1. SCOPE
The scope of this Method Statement is to provide a detailed work procedure to carry out Civil
Works for the EPC SERVICES FOR CORRODED PIPING MODIFICATION FOR RL3
PL811 upstream and downstream of 660-MOV-0010
The main activities include:
Scaffolding Erection/Modification/Dismantle.
Underground Scanning.
Excavation.
Shoring.
Dewatering if required.
Backfill and Reinstatement of Work Area.

4. RESPONSIBILITIES
a. The Project Manager Shall be overall responsible to Manage overall Site activities
implemented through the Contract in the areas of upgrade modifications and other works
including manpower allocation, procurement, safety, quality etc. for both Onshore and
Offshore work. Close coordination with Qatar Energy LNG Project representative ,
Construction and Project Management Dept.
b. Construction Manager shall be overall responsible to Develops project objectives by
reviewing project proposals and plans; conferring with management. Close coordination
with Qatar Energy LNG /RLIC Representative, Construction Group and Capital Project for
onshore and offshore work. Determines project responsibilities by identifying project
phases and elements; assigning personnel to phases and elements. Determines project
schedule by studying project plan and specifications; calculating time requirements;
sequencing project elements. Maintains safe and clean working environment by enforcing
procedures, rules, and regulations. Contributes to team effort by accomplishing related
results as needed.
c. Project Engineer Shall be Overall Responsible to Manage Site activities implemented
through the Contract in the areas of upgrade modifications and other works including
manpower allocation, procurement, safety, quality etc. Close coordination with Qatar
Energy LNG / RLIC Representative, Construction and Quality Group and Capital Project.
d. Lead QA/QC Engineer Shall be Responsible to Ensure construction execution comply with
quality requirement. Regular contacts with QatarEnergy LNG QA/QC Department in the
process of QA/QC requirements. Liaisons with Vendors, Sub-Contractors and third-party
Consultants on an as needed basis associated with quality Requirements

e. Civil Engineer Shall be responsible to Manage overall civil activities implemented through
the contract in the areas of upgrade modifications and other works including Site
management, shop drawing preparation's, manpower allocation for civil works,
procurement, safety, quality, monitoring site activities, Close coordination with Vendor,
Qatar Energy LNG / RLIC Representative, Construction and Quality Group for project work.
f. Civil Supervisor shall be Assisting Field Construction Engineer monitoring site activities
implemented through the Contract in the areas of upgrade modifications and other works
including manpower allocation, procurement, safety, quality etc. Close coordination with
Representative & Construction Group and Capital Project for offshore or onshore work.
g. Scaffolding supervisor will be responsible for the safe and timely erection of scaffolding
as requested by the Site engineer(s)/ supervisor(s). He shall ensure that the erected
scaffold is safe and according to safe work practices and procedure P26-X03-028. He will
respond to any reasonably timed request to carry out a modification.
h. Planning/Schedule Engineer to provide planning and scheduling system support during
project duration. Close liaison with the Planning Specialist, Construction Group and
QatarEnergy LNG project Engineer
i. Safety Officer to ensure construction execution complies with Safety requirement. Regular
contacts with Construction Safety Officer and Qatar Energy LNG/RLIC Safety Department
in Safety implementation. Liaisons with Vendors, Subcontractors and third-party
Consultants on an as needed basis associated with Service Order Requirements.

6. PROJECT MATERIALS
Procurement of project materials shall be based on the approved project specification and
MTO.
All material received shall be inspected by QA/QC in accordance with approved ITP.
7. SEQUENTIAL WORK DESCRIPTION & ACTIVITIES
7.1. General
Construction activities will be started after obtaining the approved IFC Drawing, method
statement, ITP, JSA, MAR and the approved Civil/Structural e-MOC from QatarEnergy
LNG

