INTRODUCTION

The advancement of digital platforms has significantly reshaped how communities organize

and engage in outreach initiatives. Community Outreach programs often involve providing

professional services, or services of specific expertise, to a group of people or community who may

not otherwise have access to those services. A successful community outreach program must be

organized to use resources and aid to fulfill a goal with project leaders at their core. They take charge

of promoting, searching for donors and volunteers, and recording details about the outreach.

(American Student Dental Association. Community Outreach and Community Service. 2025).

The operational activities of some organizations that receive and record incoming donation

data, distributing funds and recording distribution data, as well as preparing report requirements are

still done manually using Microsoft Excel. This condition leads to possible errors such as redundant

records, data loss, or other human errors. Additionally, employees struggle to create reports as they

have to copy data from one file to another. Therefore, a system is needed that can be accessed by staff

as administrators to manage the recording of donation data and the preparation of financial reports.

The system can then be accessed by managers to view financial reports and approve these reports

(Bhimasty, P. et al. 2022).

Unlike other platforms that focus solely on financial donations or food distribution, the

proposed system BENEVO offers a centralized, web-based platform designed to assists LPU Cavite

with the management and producing documentation where the user can manage data for upcoming

initiatives and process information when it is finished.

Furthermore, the proposed system, BENEVO: A Web-Based Community Outreach Platform

for LPU Cavite, aligns with several of the United Nations Sustainable Development Goals (SDGs).
Primarily, it supports SDG 1: No Poverty and SDG 2: Zero Hunger by facilitating donations and

resource distribution to underserved communities, ensuring that basic needs such as food and essential

supplies are met. Through the promotion and coordination of health-related outreach programs, the

system contributes to SDG 3: Good Health and Well-being, while SDG 4: Quality Education is

addressed through support for educational drives, scholarship campaigns, and material donations.

Furthermore, the platform fosters stronger civic engagement and collaboration, contributing to SDG

11: Sustainable Cities and Communities, and encourages multisectoral partnerships that reflect SDG

17: Partnerships for the Goals. Through these efforts, BENEVO not only improves the efficiency of

community outreach but also actively supports broader sustainable development in the region.
Project Context

Community outreach programs are essential tools used by organizations, governments, and

non-profits to connect with and support communities. These programs empower individuals and

enhance the overall quality of life by providing support and opportunities for participation of

community members (Elalouf, A. 2023). These programs often include donation drives, volunteer

mobilization, and the organization of educational or relief activities. However, managing and

documenting such programs effectively requires coordination, transparency, and proper planning, as

the outcome of the initiative can be compromised when manual or fragmented systems are used which

is prone to human errors. (ATOSS, Challenges of manual planning and the path to efficient

Even successful community outreach programs often experience technical difficulties such as

difficulty in managing large scale programs that receive and distribute large quantities of donated

goods or even the mobilization of volunteers and donors, especially in the event of emergencies

brought by natural disasters such as typhoons, floods, wildfires, etc (Saghira, 2024). Additionally,

managing multiple initiatives can be overwhelming and finding data from an old initiative can be

challenging due to an abundance of gathered data on the following initiatives (Weigner, A. 2024).

To address these issues, the researchers propose a centralized platform designed to serve as a

bridge between the workload of community outreach organizers and supporters by providing real-time

information, volunteer coordination tools, and compilation of gathered data. Through this platform,

LPU Cavite can improve its ability to respond to emergencies, organize long-term outreach programs,

and expand the reach and impact of its social responsibility initiatives.
Purpose and Description of the Study

The main purpose of this study is to design and develop a web application platform for admins

that centralizes the management of community outreach and service learning from LPU Cavite and a

mobile app for volunteers and collaborators to get notifications on upcoming initiatives and claim their

certificates. The system aims to help community outreach organizers to process the data of the items

donated, volunteers, and document the activities and budget of the initiative in a centralized platform.

It addresses the need for more inclusive and data-driven community engagement by allowing the

university to better coordinate, promote, and evaluate the social impact of its extension programs.

The platform will process the evaluation of volunteers, LGU, beneficiaries, and collaborators

by providing analytics. The admin will also be able to post outreach projects and set goals to achieve

on that project, track volunteer participation, and a report about program progress. It will foster

transparency by displaying real-time data about donation goals, deadlines, and beneficiaries.

