Foreword
This specification is an adaptation of the South African National Standard SANS 1885, for
application in electricity utilities throughout East and Southern Africa.
The following requirements from SANS 1885 were changed or adapted in preparing this edition of
PIESA 1010:
4.1.1.5.3 Provision for the purchaser to specify rated short-time term and peak withstand currents
other than those stated in table 2;
4.2.4.3 Clarification that the floor finish level is the responsibility of the purchaser;
4.2.5.2 Clarification that the manufacturer will be responsible to obtain dimensions of existing
panels where necessary;
4.2.9.7 A new requirement for a label giving instructions in the event of an SF6 gas leak;
5 Quality assurance requirements have been removed from the tests and incorporated in
informative annex D;
5.5 Tests for the assessment of painted surfaces changed to "Test on coated surfaces" by

PIESA 1010 has been prepared by the Standardization Working Group of the PIESA and approved
by the Board of the PIESA for use by supply authorities in the East and Southern African region.

Introduction
This specification was prepared to establish uniform requirements for metal-clad switchgear for
application in the electricity supply industry in East and Southern Africa.
The PIESA Board expresses the wish that, in the common interest of electricity utilities in the East
and Southern African region, all electricity utilities adopt the recommendations of PIESA 1010
insofar as their particular conditions will permit and that the use of any conflicting specifications be
discontinued. Any differences between the requirements of this specification and the corresponding
utility’s requirements should, where appropriate, be submitted for consideration in future revisions of
this specification.

1 Scope
1.1 PIESA 1010 specifies the requirements for factory-assembled, modular design, metal-clad
switchgear panels for indoor installation, for rated a.c. voltages above 1 kV and up to and including
36 kV, for use on three-phase systems.
1.2 The panels will in general each include equipment that comprises a mechanical switching
device (for example, a fixed circuit-breaker, a withdrawable circuit-breaker, a switch-disconnector, a
switch-fuse combination or a switch) in combination with associated control, measuring, indicating,
alarm, protective and regulating equipment, including interconnections, accessories, enclosures
and supporting structure.
1.3 It is not the intention of PIESA 1010 to exclude alternatives such as existing single-pole
switching equipment or new technical developments. These can be catered for in future either by
way of an extension of this document or by additional parts.
1.4 PIESA 1010 is applicable to metal-clad, indoor switchgear panels with single and double
busbars.
1.5 Two or more of the individual switchgear panels are intended to be coupled together in various
combinations in order to form one continuous switchboard.
1.6 The switchgear is intended to be used under the following normal conditions of indoor use:
a) ambient air temperature: −5 °C to 40 °C;
c) ambient air: not significantly polluted by dust, smoke, salt or corrosive vapours, very low
corrosive environment as specified in PIESA 1102;
NOTE 1 For any special service conditions that differ from the normal conditions defined in 1.6, agreement
should be reached between the purchaser and the supplier on the conditions for use of the equipment.
NOTE 2 For low-voltage auxiliary equipment, no special precautions need be taken if the altitude
is below 2 000 m.

NOTE 3 For internal insulation other than air at atmospheric pressure, the dielectric characteristics are
identical at any altitude and no special precautions need be taken.
NOTE 4 In the case of switchgear panels which are to be subjected to type or routine dielectric tests at an
altitude above 1 000 m, a correction factor as set out in SANS 60694 will need to be applied to the relevant
standard reference atmospheric test voltage. Some areas of East and Southern Africa are at an altitude in
excess of 1 800 m, up to 2 600 m.

4.1 Ratings

4.1.1.4.1 The rated insulation level of switchgear shall be in accordance with table 1 for the
relevant rated voltages.
NOTE Where the switchgear is fed from an overhead distribution system by a short length of cable, the
equipment could be exposed to higher voltages than those set out in table 1, unless protective measure are
taken. For cable lengths of 100 m or more surge arresters should be used at both ends of the cable. For cable
lengths less than 100 m, surge arresters should be used at the pole where there is a change from cable to
overhead lines.

4.1.1.4.2 The rated peak lightning impulse withstand voltage will be specified by the purchaser in
schedule A, from the values in list 2 and list 3 in table 1.
NOTE For 12kV switchgear, generally 95 kV is specified for use at altitudes above 1 000 m.

4.1.1.5.1 Unless otherwise specified in schedule A, the rated short-time and peak withstand
currents shall be in accordance with table 2.

The rated short-circuit breaking current of circuit-breakers and switch-fuse combinations shall be
equal in value to the rated short-time withstand current given in column 2 of table 2 that
corresponds to the relevant rated voltage given in column 1 of table 2.
The rated short-circuit making current of circuit-breakers, switch disconnectors, earthing switches
and switch-fuse combinations shall be equal in value to the rated peak withstand current given in
column 3 of table 2, corresponding to the relevant rated voltage given in column 1.
The auxiliary supply voltage shall be a d.c. voltage of 110 V unless one of the following is specified
in schedule A:
c) a d.c. voltage of 30 V.
4.2 Switchgear
4.2.1 General
NOTE For ease of reference, certain of the requirements in IEC 60298 are repeated in PIESA 1010.
a) the manufacturer;
4.2.1.4 The insulation co-ordination in air within the switchgear shall comply with PIESA 1012.
4.2.1.5 Internal arc tests shall be carried out in all medium-voltage power compartments (i.e. the
compartment containing the mechanical switching device, the power cable enclosure and the
busbar chamber). See annex B.
4.2.2.1 Switchgear shall be suitable for service in the system and environmental conditions
specified in 1.6.
4.2.2.2 Each switchgear panel shall be a self-contained unit designed according to IEC 60298, with
protection class of at least IP3X for external surfaces and IP2X for internal surfaces.

4.2.2.3 Separate metal compartments are required for the main switch; primary busbar; voltage
transformers; power cable/current transformer and relay/control chamber.
4.2.2.4 The configuration of the switchboard shall conform to the configuration drawing
(see 7.1(a)).
4.2.2.5 Switchgear panels shall be floor mounted, shall be of modular design such that they can be
joined together to form a complete switchboard of any combination of the switchgear panel types
supplied and shall be readily extendible at either end.
4.2.2.6 All switchgear panels shall allow switching operations to be carried out from the front of the
panel.
4.2.2.7 Where panel fronts are not aligned, it shall be possible to arrange switchgear panels in any
order such that the equipment of each panel can be operated in the intended manner.
4.2.2.8 For single-busbar switchboards of simple design, switchgear panels shall be so designed
that the cable termination compartments can be readily aligned to suit a cable trench of width
600 mm, with the front of the switchgear panels fully aligned.
4.2.2.9 Provision shall be made for lifting or slinging each panel. Details of the provisions shall be
stated in the general arrangement drawing (see 7.2(b)).
4.2.2.10 Switchgear panels shall be so constructed that they can be adapted readily (by the
purchaser on site, if necessary) to incorporate a voltage transformer.
4.2.2.11 All padlocking facilities shall be suitable for padlocks that have shanks of diameter 6 mm.
4.2.2.12 Doors shall have stops to prevent them from overswinging when opened.
4.2.2.13 Pressure relief ("venting" or “arc deflection”), such that the operator is not endangered in
the event of an escape of gas or vapour under pressure shall be provided as specified in
IEC 60298.
4.2.2.14 Where so specified by the purchaser in schedule A, arc detection and associated
protection shall be incorporated in breaker protection system. Where arc detection and protection is
offered, details shall be provided in schedule B.
4.2.3 Busbar
4.2.3.1 All joints and tees in busbars and busbar connections shall be made using bolts, nuts and
washers that are suitably protected against corrosion. Suitable methods of protection include
phosphating, galvanizing, zinc impregnation, and plating with copper, nickel, cadmium silver, tin or
zinc.
NOTE “Putty and tape” is not the preferred method to achieve the impulse dielectric ratings under normal
operating conditions.
4.2.3.2 Busbar connections and tee-offs shall be capable of carrying both normal load and fault
currents.
4.2.3.3 The busbar rated current shall be stated in the configuration drawing (see 7.1(a)).

