I. FOREWORD

Our environment is the most precious gift we have. It provides us
with everything we need to survive, from the air we breathe to the
water we drink. It is also a source of beauty and wonder, and a place
where we can connect with nature. However, our environment is
under threat. Pollution, climate change, and habitat loss are all
putting immense pressure on our planet.
As enshrined under the 1987 Philippine Constitution, it is our duty to
conserve, protect and advance the right of the people to a balanced
and healthful ecology, in accord with the rhythm and harmony of
nature.
We need to act now to protect our environment for the future
generations. This provides a comprehensive overview of the
environmental challenges we face and offers practical solutions to
help us create a more sustainable future.
The Municipal Environment and Natural Resources Office aims to
combat climate change in multifaceted approach. Among these are:
Reduce greenhouse gas emissions - This involves transitioning to
renewable energy sources, improving energy efficiency, sustainable
transportation, and responsible land use.
Enhance Carbon Sinks - Protecting and restoring forests, wetlands,
and other ecosystems that absorb carbon dioxide from the
atmosphere is crucial.
Adopt to the Impacts of Climate Change - We must prepare for and
mitigate the unavoidable effects of climate change, such as rising
sea levels, extreme weather events, and changes in agricultural
yields. This includes developing resilient infrastructure and
implementing effective disaster preparedness strategies.
Recycling and Waste Management for Plastic Roads - Sorting and
recycling materials to improve waste management efficiency and
utilizing recycled plastics in road construction, reducing plastic
waste and creating durable roads.
II. .MANDATE

It is the primary mandate of Municipal Environment and Natural
Resources Office to protect, conserve, and sustainably utilize the
municipality’s natural resources. This includes land, water, forests,
and biodiversity. The office is responsible for implementing
environmental laws and regulations at the local level.
III. VISION
A community enjoying and sustaining its natural resources and a
clean and healthy environment.
IV. MISSION
To encourage our community in protecting, conserving, and
managing the environment and natural resources for the present
and future generations.

V. DEVELOPMENTAL GOALS
To achieve global sustainability by significantly reducing
greenhouse gas emissions and promoting biodiversity. This involves
transitioning to renewable energy sources, implementing
sustainable land management practices, and fostering
environmental stewardship.
To establish a Mangrove Sanctuary that is multifaceted approach
encompassing environmental protection, community development,
and sustainable resource management. This strengthens natural
coastal defenses against erosion, storm surges, and flooding,
mitigating the impacts of climate change and protecting coastal
communities.
VI. ORGANIZATIONAL OUTCOME
Transparency, Good Governance and efficient environmental
management for a sustainable Local Government Unit.
VII. FUNCTIONS
Issuing Permits and Licenses - This includes permits for
construction, quarrying, and other activities that may impact the
environment.
Monitoring and enforcing environmental laws - This involves
conducting inspections, investigating violations, and taking
appropriate enforcement actions.
Implementing environmental Programs - This may include programs
for waste management, pollution control, and conservation.
Promoting environmental awareness - This involves educating the
public about environmental issues and promoting sustainable
practices.

Coordinating with other government agencies - This ensures a
collaborative approach to environmental management.
Managing natural resources - This may include managing forests,
watersheds, and other natural resources within our jurisdiction.
ENVIRONMENT AND NATURAL RESOURCES
Protecting biodiversity - establishing and managing protected areas
like national parks and wildlife sanctuaries, combating poaching and
illegal wildlife trade, and promoting sustainable agriculture practices
that minimize habitat destruction.
Sustainable Forestry - Implementing sustainable logging practices,
reforestation and afforestation projects, and combating
deforestation. This includes promoting responsible forest
management and preventing illegal logging.
Water resource management - Implementing water conservation
measures, protecting watersheds, preventing water pollution, and
managing water usage efficiently in agriculture and industry.
Soil Conservation - Implementing practices to prevent soil erosion,
maintain soil fertility, and reduce land degradation. This includes
terracing, crop rotation, and no-till farming.
SUSTAINABLE RESOURCE MANAGEMENT
Sustainable fishing - Implementing sustainable fishing practices,
such as catch limits, gear restrictions, and protection of marine
habitats.
Sustainable agriculture - Implementing sustainable farming
practices that minimize environmental impact, such as organic
farming, agroforestry, and integrated pest management.
Sustainable Tourism - Promoting ecotourism and sustainable
tourism practices that minimize environmental impact and benefit
local communities.

