AFFIDAVIT IN SUPPORT OF
AN APPLICATION FOR A SEARCH WARRANT
1, Andrew Bilbrey, being frst duly sworn, hereby depose and state as follows:
Introduction and Agent Background
1, T make this affidavit in support of an application fora search warrant
for information associated with the Blink Security Camera Information associated
HII (vercinsfter the SUBJECT ACOUNT) that is stored at a premises owned,
maintained, controlled, or operated by Immedia Semiconductor LLC a home
security products company owned by Amazon.com, Inc. and headquartored in Santa
‘Monica, California. The information to be searched is described in the following
paragraphs and in Attachment A. This affidavit is made in support of an application
for a search warrant under 18 U.S.C. §§ 2708(a), (X1)(A), and (AA), to require
Blink to disclose to the government records and other information in ite possession,
including video content, pertaining to the SUBJECT ACCOUNT,
I am a Special Agent of the United States Department of Justice,
Federal Bureau of Investigation (FBD, and have been so employed since 2021. I amcurrently assigned to the Minneapolis Field Office under the Domestic Terrorism
and Targeted Threats Squad where my investigative responsibilities include the
criminal investigation of federal crimes. I have completed the FBI Academy and the
Michigan State Police Academy in addition to being previously employed as a state
police officer in the State of Michigan from 2017 to 2021,
8. Based on my training and experience and the facts as set forth in this
affidavit, there is probable cause to believe that violations of Title 18, United States
Code, Sections 2261A(2)(A), 924G), and 924(6) have been committed by Vance
Luther Boolter. ‘There is also probable eause to search the information deseribed in
Attachment A for evidence, instrumentalities, contraband, and fruits of these
crimes further deseribed in Attachment B.
4. ‘This affidavit 1s based on my personal knowledge, interviews of
witnesses, physical surveillance, information received from other law enforcement
agents, my experience and training, and the experience of other agents, Because
this affidavit is being submitted for the limited purpose of establishing probable
cause in support of a search warrant for the SUBJECT ACCOUNT (described below
and in Attachment A), I have not included each and every fact known to me
concerning this investigation. I have set forth only the facts that I believe are
necessary to establish probable cause to believe that instrumentalities, evidence,
‘and fiuits of violations of Title 18, United States Code, Sections 2261A@\A), 924),
‘and 924(0) are located on the SUBJECT ACCOUNT.
JURISDICTION5. ‘This Court has jurisdiction to issue the requested warrant because itis
“a court of competent jurisdiction” as defined by 18 U.S.C. § 2711. 18 USC. §§
270B(a), (OYINAY, & (OLIVA). Specifically, the Court is “a district court of the
United States . . . that has jurisdiction over the offense being investigated.” 18
USC. § 2711@)A).
Probable Cause
Offense Under Investigation
6. As doseribed below, during the early morning hours of June 14, 2025,
Vance Luther Boelter embarked on a planned campaign of stalking and violence,
designed to inflict fear, injure, and kill members of the Minnesota state legislature
and their families. After taking deliberate steps to sesearch his victims and prepare
for that campaign, Boelter traveled to the homes of at least four public officials
during his violont spree. Disguised as a police officer, and heavily armed with
firearms and body armor, Boelter approached those officials’ homes under the guise
of lawful authority, That moming, Boelter murdered two people and seriously
injured two others.
1. Champlin, Minnesota: Attempted Murder of State Senator John
Hoffman and His Wife
7. In the early morning hours of June 14, 2025, Boelter drove a black
SUV, equipped with law-enforcement style emergency lights, to the home of
Minnesota State Senator John Hoffman in Champlin, Minnesota.
8. Video footage fiom Senator Hoffman's home depicted Boolter
approaching the front door dressed to impersonate a law enforcement officer,wearing a black tactical vest and holding a flashlight. He wore a flesh-colored mask
covering his entire head.

