II. BACKGROUND OF THE STUDY
Human rights are the basic rights and freedoms that belongs to every person in
the world , from birth until death it is a right to inherent to all human beings regardless
of nationality, ethnicity, language, religion or any other status ,it’s a lifetime
rights that should everyone in this world are exercising in their everyday lives
Almost anywhere in the world today , we can sense the pride of (LGBTQIA+) Lesbian,
Gay, Bisexual, Transgendered, Queers, Intersex, Asexual who suffers from
discrimination and Violence, for decades the fight of the LGBTQIA community was
among the problems hardly addressed by Modern society ,evident in the rising number
of brutal killings, bullyings , Criticism, rigid role and misgendering.
The proposed law has existed for two decades but has yet to be enacted because of
different perceptions of people.
The SOGIE Equality Bill affirms that everyone has the same basic rights,
regardless of their sex, gender, age, race, class, or political convictions. In other
words, the law shields LGBTQIA+ people from prejudice and marginalization.
Everyone will have equitable access to healthcare, housing, public services,
education, job, and licensing if there is no marginalization. The bill also
addresses harassment and hate crimes. The presence of SOGIE Equality means
that anyone who discriminates against LGBTQIA+ people will face a fine of
PHP100,000 but not PHP500,000, or a sentence of not less than one year but
not more than six years in prison, or both, depending on the court's ruling.
This law is not just exclusive for LGBTQIA+ Member but to Everyone that have
preferred gender and sexual orientation; this means that people who identify as
heterosexual will be provided with the same rights and protections under the law. This
law will help our community to develop in many different way by starting to accept
heterosexual and homosexual in our society in this thinking were growing as a large
community that not just to tolerate people but to accept Just the way they want to be
recognized wholeheartedly. We can not just rely on local ordinance to protect
LGBTQIA+ member against discrimination. Equality is what LGBT community want,
protection of their rights ,and assurance that they would exercise in a lifetime. Providing
specific law for LGBTQIA member like SOGIE EQUALITY BILL will be greatly impacts
our society.
III. OBJECTIVES AND METHODS
The aim of this study is to know what’s is like to have SOGIE BILL as a law in
our society and What is like to have an ordinance that protects LGBTQIA community
from marred criticism and discrimination and the impacts of it in different aspects such
as right to access public services, right to use establishment and services including
housing and right to apply for professional jobs and especially to any school institutions
that practice equality and safe environment for LGBTQIA community
SOGIE equality bill is very clear to it objective to outlaws discrimination against
people based on their sexual orientation, gender identity, or method of expression.
Although there are four versions of the measure in the Senate, The legislation do not
contain any clauses that would make same-sex marriage legal or that assigning sex to
infants may result in punishment. Also, there will be no consequences for insulting
LGBTQ+ people unless they are forced to make fun of and harass someone because of
their SOGIE. What the bills propose, rather, is the equal access of the LGBTQ+ to basic
rights and services that surely makes difference in our country. this paper will utilize
Qualitative research this research method is appropriate for researcher who are solely
interested in collecting and analyzing non-numerical data (e.g., text,picture, video, or
audio) to understand concepts, opinions, or experiences It can be used to gather in-
depth insights into a problem or generate new ideas for research

The expected outcome of this study is to successfully elaborate the importance
of SOGIE BILL in our society especially for The members of LGBTQIA+ community, to
correct the falsify information against SOGIE BILL that affects it’s legislation for decades
and to upholds equality in any gender preferences.
