The Appointments Committee of the Cabinet has approved the following appointments of
officers at Joint Secretary/Joint Secretary equivalent level with pay at Level 14 of the Pay Matrix:
(1) Appointment of Shri Muktanand Agarwal, lAS (RJ:2008), as CEO (JS level), Pradhan
Mantri Fasal Bima Yojna (PMFBY), Department of Agriculture & Farmers Welfare, from the
date of assumption of the charge of the post, for an overall tenure of 5 years upto 06.11.2027, or
until further orders, whichever is earlier vice Shri Ritesh Chauhan, IAS(HP:2005);
(2) Appointment of Ms. Prajakta L Verma, lAS (MH:2001), as Joint Secretary, Department
of Atomic Energy, from the date of assumption of the charge of the post, for an overall tenure of
5 years upto 23.03.2027, or until further orders, whichever is earlier vice Shri Ajay Ramesh Sule,
IDAS (1993);
(3) Appointment of Shri Lakhpat Singh Choudhary, IRSS (1997), as Joint Secretary,
Ministry of Coal, from the date of assumption of the charge of the post, for a tenure upto the date
of his superannuation on 31.12.2029, or until further orders, whichever is earlier vice Shri
Nagaraju Maddirala, IAS(TR: 1993);
(4) Appointment of Shri Saket Kumar, lAS (BH:2009), as Joint Secretary, Department of
Commerce, from the date of assumption of the charge of the post, for a combined tenure of 7
years upto 16.08.2025, or until further orders, whichever is earlier, by temporarily upgrading a
vacant post of Director to Joint Secretary level;
(5) Appointment of Shri Satinder Kumar Bhalla, ITS (1992), as Secretary, North Eastern
Council Secretariat under the Ministry of Development of North Eastern Region, from the date
of assumption of the charge of the post, for a tenure upto the date of his superannuation on
31.07.2028, or until further orders, whichever is earlier vice Shri K. Moses Chalai, lAS (MN: 1990),
by temporarily downgrading the post from AS level to Joint Secretary level;
(6) Appointment of Shri Madhup Vyas, lAS (UT:2000), as Deputy Election Commissioner
(DEC), Election Commission of India, from the date of assumption of the charge of the post,
for a tenure of five years, or until further orders, whichever is earlier vice Shri Nitesh Kumar Vyas,
lAS (MP:1996);
(7) Appointment of Shri Ajay Kumar, IP&TA&FS (1993), as Joint Secretary, Department
of Ex-Servicemen Welfare, from the date of assumption of the charge of the post, for a tenure
upto the date of his superannuation on 31.07.2029, or until further orders, whichever is earlier
vice Shri Hariprasad Pudi, IRAS (1994);
(8) Appointment of Shri Devesh Deval, lAS (MN:2004), as Joint Secretary, Ministry of
Food Processing Industries, from the date of assumption of the charge of the post, for a tenure
of five years, or until further orders, whichever is earlier, by upgrading a post of DS/Director in the
Ministry to JS level;
(9) Appointment of Shri Raghav Langer, lAS (UD:2009), as Secretary, National Medical
Commission (NMC) (JS level), under the Department of Health & Family Welfare, from the date
of assumption of the charge of the post, for a combined tenure of 7 years upto 03.10.2025, or
until further orders, whichever is earlier vice Ms. Sandhya Bhullar, lAS (GJ:2003);

(10) Appointment of Ms. Jyoti Yadav, lAS (UD:2009), as Joint Secretary, National Health
Authority (NHA), under the Department of Health & Family Welfare from the date of assumption
of the charge of the post, for a combined tenure of 7 years upto 13.06.2026, or until further orders,
whichever is earlier;
(11) Appointment of Shri Prem Chandra Maurya, IRS (IT:1995), as Joint Secretary, Ministry
of Heavy Industries, from the date of assumption of the charge of the post, a tenure upto the
date of his superannuation on 31 .01 .2028, or until further orders, whichever is earlier vice Ms.
