / white marker tape into the trench.
• Fabrication, delivery and set up of five standard flow line marker, post 2 m long, size 1 ½”
stand pipe, plate 400 x 400 mm. Writing 6” FL B1 manifold to B-49
• Tie-In the new flow line to the expansion loop at B49.
• Tie-In to the existing spare from B2-manifold.
• Tie-in new gaslift line to spare connection at GLM-4
• Tie-in new gaslift line to GL control section at B-49
• General well site leveling and clean up of jobsite.

4. Mechanical works/ Plant construction:
All work has to be carried out in accordance to API 1104 “standard for welding pipe lines and related
facilities” – latest edition, synonymous with Wintershall specifications B 1.0 to B 9.0. All arrangements are
available in construction Engineers office.
All project-related documents are property of Wintershall and are to be handled confidentially.
- Material handling
Contractor shall transport, store and distribute all company-supplied material to working site, i.e. all handling,
lifting and hauling from and to sites. Contractor shall assume responsibility for the material when received
from Wintershall and shall check the completeness of all materials. Material receiving reports have to be
issued and all documents necessary for insurance claims if any.
- Welding
• All welding shall be performed according to API-1104– latest edition. Contractor shall mark all welds with
numbers that have been assigned to the welders. A list of all assigned numbers shall be supplied to
Wintershall. Welder’s qualification does not have to be older than two years.

• All necessary welder examination documents and WPS/PQR procedures are to be handed over before
starting the welding job to Wintershall/G.L. for review and approval.
• Cutting all kind of process piping is only allowed by using cutting-discs. The usage of flames or burners
is not permitted.
• For general pipe fitting external clamps are to be used, tack welding on the pipes is not permitted. In
special cases alternative solutions are to be discussed with WILI/G.L.
• The finish for welding seams is to be done by brushing. If grinding of pipe material is necessary, ensure
that cuts are not done into the pipe shell. Only exception is the finishing oversized caps on the welds or
grinding inside the welding groove.
• Pre-heating of material to be welded at ambient temperatures <10°C is to be done.
• Pre-heating for piping wall thickness ≥ 20 mm is to be executed in temperature range 150 – 200°C after
GL advice.
• Arc strikes and burns are to be removed by filing. Grinding is not permitted in such cases dye
penetration check must be performed.
• It is not permitted to adjust any flange by tack-welding or heat input in order to re-straight position.
• Minimum distance between welds is 50 mm.
• Cold bends of piping have to be fabricated by a bending machine. All other fabricated bends are not
permitted. Not accepted occurring cold bends are to be cut off and replaced.
• In the pipe books to be delivered by Contractor heat numbers are to be included. On all cut pipe pieces
the heat number is to be transferred by re-stamping.
• Welded joints including welding defects of more than 30% related to circumferential length are to be cut
off and re-welded.
- Radiographic examination / NDT testing
Radiographic examination shall be in accordance with the requirements of specification API-1104– latest
edition. The extent is defined by specification as follows:
• 100% non-destructive examination shall be performed on all construction tie-in welds.
• 25% of all other welds completed each day shall be randomly selected and inspected. If one of these
welds is defected, all other welds of this day shall be 100% inspected. WILI/G.L. will select the welds to be
radio graphed.
Minimum percentage radiography of completed welds –
Class 150# :10%
Class 300# :25%
Class 600# and above

100% visual inspection to be made of all welds
Wintershall reserves the right to require 100% NDT-inspection of all welds to ensure quality of girth welds
Wintershall may reject welds, which do not appear to meet the standard of acceptability if in its opinion
depth of defect may be detrimental to the strength of the weld.
Defects, except cracks in the root and filler beads will be repaired with prior Wintershall/G.L.’s approval.
Defects, (except in the rook and cover pass) can be repaired without Wintershall/GL’s approval
Cracks, arc-burns outside the weld area and other non repairable defects shall be removed at contractors
expense by cutting out the section of pipe containing the defect and replacing it with a new section of pipe.
• Non destructive testing i.e. either dye penetration test / magnetic particle inspection shall
be performed on all applied weldolets or long welding neck flanges in presence of third party inspector
(G.L.).
- Hydrostatic pressure testing
Hydro test shall be performed in accordance to Wintershall regulation E 3 and the specific requirements.
• Certification for hydro test gauges shall not be older than six months, all other equipment such as
different pumps; tools and accessories shall be in good condition and certified. Usage of suitable pumps
to build up pressure during testing in controlled small steps is required (different levels to be
considered).
• WILI / GL inspector shall be informed ahead of line pressurizing to witness whole section of testing.
• Test pressure:
• Cls 600# = 150Barg
• Cls 1500# = 350Barg
•
• Covered lines have to be tested for 24 hours, above ground min. 1 hour.
- Protective coating on uninsulated piping (above ground)
Before painting, steel surfaces have to be cleaned from substances preferably by blast cleaning. Uninsulated
plant components shall be coated as follows:
Wintershall system data is according to Sigma data sheets M-02-1 and M-03-1
Sigmacover 280 with Dft 75 mic
Sigmacover 805 alu with Dft 150 mic
Sigmacover 805 with Dft 150 mic
In addition Wintershall color code for process piping is to be applied (arrangement available in construction