4.2.4 Installation
4.2.4.1 If installation and on-site operational testing are required to be carried out by the supplier, it
will be specified in schedule A.
NOTE The installation and on-site operational testing should be done by the supplier.
4.2.4.2 Erection shall be in accordance with the purchaser’s switch room layout drawing
(see 7.1(b)).
4.2.4.3 It is intended that the switchgear shall be able to operate correctly where the tolerance of
the switch room finished floor level is less than or equal to 2 mm/m2 in the area required to withdraw
a circuit-breaker and less than or equal to 1 mm/m2 elsewhere.
NOTE The purchaser should ensure the finished floor level meet the requirements in 4.2.4.3.
4.2.4.4 The availability and the type of constructional power supply available on site will be
specified in schedule A.
4.2.5.2 If the switchgear is to be joined to an existing switchboard, the details of the existing
switchboard will be specified in schedule A.
NOTE Where the purchaser cannot supply the drawings for the original switchgear, the manufacturer of the
original switchgear is expected to supply the required drawings, or the purchaser will arrange for the
manufacturer to obtain the measurements required.
4.2.5.3 If a joggle chamber is required, the supplier shall provide an outline drawing of the joggle
chamber or shall specify as a minimum, the joggle chamber width.
4.2.5.4 The supplier shall by design criteria, calculations or test prove that after the extension of a
switchboard, the joggle chamber and the new part of the switchboard comply with the requirements
of this specification.
4.2.6 Heaters
4.2.6.1 The supplier shall state in schedule B if heaters will be installed in the switchgear.
4.2.7.1 If surge arresters are required in feeder switchgear panels, this will be specified in
schedule A.
4.2.7.2 The type and position of the surge arresters will be specified in schedule A.
4.2.7.3 Surge arresters shall be earthed by bonding to the earthing bar (see 4.2.8), with copper
cable of cross-sectional area not less than 150 mm2.
4.2.8 Earthing
4.2.8.1 Each switchgear panel shall include a copper earthing bar of at least 25 mm wide with a
cross-sectional area of at least 125 mm2, to facilitate earthing of cable sheath(s) and armour. The
earthing bar shall be suitable for interconnection to the adjacent switchgear panels. The type of
system earthing (solid/resistive) will be stated in schedule A.

4.2.8.2 Suitable facilities for termination of the earths (preferably M12 clearance holes or studs)
shall be provided. The clearance hole or stud size of the earth bar offered shall be stated in
schedule B.
4.2.8.4 Each metal enclosure or individual tank shall be provided with a reliable earthing terminal,
having a clamping screw or nut for connection to an earth conductor that is suitable for the fault
conditions specified.
4.2.8.5 The switchgear shall include a copper earthing bar not less than 25 mm wide and a cross-

sectional area not less than 120 mm , to facilitate earthing of cable sheath(s) and armour.
4.2.8.6 The current density in the earthing bar shall not exceed 200 A/mm2 under the specified
earth fault conditions.
4.2.9.1 If SF6 is used for insulation (not as an interruption medium) this shall be stated in
schedule B together with the compartments where SF6 is used.
4.2.9.2 Sulfur-hexafluoride switchgear shall be filled with new SF6 that complies with the
requirements of IEC 60376.
4.2.9.3 The switchgear shall be factory sealed such that no routine gas replenishment is required
in normal service. The design, construction and sealing of gas compartments shall be such that, the
period to replenishment of gas is not less than 20 years.
4.2.9.4 Unless specified otherwise in schedule A, a device for monitoring the SF6 pressure in each
tank, even in service, with indication of minimum permissible pressure level for safe operation shall
be provided.
4.2.9.5 If fitted, the pressure level monitoring device shall be clearly visible to the operator from the
operating side of the switchgear panel.
4.2.9.6 The quantity of the SF6 to be used in each separately filled compartment shall be stated in
schedule B.
4.2.9.7 The switchgear shall have a permanent label that alerts the users to the presence of SF6
gas, and what action to take in the event that a leak is suspected. The text of this label shall be
agreed with the purchaser.
4.2.9.8 The supplier of SF6 switchgear shall render a service to recover and replenish SF6 gas after
its service life. Confirmation of this shall be in writing at tender stage.
NOTE Common requirements for withdrawable circuit-breaker panels and fixed circuit-breaker panels are
given in 4.3.1. Specific requirements for withdrawable circuit-breaker panels and fixed circuit-breaker panels
are given in 4.3.2 and 4.3.3 respectively.
4.3.1.1 General
4.3.1.1.1 The current rating of the circuit-breaker switchgear panel shall be stated in the
configuration drawing (see 7.1(a)).

4.3.1.1.3 The interrupting medium offered shall be either vacuum or SF6 and shall be stated in
schedule B.
4.3.1.2 Indication
The circuit-breaker panel shall be indicated clearly visible from the front of the panel (i.e. on the
circuit-breaker, and on the circuit-breaker panel). For details of indications for withdrawable type,
see 4.3.2.2 and for details of indications for fixed type see 4.3.3.2.
4.3.1.3 Interlocks
4.3.1.3.1 Facilities provided for operational access to parts of the switchgear panel that contain live
components shall be mechanically interlocked so that access to such parts is not possible unless all
live parts have been rendered safe, by isolating the live parts and applying a visible earth
connection, or by being positively disconnected and screened from the remaining live parts.
4.3.1.3.2 Mechanical interlocks shall be provided to ensure positive and substantial protection
against maloperation, and shall be so designed and constructed as to ensure dependable fail-safe
operation.
4.3.1.3.3 When the circuit-breaker panel is padlocked in the earth position, it shall not be possible
to gain access to the cable test facility.
NOTE This interlock will prevent the undesirable removal of the cable earthing via the cable test facility.
4.3.1.4 Earthing
4.3.1.4.1 If specified in schedule A, earthing facilities shall be provided for all main circuits.
4.3.1.4.5 The frame of each earth switch shall have a reliable earthing terminal that has a clamping
screw for connection to an earth conductor rated for the specified fault conditions. The diameter of
the clamping screw shall be preferably M12 and shall be stated in schedule B.
4.3.1.4.7 Where bus-section or bus-coupler panels are supplied, they may be used to provide
integral earthing of either set of busbars connected to them. This feature shall be fully detailed in
schedule B.
OPEN/CLOSE control switches shall be provided. If pistol-grip types are specified in schedule A,
they shall be arranged for spring return to the neutral position when released. The closing
operation shall be initiated by clockwise rotation of the control switch and padlocking facilities shall
be provided for the OPEN/CLOSE control switch in the neutral position.
NOTE For safety reasons, it is strongly recommended that switching operations be done from a remote
position.

