This offer covers the design, engineering, manufacturing and factory testing of Smart Ring Main Unit

Section 4: Cubicle Description
The following features have been offered:
4.1) Cubicle Details

Section 5: SERVICES
5.1) Cubicle Engineering
Engineering included is limited to the cubicle engineering for the new panels quoted. Setting
calculations, CT, PT, AC, DC, requirement calculations, Interface engineering and System
Engineering (Main and Remote Substations) are presently not offered.
5.2) Drawings
Drawings will be as per IEC 61082 standards. Negatives, microfilms, floppy diskettes, optical
laser discs etc. are not included in our scope. Wiring tables between protection equipment and
rear terminal blocks are provided as well as a detailed list of apparatus and assembly drawings.
Three manuals per substation covering testing and commissioning literature on relays included
will be supplied by us. Additional copies if required will be at extra cost. Please note that plant
circuit diagrams or interfaced drawings and any modification drawings for remote ends are not
included in the scope.
5.3) Training
Not included.
5.4) Testing
The cubicles are tested before delivery according to Factory routine test program (IEC 61439).
The routine test includes:
Check of the mechanical design
Check that all the ordered material is included
Functional check on all the protective relays and other devices from the terminal blocks
Accuracy tests and calibration of meters will not be repeated during factory routine
tests. However, a copy of the manufacturer’s routine test certificate would be
submitted for records.
5.5) FAT
Our offer includes FAT of the offered system. FAT is Limited to a maximum of 5 working days
(for the whole scope).
This inspection will involve repetition of certain selected routine tests. The FAT will be
conducted in META Factory, in Saudi Arabia. The inspection date will be announced at least 4
weeks before the date of the planned tests. The final date will be communicated one week
before the planned tests. In case no inspector is available at the time for the tests, it shall be
deemed to be inspected and shall be performed according to schedule.
Cost of air tickets, boarding & lodging costs and daily allowance for inspectors, etc. are not
included.
After completion of FAT the equipment will be finally prepared for transportation as per
delivery terms.
Section 6: Exclusions
1) The following equipment’s / items are NOT included in our offer.
Power station MIMIC panel.
Any interfacing work at site.
AC/DC distribution boards.
Relay setting calculation and CT/PT suitability calculations.
Fire protection equipment’s.
CT’s, PT’s, laptops, CT sizing software etc.
Cable terminations, accessories and hardware.
Base frames or Channel etc.
Buchholz relays, oil and winding temperature equipment.
Any future requirements.
Inter panel wiring at site, cabling, interface engineering, system engineering, testing and
commissioning.
Removal/dismantle of existing protection and control equipment’s at site.
Any modification of existing control and protection panel.
SOE & TFR & Data Retrieval Panel and Fault locator.
Annunciator standalone panel.
GPS CLOCK Synchronizing Signal for (TFR and PSE).
2) All site Civil, installations, cabling and testing is out of scope.
3) 13.8 K.V Operation spare parts has been excluded from the scope.
4) For the modification works related to protection/control/annunciation /metering at any of the
substation /remote substation the loose material not consider in our offer.
5) SAS /SCADA new or Modification at main or remote end not included in our offer.
6) No capacitor bank protection considered in our offer.
7) Any media converter panel is not in our scope of supply.
8) Special tools requirement for this project is not included in our offer.
9) Telecommunication protection requirements not in our scope.
10) Any interface activity between the offered cubicles and existing cubicles.
11) Any training or operation spare part not mentioned at this offer.
