Ph.D PROGRAMME [WITH FOCUS ON DEVELOPMENT STUDIES]

About the CESS


The Centre for Economic and Social Studies (CESS) was established as an autonomous body registered
under the Societies Act in the year 1980. Appreciating its role in the promotion of research and training,
the Indian Council of Social Science Research (ICSSR) recognized it as a national institute in the year
1986 and included CESS in its network of institutions for annual grants. The Centre has been receiving
maintenance grants from the Government of Telangana and the ICSSR and project-specific
grants/consultancies from the state government, central government and other International
Organizations. Research is the primary activity of the Centre. In the formulation of the Centre's research
perspectives, the question of problem orientation and relevance has always been given due consideration.
The Centre also undertakes research projects and evaluation studies on various themes sponsored by
different agencies, such as the State Government, Central Government, Asian Development Bank, World
Bank, UNICEF, UNDP, DFID, ILO, IOM, GIZ European Union, Volkswagen University- Germany,
Ford Foundation, the International Foundation for Science- Sweden, Rockefeller Foundation-New York,
ODI-the UK and other organizations.
The management of the Centre is vested in two bodies, viz., Board of Governors (BoG) and Executive
Council (EC), each having a term of three years. The Director of the Centre is Member Secretary of the
Board of Governors and she/he is responsible for both bodies in all the matters concerning the
development and functioning of the Centre.
The Centre has been fortunate to have eminent social scientists as its Chairmen, Directors and Special
Invitees apart from experienced Government and ICSSR nominees, co-opted members on the Board of
Governors / Executive Council of the CESS who helped develop the Centre to the present level through
sharing their valuable guidance, advice and suggestions in the deliberations and decisions in various
meetings held during their term. These include Sri B.P.R. Vithal, Sri S.R. Rama Murthy, Prof. A.M.
Khusro, Prof. G. Ram Reddy, Prof. C.H. Hanumantha Rao, Prof. K.L. Krishna, Prof. R. Radhakrishna
who served as Chairmen of CESS and Dr. Waheduddin Khan, Prof. N. Krishnaji, Prof. P.
Venkataramaiah, Prof. R. Radhakrisna, Prof. S. Mahendra Dev, Prof. Manoj Panda, Prof. S. Galab who
served as Directors of the Centre.

Sri T.L. Shankar, Dr. Y. Venugopal Reddy, Sri K.R. Venugopal, Sri B.N. Yugandhar, Sri K.M. Ahmed,
Sri C.S. Rao, Dr. S.R. Hashim, Prof. T.C.A. Anant, Prof. Mungekar, served as ICSSR nominees and co-
opted members on the Board of Governors/Executive Council of the CESS in different periods since its
inception. The present Chairman, Prof. Dilip M. Nachane is an acclaimed economist, who works
extensively on economic methodology, macroeconomics, money, banking and finance and the history
of economic thought. Director, Prof. E. Revathi works in the broad area of Development Economics
specifically on agriculture, gender studies, labour and inclusive studies.

The faculty at the Centre works in the areas of agriculture and allied sectors, industry, service sector,
social sector – education and health, international trade, environment, natural resource management,
groundwater issues, labour market and migration, tribal studies, sustainable development,
decentralization, and governance issues.
The PhD Programme
The Centre for Economic and Social Studies [CESS] has already been recognized by Dr. B.R. Ambedkar
Open University way back in 1986 for conducting/organising the Master of Philosophy [M.Phil]; and
Doctor of Philosophy [PhD] Programme in Development Studies with specialization in Social Science
and Commerce Disciplines, in the year 1990. Since 1986 and 1990, the CESS has been organising M.Phil
and Ph.D Programmes respectively in collaboration with Dr. B.R. Ambedkar Open University on a Part-
Time basis. The Programmes gained a lot of prominence in the academic and research circles in the
country.

The Hyderabad Central University [HCU], Hyderabad; Osmania University [OU], Hyderabad; Andhra
University [AU], Visakhapatnam; and a few other Universities in the erstwhile undivided State of
Andhra Pradesh have recognised the Centre [CESS] as the Centre of Excellence for Research &
Teaching; and, have also recognised some of the faculty members of CESS as Research Supervisors to
guide the research work of their M.Phil and the Ph.D scholars.