4.3.1.7.2 A suitable, self-retaining panel connector shall be supplied. The plug-in position of the
panel connector should be at the front of the switchgear panel.
4.3.1.7.3 The pins for the tripping and closing of the circuit-breaker shall be as follows:
c) pins 5 and 6 for charging (if electrical charging is specified in schedule A).
4.3.1.8.2 If mechanical close is specified in schedule A, it shall be supplied with provision for
padlocking.
4.3.1.9.2 In the case of a spring-charged closing mechanism with a coil-operated release, the total
coil power shall not exceed 1,5 kW per circuit-breaker.
4.3.1.9.3 Where applicable, the a.c. supply voltage and ratings of the spring charge motor will be
specified in schedule A.
4.3.1.9.4 Where applicable, the d.c. supply voltage, the peak power and the steady power of the
springs charge motor ratings will be specified in schedule A.
4.3.1.9.5 In the case of a solenoid-operated closing device, the input power required shall not
exceed 15 kW per circuit-breaker.
4.3.1.9.6 The type of circuit-breaker closing mechanism offered shall be stated in schedule B.
4.3.1.9.7 The rating of each circuit-breaker closing device shall be stated in schedule B.
4.3.1.9.8 The electrical tripping circuit of a circuit-breaker shall consist of either a d.c. shunt trip coil
with an adequately rated “a” contact in series or an a.c. shunt trip coil with either a time lag fuse or
an MCCB shunting the trip coil.
4.3.1.9.9 If applicable, any alternative tripping methods required will be specified in schedule A.
b) the trip coil shall be shunted by normally closed contact of a relay or other protective device such
as a time lag fuse or MCCB which opens out on operation, thus diverting the current through the
trip coil;

c) for low ratio current transformers, for example, less than 100:1, it might be necessary to
demonstrate the performance at the commissioning stage; and
d) all designs shall include a separate trip coil for each pole of the relay or protective device.
Thus a two overcurrent and one earth fault arrangement would require two trip coils on the phases
associated with the overcurrent protective devices and a trip coil in the residual circuit.
4.3.1.10.1 If applicable, the circuit-breaker shall have one close coil and one trip coil.
4.3.1.10.2 A shunt closing coil release shall operate correctly at a voltage of 85 % to 110 % of the
rated supply voltage. A shunt opening release shall operate correctly at a voltage between 70 % in
the case of d.c. or 85 % in the case of a.c., and 110 % of the rated supply voltage, measured at the
terminals of the device. The circuit-breaker shall close when an electrical pulse of 100 ms is applied
to the closing coil.
4.3.1.10.3 All operating coils of the control contactors associated with the solenoid-operated
closing device shall be rated for continuous operation.
4.3.1.10.4 Voltage and peak power ratings for continuous operation of the circuit-breaker coils shall
be stated in schedule B.
4.3.1.11.1 Auxiliary contacts shall be rated for 10 A, 230 V in the case of a.c.; and 10 A, 110 V in
the case of d.c.
4.3.1.11.2 Circuit-breakers shall have auxiliary “a” and “b” contacts that are fitted on the chassis of
the circuit-breaker and that follow, positively, the action of the main contacts of the circuit-breaker.
4.3.1.11.3 The number of each type of auxiliary contacts shall suit the requirements of the electric
close, trip, control and alarm circuits plus the spares specified in schedule A.
4.3.1.11.5 All spare contacts specified in 4.3.1.11.3 shall be wired to the auxiliary cable termination
box and the wires shall be labelled as detailed in 4.14.9.
4.3.1.11.6 If specified in schedule A, the circuit-breaker auxiliary contacts shall be wired to the
compartment behind relay chamber doors.
4.3.1.12.1 All feeder circuit circuit-breakers in the closed position shall be able to trip-close-trip
before the spring needs to be charged again.
4.3.1.12.2 Transformer or feeder circuit circuit-breakers panels shall be the XEM type (stored
energy operation by means of energy stored in a motor-charged spring with manual or electrical
release).
4.3.1.12.3 Circuit-breakers shall be used in bus section and bus coupler panels.
4.3.1.12.4 Bus section circuit-breakers panels shall be the XM type (stored energy operation by
means of energy stored in a manually-charged spring with mechanical release) or the XEM type.

4.3.2.1 General
4.3.2.1.2 Robust guides and self-aligning main contacts shall ensure that the connection of the
circuit-breaker and the fixed panel contacts are correctly made when the circuit-breaker is racked
into the service or earthing position. Under no circumstances shall the circuit-breaker bushings be
used for alignment of the circuit-breaker unit.
4.3.2.1.3 Movement of the circuit-breaker into and out of the service or earthing position shall be by
a mechanical driving system (for example, a lever, ratchet or screw or thread), which shall ensure
positive location without any possibility of overrun or of damage to contacts or insulation
components.
4.3.2.1.4 All auxiliary plugs and sockets for making and breaking the control circuits of the circuit-
breaker shall be self-aligning with guide pins and contacts of a proven robust type. In order to
achieve interchangeability, the position and control circuit function of these contacts shall be the
same on all categories of circuit-breaker switchgear panels of the same ratings.
4.3.2.1.5 Each circuit-breaker shall be interchangeable with other circuit-breakers of the same
rating in respect of main circuits and control circuits.
4.3.2.1.6 The circuit-breaker interrupting medium (see 4.3.1.1.3), manufacturer, country of origin,
model/type designation, total circuit-breaker mass (cart included) and rating nameplate position
shall be stated in schedule B.
4.3.2.1.7 The isolation displacement of the circuit-breaker (either vertical or horizontal) shall be
stated in schedule B.
4.3.2.2 Indication
a) circuit-breaker open/close (which, where applicable, shall be visible with the circuit-breaker in
any position);
e) in the case of double busbars, the set to which the circuit-breaker is connected;
4.3.2.3 Interlocks

c) it is impossible to close the circuit-breaker in the service position unless it is connected to the
auxiliary circuit, or it is designed to open automatically without the use of an auxiliary circuit.
4.3.2.3.2 It shall not be possible to insert a circuit-breaker into a circuit of a different rating or of a
different main isolating contact arrangement.
4.3.2.3.3 Where a withdrawable circuit-breaker is used for earthing, the electrical tripping circuit of
a circuit-breaker shall be isolated when the circuit-breaker is in the earthing position.
4.3.2.4 Earthing
b) an integral type, that uses a fixed earthing switch mounted for this purpose in the circuit-breaker
panel, or
c) integral earth switches in both the open and earthing positions, and
d) the mechanical tripping device in the case where the circuit-breaker is used for earthing.
4.3.2.6.1 Safety isolation shall be achieved by racking the circuit-breakers away from the main
circuit connection orifices. These orifices shall be so covered, automatically, with mechanically
operated metal safety shutters, as to prevent inadvertent contact with the busbar and circuit
conductors of the fixed part of the switchgear panel when the circuit-breaker is racked out.
4.3.2.6.2 Circuit and busbar orifice shutters shall be arranged to operate independently. For testing
purposes, it shall be possible to retain, but not lock, all the shutters in the open position.
4.3.2.6.3 Busbar orifice shutters shall be painted signal red, in accordance with colour A11 of
SABS 1091 and inscribed in accordance with 4.17.5.1 and, when relevant, 4.17.5.2.
4.3.2.6.4 Circuit orifice shutters shall be painted canary yellow, in accordance with colour C61 of
SABS 1091.
4.3.2.6.5 Safety shutters shall operate without lubrication and shall be so designed and constructed
as to ensure fail-safe operation.

