Recently, the Global Alliance of National Human Rights Institutions (GANHRI) recommended
downgrading India’s National Human Rights Commission (NHRC) from ‘A’ status to ‘B’ status.
This decision arose from concerns about the NHRC’s independence and effectiveness in
addressing human rights violations.
About GANHRI
GANHRI, established in 1993, aims to promote and protect human rights globally through a
network of national institutions. It coordinates activities among National Human Rights
Institutions (NHRIs) worldwide and operates under Swiss law. GANHRI consists of a Bureau
with 16 accredited NHRIs representing various regions and collaborates with the UN Human
Rights Office, which acts as its secretariat. It conducts annual meetings and international
conferences to discuss human rights issues.
Accreditation Process
The Sub-Committee on Accreditation (SCA) within GANHRI reviews applications for NHRI
accreditation and evaluates compliance with the Paris Principles. The SCA comprises one ‘A

status’ NHRI from each regional grouping, serving renewable three-year terms. As of 2024, 88
NHRIs hold ‘A’ status (full compliance), while 32 have ‘B’ status (partial compliance).
The NHRC has faced scrutiny since 2023, leading to the SCA’s recommendation for a
downgrade. Key issues include the involvement of police officers in investigations, lack of
diversity within the commission, and inadequate responses to systemic human rights violations.
The SCA emphasized that police involvement could compromise impartiality in investigations
and limit victims’ access to justice.
The downgrade recommendation will not take immediate effect. The NHRC has one year to
show compliance with the Paris Principles. This window allows for reforms to be made
demonstrating its commitment to human rights protection.

On May 20, 2025, the Supreme Court of India reinstated the three-year minimum practice
requirement for law graduates seeking entry into judicial services, marking a reversal of the 2002
relaxation that had allowed fresh law graduates to directly apply for judicial posts. The Court,
headed by Chief Justice B. R. Gavai along with Justices A. G. Masih and K. Vinod Chandran,
stated that first-hand courtroom experience is essential for future judges.
The origin of this requirement dates back to the All India Judges Association case (1993),
wherein the Supreme Court had originally recommended a minimum bar experience of three
years for appointment as entry-level judges. This recommendation was later incorporated into

several state judicial service rules. However, in 2002, taking note of concerns over vacancies and
recruitment issues, many states relaxed this requirement.
Judicial services are regulated by respective State Judicial Service Rules framed under Articles
233 and 234. Judicial officers are appointed either through direct recruitment or promotion.
Court's Rationale: Delivering the unanimous verdict, the three-judge Bench emphasized that
judges, from their first day in office, must handle matters relating to life, liberty, property, and
reputation, and therefore need deep practical insight into the working of the justice delivery
system. The Court underlined the importance of practical courtroom exposure to ensure judicial
officers are better equipped to dispense justice effectively from day one.

On June 10, 2025, the United Nations Population Fund (UNFPA) released its annual flagship
publication, the State of World Population (SOWP) Report 2025, titled “The Real Fertility
Crisis”. The report warns that millions across the globe, including in India, are unable to realise
their reproductive goals due to financial, social, and health-related barriers.
Global Highlights
The focus of the report is not on population decline or explosion, but on the lack of reproductive
autonomy and unmet fertility aspirations.
1. 1 in 5 people globally expect not to have the number of children they desire.
2. Key deterrents include high cost of raising children, job insecurity, housing shortages,
lack of childcare, and climate/political uncertainty.
3. According to the UNFPA–YouGov 2025 survey, sexism, economic precarity, and lack of
partner support, especially for women, exacerbate these challenges.
4. The report calls for a shift away from fear-based population narratives to one grounded in
choice, agency, and autonomy.
5. Nearly 20% of reproductive-age adults in 14 countries (covering 37% of global
population) fear they won’t reach their desired family size.
6. Global total fertility in 2024–25 stands at 2.2 births per woman, half of the early 1960s
level.
7. Over 60% of the world’s population now lives in countries below replacement fertility
(2.1), indicating a widespread global trend of low fertility.

Why in News?
To address the growing demands for constitutional safeguards in Ladakh, the Central
Government has issued new regulations under Article 240 of the Indian Constitution. However,
this move falls short of the region’s core demand: inclusion under the Sixth Schedule. The
regulations aim to provide limited protection over land, jobs, and culture, but they are not
constitutionally entrenched like the Sixth Schedule provisions.
● Article 240 empowers the President of India to make regulations for the peace, progress,
and good governance of certain Union Territories, including Ladakh.

● These regulations carry the same force as a Parliamentary Act and can override existing
laws.
● However, they are executive instruments, which means they can be amended or repealed
at will by the Centre—unlike provisions under the Sixth Schedule which are
constitutionally protected.
● Post Article 370 Abrogation (2019): Ladakh became a separate Union Territory
without a legislature.
● Two key regional bodies—Leh Apex Body (LAB) and Kargil Democratic Alliance
(KDA)—have consistently demanded that Ladakh be included in the Sixth Schedule to
ensure protections for:
○ Cultural identity

○ With over 97% tribal population, Ladakhis are seeking restrictions on land
transfer to non-domiciles.
○ Sixth Schedule would enable local legislation to regulate land sales, countering
the ecological threats posed by rapid tourism and construction.
3. Autonomous Governance:
○ The Sixth Schedule allows for the creation of Autonomous District Councils
(ADCs).
○ This decentralization is seen as essential for preserving the region’s fragile socio-
cultural fabric.
● Articles 244(2) and 275(1) provide for the autonomous administration of tribal areas in
Assam, Meghalaya, Tripura, and Mizoram.
● These provisions allow the creation of ADCs with powers to legislate on local matters.
● The aim is to preserve traditional tribal governance, culture, and autonomy in select
regions with distinct ethnic identities.