In the year 2016, the Centre (CESS) entered into a Memorandum of Understanding (MoU) with the
Telangana University [TU], Nizamabad for collaboration to organise the regular/full-time PhD
Programme in Social Sciences and Commerce disciplines with a focus on Development Studies. The
Centre has admitted seven batches of students and most of them are actively working on their doctoral
research. The first PhD degree has been awarded and further submissions are awaited soon.

A specialised unit called the “DIVISION FOR GRADUATE STUDIES” carries out Academic and
Research activities, related to the Ph.D Programme.

The Salient Features:
(a) The PhD Programme offered in CESS shall be under the overall supervision and guidance of the
Research Programme Committee [RPC]. The RPC consists of members from the University;
CESS; and, Experts in the disciplines from different institutions where a similar type of Research
Programme is being offered.

(b) Admission Notification will be released by the Centre [CESS] in the month of July/August every
year.
(c) Admission shall be mainly based on Eligibility Criteria stipulated in the Notification – The Ph.D
Programme at CESS in accordance with the UGC Regulations – 2022; and the Revised Guidelines
issued on 28th March 2024. Candidates qualified in the National Eligibility Tests, such as, UGC-JRF
and UGC-NET are eligible to apply for admission – duly following the merit-cum-reservation policy.
(d) Only the predetermined number of students shall be admitted into the Programme.
(e) The Research Scholar has to undergo the PhD coursework in Two Semesters and the duration of
each Semester will be notified. The Course Work Examinations will be conducted after completing
the prescribed syllabus for each paper of the Course Work.

(f) Research work shall be carried out on a full-time/part-time basis after successful completion of
coursework.

(g) The Doctoral Advisory Committees (DACs) i.e. a Committee for each Doctoral scholar [Doctoral
Committees - DCs] shall be constituted, comprising of a Research Supervisor, an external member
expert in the area of research of the scholar, an internal faculty member, the Dean, DGS, and the
Director, CESS.
(h) The scholar is registered for a PhD after the DAC approves the research proposal.
(i) Allocation of a Research Supervisor/Guide for a selected student shall be decided by the Academic
Committee (AC) consisting of: The Director (Chairperson); all the recognized research supervisors
of the Centre (Members); and, the Dean, DGS (Convener).
(j) A panel of Examiners for adjudication of the Thesis will be provided by CESS for approval of the
University. The thesis adjudication/examination process will be carried out by the CESS.
(k) The Ph.D thesis shall be adjudicated by the BOE (Board of Examiners) consisting of three examiners
out of which at least one shall be from outside the State.
(l) The PhD Degree Certificate shall contain the “PhD Programme pursued at Centre for Economic
and Social Studies, Hyderabad”.
(m) The PhD degree shall be awarded in the discipline of the candidate followed by ‘with main focus on
Development Studies’.

RULES AND REGULATIONS FOR PhD PROGRAMME

Rules and Regulations for Conducting/Organising the “Degree of Doctor of Philosophy [Ph.D]
Programme” with focus on Development Studies by the Centre for Economic and Social Studies
[CESS], Hyderabad in Collaboration with Telangana University, Nizamabad.

[In accordance with the Basic Guidelines of Ministry of Human Resource Development,
University Grants Commission, Notification, New Delhi, the 5 th May 2016]
And
University Grants Commission (Minimum Standards and Procedures for Award of PhD
Degree) Regulations-2022, Issued Through Gazette Notification Dated 7th November 2022,
and its Adoption by the 91st Academic Council Meeting held on 6th April 2023

I. The Research Programme:

The Research Programme is PhD with a focus on Development Studies in the following subject areas:
(1) Commerce [Commerce/Management/Business Management/Business Administration]
(2) Development Statistics [Development Statistics/Statistics/Applied Statistics]
(3) Economics [Economics/Applied Economics/Agricultural Economics]
(4) Geography [Geography/Geo-Informatics]
(5) Political Science & Public Administration [Political Science/Public Administration]
(6) Sociology [Sociology/Social Work/Anthropology]

Note: An Area of Specialisation may or may not be offered in a particular year, depending on the
response of the applicants and availability of faculty.