Policy and Regulatory Framework
Clear and Comprehensive environmental laws and regulations -
These provide the legal foundation for environmental protection and
resource management. Creating laws that are specific, enforceable
and adaptive to changing circumstances.
Environmental Impact Assessment Processes - These mechanisms
evaluate the potential environmental consequences of projects
before they begin, enduring mitigation measures are in place.
Robust EIA processes require clear guidelines, independent review,
and public participation.
Enforcement Mechanism - These are critical for ensuring compliance
with environmental laws and regulations. This includes inspections,
monitoring, penalties for violations, and effective dispute resolution
mechanisms.
Transparency and accountability - Mechanisms for transparent
budget management and accountability are essential to ensure
funds are used effectively and responsibly.

Access to Information - Ensuring the public has access to
environmental information is crucial for transparency and
accountability.
ADMINISTRATIVE IMPLEMENTATIONS
Clear Goals and Strategies - Defining specific, measurable,
achievable, relevant, and time-bound (SMART) goals.
Permitting and Licensing System - These systems control activities
that may impact the environment, ensuring compliance with
regulations and responsible resource use. Efficient and transparent
permitting process are crucial.
XI. VARIOUS ORDINANCES/SUCCESSFUL PROGRAMS:
1. The Establishment of Protected Marine Sanctuaries
Rabao Ti Bato
- Located 300 meter from the shoreline of Crystal Beach in
Brgy. La Paz, San Narciso, Zambales. This magnificent coral reefs -
just few kilometers from the Bajo de Masinloc is a testament to
the vast marine ecosystem. With the creation of Local Ordinance -
SB Ordinance Resolution No. 2014-37, The Local Government of San
Narciso aims to protect and preserve the marine ecosystem to
be innovative in safeguarding ecology.
Mangrove Sanctuary
- This sanctuary is located 100 - 150 meters from the “Centro”
of Brgy. La Paz called “Sabangan” (where fresh water meets salt
water). This immense river has been a home to mangrove trees
specifically Rhizophora mucronata (bakaw babae) and Sonneratia
alba (kalabok) being quite common. Other species that might be
present include Avicennia marina (tangkad), Rhizophora apiculata
(bakaw apiculata), and Bruguiera cylindrica (bakawan). Nypa
fruticans (nipa palm) is also known to grow in mangrove
areas. (currently under study : Protected Sanctuary)
2. The Enhancement of Wildlife Protection for Endangered Species
Philippine Eagle Owl (Pithecophaga jefferyi)

- On June of 2024, thru the efforts of the Local Government of
San Narciso and MENRO, conducted the assessment and turn over
of 1 baby Philippine Eagle Owl to the City Environment and Natural
Resources Office (Olongapo City).

XIII. POLICIES IN THE IMPLEMENTATION OF WATER RESOURCE
MANAGEMENT
Integrated Water Resource Management (IWRM) is a comprehensive
approach to managing water resources considering social,
economic, and environmental aspects. It aims to balance water use
for various purposes (agriculture, industry and households) while
protecting ecosystems and ensuring sustainable water availability. It
is one of the role of the Local Government of San Narciso to provide
clean and safe water to the communities. This includes water
treatment, distribution, and sanitation services.
Objectives:
Water Use Master Plan
- The Local Government of San Narciso aims to develop a
plan that outlines water needs, allocation strategies, and
conservation measures for the local areas.
Water Quality Monitoring and Infrastructure Management
- To regularly monitor water quality in rivers, lakes, and
groundwater to identify potential pollution sources and address
them promptly. Maintain and upgrade water structures to ensure
efficient water delivery and minimize water losses.
Waste Water Treatment
- The Local Government of San Narciso aims to ensure proper
treatment of wastewater to prevent any contamination of water
sources that could lead to unhealthy environment.
Although, it is one of the main goals and aspirations of MENRO and
the Local government of San Narciso to promote water-efficient
development practices that will minimize environmental impact, one
of the challenges the Local Government Unit faces now a days is the
financial and human resource constraints in implementing this

