Project background

The Seas of Change Ethiopia project is a 5-year project that will work at the nexus of
the regenerative agriculture (RA) and productive use of renewable energy (PURE)
areas. The project aims to drive system transformation in the RA and PURE nexus by
promoting regenerative agriculture (RA) practices that restore ecosystems, enhance
productivity, and integrate with renewable energy solutions for sustainable market
systems and inclusive growth. The project will apply an innovative hybrid
implementation model where it leverages existing initiatives and expertise within the
ecosystem and connects actors to facilitate processes and encourage synergies.

The Seas of Change Ethiopia project falls under the Strategic Partnership umbrella
programme. The Strategic Partnership programme will provide strategic steering and
support to the RA-PURE nexus portfolio (in and beyond SNV), with dedicated programs
towards advancing the RA-PURE nexus in Ethiopia, Kenya, Rwanda, and Uganda.
Purpose of the Job

The MEAL Advisor will oversee the design and implementation of a comprehensive
MEAL framework to ensure data-driven decision-making and impact measurement of
the RA-PURE nexus project This role is responsible for institutionalizing systems
transformation thinking, guiding adaptive management, and supporting project teams
and partners in effectively tracking progress and scaling impact.

The Advisor will work closely with Country and Global MEAL team, program leadership,
implementation partners, and stakeholders to foster a culture of learning, accountability,
and innovation. This includes developing and managing MEAL tools, conducting data
analysis, and ensuring alignment with donor requirements and strategic objectives.

Job Description

MEAL Framework Development & Systems Thinking Integration

 Develop and implement a robust MEAL framework, including key performance


indicators (KPIs), methodologies, and data collection tools, to track project
outcomes and impacts.
 Align MEAL strategies with donor requirements, organizational objectives, and
sectoral priorities.
 Institutionalize systems transformation thinking within project teams and partners
by integrating it into MEAL approaches and program design.
 Ensure the MEAL framework supports real-time monitoring, adaptive
management, and learning-driven decision-making.

Data Collection, Analysis & Reporting

 Lead the design and execution of baseline, midline, and endline evaluations to
assess project impacts.
 Develop data collection protocols and ensure high-quality, reliable, and ethical
data from project sites and stakeholders.
 Analyze quantitative and qualitative data to identify trends, challenges, and
opportunities for program improvement, and to prepare high-quality reports.
 Develop user-friendly dashboards and data visualizations to communicate
findings effectively.

Learning, Knowledge Sharing & Adaptive Management

 Capture case studies, success stories, and best practices to inform future
projects and policy development.
 Facilitate learning sessions with project teams and stakeholders to ensure
continuous adaptation and improvement of strategies.
 Ensure feedback mechanisms are in place to integrate stakeholder input into
project design and execution.
Capacity Building & Stakeholder Engagement

 Train and mentor project staff, partners, and stakeholders on MEAL principles,
tools, and data collection techniques.
 Provide technical support and guidance to ensure MEAL practices are effectively
applied across all program components.
 Support fostering collaborative relationships with donors, policymakers, and other
ecosystem actors to strengthen the RA-PURE nexus.

Compliance, Quality Assurance & Ethical Standards

 Ensure that all MEAL activities comply with ethical standards, data protection
regulations, and donor requirements.
 Regularly review and update MEAL tools and methodologies to maintain
relevance and accuracy.
 Conduct field visits to validate data and assess MEAL system implementation.
 Manage the corporate-level results database, consolidating program impact data
for internal and external reporting.

Qualifications

 Bachelor or Master’s degree in specialised/ relevant technical field.


 A minimum of 8 years experience in development work and project
implementation or technical field

Additionally:

 Solid and direct experience in result measurement and management in MSD


approach and in DCED standard is an added value.
 Training on Monitoring and results measurement, data collection and
aggregation, and very good computer literacy are preferred.

ROLE PURPOSE

The position holder will be responsible to support the project implementations at Addis
Ababa through provision of technical support on monitoring, evaluation, accountability,
research and learning to enhance the capacity of program staff, including partner at Addis
Ababa and stakeholders engaged in project implementation. Moreover, she/he is responsible
to develop different monitoring tools, facilitate MEAL related workshops/review meetings,
produce quality program reports, conduct quarterly monitoring programs, manage baseline,
midterm and final project evaluations.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Program design, monitoring and evaluation and management: (45%)

 Provide leadership and oversight in the planning, implementation, monitoring and

evaluation and Learning of the project and assess the outputs, outcomes and impact

of programs/projects interventions and activities


 Participate in concept note/proposal development and ensure that all proposals have

clear goal, objectives and indicators illustrated by a clear log frame.

