PLANNING A REFUGEE CAMP
Planning a refugee camp in an area where planning laws don't exist can be a
challenging task for a physical planner. However, the planner can follow guidelines
and principles from the physical planning hand book to ensure that the camp is safe,
functional, and meets the needs of the refugees.
Site selection: Based on the expected population of the refugees physical planner
needs to identify a suitable site for the refugee camp. The site should be on level
ground, away from flood-prone areas, and have access to water and sanitation
facilities.
Layout: Once the site is selected, the planner needs to do a land budget then create a
layout for the camp. This involves dividing the site into smaller zones for housing,
sanitation, healthcare, and other essential services. The layout should also include
pathways for easy access to different areas of the camp.
Housing: The physical planner needs to design housing units that are durable, safe,
and comfortable for the refugees. The housing should be designed to provide privacy,
security, and protection from the elements.
Sanitation: The planner needs to design sanitation facilities such as toilets and bathing
areas that are hygienic and easy to maintain. The facilities should be located at a safe
distance from the housing units to prevent the spread of disease.
Healthcare: The planner needs to ensure that the camp has access to basic healthcare
services such as medical clinics and first aid stations.
Water supply: The planner needs to design a water supply system that can provide
clean and safe drinking water to the refugees. This may involve digging wells,
installing water tanks, or piping water from a nearby source.
Waste management: The planner needs to design a waste management system that can
safely dispose of solid and liquid waste generated by the camp.
Security: The planner needs to design the camp in a way that ensures the safety of the
refugees. This may involve installing perimeter fences, hiring security personnel, or
implementing a community policing program.
Education: Refugees will always have children and the children's education needs
have to be catted for this involves planning for education facility location and
distribution based on the population of the refugees

In summary, a physical planner can plan a refugee camp in an area where planning
laws don't exist by following principles of site selection, layout, housing, sanitation,
healthcare, water supply, waste management, and security. The planner must ensure
that the camp is safe, functional, and meets the needs of the refugees.