9. As shown in that footage, and as described later by multiple members
of the Hoffman family, Boelter knocked on the door, He shouted repeatedly, “This is
the police. Open the door.”
10. In response to Boelter's shouting, one or both of Senator and
‘Mors, Hofman answered the door. According to a statement later provided to law
enforcement by Mes. Hoffman, Boclter said there had heen a shooting reposted
inside the house and he asked whether the Hoffmans had any guns, Senator
Hoffman responded that there were, but that all firearms were locked away
11, According to Mis, Hoffman, at some point in this exchange, she
realized that Boelter—who had been shining a flashlight toward the Hoffmans,
4impairing their view of Boelter—was wearing mask. Upon realizing this, one or
both of the Hoffimans told Boelter that Boelter was nota real pole officer. Boelter
responded by saying something like: “this is a robbery.” Mr, Hoffman reported that
Senator Hoffman tried to push Boelter backward through the front door, at which
point Boclter shot Senntor Hoffman repeatedly. Mrs. Hoffman attempted to shut
Boclter outside the home by shutting the door on him, but Boelter then shot Ms
Hoffman repeatedly, After the shooting, Belter fed in the black SUV.
12, At approximately 206 am, Senator Hoffman's daughter—who had
‘been standing with her parents dusing the shooting-—ealled 911 to report that her
parents had been shot, According to Senator Hoffman's daughter, Boelter shot at
her too, with bullets narrowly missing her as she saw her mother and father get
shot.
18. Law enforcement responded and provided medical aid to Senator and
Mrs, Hoffman, who were transported to a local hospital with multiple gunshot
‘wounds, Although they suffered critical gunshot wounds Senator and Mrs, Hoffinan,
were stabilized,
14, While officers were responding to the scene at the Hofinan residence,
Senator Hoffman provided officers acess to the SUBJECT ACCOUNT on his phone
before ho was transported tothe hospital
15. On dune 18, 2025, law enforcement leamed there were up to four
cameras installed around the exterior ofthe Hoffman residence, including one near
the front door and one over the garage. ‘These cameras are also connected to theSUBJECT ACCOUNT, Law enforcement confirmed that th

16, On or about June 18, 2025, law enforcement served Amazon with a
preservation request pursuant to 18 U.S.C. § 2703(b, requiring Blink to preserve all
information associated with the SUBJECT ACCOUNT,

17, After shooting the Hoffinans, Boelter traveled to the home of another
Minnesota elected representative, Publie Official 1, in Maple Grove, Minnesota
18. Video footage from surveillance cameras at Public Official 1's home
showed Boolter repeatedly ringing the home's doorbell at approximately 2:24 a.m,
Boeltor wore a black tactical vest bearing badge resembling those worn by law
enforcement. While ringing the doorbell, Boelter loudly said, “This is the police.
Open the door. This is the police. We have a warrant.” He repeated the command

19, Later that night, local law enforcement in New Hope, Minnesota,
learned of the shooting at Senator Hoffman's home and dispatched an officer to the
Now Hope home of another Minnesota elected representative, Public Official 2, to
conduct a safety check
20. At approximately 2:36 am, an officer encountered @ man, now
belioved to have been Boelter, sitting in the driver's side seat ofa black SUV parked
down the street from Publie Official 2 home. ‘The officer believed that the

fact a law enforcement officer providing protection for Public Official 2

21, The officer reported that the individual sitting in the blacks SUV was a
bald, white male, staring straight ahead, he officer tried to speak with that man,
bbut he continued staring straight ahead and did not respond. The officer drove thereat of the distance to Public Official 2's residence, saw no signs of distress, and
waited there until additional law enforcement officers joined hor. By the time they
id, the dark SUV had left the area,
IV. Brooklyn Park, Minnesota: Murder of Minnesota State
Representative Melissa Hortman and Her Husband
22, Around 3:30 am, local law enforcement, having leamed of the
shooting at Senator Hoffman's home in Champlin, went to the home of Minnesota
State Representative Melissa Hortman in Brooklyn Park, Minnesota, to conduct a
safety check

