GANHRI Recommends Downgrading India’s NHRC

Why in News?

Recently, the Global Alliance of National Human Rights Institutions (GANHRI) recommended
downgrading India’s National Human Rights Commission (NHRC) from ‘A’ status to ‘B’ status.
This decision arose from concerns about the NHRC’s independence and effectiveness in
addressing human rights violations.

About GANHRI

GANHRI, established in 1993, aims to promote and protect human rights globally through a
network of national institutions. It coordinates activities among National Human Rights
Institutions (NHRIs) worldwide and operates under Swiss law. GANHRI consists of a Bureau
with 16 accredited NHRIs representing various regions and collaborates with the UN Human
Rights Office, which acts as its secretariat. It conducts annual meetings and international
conferences to discuss human rights issues.

Accreditation Process

The Sub-Committee on Accreditation (SCA) within GANHRI reviews applications for NHRI
accreditation and evaluates compliance with the Paris Principles. The SCA comprises one ‘A

status’ NHRI from each regional grouping, serving renewable three-year terms. As of 2024, 88
NHRIs hold ‘A’ status (full compliance), while 32 have ‘B’ status (partial compliance).

India’s NHRC and Accreditation Concerns

The NHRC has faced scrutiny since 2023, leading to the SCA’s recommendation for a
downgrade. Key issues include the involvement of police officers in investigations, lack of
diversity within the commission, and inadequate responses to systemic human rights violations.
The SCA emphasized that police involvement could compromise impartiality in investigations
and limit victims’ access to justice.

Timeframe for Compliance

The downgrade recommendation will not take immediate effect. The NHRC has one year to
show compliance with the Paris Principles. This window allows for reforms to be made
demonstrating its commitment to human rights protection.

About NHRC

The National Human Rights Commission is an independent statutory body, established on

October 12, 1993, under the Protection of Human Rights Act, 1993. It serves as the guardian of
rights relating to life, liberty, equality, and dignity, as guaranteed by the Constitution of India
and reflected in international covenants like the Paris Principles.

Supreme Court Reinstates Three-Year Practice Rule

for Judicial Service

News Highlights:

On May 20, 2025, the Supreme Court of India reinstated the three-year minimum practice
requirement for law graduates seeking entry into judicial services, marking a reversal of the 2002
relaxation that had allowed fresh law graduates to directly apply for judicial posts. The Court,
headed by Chief Justice B. R. Gavai along with Justices A. G. Masih and K. Vinod Chandran,
stated that first-hand courtroom experience is essential for future judges.

Evolution of Eligibility Norms

The origin of this requirement dates back to the All India Judges Association case (1993),
wherein the Supreme Court had originally recommended a minimum bar experience of three
years for appointment as entry-level judges. This recommendation was later incorporated into

several state judicial service rules. However, in 2002, taking note of concerns over vacancies and
recruitment issues, many states relaxed this requirement.

Constitutional and Legal Framework

● Articles 233 to 237 of the Constitution govern the subordinate judiciary.

● Article 233: Deals with the appointment of District Judges by the Governor in
consultation with the High Court.
● Article 234: Provides for recruitment of other judicial officers below the rank of District
Judge as per rules framed by the Governor in consultation with the High Court.
● Article 235: Vests control over the subordinate judiciary with the High Courts.

Judicial services are regulated by respective State Judicial Service Rules framed under Articles
233 and 234. Judicial officers are appointed either through direct recruitment or promotion.

Court's Rationale: Delivering the unanimous verdict, the three-judge Bench emphasized that
judges, from their first day in office, must handle matters relating to life, liberty, property, and
reputation, and therefore need deep practical insight into the working of the justice delivery
system. The Court underlined the importance of practical courtroom exposure to ensure judicial
officers are better equipped to dispense justice effectively from day one.

UNFPA State of World Population Report 2025

Why in News?

On June 10, 2025, the United Nations Population Fund (UNFPA) released its annual flagship
publication, the State of World Population (SOWP) Report 2025, titled “The Real Fertility
Crisis”. The report warns that millions across the globe, including in India, are unable to realise
their reproductive goals due to financial, social, and health-related barriers.

Global Highlights

The focus of the report is not on population decline or explosion, but on the lack of reproductive
autonomy and unmet fertility aspirations.

