Official Bylaws and Regulations
Amended January 2025
Title I: Name & Purpose
Section 1. Name
The name of the organization shall be the People's Coalition Project or People’s Coalition.
Section 2. Mission
The mission of the People's Coalition Project is to uplift everyday Americans through public
policy advocacy, education, and community building.
Title II: Membership
Section 1. Becoming a Member
Anyone may become a voting member by officially joining a chapter. In order to join a member
must:
a. Be a permanent resident of the county in which the chapter they wish to join is located;
b. Show an interest in boosting their community and;
c. Is willing to follow all rules and regulations of the organization
Section 2. Chapter Recruitment
Chapters set up their own methods for admitting members as long as the requirements in section
1 are met. No chapter may restrict the rights of anyone to join based on race, religion, creed,
gender, sexual orientation, political affiliation, or other traits.
Section 3. Removal of a Member
Any member may be removed from a chapter if
a. The member is in violation of any rule or bylaw that regulates the chapter they are a
member of or;
b. At least sixty (60) percent of registered members of their chapter make a formal request
to remove a member and;
c. A majority of chapter officers vote in favor of removal
Section 4. Rights of a member
All registered members in good standing enjoy the following rights and privileges they may not
be infringed:
a. The right to attend any official meeting of PCP
b. The right to vote in any chapter or state election and chapter wide vote
c. The right to know how each officer of PCP has voted on any issue
d. The right to receive the vote breakdown of any organization election.
e. The right to request a vote be conducted in a manner which ensures each individual’s
vote is tallied with a second.
f. The right to propose a resolution in their chapter
g. The right to debate a resolution or motion in their chapter
Title III: Local Chapters
Section 1. Chapters Defined
A local chapter is the primary organizational unit of The People’s Coalition Project (PCP).
Chapters are established at the county level and serve as the foundation for member engagement,
community building, and local action. Each chapter operates within the framework of the
national and state bylaws but retains autonomy to address issues specific to its community.
Section 2. Roles and Responsibilities of Chapters
Chapters hold the following roles and responsibilities:
a. Member Recruitment
b. Local advocacy
c. Organizing Local Events
d. Serving as a Forum for Members
Section 2. Formation of a Chapter
Anyone may petition the state executive committee to form a county chapter. They must meet the
following requirements:
a. At least five (5) people who are eligible to be members under Title II, Section 1 sign a
petition to form a local chapter
b. No local chapter is currently operational in the county that the petitioners belong to
c. A majority of members of the State Executive Committee vote in favor of formation.
Section 3. Chapter Autonomy
Chapters reserve the right to establish their own rules and procedure as long as all members
retain the right to freely vote for officers and resolutions and all members are allowed to freely
speak on issues before the chapter.
Section 4. Dissolution of a Chapter
Any chapter will be officially dissolved if one of the following happens:
a. Sixty (60) percent of the chapter’s registered members vote in favor of dissolution
b. 2/3rds of the State Executive Committee votes in favor of dissolution
Title IV: State Executive Committee
Section 1. State Executive Committee Defined
The State Executive Committee serves as the primary oversight and regulatory body within each
state. It shall also be known as the Committee or SEC
Section 2. Membership
The committee will consist of:
a. One Executive President
b. One executive Vice President
c. One representative from each chapter within the state
Section 3. Meetings
The committee will convene once a month or at the request of 60% of committee members.
Section 4. Appeals
Any Decision made by a local chapter may be appealed and reviewed by the Executive
Committee at the discretion of the committee president.
Title V: Officers
Section 1. Chapter Officers
All chapters must have the following officers:
a. A chapter president which will lead meetings and oversee efforts by the chapter
b. A chapter vice president which will assist the president in chairing meetings and leading
chapter events
c. A chapter secretary which must record every meeting including key events, votes on
resolutions, and other important matters
Each chapter may opt to establish additional officer positions as needed
Section 2. State Level Officers
The State Executive Committee will consist of the following officers:
a. An Executive State President which is elected in a statewide ballot
b. An Executive State Vice President which is elected in a statewide ballot
c. A Representative from each chapter which is either elected in a chapter ballot or
appointed and approved by a majority of chapter members.
d. A Committee clerk which must record every meeting including key events, votes on
resolutions, and other important matters. The clerk will not have voting rights and must
be elected by a majority of committee members.
Section 3. Removal of a Chapter Officer
Any chapter officer may be removed before their term if:
a. A chapter member makes a motion to vacate the position and at least two others second
the motion and 2/3rds of members vote in favor or;
b. At least three (3) members petition the state executive committee and 2/3rds of the
Committee votes to remove the officer
Section 4. Removal of a State Level Officer
Any member of the executive committee if a motion to vacate is made with a second and 2/3rds
of committee members vote in favor.
Section 5. Terms
All chapter officer positions will have a 6 month term with state officer positions having a 1 year
term.
Title VI: Amendments
Section 1. Proposing an Amendment
Any member of the State Executive Committee may amend the bylaws via a resolution.
Section 2. Passing an Amendment
Upon introduction as a resolution 2/3rds of Executive Committee members must vote in favor
for passage. After passage a majority of chapters must ratify the amendment through a vote of its
members
