Ladies and Gentlemen:
Our dreams and aspirations for the barangay are geared towards great changes. The
Barangay Devolution Transition Plan (DTP) greatly affects the Barangay Budget for CY 2023.
The Supreme Court (SC) decision in the consolidation cases of Congressman Hermilando
Mandanas, et al vs. Executive Secretary Paquito N. Ochoa, Jr. et al and Honorable Enrique T.
Garcia, Jr. et al vs. Executive Secretary Paquito Ochoa et al. clarifies the basis for the
computation of local government shares and ordered the national government to include in all
collections of national taxes in the computation of the base amount for the just share of LGUs.
This paved way to the implementation of DEVOLUTION.
The full devolution of functions, services and facilities by the national government (NG)
to local government units (LGUs) no later than the end of FY 2024 was a mandate of Executive
Order No. 138 s. 2022. These shall include those devolved responsibilities indicated in Section
17 of RA 7160 and in other existing laws which subsequently devolved functions of the NG to
the LGUs. These fully devolved responsibilities shall be funded from the share of the LGUs in
the proceeds of the national taxes and other local revenues.
Today the TWO MILLION ONE HUNDRED FORTY TWO THOUSAND NINETY
EIGHT PESOS & 71/100 (P2,142,098.71) budget for our barangay for Fiscal Year (FY) 2023
that I am asking our Sangguniang Barangay to pass without duly and without deduction is aimed
to effect great changes and development to coincide to our practiced vision to become a peaceful,
clean and progressive barangay.
PUBLIC THRUSTS FOR BUDGET YEAR 2025

The Full Assumption of functions made great changes on the FY 2025 Budget. Lots of
functions are devolved with the barangay. Adjustments are still on the go. The journey is long
and winding and we have just started. Yet, we are still stuck in the dilemma of incompetence and
inefficiency, unable to deliver better services, if at all, and complacent about the status quo
because of policy, institutional and financial constraints undergirded by political, economic,
social and cultural factors. Until barangays perform better in the provision of basic services,
devolution defeats its purpose, that is to devolve powers to barangays in order to empower
them so they can deliver goods and services and empower their constituents.
Our policy thrust for FY 2025 greatly focused to our barangay economy. We work to
increase employment of people by 10%. Our local resources are necessary so we must
concentrate and utilize them in order to become a self-reliant community.
The measures to support our FY 2025 budget are the following:
1. Efficient collection of fees and taxes;

2. Increase local revenues for the use of barangay owned properties and facilities;
3. Delivery of basic services to all constituents; and

4. Use of savings to other priority development projects.
ESTIMATED INCOME FOR BUDGET YEAR 2025
The estimated and realistic income for FY 2025 is more or less TWO MILLION ONE
HUNDRED FORTY TWO THOUSAND NINETY EIGHT PESOS & 71/100
(P2,142,098.71). Our National Tax Allotment (NTA) share is still the number one source of
income. It comprises 90% of our total revenues. This is because of the NTA decrease of more
than P300,000.00 for FY 2025. For this we will also continue to collect local taxes and fees
efficiently. Tax Campaign is important so that we can collect more taxes than target figure. We
will also pursue strategic policies on income generation in the coming year in order to attain our
dreams and aspirations. We can only achieve this through fair and just execution of policies,
rules, and laws of the barangay.
INCOME ALLOCATION FOR BUDGET 2025
Pursuant to the provisions of RA 7160, budgetary rules and regulations are strictly
followed and observed. The 55% budgetary requirement for personal services based on 2020
realized income is strictly followed. Full provisions for statutory and contractual obligations are
hereby effected. The amount of P421,146.60 is appropriated for Development Plan to finance
the various priority projects, programs and activities. The amount of P 214,209.87 is provided
for the SK Budget while P107,104.94 is appropriated for Calamity Fund.
Gender and Development amounts to P107,104.94 is also observed to be implemented

under Executive Order 273 for the services given to women in relation to the services stipulated
in this code.
Twelve percent (12%) of the total income is also allocated for maintenance and other
operating expenses while almost 11% is appropriated for the honorarium of BNS, BHWs and
Tanods. This percentage allocation of our income shall be maintained for succeeding years to
show our commitment in the delivery of basic services.
EXPECTED OUTPUT FOR BUDGET YEAR 2025
For budget year 2025, the expected results or Major Final Output (MFO) on goods and
services of our barangay as laid out in our Annual Investment Program are as follows:
The appropriated amounts are aimed to produce the expected MAJOR FINAL OUTPUT
(MFO) for the barangay and are to be measured by performance or output indicators per MFO.
This serves as the rationale for the money spent for the various services and development
projects provided by the barangay pursuant to Section 17 of the Local Government Code.
As a public servant, I humbly stood and bow down and give due respect to all my
constituents whom I pledged to serve until the end of my term. With the help of our Almighty
God, I do believe that I have delivered the basic goods and services and all development projects
with your full support and cooperation. Likewise, I wish to thank the officialdom of Municipality
of Bacarra, headed by the able and dynamic Honorable Mayor Nicomedes C. dela Cruz Jr. and
the Sangguniang Bayan headed by the Honorable Vice Mayor Jose A. Pilar Jr. for their
unending support to the barangay.

