Strategic management in TVET colleges begins with a clear and shared
direction. This section defines the fundamental guiding principles that
shape the college’s present operations and future growth.
Vision
In 2030 to be a center of excellence in producing competent, innovative,
and ethical professionals who contribute significantly to national and
global development through technical and vocational skills.
Mission
To provide inclusive, high-quality, and industry-responsive technical
and vocational education and training (TVET) that fosters practical
skills, entrepreneurial abilities, and lifelong learning.

Strategy
To achieve these objectives, the College adopts a SMART (Specific,
Measurable, Achievable, Relevant, Time-bound) strategic framework.
The following strategies will be implemented:
Curriculum will be aligned with labor market needs through regular
tracer studies.
Dual training modalities, including both on-campus and industry-
based practice, will be adopted.
Digital platforms and learning management systems will be used for
blended learning.
Trainers will participate in industry internships to stay updated with
current practices.
Inclusive policies and physical infrastructure for learners with

propose?
Management functions play a critical role in the successful
administration of TVET colleges. These include planning, organizing,

leading, and controlling. Each function contributes uniquely to achieving
the institutional mission and goals.
Planning: The planning process involves setting objectives and
determining the most appropriate actions to achieve them. In our
college, annual plans are developed, yet they often lack a strong data
foundation and stakeholder participation.
Organizing: Organizing ensures resources and responsibilities are
structured to achieve plans. While departments are assigned roles,
coordination across them is inconsistent, causing overlap or
miscommunication.
Leading: Effective leadership motivates staff and drives institutional
growth. Our leadership fosters dedication but is constrained by
centralized decision-making and lack of autonomy.
Controlling: Controlling involves monitoring performance and making
necessary adjustments. While evaluations occur, they are often reactive
rather than proactive, with limited use of digital tools or standardized
benchmarks.
Professional Recommendations:
• Institute participatory planning involving department heads, trainers,
and industry partners.
• Develop a clear accountability framework and enhance institutional
autonomy.
• Build the capacity of leadership through tailored development
programs.
• Introduce a digital dashboard for real-time performance monitoring.

Role of TVET in National Economic Development and
Dean’s Support
TVET plays a pivotal role in economic development by providing the
labor market with skilled professionals, promoting innovation, and
supporting national industrial goals.
Employment Generation: TVET enhances youth employability,
reduces dependency, and supports self-employment through
entrepreneurship training.
Industrial Growth: Technical skills are essential for modernizing
agriculture, construction, manufacturing, and service sectors.
Social Equity: TVET promotes social inclusion by offering skill
opportunities to marginalized communities and people with
disabilities.
Dean's Role in Strengthening TVET:
• Align college training programs with national labor market surveys
and industry demands.
• Promote partnerships with public and private sectors for
apprenticeships and workplace learning.
• Advocate for policy support and funding for TVET innovations and
infrastructure.
• Lead gender-responsive and inclusive policies in curriculum and

4. Prepare an operational plan for the coming
academic year
Operational Plan for the Academic Year 2025–2026
1. Introduction
This operational plan guides Woinamba TVET College in delivering
quality technical and vocational education during the academic year
2025–2026. The plan aligns with the national TVET Agency’s policies
and focuses on implementing approved curricula, ensuring qualified
trainers, enhancing student enrollment and retention, improving
infrastructure, strengthening industry linkages, supporting inclusive
education, and ensuring effective institutional management.
2. Objectives
• Deliver TVET programs based on the national curriculum approved by
the TVET Agency.
• Ensure all trainers are registered with the TVET Agency and meet
qualification standards.
• Increase student enrollment, retention, and graduation rates.
• Enhance faculty skills through continuous professional development.
• Maintain and upgrade existing workshops and training facilities.
• Strengthen partnerships with industries for internships and
apprenticeships.
• Provide support services and promote inclusion for students with
disabilities.
• Improve data management, reporting, and quality assurance
processes.

Training Delivery
Woinamba TVET College will implement the TVET Agency-approved
curriculum effectively across all programs. Regular assessments and
practical exams will be conducted to ensure students achieve the
required competencies. Student Enrollment and Retention
Woinamba TVET College will conduct community outreach and
awareness programs to attract prospective students. Academic advising
and counseling services will be strengthened to improve student
retention and satisfaction.
Trainer Registration and Qualification
All trainers at Woinamba TVET College will be supported to complete
registration with the TVET Agency as mandated. The college will
maintain an up-to-date trainer registry and assist trainers in fulfilling
required qualifications and refresher trainings to uphold teaching
standards.
Department Capacity Building
Woinamba TVET College will organize continuous professional
development workshops on modern teaching methodologies and
practical skills. Staff will be encouraged to attend seminars and short
courses to enhance their instructional abilities.
Facilities and Equipment
The college will maintain and repair existing workshops, laboratories,
and classrooms to ensure a safe and conducive learning environment.