Erection of buried piping
All PP-coated piping shall be treated in accordance with Wintershall specification E 1.0, section 7.2 “buried
PP-coated steel piping”. All joints shall be left unwrapped until hydrostatic pressure test / NDT-examination is
accepted. After acceptance all joints are to be double wrapped and holiday-tested in presence of
Wintershall/ Third Party Inspector.
Alternatively the pipe can be wrapped, holiday- tested laid in the trench and backfilled. 100% holiday
detection of all coated piping is manditory.
This will be done to prevent significant pressure increase during hydro testing.
This needs the agreement of Wintershall. Furthermore in case of a failed hydro test the rule will be:
If a pipe or material defect appears Wintershall has to pay for the repair including the trenching and backfill.
If a joint or some other fabricated by contractor fails, they are to be accountable for the additional costs.
- Civil works
All excavations shall be executed hand digging only, pre-detection is required prior to excavation and
trenching. Excavation by mechanical means is forbidden without prior approval by the Company.
Fabrication of foundations shall be executed in accordance with the submitted foundation drawings and in
accordance with Wintershall specification E5 ’Reinforced Concrete’. Mix design for concrete shall be class C
25 / 30.
All exterior faces of concrete foundation below grade are to be coating with a bituminous sealer.
Contractor shall perform all concrete required facilities. All necessary materials shall be supplied by
contractor, i.e. cement, sand, crushed stone or gravel, mixing water, reinforcement, lumber, nails and other
necessary materials.
In case for crossing of other pipelines the depth of pipe trench within crossing section shall be
approx. 2,5 m. Pipe and electrical cables to be protected with sleeves.
- Safety
All works must be executed in accordance to Wintershall/Libya safety standards; contractor shall execute
related work safely and carefully. Contractor personnel must be aware of all Wintershall HSE policies,
including the document ' Safety Requirements for Contractors' which details all of the relevant safety items
required before a contractor will be allowed to work at a Wintershall/Libya facility. All employed staff must be
instructed due to the existing alarm plan behavior in case of alarm, fire or other incidents. Contractors staff
and key personnel shall be equipped with ‘personal protective equipment’ i.e. safety boots, hardhat, safety
glasses and fire resistant NOMEX clothing/coveralls.
Contractor shall erect process piping carefully in accordance with Wintershall safety standards. For each step
Wintershall safety and operation personnel have to give permit to work.
During erection works HSE or operation personnel will withdraw work permit due to unsafe or
dangerous conditions or in case of alarm

5. Pricing
Vendor shall submit two lump sum price prices identified as Option 1 & Option 2
Option 1 shall include all measures listed in Section 2. “Scope of supply” as follows:
• Entire construction & installation works including testing for the installation of complete flow line and gaslift
line for Well B49 including execution, erection and supervision of subsequent detailed described
measures. This includes welding, non destructive- and hydro testing as well as documentation in
accordance to Wintershall standards/ requirements.
Installation of prefabricated expansion loop, gaslift control section and all wellsite facilities, equipment, as
detailed in NAF/114/10 & NAF/133/12
• Trenching and laying 1600m 6” NB flow line plus power, communication and FO cables.
• Laying approx 600m 2“ NB gaslift line
• Backfilling the trench and leveling the flow-line route.
• The pipe has to be covered by a bed of pure sand. In areas where caliche was found the pipe has to be laid
completely in a bed of pure sand.
• Providing of watchman has to be included.
Option 2 shall include ALL activities as per Option 1 plus the following.
• Installation & construction of approximately 1500 underground pre-wrapped piping 6”/X-52/STD from B1
East Manifold to B-50 wellsite including all related construction works e.g. NDT-testing, wrapping all
welded joints etc.
• Installation & construction of approximately 500m underground pre-wrapped piping 2“ sch160 API 5L X-
52 from GLM-4 GL Manifold to B-50.
Stand by periods may occur due to operational requirements or custom / delivery circumstances. In
these cases Wintershall will indicate delays in deliveries as soon as it will come to attention. However,
should Wintershall for any reason fail to make delivery of any such item and a delay shall result,
contractor shall be entitled to no additional compensation damages on account of such delay. Stand
by cost cannot be claimed.
Additional work beyond the scope’s specification must be agreed in advance and will be compensated
on fixed rates. Therefore contractor has to make up daily time sheets indicating all involved resources
and to be countersigned by company’s representative on daily basis.
