1. Introduction

2. Applicability
As per the Gujarat Fire Prevention and Life Safety Measures Regulations, 2023, these norms

across Gujarat and are applicable to all buildings listed in the Third Schedule of the Gujarat
Fire Prevention and Life Safety Measures Rules, 2014.

3. Fire Safety Plan Approval (FSPA)


Before starting construction, a Fire Safety Plan Approval must be obtained. The plan should
include detailed building layouts highlighting the placement of fire safety systems, and must
be countersigned by the owner and licensed professionals.

4. Fire Safety Certificate (FSC)


Upon completion of construction, a Fire Safety Certificate must be procured. This certificate
confirms compliance with the approved fire safety plan and is valid for three years. Renewal
is required two months prior to expiration.

5. Mandatory Fire Safety Installations


The following installations may be required depending on building specifications:
- Fire Extinguishers
- Fire Alarm Systems
- Smoke Detectors
- Hydrant Systems
- Sprinkler Systems
- Emergency Lighting and Signage

Specifications are guided by the National Building Code (Part 4) and the CGDCR 2017.

6. Display of Fire Safety Information


For buildings above 15 meters, display boards indicating fire NOC details must be
prominently placed, as mandated by Ahmedabad Municipal Corporation.
