The device consists of a lifting axle with receiver platform for 2 PCB
magazines and one transfer conveyor with integrated, electrically operated
pusher. The transfer from the two magazine stations is made by moving the
conveyor section sideways before transferring the PCB. The operator
manually places the empty magazines on the system's receiver platform.
The pusher loads the PCBs into the magazines. The full magazine can be
exchanged while the automatic mode is active. Audible and visual signals

6. Requirements of workshop for Surface Mount Equipment
SMT rooms (workshops) have certain requirements on the environment cleanliness (dust-
free), humidity and temperature, in order to ensure the normal operation of equipment and
assembly quality. The following requirements are for the working environment.
6.1. Power supply:
power supply single-phase AC220V (220 ± 10%, 50HZ), three-phase AC380V (220 ±
10%, 50HZ) power supply has to be greater than twice the power consumption of the
device.
During power outage UPS for critical devices has to be supplied.
6.2. Environment:
(a) Temperature as the printing workplace ambient temperature requirements of 23 ± 3 ℃
for the best, so the plant's best ambient temperature for this setting. Usually, the factory
temperature is generally set to 17 ~ 28 ℃; if not, cannot exceed the limit temperature of
15 ~ 35 ℃.
(b) Humidity the humidity inside the plant has a great impact on product quality. Humidity
is too high, easy to moisture absorption components, the moisture sensitive components
unfavorable, while the solder paste exposed to humid air is also easy to absorb moisture,
resulting in welding defects. Humidity is too low, air dry, prone to static electricity,
electrostatic sensitive device (ESD) components unfavorable. So, the humidity must be
controlled on the factory. General requirements within the plant relative humidity of 45%
to 70% RH, and there are also some rules is 30% to 55% RH, some not very district rule is
40% to 80% RH.
(c) Air cleanliness workshop If the gray layer is very large, for small components, such as
0201,01005 and fine pitch (0.3mm) components of the placement and welding quality
impact, while increasing equipment wear and even equipment failure, increase

6.3. Plant construction:

production equipment must be well grounded, should be used three-phase five-wire
grounding method and independent grounding. Production site floor, table mats and chairs,

1.1 SCOPE
1. This specification covers design, engineering, manufacture, testing, inspection and
supply of Single-phase,2-wire direct connected (5/60)A digital energy meter, for
EEU in order to measure AC electrical energy consumption for billing purpose. The
meter should have an accuracy class 1 for active energy. The energy meter should
be capable of recording and display energy in KWH, and maximum Demand etc.
2. It is not the intent to specify completely here in all the design and construction of
meter however the meter shall confirm in all respect to high standard of
engineering, design and workmanship shall be capable of performing in continuous
commercial operation which is acceptable to EEU, who will interpret the meanings
of drawings & specification and shall have the right to reject any work or material
which in its judgment is not in accordance there with. The offered meter shall be
complete with all components, accessories necessary for their effective and trouble-
free operation of the system for the purpose mentioned above. Such components
shall be deemed to be within the scope of bidders supply irrespective of whether
those are specifically brought out in this specification and / or the commercial order
or not.

1.6 CONSTRUCTION REQUIREMENT
1.6.1 Meter Body
The meter body should have the following requirement.
a) Base body and top cover shall be made of UV stabilized, high impact, and
smooth finish, unbreakable high-grade flame-retardant insulating material of
good dielectric and mechanical strength and also UV resistant and high
resistance to weathering material.
b) Base body shall be Opaque
c) Top cover shall be opaque/ translucent with transparent viewing window. If the
meter cover is not made from transparent materials the meter reading window

shall be made of glass or a clear/transparent - flame retardant, high UV
resistance, high tensile and impact strength, permanently fastened to the meter
cover. It shall not be possible to remove the cover without breaking it.
d) Top cover and base should be ultrasonically welded.
e) Meter body shall be sealed in such a way that opening of meter base and cover
is not possible without breaking the seals.
f) Thickness of meter body (Base and Terminal cover) shall be 2mm minimum.
g) Only unidirectional screws to be used on meter cover wherever required.
h) Usage of equivalent material shall be with prior approval of EEU.
1.6.2 Terminal Block
The terminal block should have the following requirement.
a) The terminal block shall be moulded type made of non- hygroscopic, flame-
retardant material having good dielectric and mechanical strength.
b) The moulded terminal block shall be made from best quality phenol
formaldehyde Poly carbonate conforming to IEC (latest amended) having
adequate insulating properties and mechanical strength with brass inserts for
connecting terminals.
c) The terminal block should satisfy all the conditions specified in IEC 62052 - 11.
The material of the terminal block should fulfil the requirement of following
tests:
• The flame retardant rating of V0 as per UL 94 testing.
• Heat deflection temperature (HDT) test of 135 0C. As per IS075 or ASTMD-
648