25, Law enforcement arriving at Representative Hortman’s home saw

26, Moments after their arrival on scone, Boelter fired several gunshots
into the house as he moved forward, entering the Hortmans’ home,
In dasheam footage from the scene, moments after Boclter fired those
shots as he moved into the house, a second set of gunshots ean by heard. At the
same time, several lashes appear in the entryway windows
28, About the same time, officers moved forward to the home's front
doorway, where they saw Ms, Hortman, lying on the floor. Law enforcement
approached the fallen Mr. Hortman, who had been struck by multiple gunshots, to
tay to provide medical assistance.
29, When officers entered the home, they found Representative Hortman
suffering from multiple gunshot wounds, Officers also found inside the home the
10Hortman family dog, gravely injured. Representative and Mr. Hortman died from
their injuries.
30, Bolter fled the Hortmans' home, leaving behind Boelter’s 2015 Ford
Explorer SUV that was parked outside the house, After obtaining a warrant,
officers searched that vehicle. I know from my training and experience that Ford did
not manufacture 2015 Explorers in the state of Minnesota.81, Officers found within the SUV evidenoe tying Boelter to the SUV,
including a ill for a storage unit with Boclter's name. Officers also found the
license plates forthe SUV Boelter drove that night, Public reords show the SUV is
rostered to Boeter and his wife
82, Security footage from the Hortman home later obtained by law
enforcement, pursuant to search warrant, and dash camera video from responding
officers depicts and provides more detail of what happened.
89, The camera footage from the Hortman's front door shows Boelter, stil
‘wearing a silicone mask and dark brown wig approach the Hortmans' front door. He
i also seen wearing black gloves and carrying a yellow gun on his chest. As he
approached the front door, he left his SUV in the driveway behind him with the
polie-stye lights Mashing, Bolter rang the doorbell and after @ moment shouted,
“Polioe, Welfare check,” When Mr, Hortman answered the door, Boelter—shining a
flashing toward Mr, Hortman's eyee—said there had been reports of shots fred. Mr
Hortman denied knowing anything about a shooting, saying at one point, “Good
od, I was asleep’
34, In the following moments, Mr. Hortman told Boelter, who was still
shining a flashlight oward him and was standing approximately six fet away from
the doorway: “We can’t see you” Mr, Hortman asked for Boelters name and badge
number, Boelter did not promptly respond, but moments later he said, “Nelson,

