Deen Dayal Jan Aajeevika Yojna- (Sehari) (DJAY-S): The urban poverty
alleviation Mission aims to address the occupational, social and residential
vulnerabilities of the urban poor population by adopting holistic and multi-
pronged strategies. The Mission aims to support urban poor households over
the next five years. Mission’s key strategy includes strengthening
community-based institutions such as common interest groups and self-help
groups. Ensuring access to social security and expanding welfare schemes
will be a priority.
Objective of the Mission
The key objective of the Mission is to address the occupational, social and
residential vulnerabilities of the urban poor population by adopting holistic
and multi-pronged strategies that critically assess the identified concerns
and lead to an enhanced and improved overall quality of life for the
beneficiaries. This will be undertaken by:
● strengthening grassroots-level community institutions,
● promoting employment opportunities,
● creating social infrastructure, and
● providing social security and entitlements,
● fostering innovation and collaboration
through an inclusive approach and focused attention on specific vulnerable
groups [Link] workers, transportation workers, gig workers, care
workers, waste workers and domestic workers.
Mission Components:
1. Community Led Institution Development (CLID): Community Led
Institution Development (CLID) is one of the major components of the
Mission, which has an important role in strengthening the institution of
the urban poor and is crucial for fostering inclusive and sustainable
urban development. By mobilising urban poor households to form their
institutions, such as Self-Help Groups (SHGs), Common Interest Groups
(CIGs), and their federations, CLID component enables communities to
collectively address their vulnerabilities.
2. Financial Inclusion & Enterprise Development (FIED) The
Financial Inclusion and Enterprise Development (FIED) component will
focus on financial assistance to individuals and groups of urban poor
and persons in vulnerable occupations to set up gainful self-
employment ventures / micro-enterprises suited to their skills, training,
aptitude and local conditions.
3. Social Infrastructure. Under the Mission will include, inter alia,
building shelters for the urban homeless, City Livelihoods Centres
(CLCs), well-equipped Labour Chowks for workers, especially for
construction workers, and care infrastructure, which are some of the
proposed interventions under the new Mission.
4. Convergence (Socio economic profiling & scheme linkages) to
be implemented during Pilot Phase: under the component of
Convergence, the Mission plans to address the challenges with two key
strategies:
a) Create a comprehensive, integrated database of the urban poor
that facilitates seamless access to information,
enabling an improved delivery of welfare
schemes/ programmes; and
b) Establish a convergence-led approach that fosters
collaboration across Central Ministries, Centre /State
/UTs, and inter state levels, ensuring easy
access to welfare programmes.
5. Innovative and Special Projects (I&SP).
The implementation of socio-economic profiling and scheme
linkages will primarily be undertaken during the pilot phase, with the
objective of creating an integrated database of the urban poor. This
database will facilitate seamless access to information, thereby enabling
improved delivery of welfare schemes and programmes.
Preparatory Activities for Pilot Implementation:
1. Identification and Training of Enumerators (Community
Organizers):
Community Organizers have been designated as enumerators for the
socio-economic profiling exercise. They have been provided with
necessary training to operate the Convergence Portal and facilitate
linkage of urban households with relevant welfare schemes.
2. Creating unified Database- Household Identification and
Mobilization:
In order to identify the eligible households for profiling, official
communication has been sent to the Department of Consumer Affairs
and Public Distribution (CAPD) requesting the list of Priority Household
(PHH) beneficiaries and necessary field-level support to facilitate the
mobilization process.
3. Identification of Profiling Sites:
Socio-economic profiling and scheme linkage activities will be
conducted through a door-to-door approach by the enumerators
(Community Organizers), in coordination with relevant line
departments to ensure comprehensive coverage and effective
implementation.
The Convergence Portal has been launched to facilitate IT-enabled
socio-economic profiling of the urban poor, with a specific focus on six
Vulnerable Occupational Groups (VOGs):
i. Construction Workers: Electrician; Carpenter; Plumber; Masonry;
Collie/Mazdoor; Site Cleaner; Welder; Blacksmith; Rajmistri; Painter;
Loader/ Unloader etc.
ii. Transportation Workers: Cycle Rickshaw Pullers; E-Rickshaw
Drivers/Battery Rickshaw Drivers; Auto Drivers; Cart Pullers; Auto-
Cargo Carrier Drivers etc..
iii. Gig Workers: Delivery Agents (Food Delivery - Swiggy/ Zomato,
Courier Delivery - Amazon/ Flipkart, Blinkit etc.); Personal Health and
wellness via Platform; Repair and maintenance and cleaning via
Platform; Ride Sharing (Rapido, Uber, etc.).
iv. Care Workers: Anganwadi Worker; Anganwadi Helper; Asha Worker;
Auxiliary Nurse Midwife (ANM); Elderly Care Worker; Home Health Care
Provider; Child Care Worker etc.
v. Domestic Workers: Watchman/Home Security Guard; Cook;
Gardener; Cleaners; Drivers; Pet Care Workers; Laundry Washer etc..
vi. Waste Workers: Ragpicker/Waste collector; Sweepers; Garbage
Collector; Desludging Vehicle Operator; Public Toilet/Community Toilet
Cleaner; Septic Tank Cleaner; Sewer Cleaner; Itinerant Buyer such as
kabadiwala etc.
The data collected aims to identify vulnerabilities, assess eligibility for nine
Central Government welfare schemes (PM Jan Dhan Yojana, PM Jeevan
Jyoti, Bima Yojana, PM Suraksha Bima Yojana, PM Shram Yogi Maan-
dhan Yojana, PM Matru Vandana Yojana, PM Janani Suraksha
Yojana, BOCW Registration under BOCW, One Nation One Ration
Card, Ayushman Bharat) and enable targeted interventions. Under this
initiative, profiling is being carried out using Aadhaar e-KYC through a
dedicated mobile and web application.
