COMMITMENT TO PUBLIC INTERESTS

Section 4 (a), R.A states:

“Commitment to Public Interest- Public officials and

employees shall
always upload the public interest over and above personal interest.
All
government resources and powers of their respective offices must be
employed
and used efficiently, affectively, honestly, and economically to avoid
wastage in public
funds and revenues.”

With this definition, how can you manifest this norm in your workplace?

In answering the above exercise, you should be guided by public
interest. Your decision should always promote the well-being or welfare of
the community at large. In other words, your decisions should be for the
interest of the common good or for the good of the people. Commitment to
common good means you have the ability to look beyond selfish or personal
interest and having a sense of justice and a sense of outrage at its violation.

HOW CAN YOU SHOW YOUR COMMITMENT TO PUBLIC INTEREST?

I can show my commitment to public interest by means of promoting
the well-being or welfare of the people. I will live by the rules and
regulations, norms, conduct and discipline expected as a public servant. I will
see to it that public interest should come first above my personal interest for
they are the one who sustain my salary.
I will also utilized economically the public funds and property, such as
papers, ballpens, folders, and other important materials. I will take good care
of the computers, typewriters and other properties of the government.
I will serve our client as best as I can, I will be friendly to them and
attend to their needs without expecting for return.

HOW CAN YOU BECOME MORE PROFFESIONAL? HOW CAN IMPROVE

THE WORK YOU DO IN THE OFFICE TO IMPROVE TO YOUR SERVICE
TO THE PUBLIC?
To become professional doesn’t mean that I must be a degree
holder or had passed the licensure examination, although it is one way for
you can acquire specialization on your job. To become more professional I
must have knowledge about work, have ability to apply this knowledge into
practice efficiently and effectively to have a quality outcome. I will also pay
respect not only with my officemate but to our client. I will try my best to
share my knowledge to my co- workers to create a healthy environment in
the office.
I can improve my work in the office to improve my service
rendered to the public by thinking that my job is not a work instead it’s a
“play” through this I will not be bored for I enjoy doing it. I will threat my
client as my playmates who wants to play with me. In that case I can attend
to all his/her needs or transaction in our office cheerfully, effectively and
efficiently. In the end all of us are happy for we finish the play with quality.
HOW CAN YOU PUT INTO PRACTICE POLITICAL NEUTRALITY?
I can put into practice political neutrality by providing services to
everyone without unfair discrimination regardless of party affiliation or
preference. I will serve our client effectively no matter who it is and “it is first
come first serve” basis and not on a “known first” basis.
I can also put political neutrality into practice by exercising my
rights to vote for the person I want to choose to be the leader of the country.

CAN YOU RECALL AN EXPERIENCE WHEN YOUR HONESTY WAS

TESTED? OR WHEN YOU BECOME A VICTIM OF DISHONESTY? (YOU
MAY WANT TO SHARE YOUR EXPERIENCES WITH A COLLEAGUE.)
During college days I was elected as secretary in our
organization, still I was appointed as treasurer since our treasurer is always
absent. As time goes by all the funds was turn-over to me for our treasurer is
very busy doing her thesis and she doesn’t have the time to go on our
meetings.
I am happy of course for they trusted me. One time we had our
field trip at Davao city, I bring the money with me for I’m afraid that it might
lose if I will leave it on my locker. Since I am an extravagant person, I didn’t
notice that I am already spending the money of the organization, buying
“pasalubong” and other things that fascinates me. The next day, I found out
that I was such a big amount. So I worry too much, how can I pay it back, I
was already thinking that I will increase the amount of expenses and will
decrease the collections amount, they doesn’t know it anyway, but I realized
that it was wrong, for they trusted me so much. The next meeting when I
was about to report the financial statement of the organization. I tell the
truth to my fellow YCSian and promise to pay it back little by little. I was
thankful that they did not condemn me. They said that because of telling
them what I need, I showed to them how honest I am, and they still believe
and trust me.

1. WHAT CAN YOU CONCLUDE FROM YOUR STORIE?

All I can say is “ The truth shall set you free “ if you are just and
sincere with your colleagues, you can gain respect, trust and honesty.
The people will believe in you if you are true to your work.
2. WHAT CAN YOU SAY ABOUT HONESTY? ABOUT BEING JUST AND
SINCERE?
For me honesty is the best policy. For if you are honesty you
can have all the respect, the loyalty, the truth and the fairness you
want. Being just and sincere means serving with all your hearts and
without expecting for any return.

3. HOW CAN YOU SHOW JUSTNESS AND SINCERITY IN THE PERFROMANCE

OF YOUR WORK?

I can show justness and sincerity by being honest to the public,

by serving them without favouritism, no matter what their financial
status is, whether rich or poor, and finally giving them a quality type of
work.

HOW CAN YOU SHOW RESPONSIVENESS? WHAT REALIZATION

DID YOU GAIN FROM THIS SESSION?
I can show responsiveness by being sensitive to the needs and
demands of the people, by being courteous to the client and serving
them the quality work they are expecting to have, whatever socio-
economic level they belong. I will not keep them waiting for a long
time.
I realize that poor people are not lazy they are just a victim of
unjust society. Rich or poor are of the same level in giving service, and
the government must be sensitives enough in the need of the public.
We are all equal in the eyes of gods so we must help one another.