4.3.2.7.2 The circuit-breaker transporting device shall be either integral or external and the type
offered shall be stated in schedule B.
4.3.2.7.3 Where external transporting devices are provided, they shall align with the circuit-breaker.
4.3.2.7.4 Where external transporting devices are provided, two transporting devices per circuit-
breaker rating shall be provided.
4.3.2.8.1 Each circuit-breaker shall be fitted with an earthing terminal to facilitate testing of earth
continuity between the circuit-breaker carriage and the switchgear main earth bar.
4.3.2.8.2 The circuit-breaker earthing terminal shall be easily accessible from the front of the
circuit-breaker.
4.3.2.8.3 The circuit-breaker earthing terminal shall be labelled in accordance with 4.17.4.3(c).
4.3.2.8.4 The connection between the circuit-breaker earthing terminal and the main carriage earth
shall be of sufficient cross sectional area to handle the fault conditions specified in 4.2.8.1.
4.3.3.1 General
4.3.3.1.1 A circuit-breaker panel shall satisfy the isolating requirements specified for a disconnector
in IEC 6227-102.
4.3.3.1.2 The circuit-breaker interrupting medium (see 4.3.1.1.3), manufacturer, country of origin,
model/type designation, total circuit-breaker mass and rating nameplate position shall be stated in
schedule B.
4.3.3.1.3 If the circuit-breaker panel includes an in-line disconnector, the number off disconnectors
shall be stated in schedule B.
4.3.3.1.4 It shall be stated in schedule B whether a three or two position disconnector(s) is offered.
4.3.3.2 Indication
The circuit-breaker switchgear panel shall have the following definite indication:
a) circuit-breaker open/close;
c) earth position;
e) in the case of double busbars, the set to which the circuit-breaker is connected;

4.3.3.3 Interlocks
4.3.3.3.1 Interlocks shall ensure the disconnector, where provided, cannot be moved from the
closed position unless the circuit-breaker is open.
4.3.3.3.2 Interlocks shall ensure that operation of the circuit-breaker is not possible, unless the
disconnector is in the closed, open or earth (if provided) position.
4.3.3.3.3 Positive mechanical interlocking shall be provided to prevent inadvertent switching from
the ON position to the EARTH position without a definite stop in the OFF position, or from the
EARTH position to the ON position without a definite stop in the OFF position.
4.3.3.3.4 Access to the test terminals shall only be possible when the associated earth switch is in
the EARTH position.
4.3.3.3.5 When the circuit test facility is in use, it shall not be possible to close the disconnector.
4.3.3.3.6 If the earthing of a circuit-breaker panel is not visible from the operating position, the
corresponding indication shall be directly coupled to the earthing mechanism, to ensure fail-safe
indication.
4.3.3.3.7 Interlocks shall be provided for the circuit-breaker, to ensure that the circuit-breaker
cannot be closed when the earth is in the closed position.
NOTE Other interlocking features may be offered or specified by the purchaser for special application.
4.3.3.4 Earthing
4.3.3.5 Padlocking
4.3.3.6.1 If so specified in schedule A, the circuit-breaker panel shall incorporate an integral type
circuit test facility.
4.3.3.6.2 All test facilities shall be suitable for the application of d.c. test voltages associated with
the after-installation testing of power cables, and shall be rated for the same system voltage as the
switchgear.
4.3.3.6.3 For testing, the site test values specified for XLPE cables in IEC 60502-2 or SANS 1339
and for PILC cables in IEC 60055-1 or SANS 97 shall apply.
4.3.3.6.5 The test plugs in any test pack that is supplied (see 4.15.7) shall be fully described in
schedule B.

4.4.1 General
4.4.1.2 The rated current shall be specified in the configuration drawing (see 7.1(a)).
4.4.1.3 The switch-disconnector shall comply with the requirements of IEC 60265-1 and
IEC 62271-102.
4.4.1.4 If specified in schedule A, the switch disconnector shall incorporate an integral three-pole-
earthing switch on the circuit-side.
4.4.1.6 The operating mechanism of the switch-disconnector shall be independent manual closing
and opening.
4.4.2 Interlocks
4.4.2.1 Positive mechanical interlocking shall be provided to prevent inadvertent switching from the
ON position to the EARTH position without a definite stop in the OFF position, or from the EARTH
position to the ON position without a definite stop in the OFF position.
4.4.2.2 Padlocking facilities shall be provided to lock the switch in any position, and to prevent the
selection of the ON position while permitting operation from OFF to EARTH or from EARTH to OFF.
4.4.2.3 Access to the test terminals shall only be possible when the associated earth switch is in
the EARTH position.
4.4.2.4 When the circuit test facility is in use, it shall not be possible to close the switch-
disconnector.
4.4.2.5 When the switch-disconnector panel is padlocked in the earth position, it shall not be
possible to gain access to the cable test facility.
NOTE This interlock will prevent the undesirable removal of the cable earthing by having access to the cable
test facility.
4.4.3.5 The test plugs in any test pack if supplied (see 4.15.7) shall be fully described in
schedule B.
4.5.1 General

4.5.1.2 The rated current shall be specified in the configuration drawing (see 7.1(a)).
4.5.1.3 Each switch-fuse combination shall be a three-phase unit that complies with the
requirements of IEC 62271-105 and shall be fitted with three current-limiting high-voltage fuse-links.
4.5.1.6 High-voltage current-limiting fuses (pyrotechnique type) shall be rated in accordance with
IEC 60282-1, at the rated voltages, frequency and normal current at ambient temperatures of not
more than 40 °C, except where higher operating temperatures are applicable as stated in
schedule A. The fuse carriers shall indicate the correct position of the fuse-link striker pin.
4.5.2.1 The operating mechanism of a switch-fuse combination shall provide independent manual
closing and stored energy tripping.
NOTE The fitting of a shunt trip on a stored energy mechanism of a fuse-switch that is activated through a
protective device is not recommended.
4.5.2.2 The operating mechanism of a switch-fuse combination shall incorporate a reliable trip-all-
phases device that causes all phases to open automatically if any of the fuses operates.
4.5.2.3 The mechanism and rating of fuses shall ensure that fault currents are interrupted by the
fuses before the switch opens.
4.5.3 Interlocks
4.5.3.1 Positive mechanical interlocking shall be provided to prevent inadvertent switching from the
ON position to the EARTH position without a definite stop in the OFF position, or from the EARTH
position to the ON position without a definite stop in the OFF position.
4.5.3.2 Access to the test terminals shall only be possible when the associated earth switch is in
the EARTH position.
4.5.3.3 When the circuit test facility is in use, it shall not be possible to close the switch-fuse
combination.
4.5.3.4 A shield of earthed metal, or insulating material which has characteristics for the purpose
that have been established by tests in accordance with an appropriate SANS or IEC standard, shall
be so interposed between the fuse carriers and the fixed contacts, or any other live parts, that the
operator cannot inadvertently make contact with such parts when changing the fuse-links.
4.5.3.5 The requirement in 4.5.3.4 may not be necessary if the fuse carrier is so designed that it
prevents the operator from making inadvertent contact with live parts when changing the fuse-links.
4.5.3.6 The mechanism shall be interlocked to ensure that the correct procedure for the safe
insertion and removal of fuse-links is followed sequentially.
4.5.3.7 It shall be possible to isolate both side of fuse-links for inspection and renewal while the
busbar or cable-side contacts of the switch-fuse combination are still live.

