It is to inform that, the Inter Polytechnic Sports and Games Meet
2024-25 is scheduled to conduct at different levels i.e., at Regional level
and State levels. The details of the events and Schedule are as listed below.

In this regard, all Physical Directors and Principals of Government


Polytechnics are hereby instructed to ensure the necessary arrangements
for the successful conduct of IPSGM 2024. This includes but is not limited
to the preparation of grounds, lodging and boarding facilities,
transportation, and other essential arrangements for the participating
students. The proposed venues for the regional IPSGM 2024 events are
annexed hereto.

Therefore, the Regional Joint Directors of Technical Education for


the AU and SVU Regions are requested to take appropriate steps to ensure
the smooth and timely conduct of IPSGM 2024 in accordance with the
schedule. The detailed Guidelines for conducting of IPSGM 2024-25 are
herewith communicated so as to take necessary action in this matter.

For the first time it is proposed to conduct 2 games (Table Tennis


and Badminton) for the staff of Department of Technical Education (that
includes Government Polytechnics, Office of RJDs, Directorate and SBTET)
for both men and women during the regional and state level IPSGM 2024-
25 to promote their overall well-being. Winners from the regional level will
represent their region at the state level. Participation is subject to prior
approval from the concerned Principals/Head of Institution. Further,
participation shall not be treated as a right of the faculty/staff but feasibility
of ensuring uninterrupted conduct of regular academic activities and
classes. All the expenditure in this regard shall be borne by the faculty
participating.
Instructions
• All the competitors should come with their own & necessary
equipment.
• In Athletics, (Boys) each participant is eligible to take part 3:2 or
vice versa in Track and Field events.
• In Athletics (Girls) each participant is eligible to take part 2:2 or
vice versa in Track and Field events.
• All the colleges have to submit the game wise eligibility Performa’s.
• All the Participants must show their College Identity cards
and Bonafede Certificate before the verification committee
and also before the commencement of match.
• If a player is identified during the tournament as misbehaving with
the Official, or any in-disciplinary behavior, or Anti-social activities
or Damage of the Accommodation rooms etc., such players will
be debarred from the college, subsequently team will be scratched
and they are not eligible to participate in IPSGM for three years.
• Regional level winners’ team in games and 1st & 2nd Place holders in
sports will participate in the State Level in their respective
mentioned games and Sports events.
• The Nodal Officers should hand over the Regional Winners list to the
State Meet Host Institution Convenor at least two days before the
commencement of the State Level IPSG Meet.
• The Principals/In charge Principals should hand over the institution
level winners list to the Regional level meet host Institution at least
two days before the commencement of the Regional level meet.
• During the State level tournament all the Regional Coordinators
have to report one day before to the State Coordinator.
• All the Regional Coordinators are requested to be in contact with
the State Games & Sports Committee Members.
• All the Physical Directors should attend Inter polytechnic Sports &
Games State Meet irrespective of Participation without fail.

ANDHRA PRADESH
Rules and Regulations

The Regional Joint Directors of Technical Education, Tirupati and


Kakinada are requested to direct the Principals of concerned
Polytechnics/Institutions to follow the Schedule, Rules and Regulations
scrupulously without giving any scope for complaints from the students.
In view of the above, the Regional Joint Directors of Technical
Education are requested to conduct the meeting (Region wise) with all the
Principals and the Physical Directors at their convenient dates for making
arrangements in conducting of the IPSGM 2024-25 at identified venues as
per the aforementioned schedule.

RULES AND REGULATIONS:

1. AIMS AND OBJECTIVES:


a. To build up the character of young student athletes of the
Polytechnics of the State
b. To provide opportunity for leadership and sportsmanship among the
students.
c. To inculcate and encourage the true spirit of leadership and
sportsmanship among the students.
d. To cater the needs of young sportsman by providing opportunity to
participate in all Sports and Games.
e. To impart training and make the students physically fit and socially
alert to safe guard the interests of the country in times of National
Emergency.

2. ELIGIBILITY FOR PARTICIPATION:


Teams consisting of Bonafide regular students on rolls of all
Polytechnics/Institutions are eligible to participate in Inter Polytechnic
Sports and Games Meet 2024-2025. Students who are engaged in
Industrial Training as it is part of their academic schedule are also eligible
to participate in the IPSG Meet. Students are not allowed to participate
more than (3) years in IPSG Meet i.e., 1st year student shall participate 3
times only, 2nd year student shall participate 2 times only 3 rd year student
shall participate 1 time only. The entries for Boys and Girls of Regional
level meet must reach O/o the Regional Joint Director of Technical
Education concerned and Host institution on or before 5:00 P.M. on dt.13-
12-2024 either by Post or in person in the given format (enclosed) along
with indemnity bond marking a copy to the Principal of the concerned
Polytechnic. A soft copy of this information may be handed over at the time
of reporting to the host institution.

