A CONTRACTOR’S DESIGN
1.1 The Contractor shall adopt and design innovative and intelligent construction methods for Modular
Integrated Construction (MiC) as specified in this Particular Specification (PS) that could enhance
quality, productivity, site safety and reduce the demand for on-site skilled workers
1.2 The term MiC refers to a construction method whereby freestanding volumetric modules with
finishes, fixtures, fittings, furniture and building services installation, etc. manufactured off-site can
and then transported to site for assembly. The pre-finished volumetric modular form shall be an
integration of multi-construction elements, such as architectural, structural, building services, etc.,
and followed by on-site installation with an aim of enhancing time efficiency, cost effectiveness and
works quality, whilst reducing demand for on-site skilled workers, thereby improving safety and
productivity.
1.3 Design for off-site modular construction with volumetric modules should be explored. The
application may cover single modules or combinations of various modules forming a floor area or a
spatial unit of considerable scale (e.g. Major parts of a typical floor or modular building services
elements for site assembly and installation), and fully integrated with architectural fitting-out works
and finishing, the associated building services, structural and connection details. The design shall
take into comprehensive and holistic consideration on standardization, buildability and mode of
delivery (including transportation to site, temporary storage and lifting into place) with due regard to
the specific site conditions for the modules.
Smooth operation and easy maintenance of the hospital are top essential requirement in the MiC
design proposal for this hospital project. The structural system of the MiC modules together with
architectural and building services aspects shall be selected, designed and constructed to ensure that
the hospital’s future operation will not be compromised and no extra burden shall be imposed to the
hospital’s facility management and routine maintenance as compared with conventional design.
Failure to meet this essential requirement will be considered as being not properly address the
architectural, structural and building services aspects as specified in Clause 3 of Part A. The
operation and maintenance aspects comparable to conventional design and construction without
causing extra burden shall be demonstrated as specified in Clause 3 of Part A. The proposed system
shall be demonstrated in Contractor’s MiC Schematic Design Proposal and submitted for Architect’s
review and comment.
1.4 A set of demarcation plans (“MiC Adoption Demarcation Plans”) serves only to illustrate the
accommodations applicable for MiC adoption under List 1 for Medical Facilities of Annex II of
Technical Circular 2/2020 Modular Integrated Construction (MiC) as issued by Development Bureau
(i.e. General Ward, Consultation Room, Treatment Room, Accommodation for Medical Staff,
Education Facility, Pantry and Lavatory) that may be considered by the Tenderer in submission of
the MiC construction floor area. The Contractor may volunteer to adopt MiC in areas outside the
MiC Adoption Demarcation Plans but such areas will not be considered part of the Offered MiC

Area or MiC rating calculation in accordance with Special Conditions of Tender Clause SCT36. The
MiC Adoption Demarcations Plans are provided in good faith for the Contractor's
information and reference only and no representation is made as to the completeness or accuracy of
the MiC Adoption Demarcation Plans and/or the technical feasibility of MiC for the project in whole
or in part. The Contractor shall be deemed to have reviewed the MiC Adoption Demarcation Plans,
other relevant drawings and specifications where appropriate, and generally to have obtained its own
information on all matters affecting its decision on the extent to which it shall adopt MiC as part of
the Contractor's Design for the Works in whole or in part. The Contractor shall develop the necessary
design and details for such MiC works and be fully responsible for any such design and details. No
MiC adoption shall affect the Contractor’s obligations and liabilities under the Contract.
1.5 The Contractor shall also make reference to the relevant clauses referring to MiC, and other forms of
integrated off-site construction as specified in other Particular Specifications, if any.
1.6 The adoption of MiC shall not relieve Contractor’s responsibility to obtain certifications from
accredited laboratory or certification body for equipment or components which may require in
accordance with statutory requirements or contract requirements.
Contractor ‘s MiC design proposal will be reviewed based on compliance with Conditions of MiC
design proposal(s) by Contractor as referenced in Part A clause 3.4 of this Particular Specification.
Should Contractor’s design proposal be rejected by the Architect, Contractor shall timely modify his
MiC proposal in accordance with the timeline as specified in Figure A of this PS and justify in his
programme that Works can be completed within the Contract Period. Contractor shall therefore
review, and closely monitor his master programme at all times during the contract period for the MiC
Work. Contractor’s particular attention is drawn that it shall be his sole responsibility to complete the
MiC design proposals in accordance with Clause 3 of Part A and obtaining all necessary BD in-
principle approvals for MiC modules as specified in Clause 4 of Part A. Final acceptance of proposal
is subject to Architect’s view which is the final decision accordance.
1.8 The design and adoption of MiC shall comply with all relevant technical and performance
requirements for the works as stated in:
a) General Specification for Building (2022 Edition) (MIC in Section 27). (byArchSD)