4.5.3.8 Visible earthing contacts shall be provided at the accessible ends of each fuse-link to
ensure that each fuse-link is earthed, except if:
b) the fuse-links are removed bodily from the service position before being made accessible and, in
the case of oil-filled switch-fuse combinations, the fuse-links are clear of the oil, or
4.5.3.9 Fuses shall be replaceable only when the switch-fuse combination is in the OFF position or
in the EARTH position and, in the case of oil-filled switch-fuse combinations, when the fuses are
clear of the oil while the switch-fuse combination contacts on the busbar-side are still live.
b) the movement of the switch-fuse combination to the ON position with a blown fuse-link in circuit;
c) application of the fuse-link earths while the switch-fuse combination is in the ON position; and
d) the switch-fuse combination being moved to the ON position while the fuse-link earths are
applied, or while access to the fuse-links is permitted.
4.5.3.11 Padlocking facilities shall be provided to lock the switch-fuse combination in any position,
and to prevent the selection of the ON position while permitting operation from OFF to EARTH or
from EARTH to OFF.
4.5.3.12 When the switch-fuse combination panel is padlocked in the EARTH position, it shall not
be possible to gain access to the cable test facility.
NOTE This interlock will prevent the undesirable removal of the cable earthing by having access to the cable
test facility.
4.5.4.1 If specified in schedule A, the switch-fuse combination shall incorporate an integral type
circuit test facility.
4.5.4.2 All test facilities shall be suitable for the application of d.c. test voltages associated with the
after-installation testing of power cables, and shall be rated for the same system voltage as the
switchgear.
4.5.4.3 For testing, the site test values specified for XLPE cables in IEC 60502-1 or SANS 1339
and for PILC cables in IEC 60055-1 or SANS 97 shall apply.
4.5.4.5 The test plugs in any test pack that is supplied (see 4.15.7) shall be fully described in
schedule B.
4.6.1 The power cable termination shall be in accordance with PIESA 1012.
NOTE The schedules in PIESA 1012 could be used to specify the power cable termination box.

4.7.2 The battery supplied shall comply with a relevant IEC standard.
4.7.5 The battery charger supplied shall comply with SANS 1652.
NOTE Battery charger features could be specified in the schedules of SANS 1652.
4.7.7 If a substation battery or battery charger is required, the following information will be
specified in schedule A:
4.7.8 To allow for the correct selection of a battery by the purchaser, the peak and standby
(normal operation) power requirements of the complete switchgear shall be stated in schedule B.
4.8.2 The number of current transformer cores required for the following will be specified in
schedule A:
c) metering.
4.8.3 For each application, the following information on the current transformers will be specified in
schedule A:
a) class;
b) burden;
c) tap ratios;
d) tap points;
e) knee-point voltage;
In the case of class TPS current transformers the class and burden shall be stated at the lowest
ratio.

4.8.4 For each application, the following information on the current transformers offered by the
supplier shall be stated in schedule B:
a) type offered;
b) encapsulation material;
c) class;
d) burden;
e) tap ratios;
f) tap points;
g) knee-point voltage;
In the case of class TPS current transformers, the class and burden shall be stated at the lowest
ratio.
4.8.5 The limits of temperature rise of the windings of current transformers at the full load
continuous primary current rating of the switchgear panel shall comply with the relevant
requirements of IEC 60044-1.
4.8.7 The secondary terminal connections of current transformers shall be safely and readily
accessible with the circuit isolated.
4.8.8 The current transformers in a switchgear panel shall be readily accessible with only the
circuit-side isolated for removal or replacement without extensive dismantling of the primary circuits.
4.8.9 All current transformers shall have a short time current rating not less than the short time
current rating of the associated switchgear panel.
NOTE This will not apply for current transformers with ratios less than 100:1.
4.8.10 Current transformers specified for over-current and earth fault protection may also be used
for indicating instruments, provided that the current transformers are suitably rated and accuracies
can be maintained within the specified limits. The ammeter shall be suitably protected from damage
as a result of the passage of full rated fault current through the associated switchgear panel and
shall therefore be fitted with a saturation current transformer.
4.8.11 Metering current transformers shall be designed and reserved for metering purposes only.
No other protection or indication instruments or devices shall be connected to them without specific
approval of the purchaser. Request for such approval shall be made in schedule B.
4.8.12 Each current transformer shall be fitted with rating plates (see 4.16).
4.8.13 All current transformer secondary connections shall be as specified in 4.8.14. The
secondary windings of each group of current transformers shall be earthed at one point only, by an
isolating link that is accessible when the switchgear panel is in service.

4.8.14 All current transformer secondary connections shall be brought to a terminal block or to rail-
mounted terminals located in a readily accessible position inside the relay chamber. The terminal
block or rail-mounted terminals shall have a facility for shorting the current transformers and shall
allow for the safe connection of external instruments in any one or more phases or the changing of
current transformer ratios, where applicable, while the associated primary circuit is carrying load.
No loose equipment other than simple jumpers and hand tools shall be needed to complete these
tasks. The terminal block or rail-mounted terminals shall be subject to approval and details shall be
stated in schedule B. Rail-mounted terminals shall comply with the requirements of BS 5825.
4.9.1 Voltage transformers shall be fitted to the switchgear panels specified in schedule A.
4.9.2 Voltage transformers shall comply with the requirements of IEC 60186.
4.9.3 The following information on the required voltage transformers will be specified in
schedule A:
a) one-phase or three-phase;
b) ratio;
c) class;
d) burden;
e) voltage factor;
4.9.4 The following information on the voltage transformers offered shall be stated in schedule B:
c) ratios;
d) class ;
e) burden;
f) voltage factor;
g) location of fuses;

4.9.5 Voltage transformers shall be the encapsulated type that is totally encapsulated in epoxy
resin or other suitable material.
NOTE Withdrawable voltage transformers should only be withdrawn under de-energized conditions.
4.9.7 Voltage transformers shall be so arranged that they can be isolated and removed without the
associated circuit being affected.
4.9.8 Lockable metal shutters shall be provided to automatically cover the fixed isolating contacts
when the voltage transformer is withdrawn.
4.9.9 Padlocking facilities shall be provided for locking the shutters in the closed position and for
locking the voltage transformer in the isolated and the service positions.
4.9.10 Voltage transformers shall be fitted with medium-voltage fuse-links, which shall only be
accessible when the voltage transformer is fully isolated.
4.9.11 The secondary connection of voltage transformers shall be brought to a set of fuses,
MCCBs or links arranged direct on the voltage transformer or inside the relay chamber (RC), as
specified in schedule A. From there the connections to instruments, relays, etc. shall be made
through rail-mounted terminals that comply with the requirements of BS 5825.
4.9.12 If so specified in schedule A, test blocks of a type approved by the purchaser shall be
provided for voltage transformer circuits. The type of test block offered shall be stated in
schedule B.
4.9.14 In the case of three-phase, 3 limb voltage transformers, the secondary of the yellow phase
shall be brought out to a solid link, and be earthed through this link, which shall be accessible whilst
the panel is in service.
4.9.15 In the case of three-phase, 5 limb voltage transformers, the neutral shall be brought out and
earthed through an isolating link, which shall be accessible whilst the panel is in service.
4.9.16 In the case of single-phase voltage transformers, one leg shall be brought out and earthed
through an isolating link, which shall be accessible whilst the panel is in service.
4.10.1 It shall be possible to set or reset relays from a standing position in front of the switchgear
panel, particularly where the relays are mounted in a relay chamber.
4.10.3 In the case of on-board protection, protection equipment shall be mounted on or inside the
relay chamber.
4.10.4 Details of the protection equipment, including the manufacturer, the type and rating shall be
stated in schedule B.

