You should aim to complete this section in 100 - 200 words.
Note: this section can be completed after you have competed your risk assessment.
Outline how the risk assessment was carried I Have Considered Several Information Sources to Complete my risk assessment;
out this should include:
• sources of information consulted; External Sources:
• who you spoke to; and • ILO – Convention -167 Construction Safety.
• how you identified: • ILO – Convention -155 Occupational Health and Safety.
- the hazards; • ILO – Recommendation -164 Occupational Health and Safety.
- what is already being done; and • Manufacturer’s instructions.
- any additional controls/actions that • HSE UK Guidelines.
may be required. • Osha Construction safety Standards.

Internal Sources:
While consulting internal sources I have Planned to visit that Construction Site.
During that Visit I have Seen Many Unsafe Conditions and Acts, I Have talked with the workers
and their Representatives who were Operationally Involved in Work Activities, I observed that
they don’t known about hazards and risks present on site and Most of them were not wearing
PPE Given to them, cutting corners of safety standards Secondly, I Met with Supervisor and
Considered Formal HSE Documents, Such as, Previous Construction Risk assessments,
accidents and Near Miss reports, medical records, absence records Staff Turnover Records,
Observation Reports etc. which helped me to understand current present controls against
hazards.
I have Identified Hazards and Existing Control Measures During Site Visit and documents Review
and Suggested Further Controls on the basis of Realistic risk level and mostly used External
Sources i.e. International Standards HSE UK, ILO etc.

Part 3: Prioritise 3 actions with justification for the selection
Suggested word counts
Moral, general legal and financial arguments for all actions: 300 to 350 words
For EACH action:
Specific legal arguments: 100 to 150 words
Likelihood AND severity: 75 to 150 words
How effective the action is likely to be in controlling the risk: 100 to 150 words

Moral, general legal and financial arguments for ALL actions

Moral, general legal and financial Justification with Moral Arguments:
arguments Employer of the Phantom Construction (PVT) Limited Company has moral Responsibility to protect
Everyone who may be harmed by his activities Because Workers earn for their living and Work for
the Company therefore they themselves their families, friends, colleagues, Contractors Companies
and society expect Well-being From the Company. Employer through his management should Keep
the properties, equipment and work practices Safe, So, it is moral responsibility of employer to
provide safe and Healthy conditions to his Workers and the other. i.e. Subcontractor Workers, it has
been Observed that in Case of any accident or ill health occurs this Influence the moral of all the
Workers, increase staff turnover rate, and will Influence Work Quality and not a good impact on
business reputation, The Company May Suffer a lot of problems for not to manage Healthy and
Safe Conditions at Workplace Morally.

Justification with Legal Arguments:

As per International Labour Organization (ILO Convention 155) all the nations have to obey health
and Safety standards as part of their Labour Law and nations have to enforce these laws by their
own best interest. I.e. Enforcement agency, EHS Police, Trade Associations etc. Non-Conformance
of the Legal Standards of Health and Safety Legal Codes is a Criminal Offense as per Country’s
Local Government in case of Non-Compliances of legal safety standards by employer is done the
possible Penalties are Set by Country Law. The Possible Consequences of Legal Non-Compliance
Might be after dangerous occurrences; Notices for Improvement, Disciplinary Measures i.e.
Imprisonment Fines to Involved Person, Legal Claims for Compensation against Company. Etc.

ILO Convention 155, Article 16
Employer responsibilities;
1. Employers shall be required to ensure that, so far as is reasonably practicable, the workplaces,
machinery, equipment and processes under their control are safe and without risk to health.
2. Employers shall be required to ensure that, so far as is reasonably practicable, the chemical,
physical and biological substances and agents under their control are without risk to health when
the appropriate measures of protection are taken.
3. Employers shall be required to provide, where necessary, adequate protective clothing and
protective equipment to prevent, so far as is reasonably practicable, risk of accidents or of adverse
effects on health.

Justification with Financial Arguments:

Any Accident or Ill health Cost Money to a Company and Possible Losses may be the Following.
• Loss of Company Reputation and Difficulties to compete market.
• Cost Associated with the Reduced Staff Moral i.e. High Turnover Rate
• Fines by Enforcement Agencies.
• Medical Costs of Workers
• Costs of Civil Claim of Compensation
• Costs of damaged plant equipment or building in case of any huge emergency.
• Over time and money will be required to make up for lost production.
• Loss of Customer Good-Will and May lose Orders.