II. The Course Structure:


The Programme consists of (A) Course Work [Spread in 2 Semesters]; and (B) Thesis [Research
Work]

A: Course Work: The Course Work consists of the following Six [6] Courses [Papers]:

Semester - I
Paper – 1: Research Methodology
Paper – 2: Perspectives and Paradigms of Development
Paper – 3: Fundamentals of Econometrics/Fundamentals of Statistics

Semester - II
Paper – 4: India’s Development Debate
Paper – 5: Paradigms in Social Sciences – Economics/Sociology/Political Science
Paper – 6: Applied Econometrics/Applied Statistics

* Non-Credit Papers in Semester – I


(i) Micro Economics and Macro Economics (for Economics students only )

(ii) Research Programme on Ethics

B: Thesis [Research Work]: After successful completion of Course Work, the Registration for
Research [Thesis] Work shall be completed within Six Months.

III. Duration of the Programme:

The total duration of the Programme will be 6 [Six] Years of which, 1 [One] Year is for Course
Work; and 5 [Five] Years for completion of Research/Thesis Work after Registration for Ph.D. The
Research/Thesis Work will be taken up only after successful completion of the Course Work.

IV. The Admission Criteria:

1. Eligibility: The Ph.D. programme at CESS is in accordance with the UGC Regulations – 2022;
and the Revised Guidelines issued on 28th March 2024. Candidates qualified in the National
Eligibility Tests, such as, UGC-JRF and UGC-NET are eligible to apply for admission.
Accordingly, the following categories of candidates are eligible to apply:
Category 1: Candidates who Qualified UGC-JRF.
Category 2: Based on UGC-NET Score
[1. JRF qualified candidates; 2. Candidates qualified for Assistant Professorship
without
JRF; and, 3. Candidates neither qualified for JRF nor Assistant Professorship but are
eligible for admission to PhD based on NET score]

Admission under category 1 will be based on the performance in the interview, where 100%
weightage will be assigned to marks obtained in the interview.

Admission under category 2 will be based on the NET score and performance in the
interview, where 70% weightage is assigned to the NET score and 30% weightage is assigned
to marks obtained in the interview.

2. Method of Admission/Selection (as per the norms of UGC):


Research Proposal and Interview

Candidates are required to submit a research proposal in not more than 1500 words along
with the application. The proposal is expected to reflect a critical understanding of the body of
knowledge in the proposed research area, research objectives and tentative methodology.
Applications without a research proposal will NOT be considered. Shortlisted candidates will be
called for the interview. The interview will focus on assessing the competence and interest of the
candidate to undertake independent research work

3. Number of Seats: A maximum number of 12 students [All the Disciplines put together] may be
admitted to the course. However, the total number of seats for the year and the breakup of seats
for each subject will be decided by the Research Programme Committee [R P C].

4. Reservation: The Reservation Policy of the Government of Telangana shall be followed for the
admissions.
The Admission process will be carried out by the Admission Committee.

V. Fees Structure of the PhD Programme:

The Following shall be the Fees Structure of the Programme:


1. Admission Fee - Rs. 5,000/- – Shall go to the T U – One Time
2. Tuition Fee - Rs.25,000/- – Shall go to the CESS – Every Year
(Payable in Two Installments – September and
March)
3. Course Work Examination Fee - Rs.500/- – Shall go to the T U – Per Paper (for Every
Attempt)
4. Registration Fee - Rs. 5000/- – Shall go to the CESS – One Time
5. Re-Registration Fee - Rs. 5000/- – Shall go to the CESS – One Time
6. Thesis Adjudication Fee - Rs. 10000/- Shall go to the University

The Fees Structure will be discussed in the RPC from time to time, and the RPC shall
recommend the Fees Structure and forward it to the Vice-Chancellor for his/her Approval. The
Fees Structure will be notified in the Admission Notification.

VI. Teaching and Examinations:

1. Teaching: The classes for the coursework shall be held in Two Semesters at CESS, Hyderabad.
For each Semester, the maximum period would be 6 months and for each paper/course, a
minimum of 4 [Four] Credit Hours of teaching per week shall be held. The schedule of these
Course Work Sessions will be intimated well in advance. These coursework sessions are regular
and for which attendance is compulsory.

2. Examinations: The Course Work Examinations will be held immediately after each Semester.
There are 6 courses/papers in all and for each course, the total marks for examination shall be
100. The examination in each course consists of: (i) End Semester Examination [University
Examination], and (ii) Continuous Assessment [Internal Assessment in the form of
Tests/Assignments/Book Reviews/Seminars/Presentations].