4.11.1.2 All indicating instruments shall be flush-mounted industrial type instruments that comply
with the requirements of the relevant of IEC 60051-1, IEC 60051-2, IEC 60051-7, IEC 60051-8 and
IEC 60051-9, and shall have a scale length of at least 90 mm or as specified in schedule A.
4.11.1.3 All instruments on a switchboard shall be scaled with the same type of characters of the
same size.
4.11.1.4 All instruments and relays that operate from a separate d.c. supply shall operate
satisfactorily between 80 % and 130 % of the rated control voltage, as measured at the terminals of
the device.
4.11.1.5 All instruments and relays that operate from an a.c. supply shall operate satisfactorily
between 80 % and 120 % of the rated control voltage, as measured at the terminals of the device.
4.11.2 Ammeters
4.11.2.1 All scales, except for thermal ammeters, shall be essentially linear and shall be marked in
accordance with BS 3693 with the scale selected for the instrument accuracy class.
4.11.2.2 Ammeter scales shall allow for 120 % of the primary current rating of the current
transformer.
4.11.2.3 The current transformer ratio shall be clearly marked on the face of the ammeter.
4.11.2.5 Thermal maximum demand indicators shall have a built-in saturation current transformer
that will prevent damage to the indicators by fault currents of value up to the maximum rating of the
circuit-breaker.
4.11.2.6 The trimming device shall actuate a resettable pointer to indicate the maximum value
reached since the previous resetting.
4.11.2.7 The accuracy of ammeters shall be 3 % or better and shall be stated in schedule B.
4.11.2.8 Ammeters associated with multi-tap current transformers shall have a scale plate for each
ratio. The ammeter shall be fitted with the scale plate specified in schedule A.
4.11.2.9 Unless the scales are reversible, the other scale plates shall be placed in a transparent
envelope permanently fixed behind the relay chamber door.
4.11.3 Voltmeters
4.11.3.1 Voltmeter scales shall have an indicating range of 80 % to 120 % of the nominal system
voltages.

4.11.3.2 Where voltmeters that have a nominal range from zero to 120 % are required, this will be
specified in schedule A.
4.12.1.1 All indicators shall be unobstructed and be located on, and replaceable from the front of
the panel.
4.12.2.1 All live circuit indication of the circuit-side of switching devices that are required and the
panels on which they are to be connected will be specified in schedule A.
4.12.2.2 Each indicator shall be shunted by a suitable resistor, located immediately adjacent to the
high-voltage compartment that contains the voltage divider or capacitor type bushing.
4.12.2.3 Full details of the bushing and voltage dividers (including make, type, dielectric and
ratings) shall be stated in schedule B.
4.12.3.1 All signal indications that are required and on which panels they are to be connected will
be specified in schedule A.
4.12.3.2 All trip indications that are required and on which panels they are to be connected will be
specified in schedule A
4.12.3.3 ON/OFF signal indicators shall have a red lens for closed, green for open and amber for
earthed.
The control, protection and alarm circuitry shall conform to the purchaser’s drawing(s).
4.14.2 Wiring
4.14.2.1 All auxiliary wiring shall comply with the requirements for panel/cubicle cables in
SANS 1574, IEC 60227-3, IEC 60227-4 or IEC 60227-5, and shall withstand an a.c. voltage of 2 kV
to earth for 1 min.
4.14.2.2 Unless otherwise specified in schedule A or approved by the purchaser, all insulated
auxiliary wires shall be multi-stranded copper, of the following cross-sectional areas:

4.14.2.4 All other a.c. auxiliary wires shall be black, and all d.c. auxiliary wires shall be grey.
4.14.2.5 Wiring shall be neat and shall be braced, placed in trunking, clipped or laced (or a
combination of these) to prevent vibration and to ensure that the wiring does not deform under
through-fault conditions.
4.14.2.6 Connections to equipment on swing doors shall be so arranged as to give the conductor a
twisting motion and not a bending motion.
4.14.2.7 All auxiliary wiring passing through main circuit compartments shall be protected by metal
trunking or screening.
4.14.2.8 A set of auxiliary contacts shall be provided, wired to the auxiliary cable termination box,
for remote indication of which busbar is in service.
4.14.3.1 All d.c. circuits shall be protected either by fuses or by MCCBs, as specified in schedule A,
in the positive lead, and links shall be provided in the negative lead.
4.14.3.2 To minimize the effect of electrolysis, coils shall not be connected to the positive pole of a
battery except through normally open contacts.
4.14.3.3 All fuses shall comply with the requirements of IEC 60269-1 and IEC 60269-2, and shall
be mounted on insulated draw-out carriers that hold the fuses positively after withdrawal. In all
cases, the top terminal of the fuse carrier shall be the live terminal. Fuses mounted horizontally
shall be labelled “line” and “load”.
4.14.3.4 Fuse-link holders shall be black, and solid-link holders shall be white.
4.14.3.5 Except in the case of fuses, MCCBs and links mounted on the voltage transformer, fuses
MCCBs and links shall be so positioned inside the relay chamber that they are readily accessible to
person standing on the floor in front of the switchgear panel.
4.14.3.6 All MCCBs shall comply with the performance requirements of SANS 156.
4.14.4.1 The ammeter selector switches shall be a type specially designed for current transformer
switching, and shall include an OFF position.
4.14.4.4 The voltmeter selector switches shall be capable of selecting the following measuring
points, which shall be marked on the switch: R-B; R-Y; Y-B; OFF.

4.14.5.1 The contacts of all auxiliary switches shall have a.c. and d.c. category of duty (as specified
in IEC 60947-1) that is suitable for the particular circuit.
4.14.6.1 Provision shall be made for all cores of all auxiliary cables to be terminated in the auxiliary
cable termination boxes on individual terminals.
4.14.6.2 Terminals for interpanel bus-wiring shall be located in the compartment behind the relay
chamber doors.
4.14.6.3 The terminal groups shall have approximately 10 %, but not less than two, spare terminals
for spare cores.
4.14.6.4 Access to all terminals shall be possible when the relay chamber door or auxiliary cable
termination box is open.
4.14.6.6 Access to the terminal strip in the external termination box shall be unobstructed.
4.14.7 Terminals
4.14.7.1 Unless otherwise specified in schedule A, all auxiliary wires shall be terminated with
suitable crimped lugs, fitted using a compression tool designed for this purpose.
4.14.8.1 Details of all terminal blocks shall be given in schedule B and are subject to approval.
4.14.8.2 Except for alarm circuits, spring loaded rail-mounted terminal blocks shall be used.
4.14.8.3 Not more than one conductor shall be connected to any side of a terminal assembly,
unless the cable lugs are specifically designed to allow for a maximum of two conductors.
4.14.8.4 All terminal blocks shall be suitable for use with crimped or compression type cable lugs.
4.14.8.5 Terminal blocks shall not be the type where the pressure is applied direct to the moulding
when the terminal screw is tightened or where the screw bears direct on the terminated wire.
4.14.8.6 The insulation and moulding materials of the terminal block shall be self-extinguishing or
resistant to flame in accordance with whichever of the following is the relevant: IEC 60216-1,
IEC 60216-2, IEC 60216-3, IEC 60216-4-1 and IEC 60216-5.
4.14.8.7 The minimum external creepage and clearance distances between adjacent terminals and
between terminals and earth shall be in accordance with the requirements of IEC 60947-3.
4.14.9.1 All current and voltage transformer terminals shall be marked in accordance with the
requirements of IEC 60044-1 and IEC 60186 respectively unless specified otherwise in schedule A.

