BA Program Officer - 5 Positions (Mayuge & Iganga)

Position Overview
Educate! is seeking five passionate and results-driven Short Term Program Officers
to lead the implementation of our Out-of-School Youth (OOSY) Bootcamps across
multiple districts. This position offers an exciting opportunity for someone who thrives in
fast-paced, high-impact environments and is eager to drive meaningful change for
Underserved youth.

As the Program Officer for E!BA Boot camps, you will oversee site-level execution by
managing and supporting high-performing training teams, ensuring quality delivery of
our entrepreneurship curriculum, and creating a positive, empowering learning
environment for youth. You’ll play a central role in driving training excellence,
coordinating program operations, and cultivating strong partnerships with community
stakeholders.

This is a unique opportunity for someone with a leadership mindset, a deep commitment
to youth development, and strong execution skills to contribute to one of East Africa’s
most impactful youth employment solutions.

poised to contribute more young people to the global workforce each year than the rest of
the world combined.

scalable youth employment solutions aimed at unlocking the potential of the world’s
youngest continent.

Educate! prepares youth in Africa to learn, earn and thrive in today’s economy by:
1) introducing an employment-focused school subject into secondary, and
2) delivering livelihood bootcamps for out-of-school youth, with a focus on marginalized
rural girls and young women.

To date, more than 500,000 youth have been meaningfully impacted across Uganda,
Rwanda, Kenya, and Tanzania, and along the way, Educate! has become the largest
youth employment and skills provider in East Africa.

Educate! is a team of over 300 largely African staff and 300 volunteer youth mentors. We
prioritize building an engaging, fulfilling and growth oriented work environment. 50% of
our top 30 leaders have been with us for over 5 years, 10+ alumni have started their own
organizations, and 6 current or former team members were Acumen Fund East Africa
fellows.

S4YE's Impact Portfolio, an Al Jazeera documentary, BBC, The Brookings Institution as
one of 14 case studies on scaling education, and the Gates Foundation as a Goalkeepers
Accelerator. In 2022, we received a catalytic investment from philanthropist Mackenzie
Scott to scale our systems change work.

Educate!'s long-term vision is to design solutions that measurably impact millions of


youth across Africa each year.

Performance Objectives

Trainer Quality Management, Program Implementation (40%)

●​ Participate in building the trainer strategy to source and interview the right
profile of candidates to undergo TOT
●​ Work with the program manager and the product design team to select highly
qualified trainers and lead trainers through the evaluations to deliver an
acceptable learning experience throughout the boot camp
●​ Co-facilitate training for trainers and any other key development sessions for
trainer leads to enhance their skill capabilities to mentor the youth
●​ Conduct regular evaluations of trainers and training leads to assess their
performance and provide feedback

District OOSY Implementation Leadership(35%)


●​ Collaborate with senior management to establish key performance indicators
(KPIs) and objectives for the district, including district launches
●​ Participate in Recruitment, training, and leading a high-performing district
program implementation team.
●​ Foster a positive and collaborative team culture, promoting accountability and
teamwork.
●​ Coordinate the planning, execution, and evaluation of programs or initiatives
within the district.
●​ Ensure program activities are completed on time, within budget, and meet quality
standards.
●​ Supervise the implementation of district programs, ensuring adherence to
timelines, quality standards, and regulatory requirements.
●​ Collaborate with senior management to implement systems for tracking and
monitoring program performance against established KPIs.
●​ Lead, motivate, and develop a team responsible for various aspects of the
implementation process.
●​ Work with senior management to identify and mitigate potential risks associated
with program implementation within the district.

●​ Establish and oversee a system for monitoring and evaluating the progress and
impact of the implementation, using key performance indicators and other
metrics.

Quality Assurance & Reporting Oversight (15%)


●​ Implement systems for ongoing monitoring of product quality and adherence to
established standards.
●​ Monitor reporting systems to capture and analyze quality-related data
●​ Ensure that team members are well-versed in quality assurance processes and
focus areas by prepping and co-facilitating team onboarding
●​ Implement best practices to enhance the overall quality performance of the team
●​ Develop data-focused and start-up mindset while managing the team by reports
to enhance strategy capabilities that contribute to product growth
●​ Support in analyzing a small range of data related to quality metrics and provide
insightful interpretations.
●​ Support implementation of LX and program implementation experiments and
tests to improve the general user experience while thinking of the efficiency and
scale of the product

District Partnerships & Relations(10%)


●​ Establish and maintain positive relationships with key stakeholders, including
local government officials, community leaders, and partner organizations
●​ Work with the product managers to establish partnership strategies that align
with the organization’s goals and objectives within the district.
●​ Identify and cultivate strategic partnerships with community organizations,
educational institutions, and government entities.
●​ Maintain and enhance relationships with existing partners through regular
communication, meetings, and updates on organizational initiatives.
●​ Act as the main point of contact for partners, addressing concerns and exploring
opportunities for deeper engagement.
●​ Gather feedback from partners and youth to assess the impact and effectiveness
of partnership activities and community engagement efforts.

Qualifications
●​ Passionate about impacting underserved youth
●​ Bachelor’s degree in a relevant field (Business,Education, Development Studies,
Social Sciences, or related)
●​ Minimum of 2 years experience in project or program management,
youth-focused initiatives, or community-based work
●​ Proven track record in leading teams, especially in training or education-based
programs
●​ Skilled in data interpretation, report writing, and using feedback for program
improvement
●​ Strong communication, facilitation, and relationship-building skills

●​ Experience working with or engaging community leaders, government partners,
and youth populations
●​ Demonstrated ability to think strategically, manage multiple priorities, and
problem-solve effectively
●​ Familiarity with monitoring & evaluation or quality assurance frameworks is an
added advantage

●​ Location: Must be able to travel and work across bootcamp sites within assigned
districts Iganga & Mayuge
●​ Supervises: (2 Trainers, 1FOAs across 6 sites)

●​ Compensation: Competitive and based on experience