The marks are divided in the ratio of 60 : 40 between these two categories and the pass marks
are 50 % [per cent] in each category for all the papers. There shall be only One Valuation for the
End Semester Examination Papers. There shall be a Course Coordinator for each Course/Paper
to look after the examination and other academic work. A Candidate shall be allowed Three
chances or Two years to complete the Course Work Examinations.

VII. Registration for Thesis, Submission and Evaluation of Thesis:

1. Registration for Thesis: Those who pass the Course Work Examinations have to identify the
area of research for the Thesis and with the help of the faculty; he/she has to prepare a Research
Proposal and get it approved within a maximum period of Six Months. However, a Doctoral
Committee [D C] shall be constituted for each scholar to help him/her throughout the Research
Work till completion of the Thesis. The Division of Graduate Studies [D G S] along with a
faculty member will nominate expert member for the DC on the advice of the Supervisor. The
candidates with approved research proposals and duly checked for plagiarism will be registered
for PhD by formally allotting to the faculty member/s as research supervisor/s by the DGS, CESS
marking a copy of the registration to the Telangana University.

Further, those students who fails to/could not finalize the Research Proposal within the above
stipulated time, will be referred to Research Advisory Committee. Based on the recommendations
of the Committee, the Director, CESS will take a final decision of whether to continue those
students on rolls or not. Further:

(a) The Ph.D Programme shall be for a minimum duration of Three [03] Years, including Course
Work, and a maximum duration of Six [06] Years from the date of admission to the Ph.D
Programme.
(b) Extension of maximum of an additional Two [02] Years can be given through a process of
Re-Registration; provided, however, the total period for completion of a Ph.D Programme
should not exceed Eight [08] Years from the date of admission in the Ph.D Programme.

Provided further that, female Ph.D scholars and Persons with Disabilities (having more than
40% disability) may be allowed an additional extension of Two [02] Years; however, the
total period for completion of a Ph.D Programme in such cases should not exceed Ten [10]
Years from the date of admission in the Ph.D Programme.
(c) Female Ph.D Scholars may be provided Maternity Leave/Child Care Leave for up to 240
days in the entire duration of the Ph.D Programme.
(d) No academic extension beyond the duration mentioned above will be allowed under any
circumstances.

After Registration of the topic, if a scholar wanted to convert his/her Ph.D Registration from Full
Time to Part Time, he/she can apply for it showing the valid reasons. Depending on the merits
of the case, the scholar shall be allowed to convert the Registration from Full Time to Part Time.

After Registration, in the course of preparation of Thesis/Research Work, the scholar has to
present the research work once in six months to the Doctoral Committee. The scholar also has
to give three open seminars; the first two seminars are the Core Chapters presentations and the
third being the Pre-Submission seminar.

Before submission of the thesis, the scholar needs to publish at least one Article/Paper in the
refereed journal and should present one paper in the national/international seminar in the area of
his/her research [As per Guidelines of the UGC]. The scholar needs to enclose the published and
presented papers to the thesis.

2. Submission of the Thesis: The candidate shall have to prepare a Thesis based on his/her own
independent research under the guidance of his/her supervisor. The Thesis has to be certified by
the supervisor to the effect that the research work is based on the candidate's own research
under his/her supervision and that it does not form or has not been formed the basis for the
award of any other degree or diploma of any University/Institution duly checked for plagiarism.
Every candidate must apply to the Centre [CESS] in the prescribed Form for the Submission
of Thesis accompanied by:
(i) Soft copy of the Thesis in PDF format [Duly checked for plagiarism];
(ii) Soft copy of the Abstract of the Thesis in PDF format;
(iii) Receipt showing the prescribed fee has been paid;
(iv) `No Dues’ Certificate from the Library and other entities;
(v) A copy of the Memorandum of Marks of the Course Work Examination;
(vi) A copy of the Registration Order;
(vii) Certificate from the Librarian on acceptable percentage of Similarity Index:
(Viii) Any other required document.

3. Evaluation of Thesis: The Ph.D Thesis shall be examined by three External Examiners selected
by the Chairman, RPC from among those in the panel. The panel of examiners recommended
by the supervisor shall comprise of Nine [09] Names recommended by the Supervisor to which
one or two more may be added by the RPC, if required. The panel shall not include the
Supervisor or the members of the Faculty of the University/Institution where the research
supervisor or the student is working or has been associated [if he is an employee].

