INTRODUCTION
The Mandate
The Regional Higher Education Press Conference (RHEPC) is an annual competition
that aims to promote responsible campus journalism. It seeks to identify the best
campus journalists and the best student publications in Region 1.
This year’s press conference will be held on February 19-21, 2025 at Puerto de San
Juan Beach Resort Hotel, Ili Sur, San Juan, La Union. The theme of the conference
is PRESS PLAY: Campus Journalists as Game Changers in Digital Revolution.
The three-day event will be conducted by the Association of Regional Campus Paper
Advisers (ARCPA HEI Inc.) in coordination with the Commission on Higher Education.
The registration fee for the three-day press conference is ____________ per participant.
The Objectives
The Regional Higher Education Press Conference (RHEPC) aims to provide an effective
medium in the development and promotion of campus journalism, promote
consciousness among campus journalists on the value if responsible expression and
appreciation of the many contributions the student publication gives to the institution,
community and the nation as well. Moreover, it also improves the quality of management
and production of campus publications.

INDIVIDUAL CONTESTS
1. ELIGIBILITY. Any bona fide college student is eligible to participate in the press
conference. Certification from the school registrar (with dry seal) is required upon
registration. Each contestant shall bring a duly authenticated student identification card
for AY 2024-2025. Strict compliance with CHED CMO No. 63, S. 2017 is required.
No delegates will be allowed to participate unless accompanied by an adviser or
personnel-in-charge.
2. The registration fee per participant for the three-day press conference is _________.
First meal shall be lunch of February 19 and last meal shall be breakfast of February
21. Only cash payments shall be accepted during the registration for walk-in
participants or for those who did not deposit their pre-registration payment. No check
payments will be accepted on-site.
NOTE: For check payments, please double check the account name to avoid
cancellation of checks.
Please send the pre-registration form with deposit slip of full payment (if possible) to the
above-mentioned. Scanned deposit slip should be sent to our ARCPA representative,

on or before February 18, 2024.
4. There shall be 12 contested categories in English and Filipino. These are the following:
news writing, editorial writing, sports writing, feature writing, poetry writing, development
communication writing, comic strip drawing, copyreading/headline writing, column
writing, editorial cartooning, photojournalism and literary graphics illustration.

5. Meanwhile, layouting shall follow these guidelines:
Each contestant should bring a laptop or desktop computer with USB port. The
laptop/desktop computershould have Adobe Photoshop and In-Design of any
version.
In one and a half (1 ½) hours each contestant shall make a layout of a four-
page newsletter with 8.5”x11” sized paper that shall contain news, opinion,
feature and sports sections.
Contestants are not allowed to add or remove any of the materials provided by
the judge in the final layout.
Final layout should be saved in portable data format (.pdf) and should also be
saved in a blank flashdrive for submission to the proctor for judging.
Contestants should bring their own flash drive.
Placing of any marks that shall identify the school is not allowed. Entries with
marks shall be automatically disqualified.
6. Contestants in Editorial Cartooning shall use charcoal and/or pencil only. A 1/8-
illustration board shall be used for the competition. Contestants shall bring their own
illustration board.
7. Use of ink in Comic Strip Drawing is allowed. Comics drawing should be in 4 boxes.

8. For Literary Graphics Illustration, contestants are to interpret a poem or any prose to be
given by the lecturer/judge in a 1/8-illustration board. Any medium maybe used.

CONTESTS
10. Photojournalism contestants shall use digital SLR cameras and/or mirrorless cameras,
and the SD card containing the photos will be submitted to the proctor and judge after
the contest proper. The contestants are required to bring their own laptops and flash
drives. Strictly, no post-production or editing of photos.
11. Participants who shall come late in his/her contest due to participation in another
individual contest shall be given one (1) hour. Participants who shall arrive late not due
to participation in another contest shall be allowed in the contest, buthe/she shall only
consume the remaining time allotted for that contest.
12. Top 10 shall be announced winners. All shall receive medals and certificates of
recognition, while certificates of merit shall be awarded to the winners’ advisers.
NOTE: Dress code shall be strictly observed. Contestant shall not be allowed inside
the contest rooms in house clothes. Advisers are not exempted from this rule.

DESCRIPTION OF CONTESTS
The Regional Higher Education Press Conference will feature individual writing contests in
English and Filipino as well as group competitions designed to evaluate the campus
journalists’ knowledge of the various aspects of newspaper work and their adherence to
ethical and legal standards.
The following topics shall be discussed prior to the conduct of the contests:
1. NEWS WRITING
It is about an oral or written report of a past, present or future event and is considered
the most basic skill required in the practice of journalism. It involves discussions on the
elements, types and structure of news and the importance of factual, truthful, accurate,
unbiased, responsible and interesting reporting of news.

2. EDITORIAL WRITING
It pertains to the effective articulation of the official stand of the publication on an event
or issue that is relevant to the lives of the readers. It discusses the characteristics of a
good editorial, types of editorials and the structure of the editorial. Moreover, it also
provides guides and pointers on effective editorial writing.

3. COLUMN WRITING

4. FEATURE WRITING
It is about articles written to entertain although feature articles may also instruct, advise
and inform. It tackles topics for feature stories and the structure of feature articles. It
emphasizes the qualities of a good feature writer and the qualities of a good feature
article.

5. SPORTS WRITING
It is about one of the most popular forms of journalistic writing. It focuses on sports
reporting as newswriting utilizing the structure of an action story. It provides knowledge
on the qualities of a good sports writer and how the sports story must be written through
an effective lead and a well-structured body replete with the appropriate sports lingo.