1.9 Contractor’s proposal of MiC application shall meet the following criteria:
a) No floor level difference between Phase 1 and Phase 2 buildings.
b) No structural alterations and increase in CFA.
c) No change in the NOFA (Net operable floor area) of each room.
d) No change in the building height.
e) No adverse impact on the Tung Wah Museum
f) No adverse impact to the operation of the KWH Hospital.
g) Provision of a clear delivery route and hoisting strategy that will be approved by various
government authorities, such as Transport Department, Police and HA etc.
2.1 The submission of extent of MiC adoption proposal in Construction Floor Area as inserted in
Appendix SCT.L to Special Conditions of Tender ("Offered MiC Area") shall form part of the
Contract. The Tenderer shall submit with his Tender the demarcation plan in Appendix A to this
Particular Specification showing the portions of the Offered MiC Area proposed for each of the
different types of accommodations as laid down for medical facilities under List 1 Accommodations
of Annex II of DevB TC(W) No. 2/2020 (i.e. It is a mandatory requirement to adopt MiC for at least
one General Ward, one Consultation Room, one Treatment Room, one Accommodation for Medical
Staff, one Education Facility, one Pantry and one Lavatory) and other non-mandated
accommodations in respect of which the Tenderer has proposed to use MiC. The Contractor attention
is drawn that the Offered MiC Area proposed for each type of List 1 Accommodations should not be
"zero" or else will be disqualified.
3.1 Within one month from the notified date for commencement of construction of Works, the
Contractor shall submit a MiC Schematic Design Proposal with calculations in terms of percentage
of constructed floor area for evaluation in accordance with Clause 1.7 of Part A of this Particular
Specification.
The extent of MiC adoption in the MiC Schematic Design Proposal shall make reference to the MiC
Adoption Demarcation Plans, and align with the “Offered MiC Area” submitted

by Contractor at the time of Tender. The MiC Schematic Design Proposal shall include a master
programme showing all design submissions, review and approvals, intended methodology, sequence,
stages and order of proceeding with the MiC Works together with the period of time he has estimated
for each activity, taking into account the sequence for schedule of MiC submissions set out in Figure
A to this Particular Specification. Contractor shall coordinate, plan and integrate the design and
construction of MiC Works with rest of the Works and demonstrate all Works shall be completed
within the contract period. Sufficient time shall be allowed in the programme for all activities
including statutory authorities and public utility companies including any statutory and non-statutory
periods specified under the ordinances, regulations, codes of practices, circulars, guidance notes and
the like. The MiC Schematic Design Proposal including the master programme shall form a basis to
evaluate Contractor’s progress in completing the MiC Works, and the Works as a whole, within the
Contract Period in accordance with the requirements of Clause 1.7 of Part A of this Particular
Specification.
3.2 Within 2 months from acceptance of MiC Schematic Design proposal by the Architect, the
Contractor shall submit a MiC Detailed Design Proposal including detailed design and method
statement for acceptance by the Architect. The detailed design and method statement submissions
shall include but not limited to the following: -
a. The detailed extent of building and the types of rooms or facilities with MiC adoption,
with calculations in terms of percentage of constructed floor area;
b. The materials, sizes and weights of off-site components involved and the level of
integration (structure, finishes, fittings, furniture and buildings services) upon leaving
factory, and the maximum load each of the components can sustain;
f. Detail production cycle and the on-site installation and assembly programme of
prefabricated units or components and its relation with the overall design and construction
programme.
g. The detailed method and sequence of production and assembly of units off-site;
h. Full Quality Assurance (QA) / Quality Control (QC) procedures, supervision arrangement

and manpower plan for off-site production, including but not limited to arrangement for
water tightness test, tile pull-out tests, waterproofing test, pipe tests, statutory compliance
checking where applicable;
j. The proposal for delivery of off-site components including logistic route, considerations
on the route, procedures for statutory requirements or any special traffic arrangement,
working hours, temporary protection measures against damage and weather, storage
arrangement on site and other important aspects in logistic planning;
m. The detailed method statement of on-site installation of components / units and site
planning, with step-by-step pictorial illustration (by means of BIM) on the safe work
procedures and sequence of the entire process of on-site lifting, movement and
installation of units, temporary protection measures against damage of building services
and fitting-out works installed during delivery process, jointing with adjacent units/
modules including builder’s works and building services, technical details of
prefabricated connection joints of building services, e.g. cable joints to BS6387,
mechanical joints for water pipes and jointing, medical gases pipe joints to HTM
standards, etc. for on-site fast connection between installed services inside modules;
n. Locations and details of all connection interfaces of off-site architectural, structural and
building services components and their connections with in-situ site works, and any
subsequent on-site waterproofing and finishing work;
o. Location of concealed services, vertical stacks, access points, inspection pits and
maintenance access panels;
p. Inspection / monitor / repair / replacement arrangement for critical structural members
and unit connections, e.g., joint fillers, waterproofing arrangement, air-tightness,
structural connections, e.g., bolt / weld / interlocking etc. if any;
q. Method statements and records on showing proposed provisions for on-site installation,
services connection, inspection, testing, commissioning, future maintenance, alteration
and additional works; and
3.3 Subject to, and without prejudice to, the provisions of SCC 30(A), the MiC Detailed Design Proposal
shall be comprehensive and include full details and sufficient justifications and supporting
information to the Architect's satisfaction, and shall not be limited to the design checking of the
structural adequacy of the parent structures including the foundation systems. In accordance with
SCC 30(A) and Figure A of this PS, the Contractor shall submit detailed proposals to the Architect
for acceptance and allow sufficient time for Architect's comment on his design submissions,
particularly if modification of any building regulations is involved.
Contractor’s attention is drawn to the requirement that the Contractor’s MiC design proposal(s) shall
NOT involve changes to any aspects of the design of the project as shown in tender drawings related
to the following: Building layout, building facades, building height, accommodation headroom
requirements, functional requirements, Net Operating Floor Area (NOFA), key dimensions of
building elements, loading allowance for the foundation systems, major building services provisions,
structural framing system, transfer structures, loading allowance of parent structural elements and/ or
any other related design elements. All intended functions and operations related to medical planning
in the design as shown in the tender drawings must be kept unchanged, including but not limited to
functional stacking and layouts, room adjacency, individual room and corridor critical clear widths
and clear ceiling heights and/ or room environments (air changes, air pressure, acoustic, temperature,
lux levels, radiation shielding, loading capacity etc.). The Architect shall decide, in its sole and
absolute discretion, whether or to what extent any aspect of the Contractor's MiC design proposals
comply with the requirements in this clause.
3.5 The submission of the Offered MiC Area at Tender Stage shall not be deemed as being in full
compliance with this Particular Specification. The Contractor shall review and revise his design
proposals to satisfy the requirements in this Particular Specification during the contract period until
full approval has been granted by the Architect, and any delay in programme as a consequence of this
process shall be entirely the Contractor's responsibility and the Contractor agrees that it shall make
no claim for any extension of time and/or monetary claim related to such delay whether under the
Contract or at law and any such claim by the Contractor shall not be entertained.
3.6 Contractor shall confirm location and details of the off-site production factories, the process and
plants involved and the production capacity no later than 14 days for acceptance by the Architect
from the notified date for commencement of MiC construction of Works. The details of the off-site

