India's decision to close the Integrated Check Post (ICP) at Attari in the wake of the Pahalgam terror
attack is set to halt cross-border trade, which stood at ₹3,886 crore between India and Pakistan.
Bilateral trade had already been declining since India imposed a 200% duty on Pakistani goods in
2019, following the Pulwama terrorist attack. Official data shows India exported soya bean, poultry
feed, vegetables, red chilies, plastic granules, and plastic yam, while importing dry fruits, dates,
gypsum, cement, glass, rock salt, and herbs from Pakistan via Attari. The port, spread over 120 acres,
is significant due to its direct access to National Highway 1.

Tensions between the two countries, particularly after the Pulwama attack, reduced trade from
₹24,370.78 crore in 2018-19 to ₹12,257.55 crore in 2022-23. However, trade rebounded to ₹3,886.53
crore in 2023-24, the highest in five years. Cargo movement also dropped from 49,102 consignments
in 2018-19 to just 3,827 in 2022-23. In dollar terms, India-Pakistan trade has shrunk to about $2
billion annually over the past five years, a small fraction of the $37 billion trade potential estimated by
the World Bank. India's overall goods trade stands at $430 billion, while Pakistan's is approximately
$100 billion.
The aid-dependent Pakistani economy has faced recurring bouts of high inflation following the COVID-
19 pandemic and widespread social unrest. In May last year, violent street protests in Pakistan-
occupied Kashmir (PoK) led to one police officer’s death and over 90 injuries, according to Pakistani
media. The protests followed the arrest of around 70 members of the Joint Awami Action Committee,
a traders' organization, during a strike against rising food, fuel, and utility costs. The economic crisis
in Pakistan has created hardships for citizens, with some traders further affected by the cessation of
trade with India.
Additionally, the IMF revised Pakistan's growth forecast down to 2.6%, citing the impact of US tariffs,
which are at 100-year highs, and warned that increasing global trade tensions would further hamper
growth.
Trade experts note that India-Pakistan trade via the Attari border created a significant economic
ecosystem in Punjab, especially in and around Amritsar and Attari. The trade provided direct and
indirect employment to thousands, including transporters, porters, shopkeepers, and workers in
related industries. There are around 1,500 registered porters at the ICP, with about 500 working
regularly. Jobs for truck drivers, cleaners, and other staff are now at risk. Manjinder Singh, a local
transporter, said, "Once, the ICP was a hope for the development of the border belt. Now the few
families it was feeding are also worried about finding new work."
Political parties, including Congress, Shiromani Akali Dal, and AAP, had called for opening trade via
the ICP due to demands from traders in Punjab and nearby areas. However, trade is often the first
casualty when tensions escalate between India and Pakistan, with the Wagah-Attari land route being
no exception. A research report from the Centre for Research in Rural and Industrial Development
(CRRID) noted that while trade restrictions affect all stakeholders, the impact is far more severe in
Punjab, where most of the trade originates.
The Attari-Wagah land route, opened in 2005, began truck movement in 2007, and the ICP at Attari
was inaugurated on April 13, 2012. Passenger movement across the border declined significantly over
the years, from 80,314 crossings in 2017-18 to just 6,177 in 2020-21, before gradually improving to
71,563 crossings in 2023-24.
