                            ABSTRACT
      Women are called the backbone of family and society. Women
play some significant role from their birth and till death. Women are
responsible for the successful contribution of the life on earth. In Vedic
time women was given lots of respect in Indian society. They are equally
given opportunities like man. Women had rights to take decision,
unmarried women are asked to attend school. But from the middle age
the condition of women was good and inferior practically. Women were
prohibited to take part in many domestic as well as some external matter.
But after independence gradually - the condition of women in Indian-
society was changed. Women started regaining their lost power and now
women as everywhere in the world such as political, education,
economic etc. Women get equal opportunities like men. The education
rights of women were promoted ad they were made aware of the value
education. The government provided several benefits to women such as
scholarship loan facilities, hostel facilities etc. Because through
education women have been able to participate in all aspect of society.
      Despite of these facilities women in Indian society still face some
significant problems such as crime against women, gender
discrimination, dowry, domestic violence etc. Women empowerment is
the process of empowering women. It refers to improve the educational
gender, social, economical, political, spiritual strength of the women.
The main aim of women empowerment is to give women a chance to
shine and get equal right in society. Empowering women can take step
for themselves and also can decide what is good and what is bad for
oneself but also for the society. Education is the first step of women
empowerment. An Educated woman not only empowers herself but also
her family. They have great contribution for the growth of country and
its possible due to education. Through empowering women we can
remove crime against women not only in our society but also in the
country. There are various ways in how one can empower women.
Various programs must be held where they can be taught many skills for
make them both mentally and financially strong. Because a mentally and
financially strong women can face any challenges and provide support to
their family. Moreover they must also be given equal pay. Women
empowerment is essential for the development not only for the society
but also for the country. This paper will talk about the importance of
women empowerment and also how can government policies and
scheme help to empowering women.

1.1 Meaning of Women Empowerment
     Women empower is the major strength of woman. It is the
progression of woman and accepting and including them in the decision
making process. It means providing them with opportunities for growth
and development in the society. It is kind of holistic development of
women in a society. So that they can make their own decision or can
understand about their right and freedom and also they can live their life
the way they want, raise voice against crimes.
     Women empowerment made women aware of their rights and how
they must make their own position in society rather than depending on a
man and also they would feel confident and independent.
      We all know that women are the back bone of families and play
significant role to growth and development of communities.
Empowerment of women can be categorized into five categories. They
are social, educational, political economical and psychological. A
mother plays an important role for her children. She is the first teacher
of her child.
      If she has proper education then she will teach properly to her
children. The empowerment of women is essential factor that helps to
growth not only the society but also the country. Women empowerment
has increased women power. It strengthens women to fight against
various crimes such as domestic violence rape, gender discrimination,
harassment etc.

1.2 Importance of Woman Empowerment
“There is no chance of the welfare of the world unless the condition,
of women is improved. It is not possible for a bird to fly on one
wins.” Swami Vivekananda
      In ancient times women were highly respected and also they had
equal right with man. But from the middle age the respect women has
been decreased. Women did not have the same right as men, they just do
whatever society told them and they were supposed to do it. They did
not take decision for themselves. Due to the course of time things are
changed. In modern time women have essential contributions to the
economy. They play significant role to the growth and development of
not only in society but also for the country.
      Women have been facing many challenges since their birth such as
fight for the right and freedom etc. Women empowerment means
encouraging women in various ways to live their life happily. Women
play significant role in community building. Now women have also been
proven to be successful entrepreneur like man. Their contribution are
lots to the growth of the country. In our country we have successful
women in various fields such as president, police, professors, doctors,
scientists, sportsman etc. although the role of women is significant in the
society. Women face numerous challenges such as gender

discrimination, violence against women (domestic violence, rape,
harassment, dowry death , acid attack) lack of proper education, proper
health care etc. to overcome those challenges and have an independent
role in society women empowerment is needed.
     Empowering women is the fundamental right of women. It bring
economic and social growth. Women empowerment is essential for
overall development of society.
1.3 Objectives of Women Empowerment
The main objectives of women empowerment are:-
  a. To give new shape to the progress and development of women
  b. To create such environment by which they release their power.
  c. To give equal opportunities in every field of education, health care,
     Government job etc.
  d. To reduce gender inequality.
  e. To prevent the crimes against women in society such as domestic
     violence, sexual harassment etc.