a. Details of the proposed factory/ factories including name, location and current size.
b. List of plants involved.
c. Job references for the proposed factory/ factories with similar extent/forms of off-site
production.
d. Resource capacity and production lines dedicated for this contract.
e. Any proposal to engage more than one factory to undertake the off-site assembly of the
integrated multi-services pre-finished MiC unit / module shall not be considered and
accepted by the Architect unless reasonable justifications are provided to the satisfaction
of the Architect. The Architect shall decide, in its sole and absolute discretion, whether or
to what extent any such justifications are reasonable and/or satisfactory.
4.1 The Contractor shall be responsible for all incurred submissions, co-ordination, and liaison works so
as to obtain approvals and clearances from the relevant Authorities having jurisdiction for the
proposed off-site modules construction elements process prior to commencement of the
manufacturing process.
4.2 The Contractor shall be responsible for MiC submissions for approval in accordance with PNAP
ADV-36 and prepare information of his design proposals to facilitate the relevant statutory/
government/ utilities submissions including obtaining in-principle of MiC modules approval from the
Buildings Department (BD). The submission shall be checked and endorsed by the Contractor’s
appointed Architectural and/ or Structural Designers (Refer to Part B of this PS for details) for
compliance with relevant government requirements. The Contractor shall also prepare including but
not limited to subsequent General Building Plans (GBP) and relevant Structural Plans with MiC
modules fully incorporated for Project AP and / or RSE’s onward submission to relevant government
department(s) for acceptance. Contractor shall also be responsible for all further submissions to
Buildings Department if his proposed design involves any modification to building regulations.
4.3 The Contractor shall allow his own time in programme for the relevant preparation, submission and
approvals. The Contractor shall also allow a minimum of 14 calendar days for Architect and Project
AP and/or RSE’s comment on his design submissions.
4.4 The sequence and schedule for MiC submissions is set out in Figure A of this PS.
5.1 The Contractor shall engage a Structural Designer and a Modular Designer, as detailed in Part B of
this PS, to be responsible for the design, design checking and construction supervision of the off-site
modular construction units.
5.2 The design and construction of structural works shall comply with Hong Kong Building
(Construction) Regulations 1990, Particular Specifications, General Specification for Building 2022
including any latest corrigendum, relevant Government Codes, Regulations and PNAPs which should
include but not limited to the following:

5.3 The modular units shall be designed and constructed with sufficient robustness, integrity and stability
and fulfil all Codes and statutory requirements on loading design in the same manner and
performance as in-situ works. In principle, in event of failure of one elements of the construction, the
remaining structure should be sufficiently robust to withstand the loads acting on it without causing
further disproportionate damage.
5.4 If the framing of a module is supporting not only its self-weight but also supporting the structure
above, the possibility of removing one supporting modular unit shall be considered to satisfy the
code requirements on robustness.
5.5 The modules shall also be designed to cater for any temporary static and / or dynamic forces during
lifting, transportation, storage and erection.
5.6 If the permanent structural elements are used to temporarily support construction access, parking,
erection deck for the holding / lifting / erection / installation of the modular units, these structural
elements shall be strengthened to take such temporary forces at Contractor’s own cost.
5.7 The construction sequence and method statements for MiC shall be prepared with due consideration
given to construction tolerances, quality control for the finished building structural elements, etc. In
particular, but without limitation, the construction sequence and method statements for MiC shall
address the details of any required inspections to the finished concrete of the parent structural
elements.
5.8 All design calculations shall be based upon reasonable design parameters and assumptions that
demonstrate an efficient structural design with effective loading transfer path for both temporary and
permanent stages.
5.9 The design should allow for safety and constructability of the works during construction and include
proposed precautionary and mitigation measures.
5.10 The Contractor shall note that no additional loading is allowed for MiC Modules for Rooms/
Accommodations. Contractor shall be responsible for all further submission to Buildings Department
when develop his MiC design and associated changes arise from his MiC Design and at Contractor’s
own cost.
6.0 MATERIALS
6.1 The Contractor shall propose the structural system in form of concrete, steel, or a hybrid
concrete/steel system. The floor system should come with a durable concrete floor slab that can be
easily maintained, good acoustic and fire rating performance. If steel material is used forming part of
the construction, the steel section shall be galvanized according to general specifications. If exposed
steel sections are used as structural elements in modules, fire protection shall be provided in
accordance with statutory requirements as well as the contract specifications. For any proposed
system and associated material used for the volumetric modules, their performance regarding Fire
Resistance Rating, Weather Tightness, Weathering Resistance, Sound Insulation, and Thermal
Insulation shall fulfil current statutory requirements, contract documents and drawings’ requirements
and be equivalent or better than conventional construction methods. MiC component materials
shall have appropriate moisture content and application of appropriate preservative or creosote that
are not hazardous to health and against rot, insect attack and fungal decay.
6.2 In view of the likelihood of each accommodation having to be formed from a combination of several
prefabricated units if their overall dimensions and headroom exceed the statutory limit on
transportation dimensions, the accommodation adopting MiC shall be referred as MiC module, which
may be assembled from several integrally prefabricated MiC units.
6.3 The Contractor shall design the MiC system such that the quantity of joints/ connections on BS
Installation across units shall be minimized as far as possible. For off-site Building Services
Installation, the Contractor shall propose and arrange appropriate connections and joints at suitable
and convenient locations between different units, between different modules and between MiC
modules and in-situ parts. Sufficient access panels for access to all those connections and joints shall
be provided to allow for on-site installation, future inspections and future connections/ terminations
including progressive testing of all installed items and any required rectification to ensure no adverse
effects on the assembly and any subsequent Testing and Commissioning, and alternative and
additional works.
6.4 The Contractor shall follow the QA / QC requirements under Clause 10 of Part A in this Particular
Specification. The design and choice of material and installation across all trades shall facilitate on-
site audit checks as far as possible. Access panels instead of sealing up shall be designed to facilitate
inspections. The access panels provided shall be recessed to match with surrounding finishes and
inconspicuous. The access panels shall not undermine the required airtightness/ weather tightness /
waterproofing / damp proofing / rodent prevention as stated in Clause 7 of this Particular
Specifications.
6.5 In case of accommodation to be assembled by numerous MiC units, the planning of module division
of each type of accommodation and the interfacing treatment of the adjoining MiC units as well as
the choice of materials shall be carefully considered, so that the appearance of the interfacing joints
shall not be visible and shall be integral in appearance as one whole unit of that accommodation. The
interfacing joints shall be coordinated with the interior design as well as align with the placement of
built-in fixture and furniture, e.g., the integrated cabinet cum interior partition between beds in bed
cubicles, toilet cubicles in public and staff toilets, etc., to achieve a harmonious integral, appearance.
6.6 The appearance of the interfacing joints of the adjoining MiC units of each accommodation shall not
be conspicuous and shall be integral into the overall interior design of the accommodation unit.

Seamless finishing treatment, coherent and unitized alignment, special architectural expression of
employment of a combination of materials shall be considered for the articulation of the interfacing
joints in order to achieve a coherent interior design as well as minimize the defects and maintenance
/repair works for the finishes works of these interfacing joints in long run.
6.7 All finished floors, walls and ceiling surfaces of each MiC unit shall be levelled and without abrupt
level difference with adjoining MiC units as well as with the connecting in-situ portions.
6.8 For off-site Building Services Installation, the Contractor shall propose appropriate connections and
joints between different units and/or other areas to form the complete system. The Contractor shall
submit the jointing proposal for the Architect’s approval. Access panels shall be provided to allow
for future inspections and future connections/ terminations including progressive testing of all
installed items and any required rectification to ensure no adverse effects on the assembly and any
subsequent Testing and Commissioning.
7.2 At floor areas intended for wet activities (e.g. toilet rooms, disable toilet, pantry, cleaner room), they
shall be treated with approved waterproofing system to ensure water-tightness.
7.3 The units/ modules shall also be made weather-tight to prevent water ingress, particular during the
transportation phase, temporary storage phase, and erection phase.
7.4 For rooms with infection disease control purposes (e.g. isolation room), the units / modules shall be
designed and constructed to achieve the required airtightness and differential air pressure. All rooms
with differential air pressure shall be subject to Air Tightness test, with reference to relevant
particular specification(s).
7.5 The Contractor shall provide 10 years guarantee from the date of Final Certificate for the
performance of all waterproofing, weather tightness and air tightness.
8.0 TRANSPORTATION

8.1 The Contractor should allow for protection of all installed items and make necessary provisions for
road transport / shipping delivery to the site and hoisting into place for assembly.
The Contractor shall be responsible for timely liaison with the Police, Transport Department (TD),
Environmental Protection Department (EPD) and all relevant authorities for the necessary permit for
delivery of the modules to Site, in particular for vehicles with excessive width, weight or length. The
Police, TD, EPD and other authorities may impose various conditions including limitation on
working hours for transportation. The Contractor shall allow for themselves the time and cost
involved.
9.1 The Contractor shall complete a full mock-up of each type of MiC modules or units at the
prefabrication yard / manufacturing factory. The completed mock-up would then be delivered to an
off-site mock-up area in Hong Kong or Site for further inspection and confirmation of the fitting out
works, selection of materials and finishes at least 3 months before the fabrication. The mock-up shall
be made accessible for the Architect/ Architect’s representative and their QA
/ QC team inspection in pre-fabrication yard / manufacturing factory and in Hong Kong. The
Contractor shall programme the construction of mock-up module in such a sequence as to enable the
Architect and Architect’s Representatives to progressively inspect the Works before the completion
of entire mock-up and / or module.
9.2 Apart from the mock-up requirement stated in other section(s) in the Particular Specification, the
Contractor shall also complete full a mock-up with minimum two storey tall and at least 2 adjoining
modules each for the General Ward (i.e. a minimum of 4 modules) at the prefabrication yard /
manufacturing factory, and deliver to an off-site mock up area in Hong Kong within 1 month from
BD’s approval of Contractor’s Design in MiC modules and in any case no later than 12 months from
the notified date for commencement of construction of Works for review, comments, alteration and
acceptance. For each MiC type in terms of structural and assembly design, at least 1 module of an
integral accommodation shall be demonstrated. The mock-up shall be made accessible for the Project
Team and their QA/QC team for their inspection in pre-fabrication yard/manufacturing factory and in
Hong Kong. The Contractor shall programme the construction mock-up module in such a sequence to
enable the Architect and the project team to progressively inspect the Works before the completion
of entire mock up and/or module.
9.3 The mock-up shall be completed with all architectural elements including but not limited to fitments,
fittings and accessories, work trades and finishes, all building services installations including but not
limited to air ducts, water pipes, gas pipes, cable trunking, concealed conduit / containment, bedhead
trunking, LAN/ power ports & outlets, sockets, lighting fixture, etc. and the like. The mock-up shall
demonstrate the framing system, connection details between the units, between the modules and
between the modules and the in-situ structural elements, the vertical and horizontal alignment and its
tolerance, and the trial installation sequences including the construction of in-situ structural parts
around and above the modules. If the MiC module consists of an external surface, the mock-up shall
also demonstrate the weather tightness / waterproofing / damp proofing of the completed Works
including but not limited to roofing and external wall treatment. The extent and the detailed design
drawings of the mock-up shall be provided to Architect for approval before fabrication.
9.4 For the interior, the mock-up unit shall demonstrate the intended choice of materials (with colour,
pattern, etc. to be confirmed in the off-site mock-up stated in other parts of the Particular
Specification), construction details including on-site touch up works, placement of built-in fixture,
furniture and fittings (details to be confirmed in aforementioned off-site mock- up), interface details
of all structural, architectural and building services components, access panels for maintenance and
inspection, clear ceiling height and clear widths of room, and other items considered essential by the
Architect. The Architect shall decide, in its sole and absolute discretion, whether or to what extent
any such items are essential.
9.5 The Contractor shall not proceed with any production of the units prior to approval of mock-up by
the Architect. The Architect reserves the right to reject any Works commenced, installed and / or
completed and material ordered before Architect’s approval had been given. All cost and time
implications arising out of or in connection with the same shall be borne by the Contractor.
9.6 Upon Architect’s review and approval on the mock-up, these mock–up shall set the type of materials,
standard and quality of workmanship as well as the correct locations of all building services
installations and fittings, fitments, accessories and the like works allowed under the contract. Unless
otherwise instructed by Architect, the production of all remaining units at the factory shall be carried
out and completed in exact conformity to or higher than the standard and quality of workmanship and
materials completed for the mock-up.
9.7 Performance and functional testing on airtightness on air leakage for pressurization shall be required
in accordance with the requirements set out in the Drawings and/ or Specifications for all rooms with
infectious disease control purposes.
9.8 The mock-up shall also demonstrate the weather tightness / waterproofing / damp proofing
performance of the completed Works including but not limited to roofing and external wall
treatment. This shall be demonstrated in the mock-up which shall be provided to Architect for
approval before fabrication.
10.1 The Contractor shall ensure the quality of the off-site fabrication and on-site installations, and that all
modules are fabricated off-site to the approved design, required specifications, standards and quality.
10.2 The Contractor shall submit Quality Plans for the manufacturing process, in-process checks and tests
to verify the quality and integrity of the installation. Allow testing laboratory and/or his
representatives, Resident Site Staff, Licensed Plumber, Licensed Electrical Worker, Licensed Gas
Worker, etc. to carry out standing supervision for the manufacturing process, verification checks and
tests at the manufacturing plant.
10.3 Only manufacturer(s) who have obtained, before the closing date of the Tender, Letter of In-
principle Acceptance for MiC System from Buildings Department (BD) for past projects and
demonstrated the capacity to supply MiC building system shall be engaged.
The modules should be fabricated by a factory with ISO 9000 or equivalent quality assurance
certification. For factories involved in concrete production, the factories shall also have Quality
Scheme for the Production and Supply of Concrete (QSPSCTM) or equivalent certification / standard
/ scheme that can prove the quality of concrete products. Prior to the fabrication of units, the
Contractor shall prepare a Quality Assurance Scheme of fabrication process. The Quality Assurance
Scheme shall be reviewed and endorsed by Architectural, Structural and Building Services Designers
with a statement confirming that the scheme has adequate provisions to ensure the quality of
production complying with the statutory requirements, contractual requirements and approved
design. The submission shall be made to the Architect for approval.
10.5.1 The quality control and supervision shall be in compliance with the latest requirements as
stipulated in but not limited to PNAP ADV-36, PNAP APP-158, Code of Practice for Site
Supervision 2009 and Technical Memorandum for Supervision Plans 2009 issued by Buildings
Department, Circular Letters issued by Buildings Department including Circular Letter ref.: BD
GR/1-125/54, Fire Services Department’s Circular Letter No. 3/2019, Water Supplies
Department’s Circular Letter No. 2/2019 and Guidance Note on Fixed Electrical Installations with
Modular Integrated Construction Method by Electrical and Mechanical Services Department, and
any latest regulations, corrigendum, relevant Government Codes and PNAPs.
10.5.2 The Design Management Team as defined in Clause 1 of Part B shall submit a Quality Control
and Supervision Plan which includes architectural, structural and building services engineering
disciplines and shall assign their respective Quality Control Supervisory Team (QCST) to
supervise the modular unit production work in respect of fire resisting constructions (such as fire
resisting doors and fire resisting pipe collars), drainage works, structures, etc. in accordance with
the requirements stipulated in the PNAP APP-158. Other than PNAP APP-158 requirements, the
Contractor shall implement similar level of supervision of building services engineering discipline
to discharge their duties to supervise and monitor the production works and reporting. Details of
supervision shall be clearly stated in the above-mentioned Supervision Plan.
10.5.3 Similarly, the Contractor should assign a Quality Control Co-ordination Team (QCCT) to
supervise the modular unit production work in the prefabrication factory, including all builder’
works, building services installation works, structures, and any other works considered essential
by the Architect / Architect’s representative. The Contractor shall determine the required

qualification of the supervisory personnel and necessary frequency of supervision of QCST and
QCCT subject to the minimum standards in Table 1 below, the particular requirement of
supervision team for building services installation works, and submit to the Architect for
approval.
* T3/ T1 refers to Grade T3/ T1 Technically Competent Person equivalent as stipulated in the Code
of Practice for Site Supervision.
Particular Requirement of Supervision Team for building services installation works (Modular Unit
Construction):
For the building services installation works, the Contractor shall provide full time qualified and
competent building services coordinator to coordinate, monitoring and supervise the building
services works with the support from full time competent foremen on the Site for each trades of each
building service installation.
The Contractor shall immediately replace any building services coordinator, supervising engineer or
foreman whose experience, skill or competency is in the opinion of the Architect found to be
inadequate for the particular work.
Curriculum Vitae of the supervisory staff from foreman level upward and all supervision engineers
shall be submitted for approval.
10.5.4 The names and qualifications of the supervisory personnel assigned by the Contractor should be
recorded in an inspection log book. The details of production, inspection, auditing and testing of
unit should be recorded in the log book by the supervisory personnel. The log book should be kept
in the prefabrication factory and a copy of it should be kept at the building site office and, when

should inspect and carry out audit checks at the prefabrication factory at least once every month.
A copy of the audit reports of the prefabrication factory duly endorsed by Contractor’s Designer
are to be submitted to the Architect for record purpose. These audit reports should also cover the
quality and qualified supervisions by the respective QCST and QCCT.
10.5.6 As an alternative to the requirement for the audit checks at the prefabrication factory specified
above, the Designers may consider carrying out on-site audit checks to the quality of the units
delivered to the building site. In such situation, the Contractor shall seek prior agreement of such
arrangement by the Architect, and shall submit a copy of on-site audit reports on the quality of the
units delivered to the building site to Architect for record purpose, covering the quality and
qualified supervisions by the QCST. The rate of sampling for the audit checks shall be at least 1%
of each type of units delivered to the building site.
10.5.7 The supervisions by the QCST, QCCT and the audit checks by the Design Management Team for
each sample of the modular units should include but not limited to the following items in table
below, where applicable:

The tests should be carried out by a laboratory accredited under the Hong Kong
Laboratory Accreditation Scheme (HOKLAS) or by other laboratory accreditation bodies
which have reached mutual recognition agreements/ arrangements with HOKLAS for the
particular test concerned should be submitted for Architect’s approval. Test results should

10.5.8 Further, the Architect may assign site supervisory staff to monitor the workmanship of off- site
work activities and testing.
10.5.9 All costs and expenses arising from and / or in connection with adhering to the above- mentioned
requirements, including but not limited to the cost of open-up inspection and subsequent
rectification works shall be borne by the Contractor.
10.5.10 All logbooks, reports and any other type of records required to be prepared under this Particular
Specification and other parts of the Contract shall be prepared contemporaneously by qualified
and/or specified personnel in accordance with the contractual and/or statutory requirements. The
Contractor shall be responsible for appointing such personnel, notifying the Architect and/or
relevant statutory authorities of such appointment in accordance with any relevant contractual
and/or statutory requirements, and effectively communicating such appointment to such
personnel.
11.1 The Architect may also deploy an Independent Testing Laboratory and/or his representatives
including architectural, structural and building services disciplines to carry out audit checking and
inspection/supervision on the production of the off-site modular construction units outside Hong
Kong. The Contractor shall give reasonable advance notice to the Architect of not less than 48 hours
before carrying out any fabrication and/or testing of off-site modular construction units outside Hong
Kong to allow the Architect to deploy the testing laboratory and/or his representatives to carry out
the audit checking and inspection/ supervision. Any works/ tests that have been carried out without
adequate advance notice shall deem to be rejected unless demonstrated to the satisfaction of the
Architect.
11.2 The Contractor shall arrange for all necessary access and attendance for the testing laboratory and/or his
representatives including but not limited to provision of workstation in factory and related insurance for the
duration of the Architect / testing laboratory and/or his representatives off-site inspection/supervision. As
and when necessary, the Architect / testing laboratory and/or his representatives may require samples of
material, workmanship, installation and the like to be provided for review and the Contractor shall provide the
same within a reasonable time. The Architect / testing laboratory and/or his representatives may call for
meetings on quality matters and the Contractor’s attendance is necessary. The powers of the testing laboratory
and/or his representatives may include but are not limited to the following:
a. Inspect the off-site modular construction units and require the same to be in accordance
with the testing laboratory and/or his representatives complete satisfaction before the
same are made part of the Works in accordance with this Particular Specification;
b. confirm that the off-site modular construction units have met all Contract requirements
and are ready for shipment to the Site;
c. confirm that the off-site modular construction units have clear identification of the
ordering person as the Employer and the destination as the Works;
d. confirm that the off-site modular construction units either are set apart or are clearly and