The entire process – from Submission of Thesis till Conducting the Viva-Voce – shall be
done by the Division of Graduate Studies [DGS] of CESS at the Centre for Economic and
Social Studies, Hyderabad by duly following the Rules and Regulations of the Ph.D
Programme.

After receiving the Adjudication Reports from the Examiners/University, the D G S, CESS would
place the Reports before the Chairman/Chairperson, RPC for his/her observation and remarks.
The Chairman/Chairperson, RPC would go through the Reports and give his/her observations,
remarks and recommendations on the Reports and also suggests the future course of action
[Conducting the Viva-Voce /Revaluation/Rejection].

VIII. Research Supervision:

1. Research Proposal and Progress of Research Work: Candidates who pass the Course Work
Examinations have to identify the area of research for the Thesis [Research Work] and with the
help of the faculty, he/she should prepare a Research Proposal. Once the Research Proposal is
prepared, it shall be presented to the DAC; and after approval of the proposal by the DAC, in the
course of preparation of the Thesis/Research Work, the scholar has to present the progress of the

research work to the DAC [once in six months] in open seminars and a pre-submission seminar.
These seminars are in addition to the proposal presentation presented in the beginning. The
Thesis may be submitted after considering the comments given in the seminars.

2. Identification of Research Supervisor: The Research Supervisors shall be identified by the


Research Programme Committee [RPC], from those who are engaged in teaching and research
and have PhD Degrees, or eminent scholars with published work of high quality and actively
engaged in research. The UGC Guidelines will be taken into account while recognizing as
‘Research Supervisor/s’. However, the following are the broad Guidelines for the Identification
and Allocation of Research Supervisor:

(a) Eligibility Criteria for Research Supervisor:

Any regular Professor/Associate Professor/Assistant Professor of the University/Research


Institution with a Ph.D. degree and at least five research publications in refereed journals may
be recognized as Research Supervisor. Only a full-time regular teacher of the University/
Research Institution or an Adjunct Professor can act as a supervisor. However, Supervisor/s
can be allowed in inter-disciplinary areas from other related institutions with the approval of
the RPC.

(b) Allotment of Research Supervisor:


Allocation of a Research Supervisor/Guide for a selected student shall be decided by the
Academic Committee consisting of: The Director (Chairperson); all the recognized research
supervisors of the Centre (Members); and, the Dean, DGS (Convener). In case of inter-
disciplinary topics, where the University/Institution concerned feels that the expertise in the
institution has to be supplemented from outside, the institution may appoint a Research
Supervisor from the Institution itself, who will be known as the Research Supervisor, and a
Second Supervisor from outside may be appointed. A Research Supervisor who is a Professor
at any given point in time cannot guide more than Eight (8) PhD Scholars. An Associate
Professor can guide up to a maximum of Six (6) Ph.D Scholars; and an Assistant Professor up
to a maximum of Four (4) Ph.D scholars.

(c) Change of Research Supervisor:

Change of Research Supervisor is usually not advisable but if it is unavoidable, the


Scholar/Research Supervisor may request for so. The Chairperson, RPC shall appoint a
Committee to look into the issue. After the Committee’s recommendation, the Chairperson,
RPC will decide on the issue. In normal course, any request for a change of Research
Supervisor shall be entertained within One Year of the Registration of the Topic; and after
one year, no request shall be entertained.

IX. The Academic Organisation:


There shall be an Academic Organisation to manage and oversee the Ph.D Programme with focus
on Development Studies organised by the Centre for Economic and Social Studies [CESS],

Hyderabad in collaboration with Telangana University [T U], Nizamabad. This Academic
Organisation is called the “RESEARCH PROGRAMME COMMITTEE [R P C].”

Research Programme Committee [RPC]:

The PhD programme offered in CESS shall be under the overall supervision and guidance of the
Research Programme Committee [RPC] constituted by the Vice-Chancellor, TU on the advice of
the Director, CESS. The Research Programme Committee in all its practical purposes acts as
Academic Council in academic matters of the Programme;, whereas in administrative matters, it
acts as a Managing Committee.

X. The Accreditation:
After fulfilling all the requirements of the Programme [PhD], “Telangana University”,
Nizamabad shall award the “Degree of Doctor of Philosophy” to the eligible students. The Degree
Certificate shall contain “the PhD Programme Pursued at/in Collaboration with the Centre
for Economic and Social Studies”, Hyderabad.