Position of Education and status of Women
2.1. Role of Education In Women Empowerment
      Education is the Рrime Avenue of empowering women. This
process of empowering entails much more than awareness of
alternatives, women’s rights and the nature of the requirements. Through
education women have greater access to employment opportunities and
increase the ability to secure their own economic resources. Education is
basic human rights and it is the foundation of a free and fulfilled life. It
is the single most vital element in combating poverty safeguarding
children from exploitative and hazardous labor, promoting human rights
and democracy, protecting the environment and empowering women.
The importance of education for empowerment is undeniable. Education
is one of the most important factors that play the most crucial role in
claiming women's rights because it enables them to respond to
opportunities to challenge traditional roles and to change their lives. It
also bring awareness among women and girls about their rights and
gives self confidence. Educated women make the family and the society
cultured and capable of building such children who may lead the country
to the path of progress an prosperity.

2.2 Role and Status of women in India
     The status of women in India has undergone significant changes in
recent years, but many challenges and inequalities also persist. In
ancient India women were traditionally viewed as inferior to man and
also were prohibited to take part in many domestic as well as external
matter. However during the Vedic period, women had higher status and
provided women rights to freedom than later periods.
      Due to the course of time things were changed although in modern
India, women get achievement at a high level, women still face several
challenges and inequalities. Women continue to be disadvantaged in
many - areas, including education, job, and health care. In India women
face a significant challenges and that is gender based violence and also
domestic violence, rape, acid attacks are common in India. Also, India
has one of the highest rate of female infanticide. Women's participation
in public and politics like in India is also limited. While there have been
some respected female-political leaders in India, such as Pratibha
Devisingh Patil, and our current president Draupadi Murumu. They
represent the position and power of women. It has been seen that of
women in India has improved in recent years but significant of gender
inequalities remain.

3.1 Programmes and Policies For Women Empowerment
   Women play an integral role not only in family - but also in society.
Empowering women is the fundamental rights of women. Although in
modern India the status of women upgraded than ancient time, some
significant challenges are also exist till now. These challenges are
gender discrimination, sexual harassment, child marriage etc. Women
continued to be ill- treated in many - areas including education,
employment health care etc. To eradicate poverty and reduce gender
discrimination the Indian government has been implementing various
scheme and programs towards women development and empowerment
of woman. Self Help Group (SHG) movement, one among such
programs, which has been proved successful in fulfilling the objectives.
Also the other schemes and programs do have their prominent part in the
process of women development and empowerment and which are being
successfully implemented. These schemes are:-
  a.   Swa-Shakti project
  b.   Swayamsiddha
  c.   Support to training and Employment Programme (STEP)
  d.   Swadhar scheme
  e.   Central Victim Compensation Fund Scheme (CVCF)
  f.   Rashtriya mahila Kosh(RMK)

  Implementation of Programmes
a. Swa-shakti Project:
   The launch of The Swa Shakti Project in April 1999 marked a new
beginning in the shaping and strengthening of women's self-help
groups. The project aim at enhancing women's access to resources
for better quality, of life. through the use of literacy and confidence
enhancement and increasing income through the involvement in skill
development and income-generating activities.
b. Swayamsiddha
  Swayamsiddha Scheme launched by Ministry of Women and
  Child Development of Government of India in November 2001. It
  is another notable work by the central government in achieving the
  women empowerment. Under the scheme special pressure is given
  to Self help groups (SHG) and Swayamsiddha itself meaning
  helping one self. With the SHG’s government women to be
  enough self sufficient. She can overcome her problem. But due to
  poor conditions, family responsibility or due to some other reasons

     women leave their education and they face challenges. The main
     objective of the scheme is to empower women educating them and
     bringing them into mainstream so that complete progress could be
     ensured as “when man gets educated it’s only he gets education,
     but when a women gets educated its complete family gets
     educated.”
c. Support to Training and employment programme(STEP)
      The Ministry of Women and Child Development government of
India since 1986-87 has been administering support to training and
employment programme for women. This scheme intends to provide
women with training in skill development that enable women to became
self employed/entrepreneurs. The scheme intended to benefit women
who are in the age group of 16 years above across the country. The grant
under the scheme is given to an institution/organization including
NGO’s directly and not to the States/UTs. The assistance under STEP
scheme is available in any sector for imparting skills related to
employability and entrepreneurships come on the sectors are Agriculture
horticulture, foods processing, Handlooms, Tailoring, embroidery etc.
Computer services along with soft skills for work place etc.
d. Swadhar Scheme
      It is the scheme for women in difficult circumstances was launched
by the department of Women and Children Development in 2001-02.