4.14.9.2 Interlocking type ferrules with permanent black characters on a glossy, contrasting colour
background are preferred.
4.14.9.3 Both ends of the same wire shall be marked identically, and shall be consistent with the
associated drawings.
4.14.9.4 Recommendations for the circuit function designations given in annex A, shall be used
unless specified otherwise in schedule A.
Push buttons, toggle switches and control components not covered elsewhere in this part of the
specification shall comply with the requirements of IEC 60947-5.
4.15 Accessories
4.15.1 A panel (P) pack shall contain all material required to install a switchgear panel including
the relay chamber.
4.15.2 A joining (J) pack shall contain all material required for the interconnection of switchgear
panels.
4.15.3 A switchboard accessories (S) pack shall contain all other material that is not covered by
the panel pack, joining pack or test pack.
4.15.4 It shall be the responsibility of the supplier to supply the correct panel packs.
4.15.5 It shall be the responsibility of the supplier to supply the correct joining packs.
4.15.6 It shall be the responsibility of the supplier to supply the correct switchboard accessories
pack (for example, pack-racking, charging and closing handles; ramp alignment plates; special and
custom tools, maintenance trolley, circuit-breaker transporting device; separate earthing devices).
4.15.9 The quantities of the “J”,”S”, or “T” packs to be supplied shall be as stated in schedule B.
4.15.10 Each pack shall be enclosed in a rugged closed container boldly marked “P”, “J”, “S”, or
“T”, as applicable, with a contents list in a transparent envelope secured to the outside of the
container.
4.15.12 Any need for a circuit-breaker maintenance trolley shall be stated in schedule B. If a
trolley is necessary, two such trolleys shall be supplied.
4.16.1 General
4.16.1.1 All rating plates shall be securely attached. The method used to attach the rating plates
shall be stated in schedule B.

4.16.1.2 All rating plates shall be of intrinsically corrosion-resistant metal, with legible and indelible
marking.
4.16.1.3 All rating plates shall comply with the relevant requirements of IEC 60298 and
IEC 62271-100.
4.16.1.4 Actual ratings of the equipment supplied (not necessarily the rated values requested by
the purchaser) shall be depicted on the rating plates.
4.16.3.1 Circuit-breaker rating plates shall comply with the relevant requirements of
IEC 62271-100.
4.16.3.2 The rating plates shall be fixed in a position that is visible when the circuit-breaker is in the
service position.
4.16.3.3 The following information shall appear on the circuit-breaker rating plate:

r) a statement that the circuit-breaker has been tested in accordance with IEC 60056; and
s) in the case of a fixed circuit-breaker panel, a statement that the circuit-breaker is not
withdrawable.
4.16.4.1 Current transformer rating plates shall comply with the relevant requirements of
IEC 60044-1.
4.16.4.2 Current transformer rating plates shall be duplicated, one fixed to the current transformer,
the other fixed in the corresponding relay chamber behind the door, consistent with the current
transformer position, and such that it can be read when the switchgear panel is in service.
4.17 Labels
4.17.1 General
4.17.1.1 All labels shall be securely attached. The method used to attach labels shall be stated in
schedule B.
4.17.2.1 Main circuit designation labels shall be blank sandwich-board or equivalent (white-black-
white) that can be removed easily for engraving.

4.17.2.2 Main circuit designation labels shall be located on the fixed positions on the front and back
of each switchgear panel.
4.17.2.3 Main circuit designation labels shall be at least 150 mm wide and at least 35 mm high.
4.17.2.4 Any requirements for the engraving of main circuit labels will be specified in schedule A.
4.17.3.1 All relays, instruments, meters, fuses, MCBs, control switches, luminous indicators, test
blocks and links, the functions of which are not identified by signs or pictograms, shall be clearly
labelled, to indicate their functions.
4.17.3.2 These labels shall be in text using black letters at least 5 mm high on a white background.
4.17.3.4 Where necessary, labels shall be repeated inside the switchgear panel or in the relay
chamber (as applicable).
4.17.4.1 All switching devices shall include labels that indicate the ON, OFF and EARTH positions.
4.17.4.2 These labels shall be permanently marked metal plates that have characters at least
10 mm high, or shall be located on a moving component of the switch that is visible through an
opening.
c) : the earth symbol in black on a yellow background for the EARTH position.
4.17.4.4 All position labels shall be visible to the operator when the operator is in a normal
operating position.
4.17.5.1 Busbar orifice shutters shall be red and shall be labelled “BUSBAR” in white letters at
least 50 mm high (on the shutters).
4.17.5.2 In a bus-section circuit-breaker panel, the busbar orifice shutters shall be marked with
white arrows to distinguish the left-hand and right-hand busbars, when viewed from the front of the
panel.
4.17.5.4 Terminal blocks shall be labelled to identify them when more than one block is used.
4.17.5.5 Where the supplier is not the manufacturer, the supplier shall provide a label containing
the supplier’s name or trade mark.

4.18.1 The manufacturer shall ensure that the coating system used on the switchgear will satisfy
the tests stipulated in 5.5.
4.18.2 If special coating systems are required, this will be specified in schedule A.
4.18.3 Unless otherwise specified in schedule A, the switchboard colour shall be light grey (G29 of
SANS 1091:2004).
5 Tests
5.1 General
In addition to the submission of test certificates in respect of tests in 5.2, 5.3 and 5.5, the purchaser
may require additional assurances during the enquiry and tendering process. Guidance to
purchasers is given in annex D.6.
5.2.1 The supplier shall prove the ability of the switchgear to pass the following type tests by
supplying a summary of test certificates that have been issued by an accredited laboratory.
a) mechanical endurance type test in accordance with clause 6.102 of IEC 60298:1990.
b) no-load mechanical endurance tests shall be carried out in accordance with the relevant
standard (i.e. IEC 60056 for circuit-breakers and IEC 60265-1 for switch disconnectors and the
switch part of switch-fuse combinations).
c) temperature-rise tests in accordance with clauses 6.3 and 6.4 of IEC 60298:1990, applied to
representative portions of switchgear panels,
d) impulse and power-frequency voltage tests in accordance with clause 6.1 of IEC 60298:1990 at
values that correspond to the selected rated voltages of the equipment (see 4.1) applied to one
switchgear panel of each type, complete with representative busbar connections, voltage
transformers, etc.,
e) making and breaking type tests on each type of switching device, complete with all doors,
copperwork, etc., as for service in accordance with clause 6.101 of IEC 60298:1990 at values
that correspond to the selected ratings of the equipment (see 4.1). The voltage and current shall
be applied simultaneously,
f) current withstand tests performed in accordance with clause 6.5 of IEC 60298:1990 on one
switchgear panel of each type, complete with all doors, copperwork, current transformer primary
bar, etc., connected as for service,
g) current transformer type test on one current transformer typical of each type,
h) voltage transformer type test on one voltage transformer typical of each type,
i) measurements of leakage current test in accordance with clause 6.106 of IEC 60298:1990,
j) tests to verify the strength of gas-filled compartments in accordance with clause 6.104 of
IEC 60298:1990,