procedures. Nevertheless, The Local Government of San Narciso
thru the MENRO continues to educate residents about the
importance of water conservation, the responsible water use, and
the impact of pollution on water resources.
XIV. POLICIES IN THE ISSUANCE AND IMPLEMENTATION OF
ENVIRONMENTAL SOLID WASTE MANAGEMENT
Environmental Solid Waste Management is one of the crucial
programs being implemented in the community. All barangays are
mandated by virtue of Republic Act 9003, also known as the
Ecological Solid Waste Management Act of 2000 was enacted aiming
to protect public health and the environment. It emphasizes source
reduction, waste segregation, recycling, and composting. It also
mandates the establishment of National Solid Waste Management
Commission and Solid Waste Management Board in each local
government unit(LGU).
Encouraging residents to segregate waste at the source is critical.
This involves separating biodegradable waste (food waste, yard
waste) from non-biodegradable waste (plastics, paper, glass).
LGUs are primarily responsible for implementing solid waste
management programs within their jurisdictions. They are required
to develop and implement 10 - year local ecological solid waste
management plans.
Objectives:
1. Public awareness are essential to educate residents about proper
waste management practices to promote segregation, reducing
waste generation, and encouraging responsible disposal for a
healthy community.
2. Advance recycling methods and energy recovery for a sustainable
healthy lifestyle.

XV. POLICIES ON PLANTING MATERIALS FOR FRUIT BEARING AND
FOREST TREES SEEDLINGS
San Narciso is a town where the mountains from the east faces the
sea of the west. Abundantly blessed with fruit bearing trees such as
Mangoes (Mangifera indica) which were in bloom from the month of
December to June, Mabolo (Diospyros blancoi), Santol (Sandoriricum
koetjape), Guava (Psidium guajava), and many more.
OBJECTIVES:
1. Ensure the long-term viability of tree seedling production and
planting by prioritizing sustainable forestry practices and resource
management.
2. Establish standards and mechanisms for producing high-quality
seedlings that are disease-free, genetically pure, and adapted to
local conditions.
3. Encourage and facilitate community participation in seedling
production, planting, and maintenance to foster ownership and
promote sustainable livelihoods.
4. Prioritize the use of native and locally adapted tree species to
enhance biodiversity and ecosystem resilience.

5. Develop and implement protocols for seed collection, storage,
and testing to ensure seed viability and genetic purity.
6. Provide training and technical assistance to community nurseries
and seedling producers.

XVI. TREE PLANTING COORDINATION
Objectives:
1. Promote the use of appropriate planting techniques and spacing to
ensure seedling survival and growth.
2. Develop and implement guidelines for the sustainable management
of tree plantations, including pest and disease control, fertilization,
and irrigation.
3. Establish monitoring and evaluation systems to assess the
effectiveness of planting programs and identify areas for
improvement.

XIX. POLICIES IN THE IMPLEMENTATION OF WILDLIFE
CONSERVATION
The DENR, with its regional offices, is responsible for enforcing
national laws and regulations related to wildlife conservation. The
Municipality have specific ordinances related to wildlife
conservation, which could include regulations on hunting, fishing, or
habitat protection.
lNITIATIVES:
The Municipality of San Narciso thru the Mayor’s Office, the
Sangguniang Bayan and MENRO is actively engaged in sea turtle
conservation, working with the City Environment and Natural
Resources Office (Olongapo) and other Non Government
Organizations to protect nesting sites and release of hatchlings.

PAWICARE
Is a significant player in wildlife conservation located in Brgy. La
Paz, San Narciso, Zambales, Philippines. It’s a non-governmental
organization (NGO) based in San Narciso, Zambales, dedicated to
protecting and increasing the population of sea turtles, also known
as “pawikan”.
The work involves:
EGG COLLECTION AND PROTECTION
Rangers many of whom were formerly poachers, collect eggs from
the nesting sites and transfer them to a secure hatchery. This
protects the eggs from predators and poachers, significantly
increasing their chances of survival.
HATCHERY MANAGEMENT
The eggs are carefully monitored until they hatch. The hatchlings
are then released into the ocean, often during a ceremonial release
that involves the community and volunteers.
COMMUNITY EDUCATION
PawikanCare plays a crucial role in educating the community about
the importance of sea turtles and the threats they face. This
includes raising awareness about the importance of protecting
nesting sites and avoiding practices that harm sea turtles.

2. The PACDO shall provide every client with the Client’s Feedback

Any aggrieved or unsatisfied transacting public may report the
erring personnel to the Human Resources Management Office
(HRMO), who in turn may conduct
investigation, reconcile all issues and suggest amends, or simply
drop your
comments/ complaints in suggestion/ complaint box. Received
complaints/suggestion will be treated with strict confidentiality.
3. The HRMO will be in charge of the opening the complaints box,
daily collection of the filled-up client’s feedback form and collation
of feedbacks.