      The implementing agencies are mainly NGOs. Women in difficult
circumstances here refers to the women who are deserted victims of
domestic violence, affected by HIV/AIDS, survivors of natural disaster,
prisoners released from jail, rescued from trafficking run away from
brothels but without any social and economic support. At present 129
shelter homes are functioning in the country. The scheme provides
shelter, food, clothing and care to the marginalized women/girls who are
in need.
e. Central Victim Compensation Fund Scheme(CVCF)
      The compensation part of the rehabilitation of victims of violence
including rape is governed by provision of section 357A of Code of
Criminal procedure which states that every State government in co-
ordination with the central government shall prepare a scheme for
providing funds for the purpose of compensation to the victim of crime
including rape. 24 states 7 UT’s have formulated the victim
Compensation scheme. As per section 326 A of the IPC. Criminal Law
Amendment Act 2013 apart from making punishment stringent for acid
attack it provides for just and reasonable compensation to meet the
medical expenses of the victim and this shall be paid to the victim. The
amendment also directs that all the hospitals, public or private, to
provide free medical treatment to all victim of acid attack and rape under
the Legal Service Authority Act 1987.

f.Rashtriya Mahila Kosh
      Rashtriya Mahila Kaosh was established by the government of
India in March 1993 as an autonomous body under the Ministry of
Women and Child Development. It was registered under the Societies
Registration Act 1860. The aim of the Kosh are to undertake activities
for the promotion of credit as an instrument of socio-economic change to
promote and support the expansion of entrepreneurship skill among
women effective access to decision making.
g. Pradhan Mantri Ujjwala Yojana (PMUY)
      Pradhan Mantri Ujjwala Yojana was initiated by Ministry of
Petroleum and Natural Gas, government of India on May 1st 2016 in
Ballia, Uttar Pradesh to safeguard the health of women and children by
providing them with a clean cooking fuel- LPG, so that they don’t have
to compromise their health in smoky kitchen or wander in unsafe areas
collecting firewood. The scheme is a weapon for women empowerment.
The main objectives of this scheme’s are to empower women and protect
their health from minimizing health crisis and also strives to reduce
indoor pollution from using fossil fuel, which causes respiratory
problems.
     India is a home to more than 24 crore households out of which
about 10 crore household rely on firewood coal, dung-cakes etc as
primary source of cooking. The smoke from burning such fuels not only

causes pollution but adversely affect the health of women and children
causing several respiratory problem.
h. Ujjawala Scheme
       Ujjawala Scheme is a comprehensive scheme for prevention of
trafficking and rescue Rehabilitation and Re-integration of victims of
Trafficking for commercial sexual exploitation which come into effect
an 1st April 2016. This scheme provides awareness through programs,
workshops, seminars and various other activities for these women and
children who are vulnerable as well as victim of trafficking for
commercial sexual exploitation. It aims to facilities rescue of victims
from the place of their exploitation and place them in safe custody with
provision of basic needs such as shelter, food, clothing, medical
treatment, vocational training legal aid and guidance. The implementing
agencies for the scheme can be the social welfare/women and child
welfare Department of State government Women Development
Corporation, Women Development Centre, Urban local bodies reputed
Public/Private trust or Voluntary Organizations.
i. Janani Suraksha Yojana(JSY)
     Janani Suraksha Yojana is a government sponsored scheme
launched on 12th April 2005 aimed at reducing maternal and infant
mortality rates and increasing institutional deliveries in below poverty