 Ensure the development of standard TORs for project purposes

 Support the Implementation of Project both to partner team and wereda level PIE

project team

 Provide guidance on Plan’s corporate system (APPR, CPPR and SAP business) to

project area staff

 Develop MERL/MEAL guidelines and provide program quality assurance through

operational monitoring and evaluation

 Ensure mainstreaming of programme Quality in the Project in both areas

 Ensure appropriate and effective MEAL system is in place, consistent with

established benchmarks, plans and organizational MERL frameworks, standards,

program quality policy

 Roll-out of the Plan’s Program Policies (Program Guide, and Program Quality) and

train plan staff at PA and partners on these policies, as appropriate

 Ensure equal and fair opportunities and representation of both sexes and persons

with disabilities in the program.

Develop quarterly, annual and assessment reports: (30%)

 Share reporting templates, compile and develop timely quarterly and annual reports

 Lead the PA level project team and coordinate with partner staff to ensure quality and

timely reporting

 Ensure quality SPAR, gender and other relevant assessment reports are produced,

and shared to relevant bodies


 Support the PA level & Partner, processes of ensuring audit report is prepared timely

and submitted to CHSA through CO and also ensure the audit report is ready for the

government midterm/ end term evaluation

 Support donor report writing, specially outcome reports

 Ensure Post Implementation Monitoring (PIM) and/or Post Distribution Monitoring

(PDM) are conducted and documented properly

Documentation and dissemination of lessons learned and good practices: (15%)

 Closely work with the PA Coordinator, Partner team and the Knowledge Management

Specialist on the analysis, synthesis and dissemination of PA level evaluation

findings, including maintaining a database of evaluation findings and responses.

 Closely work with the Knowledge Management Specialist to ensure implementation of

the Knowledge Management strategy

 Support the knowledge Management Specialist towards ensuring that relevant project

documentation is well organized and best practices, lessons, success stories, case

studies, etc. are well captured, synthesized, packaged, produced and shared to

relevant stakeholders using different technologies and methods.

 Organize/facilitate regular project implementation and performance review sessions

and learning events.

 Define MEAL-related inputs required from partners and oversee the quality of

deliverables.

Representation, partnership, advocacy and coordination: (10%)

 Serve as principal representative to MEAL and programme quality related networks,

platforms and workshops for the PA


 Represent Plan International Ethiopia in the working group related to this project

 Establish smooth relationship across Plan International, partners and government

stakeholders

 Communicate effectively with Plan International staff and relevant government bodies

Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI)

 Understands and puts into practice the responsibilities under Safeguarding and GEI

policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are

reported and managed in accordance with the appropriate procedures.

 Ensures that all staff in the unit/function/department are properly inducted on and

understands their role in upholding Plan International’s safeguarding and GEI

policies;

 Ensures that Plan International’s global policies for Safeguarding Children and Young

People and Gender Equality and Inclusion are fully embedded in day to day work.

 Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure

safeguarding and GEI, including making sure that relevant reporting and data are

submitted.

Technical expertise, skills and knowledge

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ experience essential:

 Education at Bachelor’s Degree level or equivalent in Social science, Development

studies, Economics, Statistics and Management


 5 years of monitoring & evaluation position experience and at least 2 years of

Monitoring & Evaluation experience with NGOs.

 Practical knowledge of monitoring and evaluation methodologies, including log

frames, result chains, theories of change, and assessment/evaluations.

 Experience in staff/team management, coaching, mentoring, capacity building, and

performance review and appraisal is the plus.

 Knowledge of strategic planning processes

Qualifications/ experience desirable:

 Demonstrated experience of operational and programming processes, systems and

principles, and the ability to provide leadership and support to staff working at PA &

community levels.

 Sound understanding of integrated development issues and critical analysis of child

poverty

 Experience in both development and humanitarian contexts.

Languages required

 Fluency in English language is essential

 In addition to Amharic, Knowledge of Local Languages is advantageous

TECHNICAL COMPETENCIES
 Research: Conducting and managing original investigations undertaken to gain

knowledge and understand about issues critical to Plan International, from

conceptualization to use including specific ethics processes.

 Statistics/ quantitative methods: Design, planning, collection, analysis and use of

numerical information that can be transformed into statistics for analysis of trends,

frequencies and correlation, to test objective hypothesis.

 Qualitative methods: Design, planning, collection, analysis and use of non-

numerical data (transcripts, reports, stories, discussions, pictures, recordings etc.) to

explore meanings, perceptions, opinions and perspectives from individuals or groups,

to uncover the deeper meaning and significance of human behaviour and experience,

including contradictory beliefs, behaviours and emotions.