85. At approximately this point in the exchange, Brooklyn Park policeofficers arrived on the scene to conduct a safety check —having by
shooting at the Hoffmans’ home in Champlin,
Boelter knocking on the front door of the Hortman household
‘Moments after Brooklyn Park police arrived on scene, Boelter fred the
volley of gunshots deseribed above as he moved forward, entering the Hortmans’
home. One or more of the Brooklyn Park officers fired at Boelter as he charged
forward into the home.37. In the moments that follow, the Hortmans’ security footage captured
audio of another volley of gunshots. At the same time, squad car video shows
several muzzle flashes through the window in the foyer's stairwell. As law
‘enforcement later discovered, Boelter, having moved past the fallen Mr. Hortman
‘and into the home, shot Representative Hortman several times at close range,
killing her as she attempted to flee up the stairs,
88, Inthese same moments, sounds of extreme distress can be heard in the
Hortman security footage coming from the Hortmans’ golden retriever, Gilbert. Law
enforcement determined that later Gilbert, too, had been shot,
39, When officers entered the home, they found Representative Hortman
suffering from multiple gunshot wounds. She was lying in the landing of the
stairwell. Representative Hortman, too, died from her wounds.
40, Officers later searching the property discovered the Hortmans’ golden.
retriever, Gilbert, in the backyard. Gilbert was seriously injured. FBI agents took
Gilbert to a veterinarian, who attempted to save him, but Gilbert died from his
injuries.
41, The security footage captured at the Hortman home the evening of
‘June 13—several hours before Boelter’s shootings—also depicts a man, wearing a
vain jacket with the hood up, briefly walking around the side and back of the home.
Hours before this, at approximately 6:55 pm., security cameras near Boelter's
‘temporary residence on Fremont Avenue recorded Boelter, wearing a rain jacket
‘with the hood up, carrying what appears to bo body armor and a duffel bag to one ofbis black SUVs
42, In the video at the Hortman residence, the man didnot tlze the
Ariveway while approaching the house. Instead, the man walked onto the lawn near
the side ofthe house. Based on my training and experience, i appenrs the man is
casing the home or planning an exit stratogy. When officers gained entry to the
Hortman home after the shooting, they fond the hems back door ax, prompting
{hem to believe Boclter had fled through that door.
49, After the shooting at the Hortman residence, officers also found
approximately five firearms in the SUY, including semi-automatic, assnult-style
rifles, as well ax a large quantity of ammunition organized into loaded magazines,
‘Thoy alo found a medical kit containing wound-treatment supplies and several exe
‘masks of the kind that might be worn while sleeping.Interior of Boelter’s abandoned SUV
14, From the SUV, officers recovered several notebooks full of hand-
written notes. Listed among the pages of those notebooks were the names of more
than 45 Minnesota state and federal public officials, including Representative
Hortman, whose home address was written next to her name,45, One of those notebooks contained lists of internet-based people search
‘engines including Truepeoplesearch, Spokeo, Pipl, Peoplefinders, Beenverifiod,
Whitepages, Truthfinder, Intelius, Ownerly, USsearch, and Peoplelooker. I know
from my training and experience, and the training and experience of other officers
and agents involved in this investigation, that these websites aggregate data from
various online and offline sources to provide the querying user details about the
searched-for person, such as home addresses, phone numbers, and information
‘about family members.
Pages from Boelter's notebook
46, Altogother, the notebooks seized from Boelter’s SUV and his residence
in Minneapolis, contain all manner of notations, scribbles, stray phone numbers or
7mails, and lists, but few cohesively written thoughts. There is no manifesto
explaining his actions, There ate, however, cevtain subjects or themes that appear
soveral times in Boelter’s notes. One recurring subject matter is politicians. In
many places in his notebooks, Boelter lists out dozens of Minnesota politicians. He
alo lists out politicians from other states as well as lawyers fiom prominent law
firms, Next to some of his notations of politicians’ names, Boelter wrote their home
addresses as well as their spouses’ names and the number of children they have.
47. ‘The notebooks contain some veiled references that suggest Boelter may
have acted is a twisted and misguided sonse of doing good, as depicted in the
excerpts from his notebook below.
48, Notably, the names of the four lawmakers whose homes Boelter visited
‘on June 1d were written into the notebooks. ‘The notebooks also contain the
handwritten names and addresses for Melissa Hortman, John Hoffman, and their
18respective spouses
49, In addition, officers found a Garmin GPS navigation device in the
SUV, That device's “trip history” included the addresses of Representative
Hortman's home in Brooklyn Park, Public Official 1's home in Maple Grove, and
Senator Hoffman's home in Champlin. The trip history allo included the home
addresses for at leas two other state officials
50. Upon searching the surzounding area, law enforcement found
components of a disassembled Beretta 92 Oram semiautomatic handgun and at least
three magazines strewn across the ground a fow blocks from Representative
Hortman's home, Rounds contained in one or more of those magazines bore the
same headstamp on the discharged cartridge casings found within or in the
Records accessible to law
Immediate vieinity of Representative Hartman's
enforcement indicate this Beretta was purchased by Boelter in or about January
2000.51. Onor about June 19, 2025, aw enforcement found a second Beretta 92
‘9mm handgun in a pond near the Hortman's residence, Preliminary forensic testing
indicates that the spent casings recovered at the Hortman residence exhibit
markings consistent with having heen fired from the Beretts 92 handgun recovered
from the pond.