1. 1 in 5 people globally expect not to have the number of children they desire.
2. Key deterrents include high cost of raising children, job insecurity, housing shortages,
lack of childcare, and climate/political uncertainty.
3. According to the UNFPA–YouGov 2025 survey, sexism, economic precarity, and lack of
partner support, especially for women, exacerbate these challenges.
4. The report calls for a shift away from fear-based population narratives to one grounded in
choice, agency, and autonomy.
5. Nearly 20% of reproductive-age adults in 14 countries (covering 37% of global
population) fear they won’t reach their desired family size.
6. Global total fertility in 2024–25 stands at 2.2 births per woman, half of the early 1960s
level.
7. Over 60% of the world’s population now lives in countries below replacement fertility
(2.1), indicating a widespread global trend of low fertility.

Global Gender Gap Report 2025

News Highlights:

India has ranked 131st out of 148 countries in the Global Gender Gap Report 2025 released by
the World Economic Forum (WEF), slipping two spots from its 2024 ranking of 129. The
country’s overall gender parity score stands at 64.1% (Score of 0.644 out of 1), placing it among
the lowest-ranked nations in South Asia.

The Global Gender Gap Index, published annually since 2006, evaluates countries across four
dimensions—Economic Participation and Opportunity, Educational Attainment, Health and

Other South Asian countries placed above India include Bhutan (119), Nepal (125), and Sri
Lanka (130), whereas Maldives (138) and Pakistan (148) performed worse. Globally, the top five
performers in the 2025 index are Iceland (for the 16th consecutive year), Finland, Norway,
United Kingdom, and New Zealand. The global gender gap is now 68.8% closed, the highest
post-pandemic progress, but full parity is still 123 years away.

India’s Structural and Policy Progress on Gender Equality

The Constitution (106th Amendment) Act, 2023, mandates 33% reservation for women in the
Lok Sabha, state legislatures, and Delhi Assembly, building on earlier provisions for reservation
in Panchayati Raj Institutions.

Educational initiatives like Beti Bachao Beti Padhao and Vigyan Jyoti have boosted female
enrolment, with the female Gross Enrolment Ratio in higher education rising to 46.3% in 2022–
23, from 42.5% in 2017–18.

Women’s workforce participation has improved to 41.7% in 2023–24, from 23.3% in 2017–18,
supported by schemes such as Stand-Up India, Mahila e-Haat, and the Entrepreneurship and
Skill Development Programme (ESSDP).

Maternal health indicators have also seen progress, with the Maternal Mortality Rate (MMR)
dropping from 174 (2013–15) to 97 (2018–20), aided by schemes like PM Matru Vandana
Yojana and the National Health Mission.

News Highlights:

On June 12, 2025, Air India Flight AI-171, a Boeing 787 Dreamliner operating on the
Ahmedabad–London Gatwick route, crashed shortly after takeoff, leading to multiple fatalities
and injuries. The aircraft, which was carrying 242 passengers, crashed into a residential area near
Sardar Vallabhbhai Patel International Airport, Ahmedabad. Investigators have noted similarities
with a February 2020 incident.

Investigation: India’s investigation into the AI 171 crash is governed by a multilayered legal
and technical framework that integrates:

● ICAO Annex 13 standards

● Aircraft (Investigation of Accidents and Incidents) Rules 2017
● Ad-hoc directives issued by the Directorate General of Civil Aviation (DGCA)

A Joint Investigation Team, led by the Aircraft Accident Investigation Bureau (AAIB-
India) and supported by:

● NTSB-USA
● UK AAIB
● FAA
● Boeing
● GE Aerospace

The team has retrieved and begun analysing black-box data, engine-health telemetry, and is
concurrently conducting safety audits on Air India’s Boeing 787 fleet.

Statutory Roots: Under the Aircraft (Investigation of Accidents and Incidents) Rules 2017,
the AAIB is the designated independent authority to investigate all "serious incidents" and
accidents within Indian jurisdiction. These rules are aligned with ICAO Annex 13 standards.
Specifically, Rule 13(1) empowers the AAIB Director-General to appoint an Investigator-in-
Charge (IIC) and form a multidisciplinary team.

Black Box – Meaning and Importance in Air Crash Investigations: A Black Box is a critical
flight data recording device, designed to help investigators piece together the sequence of events
in an aviation accident. Despite its name, the black box is typically painted bright orange or
yellow to enhance visibility during recovery.

Black boxes are built to withstand:

● Explosions
● Extreme heat
● High-speed impacts
● Deep-sea pressure

Invented by Australian scientist David Warren, the black box plays an essential role in
determining the root cause of aviation accidents.

