FOB: PROCEDURE TANK TO TANK (TTT)
NON-NEGOTIABLE
1) Buyer issue ICPO containing the seller's working procedure and banking details along
with buyer’s nominated TSA, company registration certificate
2) Seller issues a commercial invoice of the product in tanks at the port, buyer sign and
return commercial invoice along with an acceptance letter.
3) Seller issue appointment letter for seller representative to present a fresh SGS Report of less than
24 hours to Buyers and buyers’ logistics for proper verification at the buyer’s Tank Terminal
buyers’ issue TSR on seller Name to enable immediate injection upon successful SGS verification
seller inspect buyers Tank for injections
4) Upon confirmation of successful verification of the SGS Report by the Buyer company and
buyers Tank Farm Company, the Seller issue
a. INJECTION PERMISSION AGREEMENT signed by buyers and buyers Tank Farm
b. Authorization to sell and collect
c. commitment to supply
d. Statement of availabilities of product
5) Upon confirmation of the signed INJECTION PERMISSION AGREEMENT seller Issue to buyers
a. a Fresh SGS report of less than 24 hours on buyer’s company name
b. Q&Q Report. And Injection Report.
c. Authorization to verify physically the product in the sellers’ tank (ATV)
d. Tank Storage receipt TSR
6) Buyer conducts a Dip test on the product in the seller Tank and makes the payment for the total
value of the product via MT103-TT to enable the injection process into their Nominated tanks
7) Seller pays all intermediaries involved in the transaction and subsequently monthly shipments
continue as per terms and conditions of the sales and purchase agreement contract between
buyer and seller.

TANKER TAKE OVER (TTO) PROCDURES:
1. Buyer issues official ICPO with banking details and company registration certificate.
2. Seller issues Draft contract for both parties to sign, within 24 hours buyer signs and send back with guarantee
letter and proof of funds to fulfil the contractual agreement.
3. Seller issues the Proof of Product documents in buyer company's name as listed below;
3-1. Certificate of Origin.
3-2. Product quality passport (Analysis Test Report) By Russian standard Gost R.
3-3. Commitment to Supply.
3-4. Bill of Lading.
3-5. Cargo Manifest.
3-6. Vessel Q88.
4. Upon receipt of the POP documents, the buyer provides their shipping agent contact information for the ship
owner to open communication, issue a Notice of Readiness (NOR) and Power of Attorney to buyer’s shipping agent
entrusting them to perform all needed shipping agency and freight forwarding services in the discharge port.
5. Buyer visit seller's escrow agent office and deposit 20% of total first shipment value in an Escrow Account with the
seller to secure the procurement of the allocated product and quantity., the seller will instruct the vessel master to
re-route the vessel tanker final destination to the buyer’s discharge port, upon confirmation of the deposit made to
the escrow account.
5. (a) The 20% deposit held in the escrow account will only be released to the seller upon successful completion of
the transaction between the buyer and seller, subject to the buyer's official approval for the release of the deposit to
the seller.
5. (b) The Buyer, Seller, and Escrow Firm will physically sign an escrow agreement in China. Additionally, the Seller
will provide a refund deposit guarantee letter to the Buyer.
6. Seller and Buyer signs the title transfer affidavit and the title ownership certificate is issued in the buyer’s
company name.
7. Seller instruct vessel master to countersign the shipping agent Power of Attorney and proceed to send the
complete set of maritime and shipping documents to enable the buyer shipping agent file for maritime report and
make all preparation to receive the vessel tanker at the destination port terminal.
8. Upon arrival of the vessel tanker at the destination port and completion of CIQ Inspection, buyer pays for full
cargo value via MT103/TT Wire within 48Hours
9.Seller pays the intermediaries involved within 72 hours after receipt of payment of the product from the buyer.

CIF TERM/COST INSURANCE AND FREIGHT NON-NEGOTIABLE TRANSACTION PROCEDURES
1. Buyer issues ICPO upon receipt of Soft Corporate offer.
2. Seller issues Draft Sales and purchase Agreement to buyer, Buyer returns signed contract to Seller
3. Seller and Buyer agree on final destination of first shipment. Seller issues the below Partial POP documents;
4. (a) Refinery Commitment to Supply
4. (b) Certificate of Origin
4. (c) Seller Certificate of Incorporation
4. (d) Quality and Quantity Report (Product Passport)
4. (e) Statement of Product Availability
5. Buyer visit seller's escrow agent office and deposit 20% of total first shipment value in an Escrow Account with the

FOB – ROTTERDAM/ HOUSTON DIP AND PAY 2:
1. Buyer issues ICPO and Company Registration Certificate or any I.D. With TSA for seller’s verification.
2. Seller issue Draft Commercial Invoice, Buyer signs and returns to Seller with his Tank Storage Agreement
3. Seller lease and pays the buyer’s tank for 4 days for the Injection Process, Buyer do pay his Tank Farm Company
for 1 days after his Tank Farm Company has received the payment from Seller Company.
4. Seller provides buyer with FULL POP Documents:
A. Fresh SGS Report less than 48 hours
B. Dip Test Authorization-Unconditional
C. Injection Report
D. Tank Storage Receipt with GPS Coordinates
E. Tank Farm Bar-code Information
F. Letter of Commitment to Supply.
G. Registration Certificate & Export License Copy
H. Authority to Sell & Collect (ATSC)
I. Endorsed Injection Schedule by the buyer & buyer Tank Farm
J. ATV – For Physical Verification

4. Seller issues Complete DTA and Tank Receipt to Buyer, Buyer order SGS to conduct Dip Test of the product in the
Seller’s Tank on Buyer expenses submit the full injection report to the Buyer.
5. Upon successful Dip Test, sellers inject the fuel into buyer lease Storage Tank and sellers submit the full injection
report to the Buyer.
6. Buyer make 100% payment by MT103 TT wire transfer for the total product and Seller pays commission to all
intermediaries involved in the transaction within 24 hours after confirmation of the buyer’s payment.
7. Seller issues draft SPA to buyer to review for R&E monthly deliveries.

8. Buyer review and approves the SPA and issues SBLC/IRDLC irrevocable, non-transferable, auto revolving for 12
months shipment value, documentary letter of credit for length of contract and for each lift per schedule. The buyer
pays after Dip Test by MT103 Wire Transfer one monthly quantity.
9. The subsequent delivery shall commence according to the terms and conditions of the contract.
10. Seller pays commissions to all intermediaries as per IMFPA/NCNDA 24 hours after receiving payment from the
buyer.
Note: The ICPO/LOI must be in buyer’s letterhead with authorized signatory and stamp. It is mandatory that the
document carries the buyer’s bank and bank officer’s contact information. The names and positions of the Company
representative signing the LOI/ICPO must be clearly indicated. Otherwise, the document has no legal value; the
documents must be fresh (recent date – the most 1-3 days old max.) The letterhead of the Company requesting the
commodity must correspond to the Bank Account Holder on the banking information provided.