f) The terminals shall be designed so as to ensure adequate and durable contact
such that there is no risk of loosening or undue heating.
g) Terminal block shall be such that the risk of corrosion due to contact with other
metal part is minimized.
h) Electrical connections shall be designed such that contact pressure is not
transmitted through insulating material.
1.6.3 Terminal Cover
The terminal cover should have the following requirement.
a) Material –UV stabilized transparent polycarbonate cover
b) Provision of sealing at one point through sealing screw.
c) The sealing screws shall be held captive in the terminal cover.
d) The terminal cover shall be extended type. It Shall be fastened in position
from the front by sealing screws. So that access to the terminals is not
possible (even with thin metallic wire) without breaking the seal.
e) Terminal cover should have provision for cable entry from bottom.
f) Terminal cover shall have sufficient space for incoming and outgoing cable
such that these can pass without stressing and damaging the terminal cover.
g) Diagram of external connections should be embossed on clearly on inside
portion of terminal cover. Meter terminals shall also be marked and this
marking shall appear in the above diagram. Stickers of any kind will not be
accepted.
1.6.4 Terminals
The terminals should have the following requirements.
a. Terminals shall be suitable up to 25 Sq. mm aluminium/copper cable.
b. Two no's flat head screws per terminal shall be provided.
c. Material of terminals should be brass or tinned copper. Terminals shall be tested
for continuous current of 150 % Imax.
d. Terminals shall be clearly marked for phase/neutral/incoming/outgoing etc. this
marking shall appear in the connection diagram.
e. Clearances and creepage shall be as per IEC60947-1-2014.

f. The terminals and connections shall be suitable to carry up to 120 % of Imax
continuously.
g. The manner of fixing the conductors to the terminals shall ensure adequate and
durable contact such that there is no risk of loosening or undue heating.
1.6.5 Screws
All electrically live screws shall be of brass/nickel tin-plated. All other screws shall
be electro plated.
1.6.6 Electrical Diagram
Meter connection diagram shall be engraved inside the terminal cover or it shall be
printed on material that can be fixed inside the cover without deterioration with time.
1.6.7 Fixing arrangement
The fixing arrangement should have the following requirements.
a. The meter shall have minimum three fixing holes, one at the top for mounting
and two at the bottom, inside the terminal cover.
b. The top hole shall be key hole type on the back of the meter base so that hanging
screw is not accessible after fixing of the meter and it shall not be possible to
remove the meter from the hanging screw without removing the terminal cover
and screws behind the terminal block cover.
c. The lower fixing hole/s shall be provided at the bottom, inside the terminal
cover. Any alternate better arrangement shall also be considered for acceptance.
d. All the fixing holes shall be such designed that once the meter is mounted; the
screw heads shall not be accessible. Manufacturer shall provide the appropriate
fixing screws along with the meters.
1.6.8 Ingress protection
Ingress protection should have the following requirements.
a. IP 54 or better as per IEC60529, but without suction in the meter.
b. Meter shall comply requirement of IEC60529
1.6.9 Output device
The output device should have the following requirements.
a. Meter shall have flashing LED visible from the front to represent
energy recording. Resolution shall be such that satisfactory accuracy

test can be conducted at the lowest load in less than 5 minutes and
starting current test in less than 10 minutes.
b. Meter shall have provision on LCD for indicating data communication
in progress.
c. Meter shall have indicator on LCD for displaying the status of load

