B. Profile of the Program or Course:
I. Title of the Program or Course: PAK NA PAK Model for Pupil Governance
Enhancing Pupil Participation and Commitment in the Supreme Elementary
Learner Government (SELG)
II. Rationale
The Supreme Elementary Learner Government (SELG) plays a crucial role in
fostering leadership, community engagement, and a positive school environment.
Anchored in the SY 2024-2025 SELG Action Plan, this annual activity proposal aims to
build upon the quarterly initiatives designed to enhance the presence of the SELG,
cultivate a strong sense of community among students, and further develop the leadership
skills of pupil officers. By consistently implementing activities aligned with these core
objectives, we can empower students to become active and responsible members of the
school community, contributing to a more vibrant and supportive learning environment
throughout the year.
This initiative caters to the call for improved pupil leadership at CCAES, with the
aim of solidifying SELG governance through proactive participation and dedicated
service. This initiative is based on the "Pak Na Pak" model, with its key values of active
participation, accountability, kindness, nurturing, action-oriented leadership, pride,
adaptability, and knowledge – all essential to effective student government. In line with
Black et al.'s (2010) claim regarding the value of experiential learning for building these
competencies, and studies that indicate the connection between democratic school
processes and civic-positive attitudes, this program seeks to fill a gap that has been noted
in CCAES's last decade of Annual Implementation Plans, which have all reflected 0% -
1% support for SELG leadership development activities. The "Pak Na Pak" model offers
a system for fixing this shortfall.
III. Program Description
The Pak Na Pak model, based on studies by Alonzo (2021) and Bacalso &
Pineda (2023) that highlight the importance of youth initiative in community building, is
built around an open engagement strategy that involves active involvement,
responsibility, kindness, nurturing, action-taken, pride, flexibility, and expertise from
pupils. This model, responding to UNICEF's adolescent co-design requirement in
programs designed to address their needs, establishes pupils as principal stakeholders in
their learning environment. Pak Na Pak utilizes systematic training, workshops, and team

projects on leadership competencies, teamwork, conflict management, peer mentoring,
and community service projects (Alvarez et al., 2023) to foster a supportive climate for
the Supreme Elementary Learner Government (SELG) and advance its vision of
developing engagement, leadership, and community.

C. Program Design
I. Objectives/Outcomes
To understand the strategies at the core values of Pak Na Pak in improving pupil
participation and commitment within the SELG framework geared toward forming a
more engaged and empowered pupil organization, the following objectives are set:
Participate actively in SELG activities developing a sense of belongingness and
ownership;
Activate accountability among SELG officers promoting reliability and trust within
the school community;
Keep the value of kindness instilled among pupil officers especially in executing
SELG programs and policies;
Nurture a democratic environment among SELG officers and pupils in terms of
programs and policies;
Ameliorate leadership and team work skills among SELG officers through the
provision of leadership trainings;
Promote a sense of pride in being an officer and a member of the SELG;
Adapt pro-active responsiveness and flexibility to innovations in overcoming
challenges;
Know, reflect and put into practice active leadership and appropriate governance to
accentuate required SELG officers’ participation involvement in decision-making