Mukta Shekhar, IRAS (1994);
(12) Appointment of Shri Armstrong Pame, lAS (MN:2009), as Joint Secretary, Department
of Higher Education, from the date of assumption of the charge of the post, for an overall tenure
of 5 years upto 17.04.2027, or until further orders, whichever is earlier vice Ms. Neeta Prasad,
lInfoS (1991);
(13) Appointment of Shri Prasana R., IAS(CG:2004), as Joint Secretary, Ministry of Home
Affairs, from the date of assumption of the charge of the post, for a tenure of five years, or until
further orders, whichever is earlier vice Shri Ashutosh Agnihotri, lAS (AM:99);
(14) Appointment of Ms. Sushma Chauhan, lAS (UT:2009), as Joint Secretary, Ministry of
Home Affairs, from the date of assumption of the charge of the post, for an overall tenure of 5
years upto 07.12.2027, or until further orders, whichever is earlier vice Shri B C Joshi, IOFS
(1992);
(15) Appointment of Shri Samir Kumar, IRTS (1999), as Joint Secretary, National Human
Rights Commission (NHRC) under the Ministry of Home Affairs, from the date of assumption of
the charge of the post, for a tenure of five years, or until further orders, whichever is earlier vice
Ms. Anita Sinha, IRS (IT:1990);
(16) Appointment of Shri M Ramachandrudu, lAS (BH:2009), as Director (Census
Operations) (JS level), Bihar, O/o Registrar General and Census Commissioner, India, under the
Ministry of Home Affairs, from the date of assumption of the charge of the post, for an overall
tenure upto 31.12.2025, or until further orders, whichever is earlier, by temporarily upgrading the
post held by the officer from Director level to Joint Secretary level;
(17) Appointment of Ms. T Mithra, lAS (KL:2009), as Director (Census Operations) (JS
level), Kerala, O/o Registrar General and Census Commissioner, India, under the Ministry of
Home Affairs, from the date of assumption of the charge of the post, for an overall tenure upto
31.12.2025, or until further orders, whichever is earlier, by temporarily upgrading the post held by
the officer from Director level to Joint Secretary level;
(18) Appointment of Shri Pradeep KumarJha, lAS (MN:2006), as Joint Secretary, Ministry
of Housing and Urban Affairs, from the date of assumption of the charge of the post, for a tenure
of five years, or until further orders, whichever is earlier vice Shri Rahul Kapoor, IRAS (2002);
(19) Appointment of Ms. Isha, lAS (PB:2009), as Joint Secretary, Ministry of Housing and
Urban Affairs, from the date of assumption of the charge of the post, an overall tenure of 5 years
upto 30.07.2028, or until further orders, whichever is earlier, by temporarily upgrading the post
held by the officer from Director level to Joint Secretary level;
(20) Appointment of Shri Ashish Kumar, IOFS (1996), as Joint Secretary, Department of
Investment & Public Asset Management, from the date of assumption of the charge of the post,
for a tenure upto the date of his superannuation on 31.01.2029, or until further orders, whichever
is earlier vice Shri Rahul Jam, lAS (MP:2005);

(21) Appointment of Shri Satya Pratap Singh, IDAS (2003), as Joint Secretary, Department
of Justice, from the date of assumption of the charge of the post, for a tenure of five years, or
until further orders, whichever is earlier vice Shri Pravash Prashun Pandey, IRPS (1992);
(22) Premature repatriation of Shri Vatsalya Saxena, IRS, (IT:1994), Chief Executive Officer
(CEO) (JS level), Khadi and Village Industries Commission (KVIC) under the Ministry of Micro,
Small and Medium Enterprises to his parent cadre;
(23) Appointment of Shri Javvadi V Naga Subramanyam, lAS (AM:2009), as Joint
Secretary, Ministry of New and Renewable Energy, from the date of assumption of the charge
of the post, for an overall tenure of 7 years upto 25.09.2026, or until further orders, whichever is
earlier against a vacant post of Lateral Entry;