1.6.10 Meter sealing arrangement
Meter sealing should have the following requirements
a. Reliable sealing arrangement shall be provided to make the meter tamper
evident and to avoid fiddling or tampering by unauthorized persons.
b. Sealing should be in accordance with IEC and EEU metering regulations with
latest amendments.
c. Approval shall be taken from purchaser for location of seals.
1.6.11 Manufacturer’s seals
Manufacturer’s seals should have the following requirements
a. Manufacturer has to provide one polycarbonate seal on either side/front of the
meter.
b. Two hologram sticker seals on both sides of meter with logo of EEU/
manufacturer and the polycarbonate and sticker seals having the same number
as that of the meter Sr. No preferable with QR Code.
c. One no. polycarbonate seal in loose condition to be provided for terminal cover
of the meter.
The Serial Number of Meter, Polycarbonate Body Seal/Sticker Seal and Loose Seal
for Terminal Cover shall be same.
1.6.12 Seal record
Record of all seals shall be forwarded to purchaser with each lot. The manufacturer
will also provide the software in adequate numbers as per EEU's requirement for
tracking and recording of seals. A connected mobile application can also be used to
digitize metering operations from installation to meter reading to meter audits free of
charge.

1.7 Meter Display
The measured value(s) should be displayed on a Liquid Crystal display (LCD)
register. The display should have backlit capability for easy reading. When the LCD
is placed at a constant temperature of 65oC for a period of 30 minutes in operating
condition and 80oC for 30 minutes under de-energized / storage condition, it should
not get deformed. Dot Matrix type LCD will not be acceptable.
1.7.1 Viewing angle
a. Display should have viewing angle 35 degree up and down from eye level.
b. The display visibility should be sufficient to read the meter mounted at height
of 0.5m as well as at the height of 2m.

1.7.7 Display Life time
The display should be LCD with the lifetime of >20 years.
The meter should have a galvanically isolated optical communication port for data
communication with CMRI / Laptop. The port should be compatible with IEC
1107/PACT/ANSI. Adequate sealing provision should be provided.
The optical interface with baud rate minimum from 2400 up to 9600 bit/sec be customized,
the default is 9600 bps. The user can program meter by the time and date or download
recording data through this optical port (all the data through CRMI or HHU or other
devices).It should be compatible for data transfer over RS 232 or RS 485 standard.
Meter shall have an additional communication port USB for periodic data transfer. Both
optical port and USB port should work independently. Failure of one (including display)
should not affect the working of other. And a recent standard USB interface Port is required
for periodic data transfer and to connect reading device whenever required.

The communication protocol is in line with DLMS/COSEM. The meter can be configured
via this interface based on preset access levels (All Meter data can be extracted via the
Optical port).
When communicating, the energy meter display device must display communication
symbols to facilitate observation of whether the communication work is working properly.
1.8.2 Protocol
Meter shall operate on open DLMS protocol and will be individually addressable
DLMS/COSEM complaint as per IEC standard. Other protocols shall not be acceptable.
DLMS/COSEM certification shall be attached along the offer

1.10 Billing data
Billing data should have the following requirements.
a. At the end of each billing cycle, meter shall generate and store in
memory parameters as per IEC standard
b. Support for selective access shall be provided for billing parameters as

1.15 Event register

1.18 Battery
The battery should be Lithium-ion battery with guaranteed shelf life of 10 years and
capacity life of 15 years. Lithium thionyl Chloride battery will be preferred. In case

battery removal or total discharge same should not affect the working & memory of
the meter even in case of single wire power condition. RTC shall have separate
battery backup.
The meter/battery found defective within the above guarantee period shall be
replaced by the supplier free of cost within 60 days of the receipt of intimation of
failure / defect.
1.19 Memory
Non-volatile memory independent of battery backup, memory should be
retained up to 20year without any auxiliary power.

1.21.1 Software for HHU/Laptop
The manufacturer has to provide software capable of downloading all the data stored
in meter memory through CMRI. The CMRI software shall work both on SANDS &
Analogic CMRI devices.
Along with software for traditional CMRI devices bidder shall also provide software
for android or windows based HHUs.
1.21.4 Security
System shall be password protected where user can login only if login ID is provided
by administrator. BCS shall have rights management system so that access rights can
be provided as per requirement to maintain security.
1.21.6 Database
BCS shall maintain master data base according to desired area, location, and region
etc.
1.21.7 Reporting
a. BCS shall have option of user defined report generation in format of Excel,
Word and CSV etc.
b. BCS shall have capability to export data in ASCII format at desired location
so that the same could be integrated with our billing data for processing.
c. All the data available in the meter shall be convertible to user defined ASCII
file format.
1.21.8 Training
Manufacture shall impart training to EEG (EEMI) personnel for usage of software