MILLION ONE HUNDRED FORTY TWO THOUSAND NINETY EIGHT
PESOS & 71/100 (P2,142,098.71) REPRESENTING ANNUAL BUDGET
FOR BUDGET YEAR 2025
WHEREAS, Section 16 (General Welfare) of Republic Act 7160 otherwise known as

the Local Government Code of 1991 provides that:
“Every local government unit shall exercise the powers expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its
efficient and effective governance, and those which are essential to the promotion of the
general welfare. Within their respective territorial jurisdiction, local government units shall
ensure and support, among other things, the preservation and enrichment of culture, promote
health and safety, enhance the right of the people to a balance ecology, encourage and
support the development of appropriate and self-reliant scientific and technological
capabilities, improve public morals, enhance economic prosperity and social justice, promote
full employment among their residents, maintain peace and order, and preserve the comfort
and convenience of their inhabitants.”;
WHEREAS, Chapter IV, Section 391 subsection (a) paragraph 3 provides that:
9. The sangguniang barangay, as the legislative body of the barangay, shall:
(3) Enact annual and supplemental budgets in accordance with the provisions
of this Code;
WHEREAS, the National Tax Allotment (NTA) share of the barangay for Fiscal Year 2025 is
TWO MILLION ONE HUNDRED FIVE SEVEN HUNDRED THIRTY THREE PESOS
(P2,105,733.00) as per Local Budget Memorandum Number 80 dated May 18, 2020 by the
Department of Budget and Management;
WHEREAS, Local Chief Executive, Honorable Rellie L. Ramos, presented to the

Sangguniang Barangay of #31 CALIOET-LIBONG for the appropriate and favorable legislative
course of action the Annual General Fund Budget of the Barangay Government of #31
CALIOET-LIBONG, Ilocos Norte for Fiscal Year 2025 based on the estimated income
amounting to TWO MILLION ONE HUNDRED FORTY TWO THOUSAND NINETY
EIGHT PESOS & 71/100 (P2,142,098.71);
WHEREAS, the FY 2025 annual budget shall likewise include PPAs that can be
attributed and built-in within the budget level for the following:
 Gender and Development pursuant to RA 7192, RA 9710 and Philippine

Commission on Women-DILG-DBM-National Economic and
Development Authority JMC No. 2016-01 dated January 12, 2016;
 Senior Citizens and Persons with Disabilities pursuant to RA No. 9994
amending RA 7432 and RA 9442 amending RA No. 7277;
 Implementation of the programs off the Local Councils for the Protection
of Children pursuant to RA 9344.
WHEREAS, the FY 2025 annual budget of Barangay #31 CALIOET-LIBONG shall be

prepared consistent with the Manual on Financial Management for Barangays as prescribed
under COA Circular No. 2015-011 dated December 1, 2017.
NOW THEREFORE, BE IT ORRDAINED by the Sangguniang Barangay of

Barangay #31 CALIOET-LIBONG, Bacarra, Ilocos Norte, in Council Assembled:
SECTION I. SOURCE OF FUNDS. The following income as indicated hereof are

hereby declared as source of funds particularly the Tax Revenue and Operating and
Miscellaneous Income, which are realistic and probable to be collected and remitted to the Local
Treasury, necessary to finance the delivery of basic services and implementation of priority
development of Barangay #31 CALIOET-LIBONG, Bacarra, Ilocos Norte from January 1 to
December 31, 2025, except otherwise specifically provided herein:

SECTION III. The appropriated amount is aimed to produce the expected major final
output for the barangay and is to be measured by performance or output indicators per MFO.
This serves as the rationale for the money spent for the various services and development
projects provided by the barangay, pursuant to Section 17 of the Local Government Code.
SECTION IV. The authority of the Punong Barangay to augment any item in the
Approved Budget from savings in other items within the same expense class of their respective
appropriation is hereby given effect.
SECTION V. GENERAL PROVISIONS. The following policies are authorized for the
fiscal year:
a. Income for the operating and miscellaneous fees shall be collected at maximum
collection efficiency.
b. Priority in the use of income shall be for the budgetary requirements as mandated by
the Local Government Code:
 At least 20% of IRA for development projects