(24) Appointment of Shri Rajesh Kuihari, IRSEE (1996), as Joint Secretary, Ministry of New
and Renewable Energy, from the date of assumption of the charge of the post, for a tenure upto
the date of superannuation on 31.08.2029, or until further orders, whichever is earlier vice Shri
Ajay Yadav, IAS(BH:2005), by upgrading a vacant post of DS/Director level;
(25) Appointment of Shri Kamala Kant Tripathy, IES (1999), as Joint Secretary, Economic
Advisory Council to the Prime Minister (EAC-PM), NITI Aayog, from the date of assumption
of the charge of the post, for a tenure five years, or until further orders, whichever is earlier vice
Shri Pawan Kumar Sam, lAS (UT:2005);
(26) Appointment of Ms. Mukta Shekhar, IRAS (1994), as Joint Secretary, Ministry of
Panchayati Raj, from the date of assumption of the charge of the post, for a tenure upto the date
of her superannuation on 31.03.2029, or until further orders, whichever is earlier vice Shri Vikas
Anand, lAS (UT:2002), in waiver of the mandatory cooling off period;
(27) Appointment of Shri Sushil Mansing Khopde, IPS (BH:1995), as Add. DG (JS level),
Directorate General of Shipping under the Ministry Ports, Shipping & Waterways, from the date
of assumption of the charge of the post, for a tenure upto the date of his superannuation on
30.09.2029, or until further orders, whichever is earlier vice Shri Kumar Sanjay Bariar IP&TA&FS
(1993);
(28) Appointment of Shri Venkatesapathy S, lAS (KL:2009), as Joint Secretary (Shipping)
Ministry Ports, Shipping & Waterways, from the date of assumption of the charge of the post,
for an overall tenure of 5 years upto 01.05.2028, or until further orders, whichever is earlier, by
temporarily upgrading the post held by the officer from Director level to Joint Secretary level;
(29) Appointment of Ms. Aditi Singh, lAS (UP:2009), as Joint Secretary, Department of
Rural Development, from the date of assumption of the charge of the post, for an overall tenure
of 5 years upto 30.07.2028, or until further orders, whichever is earlier vice Shri Charanjit Singh,
IFoS (MP:1990);
(30) Appointment of Shri Prabhat Tyagi, IFoS (UT:1995), as CMD, National Scheduled
Castes Finance & Development Corporation (NSFDC) under the Department of Social Justice
& Empowerment, from the date of assumption of the charge of the post, for a tenure upto the date
of his superannuation on 31 10.2028, or until further orders, whichever is earlier vice Shri Rajnish
KumarJenaw, IP&TA&FS (1992);
(31) Appointment of Shri H Kam Suanthang, CSS, as Joint Secretary, National
Commission for Scheduled Castes (NCSC) under the Department of Social Justice &
Empowerment, from the date of assumption of the charge of the post, for a tenure of five years,
or until further orders, whichever is earlier vice Shri Rajeev Kumar Tiwari, IFoS (JK:1993);

Textiles, from the date of assumption of the charge of the post, for a tenure of five years, or until

(33) Appointment of Shri Anant Prakash Pandey, IFoS (HY:1999), as Joint Secretary,
Ministry of Tribal Affairs, from the date of assumption of the charge of the post, for a tenure of
five years, or until further orders, whichever is earlier vice Shri Naval Jit Kapoor, IRS (IT:1992);
(34) Appointment of Shri Karan Singh, IRTS (1999), as Joint Secretary, Department of
Water Resources, RD & GR, from the date of assumption of the charge of the post, for an overall
tenure of 5 years upto 01.08.2027, or until further orders, whichever is earlier by upgrading a post
of OS/Director in the Ministry to JS level;
(35) Appointment of Shri Sanjeev Kumar Sharma, ITS (1990), as Member Secretary (JS
level), National Commission for Protection of Child Rights (NCPCR) under the Ministry of
Women & Child Development, from the date of assumption of the charge of the post, for a tenure
upto the date of his superannuation on 31.08.2028, or until further orders, whichever is earlier.