1.21.9 Data transfer rate
BCS and communication ports should support data transfer rate of 9600 bps
(minimum).
Type test certificate for accelerated life time should be submitted from
KEMA/NEMA/IEC certified laboratories. If the type test certificate provided is
different from KEMA/NEMA/IEC, the testing agency shall be ISO certified for testing
the item and the testing report shall be traceable and signed and approved by the testing
company.
The meters declared defective by the EEG (EEMI) shall be replaced by the supplier up
to the full satisfaction of Ethiopian Electric Utility at the cost of supplier. Failure to do
so within the time limit prescribe shall lead to imposition of penalty of twice the cost
of meter. The same may lead to black listing even, as decided by EEG. In this
connection the decision of EEG shall be final.

The meter constant shall be marked, product trademark, type, model, serial number,
voltage, basic/rated current, frequency, imp/kWh, class, IP, manufacturing year,
Purchase order Number & Date.
The nameplate shall be marked "Property of EEU”. “Tampering with this meter is
punishable by law.” EEU’s logo will be printed on the nameplate. These marks shall
be put in Amharic also.
In addition to the requirements of IEC 62052-11, 62053-21 and IEC 61036, 61030,
each meter shall have a unique identification number indelibly marked on the
nameplate. The identification number sequence will be advised at the time of ordering.
This identification shall be additional to the maker's serial number. Supplied with bar-

1.24 QUALITY ASSURANCE
The manufacturer shall possess the latest ISO Quality Assurance Certification for the
design, manufacture and testing of kWh meters. In the event the meters manufactured
at the sub vendor premises of the manufacturer, then sub vendor shall possess ISO
9001: 2000 Quality Assurance Certificate.
In the event of new vendor, the technical committee will do the factory visit & confirm
the factory validation for same.
The Bidder shall furnish a copy of the ISO Certificate certified as true copy of the
original from the manufacturers, along with the offer.
If the following items are purchased from other manufacturers, they shall have ISO
Quality Assurance Certification for the manufacture of same for the plant where the
manufacture is done. The Bidder shall furnish copies of the ISO Certificates certified
as true copies of the originals from the manufacturers, along with the offer;
Manufacturer shall have in-house meter testing facility comply with the requirements
of ISO/IEC: 17025: 2005.
1.25 TESTING
The meters shall be tested in accordance with the requirements of IEC 62053-21:2020,
IEC62055-31:2005 and provisions of this specification. It shall be the responsibility of the
supplier to perform or to have performed the tests specified in their premises or third-party
accredited laboratory.
The bidder shall summit copies of type test reports for each type of meter offered with the
tender for technical evaluation. The type test reports shall have been issued by a third-party
testing laboratory, accredited to ISO/IEC 17025. The accreditation certificate to ISO/IEC
17025 for the same third-party testing laboratory used shall also be submitted with the
tender document (all in English language).
If the employer has a doubt on the type test report, it has a right to order a new type test
and witness without additional cost

Routine and sample test reports for the meter to be supplied shall be submitted to EEG for
approval before shipment/delivery of the goods and components.
The supplier shall replace without charge to EEG the meters, which up on examination,
test or use; fail to meet any of the requirements in the specification.

1.28 Type Test Certificates
Type test reports for the tests shall be obtained from one of the Internationally
Recognized Institutions like KEMA/ National Metrological Laboratories or
equivalent. Each page of the test report shall be certified and stamped by the Testing
Authority. The client shall request Original Type Test Reports/Test Certificates
before the issue of award letter for perusal if considered necessary.

1.29 PACKING
The whole of the materials and equipment shall be packed in cartons / crates suitable
for vertical / horizontal transport as the case may be, and suitable to withstand
handling during transport and outdoor storage during transit. The supplier shall be
responsible for any damage to the equipment during transit, due to improper and
inadequate packing.
The easily damageable material shall be carefully packed and marked with the
appropriate caution symbol. Wherever necessary, proper arrangement for lifting,
such as lifting hooks etc., shall be provided. Supplier without any extra cost shall
supply any material found short inside the packing cases immediately.
All cases shall bear at least the identification mark relating to the appropriate shipping
documents, the contents and total weight.
Each case, package or bundle shall contain a packing list in a waterproof envelope.
All items of material and equipment shall be clearly marked for easy identification
against the packing list.
The identification mark shall consist of the following information in sequence and in
frame commensurate with the size of package:
