Introduction to NSDA

The National Skill Development Agency (NSDA) was created to coordinate and
harmonize the approach to skill development among various stakeholders, including
central ministries, state governments, the private sector, and non-governmental
organizations. Its primary objective is to promote skill development by facilitating
the creation of a skilled workforce that meets the needs of the economy.

Mandate and Functions

As per the Gazette Notification dated June 6, 2013, NSDA is mandated to:

Coordinate and Harmonize Skill Development Efforts: Work with various


ministries and departments to align skill development initiatives.


Anchor and Operationalize the National Skills Qualifications Framework


(NSQF): Ensure that the framework meets sector-specific requirements.


Evaluate Existing Skill Development Schemes: Assess the efficacy of current


programs and suggest improvements.


Create and Maintain a National Database: Develop a dynamic Labour Market


Information System (LMIS) to track skill development efforts.


Advocate for Skill Development: Promote the importance of skill


development among various stakeholders.


Ensure Inclusivity: Address the skilling needs of disadvantaged and


marginalized groups, including SCs, STs, OBCs, minorities, women, and
differently-abled persons.


National Skills Qualifications Framework
(NSQF)
The NSQF is a competency-based framework that organizes qualifications according
to a series of levels of knowledge, skills, and aptitude. It aims to:

Standardize Qualifications: Provide a clear structure for qualifications across


various sectors.


Facilitate Mobility: Enable individuals to move between education and


training systems.


Promote Lifelong Learning: Encourage continuous skill development


throughout an individual's career.

The NSQF is implemented through the National Skill Qualification Committee (NSQC),
with a permanent secretariat set up in NSDA .

Key Initiatives and Programs


1. Skill Development Missions

NSDA collaborates with state governments to plan and implement skill development
programs tailored to regional needs. Through technical assistance programs with
international agencies like the Asian Development Bank (ADB), European Union (EU),
and the Department for International Development (DFID) of the UK, NSDA supports
state skill development missions in building their capacities .

2. Labour Market Information System (LMIS)

To make informed decisions, NSDA is developing a national database that provides


comprehensive information on skill development initiatives. This system aims to:

Enhance Transparency: Provide stakeholders with access to relevant data.



Improve Efficiency: Streamline the implementation of skill development


programs.


Reduce Duplication: Ensure that individuals benefit from different schemes


without redundancy.

3. Skills Innovation Initiative

Recognizing the need for innovative approaches in skill development, NSDA has
established a committee under the Skills Innovation Initiative. This committee
reviews proposals and facilitates the application of innovative practices on a wider
scale. Several innovative approaches have already been identified for broader
implementation .

Collaboration with Other Organizations


NSDA works in tandem with other organizations to strengthen the skill development
ecosystem:

National Skill Development Corporation (NSDC): NSDC focuses on training


and capacity building, while NSDA ensures quality assurance and policy
research. Together, they form the backbone of the National Skill
Development Mission (NSDM) .


Sector Skill Councils (SSCs): These councils, approved by NSDC, develop


National Occupational Standards (NOS) and Qualification Packs (QPs) for
various sectors, ensuring that training programs align with industry
requirements.

Achievements and Impact


Since its inception, NSDA has made significant strides in transforming India's skill
development landscape:

Development of Qualification Packs: Over 1,386 Qualification Packs with


6,744 unique National Occupational Standards have been developed and
validated by more than 1,000 companies.


Introduction of Vocational Training: Vocational training has been introduced


in 10 states, covering over 2,400 schools and benefiting more than 250,000
students.


Collaboration with Universities: NSDA is working with 21 universities and


community colleges under UGC/AICTE to align education and training to the
NSQF.


Implementation of Skill Development Programs: NSDA has been


instrumental in implementing programs like the Pradhan Mantri Kaushal
Vikas Yojana (PMKVY), which aims to provide industry-relevant skill training
to youth.

Challenges and the Way Forward


While NSDA has made commendable progress, several challenges remain:

Skill Gap: Despite various initiatives, there is still a significant gap between
the skills possessed by the workforce and those demanded by industries.


Awareness: Many individuals, especially in rural areas, are unaware of the


skill development opportunities available to them.



Infrastructure: The lack of adequate infrastructure in certain regions
hampers the effective delivery of training programs.

To address these challenges, NSDA plans to:

Enhance Awareness Campaigns: Increase outreach efforts to inform


individuals about available skill development programs.


Strengthen Infrastructure: Invest in building and upgrading training centers,


especially in underserved areas.


Foster Industry Collaboration: Work closely with industries to ensure that


training programs are aligned with current and future job market needs.