11.3 The Architect’s representative / testing laboratory and/or his representatives may order additional
tests after the modules delivered to the Site to verify the compliance with the specification. The
Contractor shall allow sufficient time in the programme for such testing, and shall bear the costs of
the loss of materials and the testing arisen thereof. The off-site mock-up shall only be taken down
after the approval given by Architect, and in any event, no earlier than the completion of the MiC
Works.
11.4 Subject to the actual design of the MiC modules, the minimum level of inspection by testing
laboratory and/or his representatives of architectural, building services and structural aspects shall be
in accordance with the requirements stipulated in the Site Administration Handbook published by
ArchSD. Testing & Commissioning of building services and installation of MiC modules shall be
witnessed at least in accordance with the minimum percentages for Building Services Staff as per
Building Services Branch Instruction which states the requirements for witnessing testing &
commissioning and installation by site staff and the engineer. The proposed level of inspection and
requirements for witnessing testing & commissioning and installation shall be submitted to Architect
for acceptance before adoption.
12.1 The Contractor shall complete a trial installation of MiC module(s) on site for review, comments,
alteration and acceptance. The trial installation shall be made accessible for the Architect and their
QA / QC team for their inspection. The Contractor shall programme the construction trial installation
in such a sequence as to enable the Architect to progressively inspect the Works before the
installation of the module is completed.
12.2 The trial installation shall demonstrate the typical lifting arrangement, work sequence, temporary
works, connections of all structural, architectural and building services, weather tightness treatment
etc. as stated in the method statement can be realized, and the construction tolerance and
workmanship are all up to the contract requirements.
12.3 The Contractor shall not proceed with any installation of other modules prior to approval of trial
installation by the Architect. The Architect reserves the right to reject any works commenced,
installed and / or completed and before Architect’s approval had been given. All cost and time
implications arising out of or in connection with the same shall be borne by the Contractor.
12.4 Upon Architect’s review that the trials are conducted satisfactorily, the trial shall set as the type of
materials, standard and quality of workmanship for installation. Unless otherwise instructed by
Architect, the installation of all remaining units on site shall be carried out and completed to exact

12.5 The Contractor shall allow for the completion, protection, housekeeping, security, maintenance of
both off-site mock-up and on-site trial in advance of remaining site works and the Contractor shall
not be entitled to any loss and expenses incurred or any other compensation, damages or other
amount whatsoever, or any extension of time.
13.0 LEVEL OF COMPLETENESS FOR OFF-SITE PRE-FABRICATED UNITS WITH
FINISHES, FITTINGS AND BUILDING SERVICES

13.2 Removal of protection, minor touch up and final Testing & Commissioning of installed systems is
generally acceptable to be carried out on site.
13.3 Where there are minor deviations from the above-mentioned levels of completeness due to technical
constraints, the Contractor shall obtain prior approval from the Architect.
13.4 With regard to the particular requirement of Design for Manufacturing and Assembly (DfMA) for
Multi-trade Integrated MEP (MiMEP) in Building Services Installation, the contractor shall refer to
the requirements as detailed stipulated on the Appendix E of Section “BS.01 - General Requirement
for Building Services Installations”.
14.1 A maintenance manual for the off-site pre-fabricated units in factory-controlled environment should
be provided by the Contractor upon building completion, to enable future operator and maintenance
agents to understand all issues related to the usage, maintenance and alterations of the units.
14.2 Apart from general information on the construction, layout, materials, general cleaning inspection
maintenance procedure of the units, the manual shall draw particular emphasis to aspects which are
not commonly anticipated in conventional in-situ building works such as the following (Please note
that this list is not exhaustive): -
a. Particular routine inspection and checking requirements for integrity of modular units
b. Inspection of modular unit displacement and allowable limit
c. Inspection, testing and repair of structural, architectural and building services
connections
d. Inspection, testing and repair of waterproofing at external wall and roof
e. Location of inspection pits and access panels
f. Instructions for drilling and fixing requirements inside the modular units
g. Instructions for alterations (e.g. internal partitions, building services)
h. Instructions for replace or repair of installed finishes, fixtures, fittings, building services
etc.
B DESIGN MANAGEMENT
1.1 The Contractor shall provide and employ in connection with the execution of design of off- site modular
construction elements as specified in Clause 1.6 of Part A in this Particular Specification such skilled and
qualified designers in particular the following:
1.1.1 Architectural design – the designer for architectural works (herein called ‘MiC
architectural designer’) shall be both (i) a Registered Architect in Hong Kong under
the Architects Registration Ordinance and (ii) an Authorized Person (List of
Architects) as defined under the Buildings Ordinance. He/she shall possess
a minimum of 5 years of post-professional qualification experience as a
Registered Architect in the design, supervision and co- ordination of building
construction projects. The architectural designer shall be the leading consultant
responsible for the overall design co-ordination and management of other designers,
namely the structural designer, building services designer and modular designer to
ensure that the design of off-site modular construction elements is well-integrated and