3. SPORTS AND GAMES FOR COMPETITION:


The following sports and games are proposed to conduct during this
academic year subject to the condition that sufficient number of
participants should be available.

Regional/State Meet:
Sports and Games for Boys:

Badminton (Singles & Doubles), and Table tennis (Singles
& Doubles).
Sports and Games for Girls:
ATHLETICS: 1) 100M, 2)200M, 3) 400M, 4)800M, 5)
100Mx4 Relay, 6) Long Jump, 7) Triple Jump, 8) Shot Put,
9) Discuss, 10) High Jump.
GAMES: Kho-Kho, Volley Ball, Table tennis (Singles &
Doubles), Badminton (Singles & Doubles) and Chess.

4. LODGING AND BOARDING:


Free unfurnished accommodation shall be provided to all mofussil
teams on request at the venue Polytechnic/Institute. Arrangements for
boarding shall be made on advance intimation to the Convenor, Rs. 200/-
(Rupees two Hundred Only) per day, per candidate shall be charged
for boarding expenses, i.e., break-fast, lunch, evening tea and dinner, T.A.
and D. A. for the team Managers and Physical Directors shall be as per rules
in vogue.

All the participants should bring a carpet, a bucket, a mug and two
blankets for their use as it is winter. Accommodation for all Physical
Directors/Managers those are accompanying the participants is provided in
the college campus only.

Further, honorarium shall be paid for umpire/referee for officiating


during the IPSGM as per the rules in vogue. This applies at both the regional
and state levels, funded from the amount sanctioned for IPSGM to the
respective coordinating/ hosting polytechnics
5. FINANCE:
Each of the Polytechnic/Institution including Private and aided
institutions, irrespective of their participation has to send Rs.50/-
(Rupees fifty only) Per student ( Rs.40/- for IPSGM & Rs.10/- for All
India South Zone Inter Polytechnic Sports and Games Meet (AISZIPSGM),
this distribution is valid for academic year 2024-25 only) for the entire
strength of the institution, [subject to a minimum of 7500/- (Rupees
Seven Thousand Five Hundred only), if the strength of the institution is
less than 150 students] from the Games Fund already collected, to the
respective Regional Joint Directors, either in the form of Demand Draft, In
favour of “The Regional Joint Director, Technical Education, AU
Region, Kakinada & SVU Region, Tirupati" or through account
transfer to the bank account(s) communicated by the respective RJDs on
or before dt.10.12.2024 towards the expenditure for the Sports and
Games Meet. The Participating Polytechnic/Institution shall meet the
expenditure from the Games Fund already collected from the students in
connection with the participation of the teams in all Sports and Games
Meet. In case such budget is insufficient the Principals are
permitted to utilize the amounts available in IRG/Non-Government
accumulated funds with the prior permission of the Director of
Technical Education, A. P., Mangalagiri, Guntur District. The funds
received from all the institutions by the respective Regional Joint Directors
shall be distributed in 75:25 ratios to the host polytechnics of Regional and
State IPSGM respectively i.e., 75% of the funds to the District Meets and
25% to the State Meet.

It is reiterated that all the expenses of the participants shall be borne


by the respective Polytechnic.

6. AWARD OF CERTIFICATES, CUPS AND TROPHIES:

The Polytechnic conducting Inter Polytechnic Sports and Games Meet


shall issue certificates, shields, trophies and cups may be awarded to the
winner’s team and Runners team in the IPSGM Regional as well as State
Meet with prior approval from the respective RJDs.

7. CHAMPIONSHIPS IN SPORTS AND GAMES:


i. Individual Championship in Sports for Boys.
ii. Individual Championship in Sports for Girls.
iii. Sports Championship for Boys.
iv. Sports Championship for Girls.
v. Games Championship for Boys.
vi. Games Championship for Girls.
vii. Over All Championship in Sports and Games for Boys.
viii. Over All Championship in Sports and Games for Girls.

If there is a tie for Individual Championship in case of Sports, the


fourth place shall be taken in to consideration as tie-breaker and even if
the tie still continuous, Championship/ Trophy will be divided between the
two competitors. The same condition holds good even in the case of tie
for college championship/Regional Championship/State Championship in
games i.e., the trophy will be retained by one Institution/District for six
months and for other six months, which will be decided by lot for who will
retain the trophy for first six months.

Note: A college/Regional contingent has to score in both Sports and


Games for claiming the Over All Championship in Sports and Games. For
eg., If a team/contingent is scoring 25 points in Sports and 0 points in
Games is not entitled to claim the Over All Champion Ship in Sports and
Games. In such case the Over All Championship in Sports and Games goes
to the other team/contingent that scores next highest to the said
team/contingent both in Sports and Games.