Most commercial aircraft carry two black boxes:

Iran-Israel Conflict 2025

News Highlights

On June 13, 2025, Israel launched "Operation Rising Lion," striking multiple Iranian nuclear and
military facilities, including Fordow, Natanz, Esfahan, and Tabriz research centres. The strikes
resulted in the deaths of several senior commanders and scientists. In retaliation, Iran launched
ballistic missile attacks on Israeli cities under "Operation True Promise 3," triggering serious
concerns about a regional war.

Following Israel’s offensive, U.S. President Donald Trump announced American airstrikes on
three nuclear sites in Iran, further escalating the crisis. The conflict has raised fears of global oil
supply disruptions, a diplomatic breakdown, and regional instability. India responded by
launching Operation Sindhu to evacuate its citizens from Iran.

Historical Context: From Cooperation to Conflict

Pre-1979 – Strategic Cooperation

● Iran was among the first Muslim-majority countries to recognize Israel post-1948.
● Under the Pahlavi dynasty, Iran supplied oil to Israel and maintained diplomatic and
economic ties.
● Israel’s "Periphery Doctrine" relied on fostering ties with non-Arab states like Iran and
Turkey.

Post-1979 – Islamic Revolution and Ideological Shift

● The Islamic Revolution transformed Iran into a theocratic republic.

● Iran severed ties with Israel and began supporting anti-Israel groups such as Hezbollah
and Hamas.

Proxy Wars and Cyber Warfare

● Iran and Israel engaged in proxy conflicts across Lebanon, Syria, Iraq, and Gaza.
● Israel assassinated Iranian nuclear scientists and sabotaged Iranian facilities (e.g., Stuxnet
virus at Natanz in 2010).

IAEA Resolution and Recent Escalation

The International Atomic Energy Agency (IAEA) passed a resolution censuring Iran for non-
compliance with nuclear safeguards after detecting unreported nuclear activities at three
locations. This triggered Israel’s Operation Rising Lion and subsequent U.S. airstrikes.

Operation Rising Lion

● Targeted locations included Natanz, Tehran, Tabriz, and Kermanshah.

● PM Netanyahu justified the strikes under Israel’s "Begin Doctrine," citing Iran’s rapid
uranium enrichment.

Iran’s Retaliation: Operation True Promise 3

● Iran launched ballistic missiles at Jerusalem and Tel Aviv.

● Though Israel's air defence intercepted most, the attack demonstrated Iran’s regional
reach.

U.S. Airstrikes on Iran’s Nuclear Facilities

● On June 22, 2025, U.S. B-2 bombers struck Fordow, Natanz, and Isfahan.
● These facilities were critical to Iran’s uranium enrichment efforts.
● The attacks raised concerns of nuclear proliferation and possible violations of UN Charter
Articles 2(4) and 51.

Understanding the Sites

● Natanz: Iran’s largest enrichment facility with above and underground infrastructure.
● Fordow: A highly fortified underground facility built under a mountain.
● Isfahan: A research and development hub housing scientists and Chinese research
reactors.

Parallels with 2003 Iraq Invasion

● Critics liken the U.S. airstrikes to the 2003 invasion of Iraq, questioning legality and
nuclear double standards.
● Iran condemned the attacks as violations of international law and raised concerns in the
UN Security Council.

International Fallout

● The IAEA confirmed structural damage but no radiation leak.

● Iran invoked the Non-Proliferation Treaty (NPT) in its defence.
● Global forums highlighted a legal and diplomatic divide.

with Prime Minister Narendra Modi leading the main national ceremony from R.K. Beach in
Visakhapatnam, Andhra Pradesh.

About International Yoga Day

International Yoga Day is observed every year on 21st June to raise awareness about the
physical, mental, and spiritual benefits of yoga, and its power to foster global peace and
harmony. The concept was first proposed by India at the 69th United Nations General Assembly
(UNGA) in 2014 and received unprecedented support from 177 member states.

The date of 21st June was chosen as it marks the Summer Solstice—the longest day in the
northern hemisphere—which holds deep spiritual significance in yogic traditions as a time of
transition and awakening.

● First International Yoga Day: Celebrated in 2015

● UNESCO Recognition: In 2016, Yoga was inscribed on the list of Intangible Cultural

NATO Summit 2025

Why in News?
At the NATO Summit 2025 held in The Hague, Netherlands, former U.S. President Donald
Trump dominated proceedings, securing an ambitious new defence target of 5% of GDP by 2035
from NATO allies.