Obtained required permit from RLIC Authorities.
Site TSF will be erected as per approved TSF plan.
Carry out all construction activities as per the approved Project plan and update the
same on an agreed basis (Daily/Weekly/Monthly Basis).
All the construction tools and equipment's such as dewatering pump, vehicles etc. are will
be inspected By Qatar Energy LNG/RLIC authority and obtain inspection Stickers prior
to use at site.
Necessary work and CSE activities permit; excavation certificates will be obtained prior to
starting any excavation activities at work location.
Qualified permit receiver with the valid new work management system will be made
available at site throughout the work time.
LMRA needs to address and will be discussed to all the team members prior to start the
site activities.
Tool box talk to be conducted on a daily basis before starting the site activities.
All the site personnel must undergo medical examination and obtain safety trainings as
per Qatar Energy LNG/RLIC Procedure prior to site deployment.
All the personnel working at site will be briefed with the scope of work responsibilities by
the site supervisor.
Site Supervisor should ensure all the crew members who are going to work in CSE
should have completed the CSE Training.
Safety officer will be present at site during the site activities performed.
Copy of all the required IFC/AFC drawings, Shoring plan documents approved by Qatar
Energy LNG /RLIC, approved procedures/certificates will be kept at site for easy
reference.
Work/ Rest Schedule are established as per the nature of job and climatic conditions.
Verify any deviations in measurements with respect to site survey in the IFC drawing
details, if any changes observed Qcon will prepare a deviation/concession request for the
changes and will take approval from QatarEnergy LNG Engineering.
7.2. Site Mobilization/ Demobilization of Equipment's. Tools Materials and
Arrangement of Temporary Site Facility: -
A proactive approach to safety will be adopted, during the Mobilization.
QCON site supervisor and safety officer shall take care of the site crew and work in
accordance with the Safety Procedure and COMPANY /RLIC Safety Regulations.
The PPE and Permit to work system will be followed and ensured as per
COMPANY/RLIC Standards and requirements.
Safe driving is a mandatory topic for all site employees and driving safety will be
discussed in daily Toolbox Meetings.
The area provided for the temporary site facility will be leveled prior to place containers,
ablution block or prior to performing lifting activities.
Mobilize the crane/Boom Truck/Forklift, tools container, and ablution block to the Welfare
facility location by obtaining necessary vehicle entry permit and barricade the area while
performing the lifting and unloading activities with the necessary signage.
Rest shelter erected at site with the scaffold materials by the trained competent
scaffolders.
Mobilization of materials, equipment and tools to the site using self-loader or pickups
done whenever required for work and properly stacked on site.
Safe access must be provided for the removal of sewerage and refilling of water
whenever required on site.
Area will be barricade and necessary signages will be arranged and placed in both
English and Hindi for easy understanding and proper usage of TSF facility.
Same procedures will be followed while demobilization activities.

7.3. Scaffold Erection Modification and Dismantling.
Prior to erection of the scaffolds, arrange necessary work permit and clear; level the
designated area for the erection of scaffolds.
QCON Scaffolding supervisor shall be responsible for execution of the works and for day-
to-day construction activities, its quality, safety and identifying the specific scaffold (Basic
and Non-basic)
Qualified, approved and certified scaffolders only with thorough knowledge will perform
the scaffold erection, modification and dismantle activities.
All erection/ modification/ dismantle work will be undertaken in accordance with Qatar
Energy LNG/RLIC Safety Rules and Regulations.
QCON scaffolding Inspector shall be responsible for the inspection of scaffold materials
and approve to use erected scaffolds.
All scaffolds will be inspected prior to use and seven-day periods thereafter.
During any scaffolding work (erection, modification and dismantling) barricade the area
with warning tapes and place necessary signage's to prevent others entering the work
area.
The ladder will be based on a firm sound base and will be lashed or secured by a
proprietary clamp at both the foot and near the top.
Longer ladders will be supported and lashed at their midpoint to remove any bounce.
Ladder shall be secured properly and set at an angle of 75° (i.e. 4:1 ratio).
Ladders will be projected beyond working platforms or ladder access platforms by a
minimum distance of 1.05 meters (five rungs).
Guard rails will be fixed to the inside of the standards on all working platforms to a height
of 1000mm and the distance of each guard rail will not exceed 470mm from top of the toe
board.
Tubes or boards being used in the construction of the scaffold will be stored flat in a neat
and tidy manner, will not be stacked vertically against scaffold and will not be left on
scaffolding after its completion.
If a scaffold requires modification, it will be carried out by an approved Scaffolder on the
instruction of the approved Scaffolding Supervisor.
If for any reason a user considers a scaffold to be unsafe, he should immediately contact
his Supervisor and Supervisor will immediately remove the scaffold tag and place barrier
tape through the lower rungs of the first access ladder and the Supervisor should notify
this to the Scaffolding Supervisor for further correction/ modification.
7.4. Manual Excavation.
Required permits shall be obtained from the departments concerned before starting
excavation activities at site.
All the related drawings-built locations/levels/depth (of existing utilities) of the Project
shall be carefully studied and coordinated by concerned personnel.
Any information relevant to the safety of the UG utilities should be taken into
consideration prior to the execution of works.
Safety orientation shall be conducted for all the workers at site before starting
excavation activities.
Each area is marked based on its coordinates along with minimal working space the
marked area has been scanned and approved by Company prior to start excavation
activities.

Once the contractor found any UG services/utilities shall be make necessary support
and protection with engineering manners and inform the Company Personnel before
further proceeding of work on site.
If any services are exposed and the same shall be disconnected and rerouted as per
Client guidelines/procedures.
Manual excavation at highlighted in the attached drawing shall be started with the
help of hand tools and electrical driver Hilti hammer if any rock surface
The total depth of excavation, width and length shall be as per the design
requirements, reference and drawings.
Once Depth of Excavation reaches 1m from existing ground level, confined space
working permits will be obtained and all confined space procedure will be followed at
site.
If existing strata found rock or very hard which cannot be excavated further by using
hand tools, then contractor shall use either compressor jack hammer or mechanical
equipment's according to the site situation and conditions with prior approval.
The soft loose soil around the pipeline shall be removed only by the plastic shovel
and hands.
Once the excavation is completed and the crown of the pipe got exposed &
inspected, the suitable insulation material is to be providing above the pipe as per
QatarEnergy LNG Pipeline section recommendation to avoid any temperature drop of
the pipe.
Excavated materials suitable for backfilling will be removed from site and placed in
convenient areas approved by Company and may be reused as backfill materials as
required.
Sample from excavated materials, if necessary, will be sent to the approved
laboratory agency for testing in compliance with the Project and Qatar Construction
Specifications.
For the crew suitable PPE should be provided to work in a waterlogged location.
All surplus excavated material and debris will be removed from site and kept in lay
down areas approved by Company and will be permanently removed from site on a
periodical basis and shall be disposed at government disposable areas with the
direction of Company.
Contingency measures in terms of loose back fill sand or similar insulation material
shall be in place to insulate the exposed pipeline quickly, if the pipeline shuts down
for any reason or insulation material cannot be installed by nightfall for an operating
pipeline.
As the excavation would be performed at the point location from isolation plug to be
set-on.
The entire excavation from the ground level to be performed only by manual.
The soft loose sand around the pipeline shall be removed by hand.
7.5. Shoring during Manual Excavation:
All the required permits shall be obtained from the departments concerned before
starting the activities at site.
Safety orientation should be conducted for all the workers at site before starting the
shoring activities.
Confined space procedure shall be followed while entering 1.0m and below.
Trained and experienced carpenters & scaffolders shall be used to do shoring inside
the excavated pit.

This shoring arrangement will be modified and re-erected as necessary while
excavating further till reaching the required bottom surface.
7.6. Dewatering:
Mobilization of Dewatering pump shall be done after fulfilling Qatar Energy LNG /
RLIC inspection procedure and with valid equipment sticker
Small Pit shall be made deeper than the required depth in an undisturbed area or
away from a permanent work area.
Proper PPE should be used while working in waterlogged area and care shall be
taking with adequate shoring on all sides of excavation to avoid soil erosion.
Dewatering pump shall be placed at safe distance from excavation edge, only
sufficient length of suction hose fitted with foot valve shall be placed in the pit and
discharge hose with sufficient length to discharge water to approved location.
Volume of water and Pump selection shall be based on the depth of water table
encountered on that location, based on volume of water diesel dewatering pump
shall be selected and one spare/standby pump will be available at the work location.
Separate dewatering pumps will be available at both locations.
Trained operator only operates the dewatering pump, stand by person shall be there
during operation.
Depending upon the quantum of water and for easy construction activity dewatering
pump shall be kept operational day and night.
There will be a separate team to operate and maintain the same.
The dewatering process will continue till the back filling up to required depth.
7.7. Backfill and Reinstatement of Work Area:
If the excavated soil is tested and approved, the same will be used as Backfill
material.
And if required it should be procured from the approved vendor and crusher.
Material used for filling shall be free of deleterious matter, debris, vegetation, organic
and foreign materials such as wood, paper and Water used for the compaction of
backfill material shall be free of organic matter, chlorides, sulphates, alkalis and other
chemicals. Seawater shall not be used for compaction.
Type B fill' material shall be used as backfill unless noted otherwise in the Project
Documents.
All back-filling material should be properly mixed, placed in layers and compacted to
achieve proper compaction. Loose measurement of 300 mm thick for Type B material
and compacted to achieve 95°/o and 90% respectively,
An inspection request notice will be given to QatarEnergy LNG QC prior to
compaction test.
Tests will be carried out by the third-party laboratory person in the presence of
QCON engineer/ QC and QatarEnergy LNG representative.
Field testing of each layer at each location shall be conducted to determine
compacted density at a minimum of two (2) tests per 836 m2 for Type B of fill placed,
with a minimum of two tests per layer.
All the test records should be maintained.
Suitable compaction equipment (Plate/Roller/Jumping Compactor) shall be selected
for different locations in order to get proper compaction of backfill materials.

This process will continue up to the required level backfill, and for each layer
inspection will be offered.
8. QUALITY CONTROL AND QUALITY ASSURANCE
QCON will be responsible for ensuring that the procedure used for carrying out this job in
accordance with the approved method statement, ITP, standards, specifications and
QatarEnergy LNG safe work practices.
QA/QC documents will be a live document and will be submitted immediately as project
work is completed.
All the QA/QC activities shall be carried out as per approved ITP by QA/QC Inspectors
approved by QatarEnergy LNG.
All materials procured will be offered to QatarEnergy LNG for Inspection prior to start
mobilization to site for work.
All Inspection and test records shall be signed by authorized personnel and QatarEnergy
LNG representatives
9. SHE REQUIREMENTS
Safety will be the main target during the whole of the execution of the Works. Workers will
be fully adhering to the safety requirements
There will be full-time safety representative day/night shifts from QCON to ensure safety
throughout the scheduled time
Toolbox talks using approved JSA shall be conducted every day by the performing party
and dedicated safety officer prior to job start.
Daily TBT shall be attended by all concerned work parties and shall make sure every
work crew understand the hazards and controls to be fully followed/complied. The
performing party shall make a record of the toolbox meetings.
The job is to be performed through the day and night shift according to project
requirement and target schedule.
Hazards involved in the job and the safety precautions required as identified through JSA
and communicated to all work crew.
PPE requirements shall be provided to all work crew as per RLIC / Qatar Energy LNG
PPE Plan.
Hard barricades shall be provided around all excavation work locations.
Ensure proper signage is in place written in English and Hindi.
Environmental considerations should be considered complying Qatar laws and
regulations and RLIC/Qatar Energy LNG SHE requirements.
The Site Engineer will ensure that all labor, directly or indirectly employed by it, have
attended the necessary safety training required by law, safety regulations and good
practice prior to involvement in the Work. Documented evidence of such training shall be
given upon request
The Site Engineer will ensure all crew are medically fit to work proven by valid medical
certificate submitted to QatarEnergy LNG PMD for verifications.
Any accident or near miss incident will be reported by safety representative and report to
Qatar Energy LNG /RLIC Safety and Operations department.
All the staff including our laborers will be trained about working in the industrial
environment. Our execution team will be given an orientation program to familiarize
themselves with the safety and Work Permit system as required by QatarEnergy LNG
procedures, which will be meticulously followed throughout the Works

Hygiene will be of utmost concern to us. The work areas will be maintained clean, all the
rubbish and debris will be removed regularly.
After completion of job all waste materials shall be segregated and disposed of
separately.
