I.   Vision for Health
     The MHO envisions a healthy municipality aligned with the "Alma Ata Declaration" on Primary
     Health Care, fostering an environment where local leaders and staff promote responsive and quality
     health services for all clients.
II. Mission for Health
    We are committed to provide comprehensive, affordable, accessible, and quality health care services
    to the constituents of Bongabon.
    We undertake all these in a milieu where the local chief executive leaders and staff promote a
    responsive and quality health care services to all our clients.
III. Goals, Objectives and Targets
The guiding principles of MHO aims to:
        1. Ensure Accessible and Quality Healthcare: Provide holistic health services that are both
           accessible and of high quality to all community members.
        2. Promote Preventive Care: Emphasize preventive measures to reduce the incidence of diseases
           within the community.
        3. Enhance Community Health Education: Educate residents on health practices to empower
           them in making informed health decisions.
        4. Strengthen Healthcare Infrastructure: Maintain and improve healthcare facilities and ensure
           they are equipped with the necessary resources.
        5. Foster Skilled Healthcare Professionals: Employ and continuously train competent and
           responsible healthcare providers.
     Priorities:
        1. Primary Health Care Strengthening – Ensuring accessible, affordable, and quality
            primary health services for all.
        2. Maternal and Child Health – Improving prenatal, postnatal, and child healthcare services
            to reduce infant and maternal mortality.
        3. Disease Prevention and Control – Implementing programs for communicable and non-
            communicable diseases, including tuberculosis, dengue, hypertension, and diabetes.
        4. Immunization and Vaccination – Strengthening routine immunization programs to
            protect the population from preventable diseases.
        5. Nutrition and Food Security – Promoting proper nutrition and food programs, especially
            for vulnerable groups like children and pregnant women.
        6. Health Promotion and Education – Conducting community awareness campaigns on
            hygiene, reproductive health, and lifestyle diseases.
        7. Emergency and Disaster Preparedness – Strengthening the capacity to respond to health
            emergencies, pandemics, and natural disasters.
        8. Mental Health and Wellness – Providing psychological support, counseling services, and
            mental health awareness programs.
        9. Environmental and Sanitation Programs – Ensuring proper waste management,
            sanitation, and access to clean drinking water.
        10. Community-Based Health Programs – Strengthening barangay-level health initiatives
            through partnerships with local stakeholders.

        1. Universal Health Coverage – Expanding healthcare services to ensure no one is left
           behind.
        2. Preventive Rather Than Curative Approach – Focusing on health education,
           vaccination, and lifestyle changes.
        3. Equitable Healthcare Access – Ensuring marginalized and remote communities receive
           adequate health services.
        4. Inter-agency and Community Participation – Collaborating with LGUs, NGOs, and
           other stakeholders to enhance healthcare delivery.
        5. Sustainable and Resilient Health Systems – Adopting modern technology, electronic
           health records, and telemedicine services.