8. AWARD OF POINTS:

9. TOURNAMENT RULES AND REGULATIONS


• The Inter Polytechnic Sports and Games Meet shall be conducted on
Knockout basis for the Regional & State Meets.
• Each Polytechnic is eligible to send one team for the Games and two
qualified students for the sports at Regional level.
• Only one Team in games event i.e., winners’ team and two athletes
i.e., First and Second place holders in athletics from Region is allowed
to participate in the State Meet.
• The Participating students should be regular. All the participants
should bring their Identity Cards and bonafide certificate, affixed with
pass port size photo duly signed by the Principal is must.
• All the Physical Directors/ I/C Physical Directors/Managers shall take
care in bringing the bonafide certificates along with the contingent to
the Regional Meet as well as State meet. Proforma of the Bonafide
certificate is enclosed in the Annexure.
• For all the Sports and Games latest Sports Authority Rules shall be
followed.
• The Polytechnics conducting the Meet shall supply proforma of official
entry form. If the participants found impersonating the bonafide
student of a Polytechnic, such Polytechnics shall be debarred from
the Meet and the matter will be reported to the CTE, for further
action.
• All Teams must be prepared to play more than one match in a day
subject to the condition.
• Teams should report to the Referee 15 minutes before the
scheduled time at the allotted Courts.
• The decision of the Referee shall be final.
• One official (Physical Director/I/C Physical Director/ Manager) must
accompany the participating Contingent. If the contingent exceeds
20 members, another official may be permitted to accompany. One
lady staff member should accompany the Girls team.
• All the protests must be made in writing within 15 minutes after the
completion of the game or event to the Referee by paying Rs. 500/-
(Rupees five hundred only) protest fee which will be returned if
protest is upheld. If protest is turned down the protest fee shall be
forfeited and viewed seriously. Appeals should be addressed to the
Convenor of the Meet.
• The official’s arranged by the convenor shall conduct the
competitions and no appeal shall be entertained against
arrangements made.
• If any team or player walks-off the field during the play, the
team/player renders itself/him/her self-liable for disqualification
from that event of the Meet besides forfeiting the
match/competition.
• Any team /player that do not report in-time shall be disqualified for
further participation.
• Players and competitors, who’s behavior on or off the field is
unsatisfactory, are liable to be disqualified from the competitions and
disciplinary action will be taken against them. Physical
Directors/Managers should take care of the participants.
• Teams/competitors/Institutions are liable to be disqualified or
debarred from the competitions in case of any statements, data etc.,
furnished in the entry forms are found to be incorrect or otherwise in
contravention of these rules in any manner in respect of any player,
Principals are requested to take the INDEMNITY BOND from every
participant.
• The decisions of the officials of the competitions on points of fact shall
be final without appeal. On disputed questions of laws or rules
governing the events an appeal may be made in written. Such an
appeal shall be preferably by the Captain verbally on the spot to the
officials specifying briefly the rules, complete the match, and then
submitted the written appeal to the Convenor within one hour of the
conclusion of the event. Every appeal shall be counter signed by the
Manager (the P. D. or the I/C P. D.) of the team.
• There shall be a Committee for finalizing the appeals. The Convenor
heads the committee, and other members are officer’s in-charge and
three physical Directors nominated by the Convenor.
• Games like Volley Ball etc., if incomplete due to weather conditions
or failure of light or any other reason beyond the control of the
organizers shall only be replayed.
• If any team or competitor loses, have to vacate the accommodation
on the same day or the next day morning to avoid the congestion.
• Shot put for girls 8 lbs, and for boys 16 lbs.
• Discuss for girls 1 kg, and for boys 2 kg.
• Javelin for boys 800 grams.
• As per the Amateur kabaddi federation of India the Participant in
senior division shall not exceed 80 kgs. Of body weight, if a student
participant exceeds body weight of 80 kgs shall be dropped from
the kabaddi event Regional/State Meet.
• No match will be held-up for the sake of common players.

10. MARCHPAST:
All the Participants, neatly dressed preferably in white shall assemble
in sports arena and display themselves in Polytechnic/Institute wise with
their flag.

The Chief Guest who formally inaugurates the Meet, Oath shall be
taken by the competitors.
OATH: “WE SWEAR THAT, WE WILL TAKE PART, IN THE
ANDHRA PRADESH STATE INTER POLYTECHNIC SPORTS AND
GAMES REGIONAL MEET/STATE MEET, IN LOYAL
COMPETITION, RESPECTING THE RULES AND REGULATIONS,
IN THE TRUE SPIRIT OF SPORTSMANSHIP FOR THE
HONOR OF OUR ASSOCIATION, AND FOR THE GLORY OF THE
SPORTS”.

The participating teams will then march in threes in the track of the
sports arena and when they reach the dais the Captain of the Team will
salute the Guest.

NOTE:
1. Each Athlete (Boys) can participate in 5 events only choosing at
least two from track events and three from field events or vice
versa, for claiming Boys Individual Championship.
2. Each Athlete (Girls) can participate in 4 events only choosing at
least two from track events and two from field events or vice
versa, for claiming Girls individual Championship.
3. Best of three matches will be conducted for Badminton, Volley Ball,
Ball Badminton and best of five for Table Tennis.