FELLOWSHIP FOR FULL-TIME Ph.D SCHOLARS

ICSSR FELLOWSHIPS

ICSSR fellowship is for 2 years which is availed by the scholar after the proposal registration. Every
year ICSSR announces the institutional fellowships. DGS, CESS collects the applications from eligible
CESS scholars and also scholars outside of CESS. These are submitted to ICSSR for selection of
fellowships. The list of selected scholars is sent to the DGS by the ICSSR office, in New Delhi. The
selected scholars are both internal and outside CESS. In the case of outside scholars, the main supervisor
is from the parent institution while the co-supervisor is drawn from CESS faculty. For the CESS ICSSR
scholars, the CESS faculty is the main supervisor. The outside scholars are required to spend 15 days
every month on campus, while the CESS scholars should be available on campus every day and report
the work to the concerned supervisor. All the scholars have to record their biometric attendance daily.

ICSSR fellowships are received by the Centre in four instalments. The fellowship thus received is
disbursed to the scholar every month after the submission of the progress report duly endorsed by the

supervisor and their regular attendance. A six-month report along with the Grant-in-aid is submitted to
the ICSSR for release of the fellowship.

OTHER NATIONAL FELLOWSHIPS

Scholars are encouraged to avail of fellowship through various national fellowships such as UGC–JRF,
RGNF, Savitri Bai Jyotirao Phule Fellowship for Single Girl Child, and NFST. The other fellowships
are for a duration of 5 years. In the case of UGC fellowships, the up-gradation from JRF to SRF will be
carried out duly following the UGC guidelines.

These scholars work under CESS faculty and the supervisors sign their fellowship form every month
only if there is progress. The forms are then submitted to DGS along with the progress report for further
endorsement by the Dean, DGS and Director, CESS. These forms are collected at the beginning of every
month by the DGS office and are sent to Telangana University for further processing.

The scholars have to record their biometric attendance.

NON-NET FELLOWSHIP

During the coursework, CESS will provide fellowship to deserving scholars without any fellowship.

RUSID FELLOWSHIPS

The Research Unit for Studies on Inclusive Development (RUSID) will provide two fellowships to
scholars interested in working on inclusive development. Separate guidelines are provided to administer
these fellowships.

Students without any fellowship can work on the institute’s projects for financial support only after the
coursework. Such a request can be put forth to the Dean, DGS.

WORKSHOPS
(i) SPSS, STATA Workshop

Division for Graduate Studies conducts SPSS, and STATA workshops in the month of May every year
for 6 days. The workshop is designed for doctoral students who are in their initial/mid-phase of research
and plan to use SPSS/STATA in their research. It aims to provide comprehensive knowledge of basic
and advanced techniques useful for various research areas. The participants (including scholars from
CESS and outside CESS) will get an opportunity to learn the modelling using IBM SPSS Statistics and
STATA.

(ii) Writing Skills Workshop
Division for Graduate Studies conducts a Writing Skills workshop in the month of June every year for 6
days. The workshop is designed for doctoral students in their initial/mid/final research phase. The
workshop’s main focus is to develop the skill to frame the research problem and structure a research
proposal aptly. The workshop imparts the understanding and skill in all aspects of the research proposal
beginning with research questions, objectives, theoretical and conceptual framework, methods, review
of literature, analytical writing, referencing and bibliography. In addition, it also focuses on reviewing a
research article, or book and writing a research paper for a good journal.
Scholars for these two workshops are drawn from all over India and a fee is collected for boarding and
lodging. CESS scholars are exempted from this fee.

MELANGE NEWSLETTER
The Newsletter Melange showcases the various academic activities of the research scholars such as
publications, participation and paper presentations in seminars/workshops/conferences, and accolades.
The Newsletter also provides batch-wise information on the progress of their research work. The
uniqueness of this newsletter is that the compilation is carried out by the scholars themselves.

SPORTS AND CULTURAL ACTIVITIES


DGS conducts Sports and Cultural Activities every year in January. Scholars, faculty and staff of CESS
take part in both outdoor and indoor sports competitions and cultural competitions. Sports competitions
include badminton, mini cricket, table tennis, basketball, carrom board, ludo, snakes and ladder. Cultural
competitions are also conducted. The competitions culminate with the cultural programme – Festivista

INFRASTRUCTURE
(i) Hostel (Detailed Rules for Hostel Accommodation will be provided at the time of Admission)
Occupancy – Girls’ Hostel/ Guest House and Staff Quarters for Boys
The ground floor of the newly constructed Girls' hostel consists of double occupancy rooms allotted
for the women PhD scholars.

