Greetings!
This is to submit to your end Ma’am, the following barangay legislative measures
which were duly approved and enacted/adopted by the Sangguniang Barangay of
Barangay. #31-A CALIOET-LIBONG, Bacarra, Ilocos Norte for review and the
institution of the proper legislative courses of actions:
Our dreams and aspirations for the barangay are geared towards great changes. The
Barangay Devolution Transition Plan (DTP) greatly affects the Barangay Budget for CY 2023.
The Supreme Court (SC) decision in the consolidation cases of Congressman Hermilando
Mandanas, et al vs. Executive Secretary Paquito N. Ochoa, Jr. et al and Honorable Enrique T.
Garcia, Jr. et al vs. Executive Secretary Paquito Ochoa et al. clarifies the basis for the
computation of local government shares and ordered the national government to include in all
collections of national taxes in the computation of the base amount for the just share of LGUs.
This paved way to the implementation of DEVOLUTION.
The full devolution of functions, services and facilities by the national government (NG)
to local government units (LGUs) no later than the end of FY 2024 was a mandate of Executive
Order No. 138 s. 2022. These shall include those devolved responsibilities indicated in Section
17 of RA 7160 and in other existing laws which subsequently devolved functions of the NG to
the LGUs. These fully devolved responsibilities shall be funded from the share of the LGUs in
the proceeds of the national taxes and other local revenues.
Today the TWO MILLION ONE HUNDRED FORTY TWO THOUSAND NINETY
EIGHT PESOS & 71/100 (P2,142,098.71) budget for our barangay for Fiscal Year (FY) 2023
that I am asking our Sangguniang Barangay to pass without duly and without deduction is aimed
to effect great changes and development to coincide to our practiced vision to become a peaceful,
clean and progressive barangay.
Our policy thrust for FY 2025 greatly focused to our barangay economy. We work to
increase employment of people by 10%. Our local resources are necessary so we must
concentrate and utilize them in order to become a self-reliant community.
The estimated and realistic income for FY 2025 is more or less TWO MILLION ONE
HUNDRED FORTY TWO THOUSAND NINETY EIGHT PESOS & 71/100
(P2,142,098.71). Our National Tax Allotment (NTA) share is still the number one source of
income. It comprises 90% of our total revenues. This is because of the NTA decrease of more
than P300,000.00 for FY 2025. For this we will also continue to collect local taxes and fees
efficiently. Tax Campaign is important so that we can collect more taxes than target figure. We
will also pursue strategic policies on income generation in the coming year in order to attain our
dreams and aspirations. We can only achieve this through fair and just execution of policies,
rules, and laws of the barangay.
Pursuant to the provisions of RA 7160, budgetary rules and regulations are strictly
followed and observed. The 55% budgetary requirement for personal services based on 2020
realized income is strictly followed. Full provisions for statutory and contractual obligations are
hereby effected. The amount of P421,146.60 is appropriated for Development Plan to finance
the various priority projects, programs and activities. The amount of P 214,209.87 is provided
for the SK Budget while P107,104.94 is appropriated for Calamity Fund.
Twelve percent (12%) of the total income is also allocated for maintenance and other
operating expenses while almost 11% is appropriated for the honorarium of BNS, BHWs and
Tanods. This percentage allocation of our income shall be maintained for succeeding years to
show our commitment in the delivery of basic services.
For budget year 2025, the expected results or Major Final Output (MFO) on goods and
services of our barangay as laid out in our Annual Investment Program are as follows:
The appropriated amounts are aimed to produce the expected MAJOR FINAL OUTPUT
(MFO) for the barangay and are to be measured by performance or output indicators per MFO.
This serves as the rationale for the money spent for the various services and development
projects provided by the barangay pursuant to Section 17 of the Local Government Code.
As a public servant, I humbly stood and bow down and give due respect to all my
constituents whom I pledged to serve until the end of my term. With the help of our Almighty
God, I do believe that I have delivered the basic goods and services and all development projects
with your full support and cooperation. Likewise, I wish to thank the officialdom of Municipality
of Bacarra, headed by the able and dynamic Honorable Mayor Nicomedes C. dela Cruz Jr. and
the Sangguniang Bayan headed by the Honorable Vice Mayor Jose A. Pilar Jr. for their
unending support to the barangay.

necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its
efficient and effective governance, and those which are essential to the promotion of the
general welfare. Within their respective territorial jurisdiction, local government units shall
ensure and support, among other things, the preservation and enrichment of culture, promote
health and safety, enhance the right of the people to a balance ecology, encourage and
support the development of appropriate and self-reliant scientific and technological
capabilities, improve public morals, enhance economic prosperity and social justice, promote
full employment among their residents, maintain peace and order, and preserve the comfort
and convenience of their inhabitants.”;
WHEREAS, Chapter IV, Section 391 subsection (a) paragraph 3 provides that:

WHEREAS, the National Tax Allotment (NTA) share of the barangay for Fiscal Year 2025 is

SECTION IV. The authority of the Punong Barangay to augment any item in the
Approved Budget from savings in other items within the same expense class of their respective
appropriation is hereby given effect.
SECTION V. GENERAL PROVISIONS. The following policies are authorized for the
fiscal year:
a. Income for the operating and miscellaneous fees shall be collected at maximum
collection efficiency.
b. Priority in the use of income shall be for the budgetary requirements as mandated by
the Local Government Code:
c. Strict compliance for the 55% Personal Services limitation shall be observed.
SECTION VI. EFFECTIVITY. This Ordinance shall take effect on January 1, 2025.

WHEREAS, the plan aimed at strengthening the capacity of the local government unit
together with partner stakeholders, to build the disaster resilience of communities and to
institutionalize arrangements and measures for reducing disaster risks, including projected
climate risks and enhancing disaster preparedness and response capabilities at all levels;
WHEREAS, this Body, after an exhaustive and thorough study, evaluation and
deliberation on the said plan, it has the firm belief that everything is in order and that it conform
with the general policy of this local governance to preserve and enhance the security and welfare
of the population and environment against natural and man-made threats.

Plan and Barangay Anti- Drug Abuse Council as its component;
WHEREAS, DILG MC 2017 dated October 24, 2017 provides for the guidelines in the
formulation of a simplified BPOPS Plan.
WHEREAS, the Barangay Peace and Order and Public Safety (BPOPS) Plan was
formulated by the duly constituted Barangay Peace and Order Committee (BPOC);

the cost of implementation of which shall be at least five percent (5%) of their total budgets.
The compuatation and utilization shall be implemented in accordance with the specific
guidelines with the specific guidelines provided therein;
WHEREAS, included in the said gender and Development Plan were lined activities
that will promote gender sensitivity, gender equality and rights of women and children under