l) tests to assess the effects of arcing due to an internal fault in accordance with annex B,
m) tests to detect certain defects in the solid insulation of the equipment by the measurement of
partial discharges in accordance with clause 6.1.9 of IEC 60298:1990 (where applicable, for
example, current transformers, voltage transformers, bushings, etc.); and
n) degree of protection test to ensure that the degree of protection is at least IP3X in accordance
with clause 6.103 of IEC 60298:1990.
5.3.1 Mechanical operation tests in accordance with clause 7.102 of IEC 60298:1990.
5.3.2 One-minute power-frequency voltage routine tests in accordance with clause 7.1 of
IEC 60298:1990, shall be applied to the switchgear panels before despatch from the supplier’s
works.
5.3.3 Tests of auxiliary, electrical, pneumatic and hydraulic devices in accordance with
clause 7.105 of IEC 60298:1990.
5.3.4 Verification of correct wiring in accordance with clause 7.106 of IEC 60298:1990.
5.3.5 Pressure tests of gas-filled compartments (if applicable) in accordance with clause 7.103 of
IEC 60298:1990.
5.3.6 Gas tightness tests of gas-filled compartments (if applicable) in accordance with
clause 7.104 of IEC 60298:1990.
5.3.7 Subject to agreement, partial discharge measurement in accordance with clause 7.101 of
IEC 60298:1990.
5.3.8 Current and voltage transformers shall be subjected to routine tests for accuracy in
accordance with IEC 60044-1 and IEC 60186, as applicable. For these tests, duplicate test
certificates shall be supplied for each switchgear panel that incorporates metering transformers.
These certificates shall indicate the errors obtained at the specified points, at the particular test
burden and current specified in schedule A. These certificates shall be supplied before despatch of
the switchgear from the supplier’s works. Partial discharge testing of three-phase voltage
transformers shall be in accordance with clause 16(a) of BS 7729.
5.3.9 Dielectric test of the auxiliary circuits in accordance with clause 7.2 of IEC 60298:1990.
5.4.1 All switchgear, once installed on site, will be subjected by the purchaser to 80 % power-
frequency voltage test in accordance with IEC 60298. Furthermore, power cables connected to the
switchgear will be tested using the commissioning test voltages specified in SANS 10198-13 for
XLPE cables and the in situ test voltages specified in SANS 97 for PILC cables, for the same
system voltage as the switchgear.
5.4.2 All mechanical and electrical operation tests shall be done in accordance with clause 7.107
of IEC 60298:1990.
5.4.3 Resistance test on all primary connections at not less than 50 A and up to the rated current
of the circuit.
5.4.4 Vacuum check by means of an a.c., r.m.s. or d.c. withstand test across open contacts.

5.5.1 If applicable, the tests for the measurement of the thickness of coatings specified in
PIESA 1102 shall apply.
5.5.2 If so specified in schedule A, destructive tests of the coating shall be carried out in
accordance with the purchaser's instructions.
6.2 Tools
The manufacturer shall list any special tools required in schedule B.
7 Documentation
7.1 Documentation with order
The successful tenderer shall submit the following as agreed upon between the purchaser and the
supplier:
a) a schematic diagram of the auxiliary circuits of each type of switchgear panel; and

A.1 Each wire shall have a letter to denote its function, for example, tap-change control, current
transformer for primary protection, voltage transformer for instruments, metering, etc.
A.2 Each wire shall have a suffix number identifying the individual wire in its function. This number
may consist of one or more digits, as necessary. These digits shall be as allocated in table A.1.
A.3 D.C. supplies from a positive source shall bear odd numbers and d.c. supplies from a
negative source shall bear even numbers. Where components are connected in series, the change
from odd to even shall be made at the component nearest to the negative supply.
A.4 Where a number of similar leads from separate units are taken to a common panel (for
example, bus-zone protection, summation metering), suffixes A, B, C, etc., shall be used to
distinguish them. If two associated items of equipment are mounted on one panel, all the leads of
the lower voltage equipment of the two shall be distinguished by adding 500 to the wire numbers in
the common panel, and to associated interconnecting cores only.
A.5 Where more than one function is covered by common apparatus, the first of the appropriate
function letters in the table shall be used. This applies to parallel circuits, and where these circuits
split at a separate contact (for example, switch-fuse combination contact, or relay contact, etc). The
function letter shall change from the splitting point onwards, if necessary.
A.6 Where relays are used, the coil circuit and the contact circuit will not necessarily bear the
same function letter (for example, the coil circuit of an interposing relay should be “W”, but the
contact circuit may be “K”, “L” or “N” as appropriate).
A.7 Current and voltage transformer function letters shall follow through any interposing auxiliary
transformers, including where such transformers are used for light current circuits.
A.8 Where an a.c. supply derived from a current or voltage transformer is rectified for the
operation of instruments or relays, the d.c. circuit shall carry the same function letter as the a.c.
circuit.
A.9 Every branch of any connection shall bear the same identification mark. Different numbers for
the branches shall only be used if they are commoned through links or are connected to separate
terminals that are then commoned by removable connections.
A.10 At termination, the numbering on all wires shall be read from left to right or from bottom to
top.

aid to purchasing. The use of schedules A and B is intended to obviate the need for preparing a
detailed technical specification.
In his enquiry, the purchaser should provide his own schedule A and schedule B, based on these
examples.
The purchaser need only specify compliance with PIESA 1010, provide the tenderers with details of
his particular requirements, and set out the information he requires the tenderer to provide, as
indicated below.
NOTE 2 It will be necessary to provide separate schedules A and B for each switchboard assembly, if more
than one is required.
D.1.1 Schedule A
Schedule A lists the requirements to be specified by the purchaser in enquiries and orders. These
requirements include references to the relevant subclauses in this specification, to assist in
compiling the schedules.
Where the text of any reference standards stipulate that the purchaser must indicate his
requirements, these requirements should also be specified in schedule A.
The purchaser should set out his particular requirements and choices in his own schedule A.
D.1.2 Schedule B
The purchaser should draw up his own schedule B (based on the schedule B in the model form),
and require the tenderer to fill in this schedule. By doing this, the tenderer will be stating compliance
with this specification and will provide the information the purchaser has requested.
NOTE 1 Where this specification allows the purchaser to make a choice, the example of schedule A (in the
model form in annex E) lists the preferred items/values/quantities. In the interest of standardization, purchasers
are encouraged not to deviate from these preferences.
NOTE 2 When preparing his own schedule A and schedule B from the examples in the model form in
annex E, the purchaser need only include the items he considers to be relevant or necessary.
NOTE 3 These schedules, when completed, become normative annexes to the enquiry specification.

b) switch room layout drawing (i.e the proposed floor plan showing critical dimensions and positions
of the door, the trench, auxiliary equipment etc.);

NOTE This drawing should show all relevant dimensions including the height of the cable gland plate (if
any) above floor level, the switchgear panel withdrawable dimensions, and a floor plan that gives the loads
imposed on the foundations.
NOTE This drawing should illustrate cable boxes or cable clamping (or both) and the cable termination
arrangement.
e) a comprehensive spare or replacement parts lists for each type of switchgear panel supplied,
including recommended quantities to cover a period of 10 years, including parts required for
commissioning;
g) if applicable, the number of units of the switchgear offered that have been supplied to utilties in
East and Southern Africa.

D.5 Testing
Attention should be paid to the subject of tests and the related costs. Tests should be carried out by
an accredited laboratory and tenderers should be requested to provide assurances on this point.
Price schedules should be so drawn up and covering letters so worded that the costs of all services
such as tests, delivery and spares are declared and allowed for in the tender.
It is the responsibility of the supplier to ensure that type tests are valid. The purchaser may require
drawings from the supplier to take to a testing authority for validity.
Should reasonable doubt exist as to the validity of test certificates submitted, for example, by virtue
of modifications made to the switchgear, the purchaser may request direct that further tests be
carried out at a recognized test facility in the presence of a representative of the purchaser, on a
sample unit of the switchgear in question. The cost of these tests should be for the expense of the
supplier.
NOTE Identical in terms of all design parameters as developed and tested by the original manufacturer.