About NATO
The North Atlantic Treaty Organization (NATO) was founded in 1949 as a military alliance
committed to collective defence. It now comprises 32 member states, including the United
States, Canada, and most European nations.

● Headquarters: Brussels, Belgium

● Core Principle – Article 5: An attack on one member is considered an attack on all.

This collective security principle has underpinned NATO's expansion and deterrence
posture.

Key Outcomes of the 2025 Summit

1. 5% Defence Spending Target by 2035

For the first time, NATO adopted a 5% GDP defence spending benchmark for all members,
replacing the previous 2% target set in 2014.

● Breakdown of 5% Target:

○ 3.5% for traditional military expenditure (weapons, troops, etc.)

○ 1.5% for related sectors like cyber defence, defence R&D, infrastructure, and
industry resilience

● Implementation Mechanism:

○ Annual submission of national plans

○ “Credible, incremental paths” to reach targets

○ Progress review scheduled after the 2029 U.S. presidential elections

● Current Spending Reality:

○ U.S.: 3.2% of GDP on defence (2024)

○ Spain: Publicly declared it will not meet the 5% goal (2024 defence spend was
1.24%)

● Criticism and Divisions:

○ Economists warn the 5% mandate may stress public finances, particularly in

Western Europe

○ Political backlash in member states over trade-offs with social services

2. Reaffirmation of Article 5 – Collective Security Doctrine

Despite changes in tone on Ukraine, the summit underscored unwavering commitment to Article
5 of the NATO Charter.

● All members, including Trump, issued a joint declaration reaffirming the “ironclad”
validity of the mutual defence clause

● The clause was cited as instrumental in Sweden and Finland’s NATO entry in 2022, in
response to the Russia–Ukraine war

Geopolitical Implications
While NATO's defence posture strengthened, the reduced emphasis on Ukraine marked a clear
policy deviation. This aligns with Trump’s skepticism toward extended U.S. commitments in
foreign conflicts and his administration’s perceived leniency toward Russia.

Ladakh: Article 240 Regulations vs Demand for Sixth

Schedule

Why in News?
To address the growing demands for constitutional safeguards in Ladakh, the Central
Government has issued new regulations under Article 240 of the Indian Constitution. However,
this move falls short of the region’s core demand: inclusion under the Sixth Schedule. The
regulations aim to provide limited protection over land, jobs, and culture, but they are not
constitutionally entrenched like the Sixth Schedule provisions.

What is Article 240 of the Constitution?

● Article 240 empowers the President of India to make regulations for the peace, progress,
and good governance of certain Union Territories, including Ladakh.

"This compendium isn’t just a collection of facts—it’s a roadmap for your CLAT journey. GK isn’t about cramming; it’s about 39

● These regulations carry the same force as a Parliamentary Act and can override existing
laws.

● However, they are executive instruments, which means they can be amended or repealed
at will by the Centre—unlike provisions under the Sixth Schedule which are
constitutionally protected.

Background of the Demand

● Post Article 370 Abrogation (2019): Ladakh became a separate Union Territory
without a legislature.

● Two key regional bodies—Leh Apex Body (LAB) and Kargil Democratic Alliance
(KDA)—have consistently demanded that Ladakh be included in the Sixth Schedule to
ensure protections for:

○ Land and natural resources

○ Cultural identity

○ Local jobs and employment

○ Legislative autonomy via Autonomous District Councils (ADCs)

Why is Sixth Schedule Status Being Demanded?

1. Constitutional Safeguard vs Executive Regulation:

○ Provisions under the Sixth Schedule cannot be altered without a constitutional

amendment, offering long-term security.

○ In contrast, Article 240 regulations are revocable, leaving Ladakhi interests

vulnerable to future policy shifts.

2. Land and Environmental Protection:

○ With over 97% tribal population, Ladakhis are seeking restrictions on land
transfer to non-domiciles.

○ Sixth Schedule would enable local legislation to regulate land sales, countering
the ecological threats posed by rapid tourism and construction.

3. Autonomous Governance:

○ The Sixth Schedule allows for the creation of Autonomous District Councils
(ADCs).
○ This decentralization is seen as essential for preserving the region’s fragile socio-
cultural fabric.

What is the Sixth Schedule of the Indian Constitution?

● Articles 244(2) and 275(1) provide for the autonomous administration of tribal areas in
Assam, Meghalaya, Tripura, and Mizoram.

● These provisions allow the creation of ADCs with powers to legislate on local matters.
● The aim is to preserve traditional tribal governance, culture, and autonomy in select
regions with distinct ethnic identities.