52, Law enforcement traced the purchase records for the two firearms.

2 9mm handgun was purchased by Boelter purchased on
January 5, 2000. The second Beretta 92 handgun was purchased by Boelter on July
1, 1997.
58. According to records obtained by law enforcement, Boelter purchased
three Beretta handguns, as well as many other firearms.
54, Inthe same general area, law enforcement also found a flashlight, a
tactical body armor vest, a brown wig, a yollow pellet gun, black gloves, and a mask,all consistent with those Boelter can be seen weating earlier in the morning
555, DNA obtained from the inside ofthe recovered fucemask was compared
to the buccal swab collected from Boelte shortly after his arrest, The DNA fom the
snask is interpreted as a mixture originating from two individuals. The major male
DNA profile matches Vance Luther Boelter. ‘The probability of observing this DNA
snixture is greater than 100 billion times more likely if Vance Luther Boclter and
one unknoven, unrelated individual are the sources than if two unknown, unrulated
individuals are the source.
V. Subsequent Investigation and Boelter’s Apprehe
56, Law enforcement obtained information to track the locations of cell
phones known to be used by Boelter and his wife, Law enforvement used the
resulting data to locate Mrs, Boelter.
57, Ms, Boelter consented to a law enforcement search of her phone. That
search revealed that, around 6:18 am, Mrs. Boelter and other family members
received a group text message from Boelter. In that text, Boclter wrote, among
‘other things: “Dad went to war last night ... I don't wanna say more because I don't
‘wanna implicate anybody.”
158, Around the same time, Mrs, Boelter received a text message fiom
Boclter stating, among other things: “Words are not gonna explain how sorry I am.
for this situation. ... there's gonna be some people coming to the house armed and
trigger-happy and I don't want you guys around.”
59. Mrs. Boelter consented to a search of her car. From the car, law
2enforcement recovered two handguns, approximately $10,000 in cash, ana passports
{or Mrs. Boelter and her children, who were in the ear with Mes, Bolter atthe time.
60. Law enforcement obtained cell phone locaton information for multiple
phones knoven to be associated with Boelter, That location dat led law enforcement
to a residence on Fremont Avenue in north Minneapolis. Law enforcement also
found this same Fremont Avenue address in the Garmin's “trip history” desered
above. At the Fremont home, law enforcement encountered and interviewed a man,
‘who said he lives inthe Fremont residence and, he explained, shares it with Boelter
atleast part time
61, Officers conducted a warranted search of the Fremont Avenue
residence, Officers also found a purchase receipt from Fleet Farm, dated about June
9, 2025, which documented the purchase of, among other things, a fashlight, a
tactical rifle case, two types of firearm ammunition, and the materials believed to
Ihave been used to create the fake “POLICE” license plate attached to Boelter’s SUV.
62, Law enforcement also found several notebooks containing handvwaitten
notes, These notebooks were in addition to those recovered from the SUV. Boelter’s
Aeseription of the Hortmans’ home in one of the notebooks suggests he conducted
extensive rosearch about Melisia Hortman, her home, and her family. Among the
pages of those various notebooks, officers found listed the names, and often home
addresses, of numerous Minnesota public officials, including Representative
Hortman—one of the people Boelter shot and murdered on June 14, Beneath her
name, a notation reads, “married Mark 2 children 11th term.” Mark was the name
2of Representative Hortman’s husband. Another notation in one of the recovered
notebooks names Hortman, her address, and her spouse again, with the added
notation: “Big house off golf course 2 ways in to watch from one spot." That is an apt
description ofthe Hortman home, wich backs up to golf course
63, Another notebook notation lists three websites for companies that sell
facomasks similar to the one Boelter wore. One of those websites describes itself as
“your premier destination for high-end, hyper-ralistic silicone masks.” Another of
those websites asserts that it “set(s] a new standard in hyper realistic silicone
masks.”