 At least 5% for unseen events
 10% for SangguniangKabataan (SK)
c. Strict compliance for the 55% Personal Services limitation shall be observed.
d. Priority in the use of savings shall be basic services, augmentation of development

projects and other mandatory expenses provided under the Local Code.
e. All procurement shall follow strictly the provisions of RA 9184.
SECTION VI. EFFECTIVITY. This Ordinance shall take effect on January 1, 2025.
SECTION VII. Copies of this Barangay Appropriation Ordinance shall be submitted to

the Sangguniang Bayan of Bacarra, Ilocos Norte for the institution of the proper
legislative measures and to all authorities concerned for their information and reference.

WHEREAS, presented to this Sanggunian for legislative consideration and review is the
proposed Annual Investment Program (AIP) of Barangay #27-A PUNGTO, Bacarra, Ilocos
Norte for Budget Year 2022;
WHEREAS, this AIP is an integral part of the annual local government planning and
budgeting system;
WHEREAS, this AIP is a tool by which the Local Government Unit provides budgetary
support to its Barangay Development Plan and translates the locality’s development thrusts into
tangible programs and projects;
WHEREAS, the Budget Year 2023 AIP contributes to the attainment of the barangay’s
vision which is “Barangay Pungto will be a highly and well-developed community with its
peace-loving, healthy and responsive citizenry; promoting and sustaining their socio-
economic responsibilities moving towards a peaceful, clean, green, beautiful and progressive
barangay”
WHEREAS, this AIP is firmly anchored on the barangay’s PUNGTO and the
requirements of National Scorecards on Seal of Good Local Governance for Barangay (SGLGB);
WHEREAS, the adoption of the AIP is essential as it serves as the basis for the funding
of development projects, and programs of the Barangay for Budget Year 2023;
NOW THEREFORE, BE IT, AS IT IS

BARANGAY GENDER AND DEVELOPMENT RESOLUTION 2022-01

BARANGAY GENDER AND DEVELOPMENT (BGAD) PLAN FOR BUDGET
2023 OF BARANGAY #27-A PUNGTO, BACARRA, ILOCOS NORTE”
WHEREAS, The Magna carta of Women (Republic Act No. 9710) defines Gender
and development perspective and process that is participatory and empowering, equitable,
sustainable, free from violence, respectful of human rights, supportive of self-determination and
actualization of human potentials;
WHEREAS, a GAD Plan and Budget is a systematically designed set of programs,

projects and activities with corresponding budget carried out by government agencies
departments, including their attached agencies, offices, bureaus, state universities and colleges,
government-owned and controlled corporations, local government units;
WHEREAS, GAD Planning shall be integrated in the regular activities of the agencies,
the cost of implementation of which shall be at least five percent (5%) of their total budgets.
The compuatation and utilization shall be implemented in accordance with the specific
guidelines with the specific guidelines provided therein;
WHEREAS, included in the said gender and Development Plan were lined activities
that will promote gender sensitivity, gender equality and rights of women and children under
RA 9262, EO 273, RA 9710 and other GAD laws;
WHEREAS, the barangay Gender and development (GAD) was formulated by the duly
constituted barangay Gender and Development (BGAD) Focal Point System;
WHEREFORE, on motion of BGAD Member Herman P. Castillo, duly seconded by

the members present, it was;
RESOLVED, AS IT IS HEREBY RESOLVED to adopt BARANGAY GENDER

AND DEVELOPMENT RESOLUTION 2022-01: entitiled A RESOLUTION ENDORSING
TO THE SANGGUNIANG BARANGAY THE BARANGAY GENDER AND
DEVELOPMENT (BGAD) PLAN FOR BUDGET 2023 OF BARANGAY 327-A PUNGTO,
BACARRA, ILOCOS NORTE;

WHEREAS, the vision of the local and national governments on Nutrition Program is to
achieve a nutritional adequacy for all to strengthen the country’s Human Resources;
WHEREAS, DILG Memorandum Circular No. 96-03 dated May 31, 1996 requiring
the activation of Nutrition Committee at the Barangay Level in order to be viable functional
and effective in the integration/implementation of nutritional programs and activities into

barangay development plans;
WHEREAS, the Nutrition Committee formulated the Barangay Nutrition Plan and
Budget which include programs, projects ad activities centered on the effective and efficient
delivery of Health and Nutrition Services;
RESOLVED, AS IT IS HEREBY RESOLVED to adopt BNC RESOLUTION 2022- 01
