The Interinstitutional - Interdepartmental Postgraduate Studies Program (I.I.P.S.P) of the


Department of Educational Sciences and Social Work of the University of Patras, the Department
of Primary Education of the University of the Aegean and the Department of Social and
Educational Policy of the University of Peloponnese, offers a Μaster Program entitled "Higher
Education Policy Theory and Praxis (MaHep)", (Government Gazette 1343 / B΄/26-02-2024). The
duration of studies is two (2) academic semesters, including the postgraduate thesis. Attendance
is compulsory. Courses are held on Mondays and Wednesdays (3 hours each day) and Saturdays
(6 hours), at a distance in accordance with the legislation in force. All examination procedures
and the colloquium are carried out at the end of each semester by means of written or oral
examinations at a distance or by means of assignments throughout the semester. All examination
procedures by written or oral examinations at a distance or by means of essays, the colloquium
and the interviews will be conducted by zoom. The program will start in February 2025. The seat
of program is Patras.

Title awarded
Master in Higher Education Policy: Theory and Praxis (MaHep).
The I.I.P.S.P has two specializations. Only the first one is advertised in this call:
1. Strategic Planning and Quality Assurance.
2. Teachers Education (will not take place for 2024-2025).

Number of students
The number of admissions to the Master's degree (level 7 of the European Qualifications
Framework) is set at up to one hundred (100) for the academic year 2024-2025.
Conditions for participation in the selection procedure:
Necessary requirements for the participation of postgraduate students in the selection process
for the I.I.P.S.P are the following:
(a) Candidates for the I.I.P.S.P must be higher education graduates from foreign institutions.
Applications may also be submitted by graduates of the above institutions, provided that they
will have submitted a Certificate of Completion of Studies by January 30, 2025 and in any case
before the date of validation of the list of successful candidates. In this case, a copy of their degree
or diploma shall be submitted before the start date of the program. In any case, those selected
must provide all the necessary supporting documents by the closing date for registration.
Applications may also be submitted by graduates of foreign institutions that are not yet included
in the National Register of Recognized Institutions of Foreign Countries of the DOATAP
(https://www.doatap.gr/anagnorish/ethniko-mitroo-anagnorismenon-idrymaton-anotatis-
ekpaidefsis-tis-allodapis/). In this case, applicants must submit a solemn declaration of possession
of a degree. In all cases, applicants will be required to provide evidence that they have taken the
necessary steps to ensure that their qualifications and the institution concerned are included in
the DOATAP's National Register of Recognized Foreign Institutions by the end of their period of
study. Otherwise, the student will be de-registered, with no claim by the student for a refund of
the money deposited and no certificate will be issued.
(b) have a recognized qualification in English at a level of at least C1 or a qualification
higher education from an English-speaking program.
Selection procedure for candidates
The selection process for postgraduate students is based on a merit-based selection process. The
grading system is described in detail in the annex below and on the website of the I.I.P.S.P
(https://mahep-upatras.gr).
Submission of the application file
Candidates for the Postgraduate Studies Program must submit the application form in pdf format
via the platform: https://matrix.upatras.gr/sap/bc/webdynpro/sap/zups_pg_adm# from
15-10-2024 to 01-12-2024. Selected candidates must register b y 13/12/2024.
The documents that candidates must submit electronically in .pdf format via the above platform
are as follows:
1. Application form (electronic and/or paper),
2. A copy of a degree from an educational institution of higher education,
3. Certificate of analytical score,
4. A detailed curriculum vitae in the EUROPASS form, (detailing studies, teaching and/or

professional experience, scientific activity)

5. Evidence of research or professional activity, (if any),
6. A copy of other Master's degree (if available),
7. Scientific publications in peer-reviewed scientific journals and proceedings of scientific
conferences with a selection procedure (if any),
8. Internship certificates (if available),
9. A photocopy of two sides of the identity card or passport,
10. Students who do not have an undergraduate degree from an English-speaking
program, the certification of English language is confirmed by a copy of a certificate of
English language (level -at least- C1), certified by a First Certificate in English, - Toefl
certificate with a score of at least 50 points, - IELTS certificate with a score of 7.0 and
above, - State Certificate of Attainment (level C1).
11. In case of selection, the obligation to submit a declaration that: "I have read and accept
the study regulations of this postgraduate program"
12. In case of a request for a scholarship, submission of the supporting documents as
mentioned in the relevant decisions of the Greek Ministry of Education, Religious
Affairs and Sports.
13. Knowledge of a second foreign language will be taken into account.
For graduates of Foreign Institutions:
• Certificate of equivalence from the D.O.A.T.A.P. (if available).
• Otherwise, the application with the required supporting documents based on the Higher
Educational Institutions (HEIs) of Greece and the public research centers supervised by the
General Secretariat for Research and Innovation are bound by the Registers of article 304
of Law No. 4957/2022, as in force, in order for their competent bodies to determine
whether a foreign institution or a type of foreign institution's qualification is recognized
for the acceptance of an application and registration for admission to a postgraduate
course of study or the preparation of a doctoral thesis. The competent body of the
university or research center, if the qualification is included in the list referred to in Article
307, shall, in addition to the other supporting documents it specifies, require a Certificate
of Place of Study issued and sent by the institution which carried out the studies or carried
out the research project. If the place of study or part of the studies is confirmed as being
in the Greek territory, the qualification shall not be recognized, unless the part of the
studies undertaken in the Greek territory is at a public higher education institution.