64, In video footage from the area of the Fremont Avenue residence
obtained by law enforcement, Boelter can he seen returning to that residence in the
morning after his murder of the Hortmans and his shooting of the Hoffimans,
65. According to an interview later conducted by law
rnforcement with
Witness 1, at approximately 7:00 a.m. on June 14, Boelter met Witness 1 at a bus
2stop at 48th Avenue North and North Lyndale Avenue in north Minneapolis,
Witness 1 reported to law enforcement that he had no prior connection with Boclter
prior to meeting at the bus stop. According to Witness 1, Boeltex had two duffel bags
with him. Boolter asked to purchase an electronic bike fom Witness 1, After
Witness 1 agreed, they together boarded a bus and traveled to Witness 1's
residence. After arviving at Witness 1's residence, Boolter asked to. purchase
Witness 1's Buick sedan as well. Witness 1 agreed
66. Around this time, Boolter and Witness 1 drove in the Buick to a U.S.
Bank branch location in Robbinsdale, Minnosota, where Boolter withdrew $2,200
from, and thexeby emptied, an account in his name, Cameras at U.S. Bank captured
Boelter wearing a cowboy hat.

67. Bocltor reportedly provided about $900 to Witness 1 to complete the
purchase ofthe e-bike and Buick.
68, Around 20 a.m. on June 15, law enforcement received information
24about a possible sighting of an individual riding an e-bike approximately two miles
northeast of Boelter’s family home in Green Isle, Minnesota. However, law
enforcement was unable to locate Boelter at that time,
69. Lav enforeoment investigated further and discovered the Buick that
Boelter purchased from Witness 1 abandoned on Highway 25, close to the location of
the reported e-bike sighting.

claimed his name was “Dr. Vance Luther Boelter,” admitted to boing “the shooter at
large in Minnesota involved in the 2 shootings the morning of Saturday June 15th.”
72, He also claims in the letter that he was “trained by US Military people
off the books” and that Minnesota Governor Tim Walz instructed him to kill certain
Democratic officials. A transcription of the letter is included below. The dashes and
blanks that appear in the below appear in the handwritten original:

Boelter in a field in Green Isle, Minnesota, approximately one mile from his family
residence. Officers took Booltr into custody
‘15, Subsequent investigation of Boelter showed that his closest associates
appeared to be genuinely shocked about his alleged crimes. Until 2020, Boeltor
spent most of his adult life working in business roles in Inrge and prominent
agribusinesses and food companies. However, around 2020, Boelter’s carver
trajectory changed. He pivoted to working in the funeral home industry. He served
in a series of positions relating to death, inchuding at funeral homes, retrioving
Jhuman remains from the scenes of homicides and accidents, and he worked for an
organ donation and extraction company. He also tried to start two businesses, He
‘ed paperwork with the state to open a private security company, for which be
purchased a substantial amount of gear and equipment—including multiple
lecommissioned law-enforcement SUVs—but this company never got off the ground
nor serviced any clients. He also traveled several times tothe Democratic Republic
of Congo (DRC), whore he proached and hoped to start businesses with a riverboat
‘and in farming and fishing operations, These entrepreneurial efforts did not appear
to be successful
76. Law enforcement also seized a laptop from the abandoned Buick which
was aubsequently searched pursuant to a warrant. The laptop contains records of
online searches for the home addresses and personal information of many
Minnesota public officials, including Representative Melissa Hortman who was
3searched on TruePeopleSearch.com on May 15, 2025; and Senator John Hoffman
‘who was searched on PeopleFindercom on June 4, 2025. The laptop also shows
extensive use of Google Maps in the months and weeks leading up to the attacks.

