RULES OF THE COMPETITION
1. ABOUT THE COMEPTITION
The Delhi Metropolitan Education Policy Making Competition, 2025, offers a platform for
the brightest minds to come together, critically engage, and seize the opportunity to curate and
draft policies, with the goal of inspiring students to actively participate in policymaking,
governance, and shaping the future.
2. ELIGIBILITY CRITERIA
The competition is open to students enrolled in the following streams:
• Law (LL.B, B.A. LL.B, B.B.A. LL.B, B.Com. LL.B, and LL.M)
• Public Policy
• Political Science
• Public Administration
• Economics
• Social Sciences
• Business Administration (BBA/MBA)
• Computer Science/Artificial Intelligence
• Data Science
• Ethics and Philosophy
TEAM COMPOSITION: Students are free to form a team for this competition; however,
in that case, the team shall not be comprised of more than two members.
3. AGENDA OF THE POLICY PAPER
The aim of policy making on “Ethically Integrating AI into the Legal Realm” is to create
a comprehensive, interdisciplinary framework that responsibly incorporates AI into legal
processes. This involves addressing ethical, legal, and regulatory challenges while fostering
collaboration across fields such as law, public policy, political science, economics, social
sciences, business administration, computer science, and philosophy. By ensuring fairness,
transparency, and accountability, the initiative seeks to enhance legal education,
policymaking, governance, and social justice while mitigating risks and promoting
innovation.
Core Agenda: Ethically Integrating AI into the legal realm

Each policy paper will focus on one or more sub-agendas. Please note that the list of sub-agendas
is not exhaustive.
1. Legal Frameworks for AI Integration
Addressing regulations, liability, and accountability for AI use in legal practices.
Defining ethical guidelines for AI-assisted legal decision-making.
Ensuring data privacy and protection within AI applications.
Adapting to the Rise of Virtual Law Firms and Remote Legal Practice
Assessing AI’s influence on international law and global governance.
2. AI and Governance
Developing AI policies aligned with public administration principles.
Exploring AI’s role in policy enforcement and legal governance systems.
Assessing the impact of AI on constitutional rights and democratic values.
3. Socio-Economic Impact of AI in Law
Studying the economic implications of AI adoption in the legal sector.

Addressing the displacement of legal jobs and proposing reskilling initiatives.

Introducing AI tools in legal education for research and practice.

Analyzing the risks of AI-driven propaganda or manipulation in legal-political

Establishing ethical frameworks for AI’s role in legal judgments and sentencing.
Addressing moral dilemmas in AI-assisted justice systems.
Exploring philosophical debates around AI’s autonomy and accountability in law.
7. AI and Technology Management in Law
Leveraging business administration principles for AI adoption in legal firms.
Analyzing cost-benefit scenarios for AI integration in judicial and legal processes.

process through the use of AI.
8. AI and Data Science in Legal Decision-Making
Exploring AI-driven legal analytics for case prediction and research.

4. STRUCTURE OF THE POLICY PAPER
Each policy paper shall mention the following headings: -
a. The Title
b. Policy Statement
c. Objectives of the Policy
d. Stakeholders involved
e. Policy brief
f. Definition, if any
g. Implementation Methodology
h. Bibliography
Note: - The participants have liberty to add more points/headings in their policy papers,
keepingin mind the page limit and submission guidelines.
5. COMPETITION STRUCTURE
The competition shall be conducted virtually; the platform will be informed via email after the
registration process. The registered participants are required to submit their draft proposals
in a Google form link provided by the organizers. The competition shall consist of tworounds
i.e. Preliminary Round: - Policy Paper Evaluation and Final Round:- Policy Impact
Assessment Evaluation
PRELIMINARY ROUND: - POLICY PAPER EVALUATION
The committee, after a thorough screening process, shall select the top 15 policy
papers.
The committee shall judge each of the policy papers sent on the basis of the
markingcriteria as mentioned later.
After selecting the top 15 policy papers, the selected participants shall be called to the
finalround of the competition.
FINAL ROUND: - POLICY IMPACT ASSESSMENT EVALUATION [PIAE]
In this round, each selected participant shall give a presentation or an info graphic
video in front of the esteemed panel of judges, comprising distinguished policymakers,
academicians, lawyers, etc. Each participant shall have maximum 10 minutes to
present their ideas.
Each participant shall first explain their policy briefly; after that, they have to give
Policy Impact Assessment (PIA). Policy Impact Assessment seeks to inform
decision-makers bypredicting and evaluating the potential impacts of policy options.
Policy Impact Assessments are formal, evidence-based procedures that assess public
policy's economic, social, and environmental effects. The participants can deploy
empirical or doctrinal research methodology to explain the judges, the need of their
respective policies.
This stage is the critical evaluation stage, and each participant shall be judged on the
basisof their Impact Assessments and their presentation.
After the presentation, the judges can also ask policy related questions to the
participants.

7. SUBMISSION GUIDELINES
Participants may register individuals or in a team of two.
The Policy Paper shall be in English language only.
The Policy Paper shall not exceed more than 20 pages, excluding the cover page.
Negativemarks shall be deducted as penalty for each page exceeding the page limit.
The Policy Paper should not reveal the identity of participants, in any manner
whatsoever.

e. Paragraph Spacing – 0 pt. before and after
f. Margin – One inch margin on all sides.
The Content of the Policy Paper drafted should be original and not plagiarized (15 %
limit) or else amount to total deduction of drafted piece or disqualification.
Submission shall be made in .doc or docx and .pdf formats.
Teams are requested to send their soft-copies on or before the provided date on the
given subject matter only.