 M&E in humanitarian response: Applying MERL processes and concepts to conflict

affected context, protracted and rapid emergencies and refugees.

Purpose of the Job


The Learning and Insights Advisor-LEARN is a leadership role with the following
main overview:

 Strategic Role: The LEARN Advisor is responsible for driving knowledge


generation, adaptive learning, and capacity-building across the project. This
role requires a high-level understanding of the project’s goals, strategies, and
outcomes, making it well-suited to oversee the integration of communication
and MEAL activities.
 Cross-Functional Expertise: The Advisor bridges research, practice, and
policy, ensuring that insights from MEAL and communication efforts are
synthesized and applied effectively. This role naturally aligns with supervising
both data-driven decision-making (MEAL) and knowledge dissemination
(Communication).
 Holistic View: The Advisor has a broad mandate to ensure that lessons
learned and best practices are shared across stakeholders. This requires
coordinating with both the MEAL Advisor (for data and impact measurement)
and the Communication Officer (for disseminating insights).
 Policy Influence: The LEARN Advisor’s role in translating learning insights
into policy recommendations positions them to guide the strategic direction of
the project, including how MEAL data and communication outputs are used to
influence stakeholders.

Learning Agenda & Knowledge Generation

 Fostering learning. Develop and implement a learning and knowledge


management strategy to systematically capture, analyze, and share insights
from RA-PURE initiatives.
 Support evidence-based decision making for the program through opportunity
assessments, synthesizing research and aligning evidence dissemination with
the needs of partners and stakeholders to drive replication and scaling efforts
 Establish metrics, tools, and methodologies to assess project impact,
innovation adoption, and market transformation. Identify scalable best
practices, case studies, and knowledge gaps to shape future interventions and
investment decisions.
 Work closely with the Monitoring, Evaluation & Learning (MEL) and
Communication team through close follow up and coordination of their work to
ensure learnings are data-driven and linked to impact measurement
frameworks.

Capacity Building & Stakeholder Engagement

 Design and deliver training programs, workshops, and peer-to-peer learning


exchanges for project partners, policymakers, cooperatives, and private sector
actors.
 Strengthen the capacity of farmers, processors, and value chain actors to
integrate RA-PURE solutions effectively.
 Collaborate with academic institutions, research organizations, and industry
experts to bridge knowledge gaps, drive innovation, and promote cross-sector
collaboration.
 Establish and support multi-stakeholder platforms to facilitate cross-sectoral
learning and engagement.

Knowledge Sharing & Strategic Communication

 Develop learning products such as case studies, reports, toolkits, and policy
briefs, to disseminate key findings and best practices.
 Lead the creation of an RA-PURE knowledge hub, providing a repository for
research, tools, case studies, and sectoral insights.
 Organize cross-country learning events, exchange visits, and knowledge-
sharing workshops. Coordinate task of communications and advocacy teams
to design campaigns, stakeholder engagement materials, and strategic
knowledge-sharing events.
 Represent the project in conferences, policy dialogues, and learning forums to
elevate RA-PURE solutions and sector-wide learning.

Adaptive Learning & Continuous Improvement

 Promote iterative learning cycles, ensuring project strategies evolve based on


real-time evidence, feedback, and field experiences.
 Facilitate reflection sessions and after-action reviews to continuously refine
program interventions and policy recommendations.
 Coordinate the M&E team work to integrate learning outcomes into project
decision-making and strategy adjustments.
 Foster a culture of innovation and experimentation, supporting pilot initiatives
and rapid learning processes.

Policy Influence & Institutional Strengthening

 Support policy engagement and advocacy efforts by translating learning


insights into policy recommendations that enhance RA-PURE integration.
 Strengthen institutional frameworks by ensuring evidence-based decision-
making shapes sectoral policies, financing mechanisms, and investment
priorities.
 Engage with government agencies, donors, private sector actors, and multi-
stakeholder platforms to drive alignment on RA-PURE knowledge and sector
transformation.

Qualifications
 Bachelor’s or Master’s degree in a specialized/relevant technical field.
 Minimum 8 years experience in development work and project
implementation or knowledge management, institutional strengthening
 Substantial experience (at least 6 years) in knowledge management, learning,
institutional strengthening in the context of international development co-
operation.
 Demonstrated experience in integrating renewable energy solutions into
agricultural systems.
 Strong background in capacity-building, training, and knowledge-sharing
methodologies.
 Experience in multi-stakeholder engagement, policy advocacy, and market-
based approaches for PURE and/or sustainable agriculture.
 Knowledge of policy frameworks, investment models, and financial
mechanisms for supporting PURE and RA nexus.
 Excellent communication, facilitation, and negotiation skills to engage diverse
stakeholders.