Four double occupancy rooms on the first floor of the Guest House and three Staff Quarters with a
capacity to accommodate four scholars in each quarter are allotted for the male PhD scholars. Senior
male scholars will be accommodated in the Guest House and the junior scholars will be accommodated
in the quarters.
Common amenities and facilities
No mess facilities are provided to the hostel inmates. The scholars can make use of the cooking space
provided in the Hostel/Guest house/Staff Quarters. On-campus scholars can also make use of the
CESS canteen facilities.
Maintenance of Hostels
The maintenance of the kitchen and other standard amenities in the Girls’ hostel/ Guest house/ Staff
Quarters should be taken care of by the scholars themselves. A Committee for the maintenance of the
hostel may be constituted by the scholars and the names be informed to the office of DGS and the
DGS will forward these details to the Administrative Officer.

(ii) Library
The CESS library attained the distinction of being one of the richest libraries of the Telangana state,
particularly in the field of Social Sciences and its related fields. The mission of the library is to acquire,
organize, preserve, and disseminate information through KOHA – Library Management Software to
support the research needs of students, faculty and social science researchers of the Centre, in addition
to the off-campus Researchers. The library offers access to print and electronic resources, including
books, journals, newspapers, CD-ROMs, Government Reports, e-journals, e-databases like JSTOR,
EBSCO-EconLit, EPW Research Foundation India Time Series, and IndiaStat in a pleasant reading
environment.

The Library is also having a rich collection of World Bank publications as the only Depository Library
of the World Bank which helps to enhance the knowledge of researchers in world scenarios. The total
collection of the library is nearly 50,000 volumes which include 3450 journals' back volumes, different
working papers of various institutes, monographs, theses, statistical reports of Central and State
Governments and different Institutes, annual reports, reference books, text books, etc., in addition to the
100 national and international print journals subscription.

The library is striving to update its user’s knowledge through the services like Document Delivery
Service, Current Contents, Articles database of Print Journals, Online literature search services,
Conference alerts, Reprographic Service, Inter-Library Loan, Current Awareness Service, Selective
Dissemination of Information, and User awareness programmes.

(iii) Academic Amenities for Research Scholars


Reading Rooms
The first floor of the library building has 11 rooms, 2 scholars are accommodated in each room. These
rooms are provided with a table a chair and a cupboard. The floor is open till 8 PM every day and during
Sundays and public holidays.
The second floor of the CESS main building has a big hall with cubicles, a table, a chair and a cupboard
for scholars. This hall accommodates 15 scholars. In addition, the scholars are allowed to use the two
class rooms in the DGS unit (Ground floor, CESS main building) for their study purpose after the class
hours. Both these study areas are accessible to the scholars 24/7.

Computer Lab
Apart from these 8 rooms, there is a computer lab with 8 computers in the first floor. Two computers
in this lab are equipped with SPSS and STATA software. The scholars can use this facility for their
research work. Access to the library is provided to the scholars till 8 PM and is open on Sundays and
public holidays. Two computer labs are set up in the main hall of the library for the use of Ph. D research
scholars. Wi-Fi connection is available in the campus and is accessible to all the scholars.

Printer
The computer lab in the first floor is equipped with a printer. This caters to the printing needs of the
scholars using the rooms and also the scholars using the computer lab in the same building. Similarly,
a printer in the second floor of the CESS main building caters to the scholars using the cubicle space
and also the classrooms for reading purposes.

Responsibility for the reading spaces


The research scholars take the responsibility of maintaining the reading spaces on a rotation basis. The
in-charge scholar will maintain a register about the number of assets, usage of printer, in-time and out
time of the scholars in the reading spaces and also the closing of the reading spaces on a daily basis.
(iv) BPR Vithal Auditorium
CESS has a state of art well equipped auditorium which was inaugurated by the then Hon’ble Prime
Minister Dr. Manmohan Singh in January 2006, houses most of the institute’s national and international
conferences, seminars and workshops. A cluster of four conference halls with excellent acoustic and
projection facilities ensure smooth conduct of parallel sessions in large conferences and seminars.
(v) Canteen
A canteen located near the library serves South and North Indian food.