MY FEELING AS A FILIPINO
I am proud of that I am a Filipino for we have so many good
attitudes that we can be proud of. Filipino are courteous and respectful
especially in the old ones, we value our grandparents pare very much,
we doesn’t junk them. I am proud because I am living in a free country
where all are free to do what they want as long as they dint violate the
constitution. I am living in a very beautiful place where tourism
attraction is wonderful.
I am proud for Filipinos are brave people, we had fought for
our independence against the terrorist. Filipinos are also intelligent
person but I feel disgusted for we are left behind in terms of
technology, for the government cannot support all the inventions of
the Filipinos.
HOW DO YOU FEEL NOW FOR THE COUNTRY? DO YOU NOW FEEL A
SENSE OF PRIDE FOR HER KNOWING HOW “POWERFUL” FILIPINOS ARE
AS A PEOPLE? HOW WOULD YOU SHOW YOUR LOVE FOE HER?
Of course I am proud that I live in the Philippines, for it is a
wonderful and beautiful place to live in. I can show my love for my
country by preserving all the good traits, values and culture that we
inherit from our forefather. I will defend this country from the foreign
groups who wants to invade our territorial domain. I can also show my
love for the country by promoting the country’s culture and traditions,
by patronizing our own product, keeping my place clean and green,
disposing my garbage properly and massive campaign against drug
addiction and to obey the constitution of the Philippines.

FILIPINOS OR ABOUT THE PHILIPPINES.

1. Filipinos are Hospitable - We always welcome visitors in our

home, giving them our full generosity.

tribe, as well as our heroes and grandfathers, and those who
are older than us. We are always using “Po” at “Opo” in
answering.
3. Filipinos are charitable - We used to help our oppressed
brothers and sisters who needs our helping hands we are
always open in helping others.
4. Filipinos are intelligent - We have many inventors who
invented things that makes our life easy and meaningful.
Inventors who gave us name in the line of technology.
5. Filipinos are Talented - We have so many singers that
was known here and abroad, as well as great actors and
actresses, great poets, ballerina and others.
6. Philippines is beautiful - It was shows in the different
tourist attractions we have, like boracay, dakak, and others
beautiful beaches, we also have the chocolate hills, rice
terraces Maria Christina Falls and Pagsanjan Falls.
7. Filipinos are creative - It shows in building the rice
terraces.
8. Philippines have many Virgen Forest -There are so many
untouchable forest located here in our country, just like Sierra
Madre, Mount Apo and others are located at Palawan and
Lanao.

Democracy is very important in a free and just society, through this I can
exercise my freedom to vote during election and exercise my right as human
being. I can also enjoy my freedom as civilian. In a Democratic way of life
we are all equal in terms of rights, opportunity, dignity and honor.

I FEEL……unhappy about whats happening in our country. Competition
arises not only in political events, but even in ourselves people around are
competing not only in power but also in material thing. We are always
acquiring things that our poor brothers and sister cannot eat three times a
day because of poverty.
I REALIZE…..that I must think not only for myself but also my
fellowmen, I must help my brothers and sisters in Christ. I will not acquire

Material thigs are only temporary, if we die we cannot bring it with us, but if

CASES STUDY NO.1

IF YOU WERE THE OFFICIAL CONCERNED WHAT WOULD YOU DO AFTER

KNOWING THE FINDING OF THE CHEMIST? HOW WOULD YOU SHOW
COMMITMENT TO PUBLIC INTEREST IN THIS CASE?

If I were the official concerned, I will prohibits the people to eat sea
weeds and sea shells to avoid them from being poisoned. I will also imposed
penalties on the people and factories caught disposing their solid waste as
well as liquid waste in the sea or in the river. I will conduct seminar about
clean and green environment, massive campaign of clean air, water and
environment through radios, television, newspaper, magazines and
pamphlets.
As a simple person, I will show my commitment to public interest by
disposing my garbage on proper place. Have my own compose pit and
comfort room. I will plant trees around my surroundings and finally to clean
my own surroundings.

CASE STUDY NO.2

IF YOU WERE IN RICKS SHOES HOW WILL RESPOND TO THE SITUATION? WILL
YOU ALLOW ALONZO TO PASS THROUGH OR NOT? WHY AND WHY NOT?
 Philippines is known as rich in natural resources. Actually we are
number one in exporting raw materials outside the country. But as time goes
by our natural resources was not that abundant anymore. Our very own
Nara, Apitong, lawaan, Molave and other trees which we are proud of for
giving as a good lumber and hard woods are getting endangered as the
development goes on. Was being get out of hard woods. Many businessmen
was indulge in this illegal business. But because of cutting trees became
rampant, the forest was being destructed. The department of environment
and natural resource (DENR) issued directives banning the cutting if the
trees and stop illegal logging. They had put checkpoint and government
staion forest guards to serve as checkpoints. But it does not succeed,
because of the high ranking officials that was behind this illegal deeds. If
there’s no one who’s brave enough to stop this operation, will happen in out
country.
Even though Alonzo aims are good still he is accountable for whatever
illegal action his doing. That’ why if I were in ricks shoes, I will not let Alonzo
pass though until the truck was inspected. I will verify thoroughly all the
necessary documents being presented and if ever there an anomaly and
they violate the rules and regulations. I will not let them pass, I will
immediately contract the proper authorities to file a case against them. I am
not afraid to die for I know I am right and I deed it for the country and for the
next generations.

CASE STUDY NO.3

DO YOU AGREE WITH GLENDA? WHY?
Yes, I agree with Glenda, she should present this case to the
proper authority. Glenda should not give the documents allowing ACME
mining corporation to the start the open-pit mining in the area unless they
have conducted a proper environmental impact study certifying that the
effect of the proposed project do not cause hazard to the environment and/or
to it surrounding community.
The DENR should know this case for they are the one
responsible for the environment. They should conduct to avoid anomalies
just like issuing of clearance on ACME mining Company
