SPECIFICATIONS:
A specification is a written document that details the
requirements, standards, and methods for carrying out a
construction project. It complements drawings and models by
providing information that cannot be fully shown visually, such
as material types, quality of workmanship, installation methods,
and performance expectations.

Specifications are part of the contract documents and serve as


a communication tool between the client, designers, and
contractors. They help ensure that the project is built according
to the desired quality, within budget, and in compliance with
relevant codes and standards.

TYPES OF SPECIFICATION:
Performance – Focuses on the desired outcome or function of
the project rather than the process. The contractor decides the
methods and materials to meet the required results.
Proprietary – Specifies the use of a particular product, brand, or
manufacturer. This ensures consistency, quality, or compatibility
with existing systems.
Prescriptive – Provides detailed instructions on the exact
materials, products, and methods to be used. It gives designers
and engineers more control over construction.
General – Offers broad requirements for materials and
processes without naming specific brands. Commonly used in
standard residential or commercial projects.
Detailed – Contains precise and comprehensive requirements,
covering even small elements like fasteners. Can be standard
(common practices) or special (unique project needs).

QUANTITY SURVEY: DEFINITION AND
PURPOSE

Quantity surveying is the process of


measuring and listing all work items in a
project based on the plans and specifications.
The output is the Bill of Quantities or BOQ. It
provides a uniform basis for tendering and
bidding, helps in budgeting and cost control,
and ensures fair pricing among contractors.
PROCESS OF PREPARING A BOQ
The preparation of a BOQ starts with studying
the drawings and specifications. The
quantities of work are measured through a
take-off, converted into standard units,
grouped into categories such as earthworks,
concreting, and masonry, and then written in
the BOQ with descriptions, units, and
quantities.
IMPORTANCE OF QUANTITY
SURVEY AND BOQ

The BOQ is important because it provides accuracy


and transparency in project costs, prevents disputes
during bidding and construction, and serves as a clear
basis for contracts. It also ensures that all parties
work with the same scope and cost information.
COST ESTIMATE
Cost estimating is the technique of
calculating the quantities and expected
expenses of a project. Its main purpose is
to provide a reliable prediction of costs
so that we can plan, budget, and make
good decisions about the project.
COMPONENTS OF PROJECT PRICE

1. Direct costs – materials, labor, equipment.


2. Contingency costs – allowances for things like
weather, design changes etc.
3. Margin (or markup) – which includes indirect costs,
company-wide/general administrative costs, and profit.
There are two common types of cost
estimates. A preliminary or conceptual
estimate is prepared during the early stage of
the project using unit costs or historical data,
and it has a lower accuracy of about plus or
minus twenty to forty percent. A detailed or
definitive estimate is made when the
drawings and specifications are complete,
and it uses quantity take-off and unit costs to
achieve a much higher accuracy of about plus
or minus five to ten percent.
The process of estimating begins with a quantity take-
off, which involves measuring all the work items from
the drawings. These quantities are then multiplied by
standard unit costs and summarized in a Bill of
Quantities or BOQ. The accuracy of an estimate
depends on the level of design completion, the
availability of reliable cost data, the complexity of the
project, and the project’s location.

BUILDING PERMIT
A document issued by the Building Official (BO) to an
owner/applicant to proceed with the construction,
installation, addition, alteration, renovation, conversion,
repair, moving, demolition or other work activity of a
specific project/building/structure or portions thereof
after the accompanying principal plans, specifications
and other pertinent documents with the duly notarized
application are found satisfactory and substantially
conforming with the National Building Code of the
Philippines (the Code) and its Implementing Rules and
Regulations (IRR).

PERMIT NEEDED?

ACCESSORY PERMIT
An accessory permit is a permit required for the
construction, modification, or installation of
additional structures or features that are related
to but separate from the main building. These
are often smaller or secondary structures that
support the primary use of the property.
BUILDING PERMIT REQUIREMENTS:
In case the applicant is the registered owner of the
lot:

Application Form
Certified true copy of OCT/TCT, on file with the
Registry of Deeds,
Tax Declaration,
Current Real Property Tax Receipt, and
Construction Plans.

In case the applicant is not the registered owner of


the lot, in addition to the above; duly
notarized copy of the Contract of Lease, or Deed of
Absolute Sale.
PROCESSING OF BUILDING PERMITS

STEPS IN SECURING A BUILDING PERMIT

You may now apply for a building permit if you


have manage to collect all the necessary
documents. The following steps must be
followed in order to receive building permits in
the Philippines

STEP 1. SECURE THE

VISIT YOUR LOCAL


MUNICIPALITY OR CITY
OFFICE TO OBTAIN THE
CHECKLIST OF
REQUIREMENTS FOR YOUR
BUILDING PERMIT.
STEP 2. SUBMIT THE
REQUIREMENTS TO THE OFFICE OF
THE BUILDING OFFICIAL
Once your forms are filled out and
signed by your construction
professionals, submit them to the
Office of the Building Official.
STEP 3: OBTAIN THE ORDER OF PAYMENT
After your documents are reviewed and
accepted, you will be issued an Order of
Payment.
STEP 4: PAY THE BUILDING PERMIT FEES
Proceed to the Treasurer’s Office to pay the
required fees.

STEP 5: SUBMIT THE OFFICIAL RECEIPT


Provide either the original or a photocopy of
your Official Receipt (OR) to the releasing section
of the Office of the Building Official to confirm
your payment.
STEP 6. CLAIM YOUR
BUILDING PERMIT
After approximately five (5) business days,
return to the releasing department of the Office
of the Building Official to claim your approved
building permit.