The platform will promote proper data management in community service, sort contributions,

and recognize collaborators on helping in the development of the initiative with the university's

institutional social responsibility goals. It supports the engagement and development of LPU Cavite

stakeholders and strengthens partnerships with local communities through technology-driven outreach

management.
Objectives of the Study

The primary objective of this study is to develop BENEVO, a dual-platform solution

comprising a web-based system for administrators and a mobile application for volunteers, designed

to centralize and assist the management of community outreach, donation drives, and service-learning

initiatives of LPU Cavite.

Specifically, the project aims to:

• Design a user-friendly platforms that has the following features:

a. A user log-in and account recovery interface for users

b. Admin functionalities for posting outreach projects such as donation drives, community

service, and service learning for documentation of activities.

c. Input and monitor donation metrics such as amount, serving, expiration date, and suggested

retail price.

d. View and manage volunteer profiles, history of participation, and certificate issuance status

e. Send announcements or reminders to selected groups of volunteers or collaborators via

email or in-app notification.

f. Maintain a directory of LGU, NGO, and corporate partners with logs of past and ongoing

collaborations.

g. Generate Deed of Donation and Certificates of Recognition automatically.

h. Provide transparency by displaying the status, needs, and beneficiaries of each outreach

project.

i. Collect evaluation from volunteers, local government units, beneficiaries, and

collaborators.
j. Display analytics and reports for the admin to monitor volunteer count, engagement, and

community impact.

k. Mobile app will have a dashboard for upcoming events and RSVP to indicate interest or

confirm attendance.

l. View personal volunteer history, completed programs, earned certificates, and submitted

evaluations.

m.Store and view previously earned digital certificates for easy access and downloading.

• Create the application using React.js as frontend and Node.js and MySQL as backend,

which will be accessible on standard web browsers across desktop, and extend functionality

to Android compatible mobile app.

• Test and improve the developed system using Compatibility Testing and Functional Testing.

• Evaluate the performance of the system using the SUS (System Usability Scale) Evaluation

Tool and measure it based on the following criteria:

Scope and Limitations of the Project

The scope of this project includes the development of BENEVO, a centralized system

comprising a web platform for administrators and a mobile application for volunteers. The web

platform will allow LPU Cavite administrators to manage community outreach programs by

organizing program data, tracking donation and volunteer metrics, generating reports and

certificates. The mobile app will provide volunteers access to project announcements, enable them

to submit post-program evaluations to earn digital certificates based on their participation. The

system will act as a centralized hub that oversees and manages the data gathered for community

outreach and service learning, specifically data about collaborators, volunteers, recipients, and

educators. The system will also feature a content management section for publishing community

news and outreach success stories to foster transparency and recognition.

The platform will be developed using React.js for the front-end and Node.js for the back-

end. It will be deployed on standard web hosting infrastructure, accessible via desktop browsers

and anroid devices. The system will include analytics generation, and an organized compilation

of data for the finished and upcoming outreach programs.

However, the system will have certain limitations. It will initially be implemented only

within the LPU Cavite community, with future expansion to broader regions to be considered in

later phases. The project will not handle financial transactions directly, if any, must be handled

via verified third-party services, and accurate data input from all users. Moreover, advanced

features such as offline mobile support or AI-based recommendations may be considered in

future versions.

Expected Output

The proposed system is expected to produce a web-based community outreach and service-

learning platform along with a mobile application for volunteers and collaborators. It will act as a

centralized hub for coordinating and managing sustainability programs, volunteers, and

educational tools for LPU Cavite and surrounding communities. The web platform will allow

organizations to post outreach programs, set specific goals, update resource needs in real time, and

manage volunteer and initiative requirements.

Meanwhile, the mobile app will enable volunteers to and collaborators receive real-time

notfications about upcoming initiatives, submit thier post-program evaluations, and claim their

certificates of participation.

The system will include features such as real-time notifications, activity dashboards,

analytics for impact evaluation, and role-based access controls. It is also expected to promote

transparency and engagement by displaying the progress and impact of each outreach initiative.

Thus, the integration of web and mobile technologies will strengthen the university’s extension

services, enhance collaboration with community stakeholders, and improve responsiveness to

urgent and long-term social needs.