Exemption from tuition fees


1) Registered students of a Postgraduate Program of Studies may study free of charge if the
payment of tuition fees is provided for, provided that they meet the financial or social criteria of
article 86 of Law No. 4957/2022. A prerequisite for the granting of the right to attend free of charge
on the basis of economic or social criteria is the fulfilment of excellence requirements during the

first cycle of studies, which corresponds at least to the possession of a grade equal to, or higher
than, seven and a half out of ten (7,5/10), provided that the evaluation in the basic degree
presented for admission to the D. If the basic degree has been awarded in accordance with the 10-
point evaluation scale of a higher education institution (HEI) in the country, otherwise this criterion
is applied proportionally in accordance with the evaluation scale, if the degree has been awarded
by a foreign institution.
2) The total number of students attending free of charge may not exceed the number
corresponding to thirty percent (30%) of the total number of enrolled students per academic year.
If, in the numerical calculation of the number of beneficiaries of exemption from tuition fees, a
decimal number is obtained, it shall be rounded to the nearest whole unit. If the number of
beneficiaries of the exemption exceeds this percentage, the beneficiaries shall be selected in
descending order until the number is reached.
3) The submission of applications for free attendance per MSc takes place after the completion of
the registration process and the payment of the first instalment of the tuition fees of the students
to the MSc and within a period to be determined by the MSc itself.
The financial situation of the candidates is in no case a reason for not being selected for the I.I.P.S.P
4) A student of the I.I.P.S.P. fulfils the requirement of par. 1, provided that the following criteria
apply:
a) The average of the sum of the taxable incomes of the last two (2) financial years of all family
members of the applicant for exemption from tuition fees, i.e. the applicant himself, his parents,
regardless of whether they file a joint or separate tax return, and his siblings up to twenty-six (26)
years of age, if they are unmarried and have the same taxable income within the meaning of article
7 of Law No. 4172/2013 (A' 167), does not exceed seventy percent (70%) of the national median
disposable equivalent income, according to the most recently published data of the Hellenic
Statistical Authority (EL.STAT.), if the applicant has not reached the twenty-sixth (26th) year of age
and is unmarried or has not entered into a cohabitation agreement,
b) the average of the applicant's personal taxable income of the last two (2) financial years does
not exceed one hundred percent (100%) of the national median disposable income equivalent,
according to the most recently published data of the National Statistical Office, if the applicant has
reached the age of 26,
c) the average of the sum of the taxable income of the last two (2) financial years of the applicant
for exemption from tuition fees and his or her spouse or partner, if married or in a civil partnership,
regardless of whether they submit a joint or separate tax return, does not exceed one hundred
percent (100%) of the national median disposable equivalent income, according to the most
recently published data of the National Statistical Service.
5) If the applicant for exemption has not reached the age of 26 and is a child of a family with three
or more children or a child of an unmarried parent or an orphan of at least one (1) parent or a
person with a disability or a member of a household with a person with a disability, he/she may
apply for exemption from half (50%) of the obligation to pay tuition fees, provided that the average
in paragraph a) of par. 4 exceeds seventy percent (70%) and does not exceed one hundred percent
(100%) of the national median disposable equivalent income.

6) The examination of the criteria for exemption from tuition fees is carried out by the Curriculum
Committee of the I.I.P.S.P and a reasoned decision is issued on the acceptance or rejection of the
application.
7) The possibility of exemption from the obligation to pay tuition fees is granted exclusively for
attendance at one (1). The right to apply for the payment of tuition fees for one (1) MSc.
8) Those who receive a scholarship from another source are not entitled to an exemption. In this
case, an application must be submitted, which serves as a Declaration of Responsibility, and the
Department may request any other supporting documents it deems necessary.
9) This does not apply to citizens of third countries.
At the end of each semester an evaluation of each course and each lecturer is carried out by the
postgraduate students.
Additional supporting documents
1. Additional foreign language certificates (if available).
2. Photocopy of passport.
3. Internship certificates in Higher Education (if available).
4. Certificates of professional experience in jobs in Higher Education or the European
Union and in fields related to the subject of the I.I.P.S.P. (if available).
Evaluation of applications is based on the attached ANNEX.
In order to be admitted to the I.I.P.S.P., a candidate must obtain at least 30 points according to
the grading table of article 5 of the I.I.P.S.P. regulation.
Tuition fees
Tuition fees are set at €4,000 (EUR) and are payable in two instalments. The first instalment
(€2,000) shall be paid within ten (10) calendar days of the postgraduate student's registration and
the second instalment (€2,000) shall be paid at the beginning of the second academic semester.
The payment of the tuition fees is made to the Special Account for Research Funds (ELKE) of the
University of Patras, which is responsible for their administration.
The sustainability of the I.I.P.S.P. is ensured by the enrolment of at least 10 students.