77. From my review of publicly available information provided by Blink
about ite services, including Blink’s “Privacy Policy” and “Terms of Service,” I am
aware of the following about Blink and about the information collected and retained
a, Blink is a subsidiary of Immedia Semiconductor LLC, and is engaged
in the home accurity business.
», Blink sells products and services designed to ee, hear, and speak to
anyone from doorbell cameras, outdoor security cameras, and other
similar dovies from the customer's computer or mobile device
¢. Blink obtains content captured and recorded when wsing Blink’s
products and services, such as video or audio recordings, cameras,
live video or audio streams, images, comments, and data Blinks
preducts collet from the surrounding environment to perform their
functions (ch as motion, events, temperature, and ambient light
4. Blink generally has access to videos only if the user has a current
Blink subscription. The Basie plan covers one device and includes
features like cloud storage for motion clips live view, and motion
2alerts. The Plus plan covers all devices on an aesount and adda
features like person detection and custom notifications. If users
choose to subscribe to Blink subseription plan, the customer device
automatically sends to Blink for storage any video footage andlor
audio recordings captured by Blink produets installed by the
customer.
Following Data Preservation Request, Blink can retrieve and
export data from a Blink acount prior to deletion. The time period of
image and video storage on Blink servers is Limited to 60 days from
the moment of ereation, per account in the United States.
Data cannot be retsieved after it is deleted by user action, or by
snutomatie process due to age (00 days as described above)
Ifa customer has a Syne Module 2 with an attached USB flash drive
‘and also has an active subseription plan, then a once-daily backup of
rotion clips is saved to the drive, Blink has no control over the
contents contained on the drive. The backup files are not viewable in
the Blink app and must be accessed directly from a PC. The video
files are not encrypted.
Customers with an active subscription are also able to save live
camera video (Live View) to cloud storage that is only viewable
through the Blink app. Live View sessions are never stored to an
attached USB flash drive,
3Blink asks customers to provide personal information in connection
with Blink's products and services. This may include: contact
information, such as name, phone number, email, and postal address;
account information, such as online password and other log-in detaila
used to access Blinks products and services,
Blink obtains payment information, such as name, billing address
and payment card details, including card number, expiration date
‘and security ode. Payment information is collected and stored by a
think party payment processor on Blink’s behalf; Blink only stores
the last four digits ofthe customer's payment eard and the expiration
date
Blink also cbtain product setup inforenion, including the nase and
eseription of the Blink product and location where itis installed,
technical information about the product, including WEF! network
information and signal strength, and information about the device's
sodel, serial number, and software version,
Blink also obtains social media handles, content, and other data
posted on Blink’s official social media page and other personal
information contained in content Blink users submit through Blink’s
“Contact Us" feature ar customer support tools on Blink’s website or
‘mobile application.
4Connection of Blink to the Investigation
78. As explained herein, information stored in connection with a Blink
‘account may provide evidence of the “who, what, why, when, where, and how of the
criminal conduct under investigation, thus enabling the United States to establish
and prove each element or alternatively, to exclude the innocent from furthor
suspicion. In my training and experience, captured video and audio contents,
images, comments, and other data collected by Blink products about the
surrounding environment can be evidence of who was present at a particular
physical location at a relevant time. This geographic and timeline information may
also tend to either inculpate or exeulpate those connected to the crime.
79, Based on the information above, Blink’s servers are likely to contain
the typos of material described above, including stored video and audio content and
information concerning the SUBJECT ACCOUNT. In my training and experience,
such information may constitute evidence of the crimes under investigation,
Information To Be Searched And Things To Be Seized
80. I anticipate executing this warrant under tho Electronic
Communications Privacy Act, in particular Title 18, United States Code, Sections
2703(a), (BXIV(A), and (e\(1)(A), by using the warrant to require Blink to disclose to
the government copies of the records and other information (including the content of
‘communications) particularly described in Section I of Attachment B. Upon receipt
of the information described in Section I of Attachment B, government-authorized
35persons will review that information to locate the items described in Section II of,
Attachment B.
Conclusion,
81, Based on the aforementioned factual information, I respectfully submit
that there is probable cause to believe that evidence, fruits, and/or instrumentalities