fully complied with statutory requirements and the relevant specifications to the
acceptance of the Architect.
1.1.2 Structural design – the designer for structural works (herein called ‘MiC structural
designer’) shall be both (i) a Registered Structural Engineer (RSE) as defined under
the Buildings Ordinance and (ii) a corporate member of the Hong Kong Institution of
Engineers (HKIE) in structural discipline or equivalent. He/she shall possess a
minimum of 10 years of post-HKIE qualification experience in the design, supervision
and co-ordination of structural works in building construction projects. The structural
designer shall be responsible for the preparation of all structural submissions
associated with the design of off-site modular construction units in order to obtain
approval from the Project RSE and other relevant government departments. The
Contractor’s RSE shall endorse all the required calculations and drawings and certify
that the design submission documents have been prepared by him/her in accordance
with the Hong Kong Buildings Ordinance, its subsidiary regulations and all other
relevant Code of Practices and Practice Notes (PNAPs). The duly signed Certificate
shall be included with the structural design submission. The structural designer shall
also take the role in supervision and co-ordination of the off-site modular construction
elements.
1.1.3 Building services design - the designer for building services works (herein called ‘MiC
building services designer’) shall be a corporate member of the Hong Kong Institution
of Engineers (HKIE) in building services, electrical or mechanical discipline or
equivalent. He/she shall possess a minimum of 5 years of post-professional
qualification experience in the design, supervision and coordination of building
services installations in building construction projects. The building services designer
shall take the role in design, supervision and coordination of the off-site modular
construction in building services installations
1.1.4 Modular Design – the designer for modular integrated construction (MiC) (herein
called “MiC modular designer”) shall possess an acceptable university degree or
equivalent qualification in building construction, with minimum of 5 years’ of post-
qualification experience in building construction projects. Among the 5 years’ post-
qualification experience, it shall include minimum 1 year experience in MiC or
relevant off-site prefabrication experience in planning, design and implementation of
volumetric modules construction in completed building construction projects. The
modular designer shall have knowledge in the latest technology of modular integrated
construction. He/she shall be led by and assist the architectural designer to incorporate
the MiC consideration, providing advice on the construction detailing, production
process, transportation to site, site installations and to ensure that the MiC design can
be successfully delivered and fulfil all functional and statutory requirements. The
modular designer can be a qualified person directly employed by the Contractor or an
external consultant firm.
1.1.5 The Contractor shall submit the organization chart of the Design Management Team
with full particulars and details of the designers to the Architect for acceptance within
14 days from the Contract Commencement Date. The designers shall not be the
consultants (whether on his own or through his associated companies, associates or

associated persons or in joint venture with others) who are employed by the Employer
for this Contract. The scope of service for each of the above designers shall also be
submitted to the Architect.
1.1.6 The Contractor shall notify the Architect in writing of any substitution or replacement
of any designer referred to by his name in the technical resources submitted with his
Tender for acceptance by the Architect.
2.1 The Contractor’s design proposals submitted with the Tender shall not be deemed as accepted by the
Architect in full compliance with the requirements in this Particular Specification. The Contractor
shall be required to follow the design checking procedures.
2.2 The Contractor shall prepare and submit for the acceptance of the Architect a Modular Construction
Design Plan to show how he shall implement the design process. Within one week of the acceptance
of the Contractor’s MiC Detailed Design Proposal, the Contractor shall submit for the Architect’s
acceptance for the Modular Construction Design Plan.
2.3 The Modular Construction Design Plan shall address the following matters: -
a. Organisation chart of the Contractor’s MiC design team with details showing:
- The information of the key people and their duties and responsibilities;
- Relationship of the MiC design team with contractor’s management team, site supervision
team, building services co-ordination team, construction team, MiC supplier, MiC
supervision team at factories, during transportation and on site, etc.;
- Clear line of vertical and lateral authority; and
- Clear lateral communication.
b. Document flow chart and acceptance plan, including of statutory submissions;
c. Design changes management procedure;
d. Design and submission programme, in line with the construction programme;
e. Proposed title block layout and document numbering system;
f. Proposed standard forms, etc.
2.4 The Modular Construction Design Plan shall be reviewed with the Contractor and accepted prior to
the start of the bulk of the design process.
2.5 The Contractor shall submit in accordance with the Modular Construction Design Plan to the
Architect for design acceptance. The Architect shall, either give his acceptance in writing or notify
the Contractor in writing of his reasons for not accepting it within a reasonable period and in such
manner as stated in Clause 2.6 of Part B hereafter. The Contractor shall submit to the Architect in
accordance with the Modular Construction Design Plan: -
2.6 The Architect shall within the reasonable period upon receipt of the detail of the Contractor’s design,
part or parts thereof submitted in accordance with the Modular Construction Design Plan, notify the

Contractor in writing: -
2.7 Provided that if none of the above actions is taken within the said period, the Architect’s Design
Acceptance shall be deemed to have been given.
2.8 The Contractor shall within 14 days of receiving notification under Clause 2.6 of Part B or within
such further period as the Architect may allow in writing, provide the further information requested,
failing which Design Acceptance shall be deemed to have not accepted. The Architect shall within
reasonable period upon receipt of such further information grant or not grant Design Acceptance in
accordance with Clause 2.6 of Part B.
2.9 If at any time it becomes apparent to the Contractor that an amendment to the Contractor’s design is
required for the proper completion of that part of the works involved in such design, then he shall:
2.10 In addition to documents prepared by the Contractor’s designers, the Contractor shall prepare shop
drawings and co-ordination drawings reflecting the fabrication or installation details of the
permanent works. The documents shall be vetted by the Contractor’s designers as complying with the
accepted design before submitted to the Architect for acceptance.
2.11 The Contractor is required to schedule for a minimum of 3 submissions for the Design Acceptance.
The actual number of submissions would depend on the compliance of the design with the
requirements in this Particular Specification. The Architect is not obliged to give acceptance when
the scheduled number of submissions is made. Acceptance would be given when the design fulfils
the requirements to the satisfaction of the Architect.