6. DEVELOPMENT COMMUNICATION WRITING
It has been defined as “the art and science of human communication applied to the
speedy transformation of a country and the mass of its people from poverty to a
dynamic state of economic growth that makes possible greater social equality and the
larger fulfilment of the human potential.” Thus, it focuses on the significance of creativity
in the delivery of messages designed to poverty alleviation, environment, gender and
development, cultural consciousness, among others

8. COPYREADING
It is about how corrections are to be made on a copy of any article for publication using
the appropriate copyreading symbols universally knows by printers. It underscores the
copyreader’s duty to correct errors in grammar, errors in structure and errors in style. It
also discusses the copyreader’s responsibility to eliminate libelous and derogatory
statements as well as those contrary to our laws and good taste.

Expected Outcomes
9. HEADLINE WRITING
It refers to the title for written for every news story. Discussions include the functions of
headlines in summarizing the lead, grading the news as to importance and providing an
aesthetic value to the page. Focus is also given on the structure of headlines,
punctuations of headlines, unit counts, preparation of headline schedule and headline
vocabulary.

11. COMICS STRIP DRAWING
Expected Outcomes
It deals on how the publication’s artist interprets through graphic illustration a literary
article. Discussions focus on how illustrations make the page attractive and provide a
visual relief to the page make-up/design. It also clarifies why an illustration is
considered a design tool and the qualities of a good literary artwork.

14. LAYOUTING
It pertains to the process of using the computer and specific types of software to
combine text and graphics to produce a newsletter. Discussions include design
principles, design elements, the do’s and don’ts of desktop publishing and the common
mistakes in desktop publishing.

GROUP COMPETITIONS
1. School papers/publications published within the present academic year (2024-2025)
shall be considered entries to the group competitions.
3. Schools can enter their publications in ANY or ALL bracket categories provided there is
no duplication of the same bracket type as entry. Any form of duplication of
articles/contents/pictures in different brackets shall be ground for disqualification. Only
schools participating in the 23rd RHEPC shall be allowed to join the group contests.
However, schools without regional winners shall be allowed to send entries
provided they have official participants in the Luzonwide press conference.
4. Standard sizes of print publications shall be observed as stated below. The decision of
the organizing committee shall be respected in determining acceptance of entries
deviating from the following:
5. Digitally-printed magazine and literary folio may be allowed for competition. On the
other hand, for newsletter and tabloid, only offset-printed entries shall be accepted.
6. Five (5) copies are required in each bracket for the competition.
7. Failure to comply with any of these requirements shall disqualify the paper from the
contests.
8. Top 10 in each category shall be announced winners. ALL shall receive trophies and
certificates of recognition.

General Guidelines
1. Each participating HEI shall have one (1) team composed of seven (7) members
for Filipino category which includes: two (2) news anchors, three (3) news
reporters, one (1) member for the infomercial and one (1) member for technical
application. These members should not be participants in any individual writing
contest.
2. For proper identification, the participants are required to wear their publication
uniforms with their valid school identification card especially during the contest
proper.
3. One (1) hour lecture shall be conducted for all the contestants.
4. Special awards include Best News Anchor and Best News Reporter, Best
Technical Director, Best Infomercial, and Best Script.
5. In getting the over-all results for the best radio production, accumulated points from
the individual and group awards shall be considered.
7. The decision of the judge in all aspects of the contest shall be deemed final
and irrevocable.
Scriptwriting Proper
1. Each team is allowed to use up to three (3) official laptops, cleared stored
documents and an inkjet printer in preparing and printing of the script. All laptops
should be submitted to the contest committee for inspection on the first day of the
press conference. Each team is required to bring their own extension wires and
other equipment for rehearsal.
2. The teams shall be given one hour to prepare a script for a five-minute radio
broadcast that includes infomercial and four (4) news articles, which may be based
on press releases, raw data or any other option given by the speaker/facilitator.
The infomercial shall have a maximum length of one (1) minute. Another 30
minutes will be allotted for the printing of the output.

3. After two hours, each team should submit 3 copies of the script. The team may
print extra copies for their own use.
4. Once the script writing has ended, the contestants will no longer be allowed to
leave the contest hall.
5. The script should not bear any information that may identify the school or the
region, but it should include the names of the members of the team with their job
assignment.
6. The script should be encoded using Arial font size 12, double-spaced with normal
margin and printed in short sized bond paper.
Broadcast Proper
1. A broadcast hall for the presentation shall be identified in the contest venue. The
organizer/ host region shall commission an independent sound system provider to
ensure quality audio output. The technical operator shall only set the sound system
before the presentation.
2. Mobile phones and reference books shall not be allowed in the contest area.
3. In case of power failure, the affected team shall be allowed to perform again.
4. The assigned proctor will identify the order of presentation through drawing of lots.
5. Each team shall be given eight (8) minutes: two (2) minutes for the preparation, five
(5) minutes for the actual broadcast, and one (1) minute for the exit.
6. The team who complied the 5-minute production shall be given perfect score (5
points). In case of overtime or undertime, the following scheme of deductions shall
be followed:

3. Participants with special food requirements should coordinate with the Secretariat
immediately upon registration. Only principal meals (Day 1 lunch and dinner; Day 2
breakfast, lunch and dinner; and Day 3 breakfast) will be served. No snacks.
