Management of Change (MOC) Procedure
1. Purpose
This procedure provides a systematic approach for managing changes in BPP plant operations, ensuring
that modifications to equipment, processes, materials, or organizational structure are evaluated,
approved, and implemented safely and effectively.
2. Scope
This procedure applies to all changes in processes, equipment, materials, and organizational structure
that could impact safety, health, environment, or regulatory compliance within BPP.
3. Definitions
Change: Any modification to processes, procedures, equipment, or materials.
MOC Form - The MOC form is the approved document used to request, evaluate, and approve
changes to equipment, processes, materials, or organizational structures within the BPP plant.
MOC Coordination Department: The Engineering Department is responsible for overseeing the
MOC process.
MOC Coordinator: The person responsible for overseeing the MOC process.
Risk Assessment: Evaluation of potential impacts and risks associated with the change.
4. Responsibilities
MOC Coordinator: Ensures adherence to the MOC procedure, coordinates evaluations, and
approves changes.
Department Heads: Identify and propose changes, provide necessary information, and ensure
implementation within their areas.
Change Requester: The person/department who submits change requests to enhance better
Safety and Compliance Team: Assesses risks and ensures compliance with safety and regulatory
requirements.
5. Procedure
5.1. Initiation
1. Change Identification: The Change Requester identifies the need for a change and submits a
Change Request Form to the MOC Coordinator. He will log the request in the database and
submit the Engineering manager for further evaluation.
2. Documentation: Include details of the proposed change, reasons, and potential impacts.
5.2. Evaluation
1. Initial Review: The MOC Coordinator conducts a preliminary review to determine if the change
requires further evaluation.
2. Risk Assessment: Perform a risk assessment to evaluate the potential impact on safety,
environment, operations, and compliance.
3. Impact Analysis: Assess the impact of the change on existing processes, equipment, and
personnel. This may include:
o Technical feasibility
o Safety and environmental impact
o Regulatory compliance
o Operational impact
5.3. Approval
1. Review Panel: Convene a review panel consisting of relevant stakeholders, including the MOC
Coordinator, Department Heads, and Safety and Compliance Team.
2. Decision: Based on the evaluation, the review panel will approve, reject, or request
modifications to the proposed change.
5.4. Implementation
1. Action Plan: Develop an action plan detailing steps for implementing the change, including
timelines, responsibilities, and resources.
2. Communication: Communicate the change and its impact to all affected personnel and
stakeholders.
3. Training: Provide training if necessary to ensure all personnel are aware of and understand the
change.
5.5. Verification
1. Implementation Review: Verify that the change has been implemented as planned and is
functioning as intended.
2. Post-Implementation Review: Assess the effectiveness of the change and ensure it meets the
desired outcomes.
3. Documentation: Update all relevant documentation, procedures, and records to reflect the
change.
5.6. Closure
1. Final Approval: Obtain final approval from the MOC Coordinator or review panel to close the
change request.
2. Record Keeping: Ensure all documentation related to the change is filed and maintained
according to organizational records management practices.