line (BPL) families. The scheme covers all pregnant women belonging
to household below the poverty line, who are 19 years of age and upto
two live birth. This is a safe motherhood intervention under the National
Rural Health Mission (NRHM). It provide assistance in form cash and
integrate it with extra care during pregnancy period, institutional care
during delivery as well as past delivery care. This provided by field level
health workers called ASHA through a system of coordinate care and
health centres.
j.Bachao Beti Padhao Scheme
   Beti Bachao Beti Padhao Scheme was started on January 22 nd 2015 as
joint initiatives of the Ministry of Women and Child Development
Ministry of Health and Family Welfare and Ministry of Human
Resource to empower girl child. The aim of Beti Bachao Beti Padhao
scheme is to arrest the decline in girl child sex ratio, to celebrate the
birth of a girl, to prevent the violence against girl, to promote women’s
empowerment inorder to improve the women status in the country. The
main objective of this scheme are:-
  1. To ensure the survival and prevention of girls.
  2. To ensure the participation of girls in education and other areas.
  3. To stop the discrimination of the girl child.

k.Mahila-E-Haat
      Mahila-E-Haat was launched on 7th March 2016 as a joint initiative
of Ministry of Women and Child Development (WCD) and Rashtriya
Mahila Kosh (RMK) for meeting aspiration and needs of women
entrepreneurs. It is an online marketing platform for women
entrepreneurs. It main aim the inclusion of women entrepreneurs in the
economy by providing continued sustenance and support to their
creativity. It provide direct interaction between seller and buyer with no
commission charged. Mahila-E-Haat acts as a catalyst by providing a
web based marketing platform to the women entrepreneur to directly sell
to the buyers. Vendors are expected to submit the details about
themselves and product online or through e-mail. She can receive the
payment directly but has to maintain detail of transaction through portal
and furnish report to RMK. Clothing, bags, fashion accessories
decorative and gift item are some product manufactured by women.
l.Working Women Hostels
      Working Women Hostels it is a scheme by Ministry of Women
and Child Development to provide safe and affordable accommodation
to working women. The main objectives of the working women Hostel
is to empower women. The government launched the Working Women
Hostel Scheme to promote availability of safe and conveniently located
accommodation for their children.

The work women’s hostel projects being assisted under this scheme
shall be made available to all working women without any distinction
with respect to caste, religion, marital status etc.
m. Creche’s or Daycare
     Ministry of Women and Child Development is implementing the
National Creche Scheme for children of working Mothers as a centrally
sponsored scheme from 2017 to provide day care facilities to children of
working mother. A creche’s daycare or nursery is a childcare centre
when babies, toddlers and young children are cared for in a safe and
stimulating surrounding Creches mostly- cater to the children of parents
with full- time or part time job. With the increase in the number of
nuclear families are working parents Creches on day care centres is
being used by many parents.

4.1 Literature Review
      Review of the previous work related to the topic is very useful in
finding out the objectives and deciding the methodology of the research
work to be carried out. It gives us an inside of the topic and guides us for
further research. Some of the work done previously on the topic women
empowerment has been reviewed and the review of the same is given
below:
  Women empowerment is a crucial aspect of social development and
gender equality. It involves providing women with the tools, resources,

spheres of society. This literature review explores key scholarly works,
research papers, and publications related to women empowerment,
highlighting various dimensions and strategies to promote gender
equality and women's advancement.
  1. Gender Inequality and Empowerment:
- Sen, Amartya. "Development as Freedom." In this seminal work, Sen
argues that development should not be measured merely by economic
growth but also by individuals' capabilities and freedoms, especially for
women. Empowerment, according to Sen, is a crucial aspect of
development, enabling women to lead a more fulfilling life.
- Kabeer, Naila. "Resources, Agency, Achievements: Reflections on the
Measurement of Women's Empowerment." Kabeer presents a conceptual
framework for understanding women's empowerment based on
resources, agency, and achievements. The paper emphasizes the
importance of women's decision-making power and control over
resources to achieve empowerment.
2. Economic Empowerment:
- World Bank. "Gender Equality and Development." This report
explores the economic benefits of women's empowerment and gender

equality. It examines how investing in women's education, health, and
economic participation can lead to more inclusive and prosperous
societies.
- Duflo, Esther, et al. "Nudging Farmers to Use Fertilizer: Theory and
Experimental Evidence from Kenya." This study evaluates the impact of
women's empowerment on agricultural decisions and productivity. It
shows that providing women with agricultural information and resources
positively influences farm productivity.
3. Education and Women's Empowerment:
- UNESCO. "Cracking the Code: Girls' and Women's Education in
Science, Technology, Engineering, and Mathematics (STEM)." This
report discusses the importance of promoting girls' education in STEM
fields and its role in empowering women, closing the gender gap, and
fostering innovation.
- Malhotra, Anju, et al. "Women's Empowerment as a Determinant of
Contraceptive Use in India." This research examines the relationship
between women's empowerment and contraceptive use. It finds that
empowered women are more likely to make decisions about family
planning.

5. Political Empowerment:

Norris examines the progress of women's political empowerment
worldwide. The study highlights the barriers and opportunities for
women's political participation and the impact of increasing women's
representation in political institutions.
- Matland, Richard E., and Kathleen A. Montgomery. "Women's Access
to Political Power in Post-Communist Europe." This research analyzes

countries, offering insights into strategies to enhance women's
participation.
Women empowerment is a multifaceted concept with far-reaching
implications for social, economic, and political development. The
literature reviewed here underscores the significance of empowering
women through education, economic opportunities, political
participation, and combating gender-based violence. Scholars and
policymakers continue to explore innovative strategies to create a more
equitable and inclusive society, where women can exercise agency and
enjoy equal rights and opportunities.
4.2 Objective of the Study
     Objective of the study meaning finding or acquiring information
about the particular study or subject. Every study given lots of data for
understanding the topic very well.
The objective of the study are :-
  i.     To study about the challenges which are faced by the women
         since ancient time till now.
  ii.    To know about the importance of women empowerment.
  iii.   To study about the government schemes and policies for
         empowering women and also know the impacts of government
         schemes on the empowerment of women.

4.3 Methodology
The methodology of a particular project or research paper is the most
important part on chapter. In a project management methodology is a set
of principles tools, technique that are used to plan execute and manage
projects.
  a. Source of Data Collection
     Data collection is the process of gathering and measuring
     information on variable interest. Generally data can gather from
     two sources: primary and secondary sources. Primary sources
     provide raw information and first hand evidence. Secondary data
     are those that have already been collected arranged and evaluated
     by other resources and organization i.e. magazine, book, journal,
     websites. This study use both primary and secondary data
     collection.
  b. Field of the study
     Field is know as area of the study and in affixed on location in a
     unit of data such as a record.
     This study conducted among 20 families who are beneficiaries of
     different government schemes and join with Self Help Groups at
     Khowang Goroimari Gaon, District- Dibrugarh
  c. Universe of the Study
     The study conduct among 20 female member from each families
     Khowang Goroimari Gaon area of Dibrugarh.

  d. Sampling
     Sampling is a process used in statistical analysis in which a pre-
     determined number of observation is. For this study 20 female
     members in Khowang Goroimari Gaon selected for interviewing
     for collecting data.
  e. Sample size
     The sample size is an important feature of any empirical study in
     which the goal is to make inference about a population size used
     in a study is determined based on the expense of data collection.
     The present study mainly 20 respondent from 20 families.
  f. Tool and Technique
     Tool and Technique is the study of the statistical method of
     collection analysis and organizing of data. This study will used
     interview, observation, interpretation etc.
ANALYSIS AND MAJOR FINDINGS
      According to the survey done on 19th July 2023 the analysis and
findings from the questionnaire is described below.
      The result of the survey is that the scheme provided by
organizations benefitted to the women in many aspects of their
livelihood. They agreed that the Government scheme and the proposal
helps them a lot. They also agree that the discrimination of Gender

inequality also prevails in the present scenario. Education helps them for
decision making in the field of empowerment. Self Help Group
organized by them help them to work co-operatively in the society. The
loan provided by the private and Govt organization to the SHG groups
makes them financially, physically and mentally strong. The training
provided by various Govt and Non Govt organization helps them to
work accordingly. Its helps them to create a better position in the
society. They also give an opinion in domestic violence that it also put
an negative impact in the society.
CONCLUSION
      Women empowerment help women to raise voice against crime
such as domestic violence. No women can be empowered if she is not
financially independent. So the government schemes and policies are
very helpful for those women who are poor and want to do something
for make herself financially strong and also support to her family. An
educated girl will know the difference between what is right and what is
wrong and what is not. So, girl education should be made compulsory
until graduation. Female should be encourage to continue with their
education even after marriage. Women empowerment strengthen women
to fight against various crime such as domestic violence, rape, gender
discrimination, harassment etc.
