Rotary is at its best when we foster a sense of inclusion and belonging in our clubs. In fact, I
would go so far as to say that belonging is The Magic of Rotary itself.
Rotary’s Action Plan can help. The Action Plan comes with tools you can use to collect feedback, assess your club’s
strengths and weaknesses, and address challenges.
The world is changing, and our clubs can’t afford to stand still. But the changes we make need to be consistent and
strategic — building on one another toward a greater vision. The Action Plan can help you work toward that vision
and create effective change within your club. Following the Action Plan and addressing suggestions from the
community will go a long way to fostering the sense of belonging we want all Rotary members to feel in their clubs.
That’s why expanding our commitment to diversity, equity, and inclusion is so important. Committing ourselves to
each other’s well-being is the first step to expanding our reach, allowing us to spread Positive Peace in these troubled
times.
Peacebuilding is one of our top priorities, and one of the most effective ways we can build peace is with our Rotary
Peace Fellowships, through which peace and development professionals learn how to prevent and end conflict.
We offer the fellowships through our Rotary Peace Centers at leading universities around the globe, where more than
1,800 Rotary Peace Fellows have graduated. And thanks to a $15.5 million gift from the Otto and Fran Walter
Foundation, we can continue supporting peacebuilders in more regions with the next peace center at Bahçeşehir
University in Istanbul.
Opening another peace center is a monumental achievement, and it is my great honor to invite you to celebrate at next
year’s Rotary Presidential Peace Conference at the Istanbul center. The three-day conference 20-22 February will
highlight the many ways our family of Rotary advances peacebuilding. Registration for the conference is officially
open. I hope to see you there.
The 2025 Rotary Presidential Peace Conference has great potential for our peacebuilding efforts — but only if we
have your support.
The truth is, we’re not going to bring peace to the world, end polio, or grow membership by waving a wand and
saying some funny words. It’s up to you. You create the magic with every project completed, every dollar donated,
and every new member inducted.
I love my Rotary family and I know you do too. That’s why I know that together, we can make every club and district
simply irresistible. This year, let us change the world by embracing The Magic of Rotary.

It’s not surprising that one of Howard’s Rotary mantras is “All In.” Howard is a District 6880 Leadership
Academy graduate; District RLI graduate; Past District RLI Chair; Past Disaster Relief Chair 2014-15;
past District Conference Co-Chair & past Mid-year Chair; Multiple PHF; charter End Polio Society
member; past District AG; past District AG Coordinator; MS-PETS Facilitator; District DG Selection
Committee member 2017-18; past District 6880 “Rotarian of the Year” 2017-18; and a District
Visioning Team member.
Howard said, “I began my Rotary experience when I was invited to join Rotary in District D5240 (CA) as a member of Bakersfield East
Rotary Club in District 5240. Almost immediately after joining, he served on the club’s major fundraiser committee as well as our
outreach committee to local elementary schools’ reading program. Howard was later sponsored by the club to attend PRLS (a multi-
month long ‘Potential Rotary Leadership Seminar’ – similar to our RLI) and he ultimately graduated as a ‘Master PRLS.’ An interesting
footnote is that D5240 PDG Wade Nomura (who has since served as the RI President’s representative) was one of the lead faculty. An
amazing aspect of Rotary is the local and worldwide friendships you gain and the opportunity to ‘Do Good in the World’ through
Rotary.”
When Howard retired (the first time) and moved to Alabama in 2007, he was invited to join the Rotary Club of Fairhope by his banker.
He quickly became involved on the club’s major fundraiser committee which he chaired in 2012-13 and was later elected Club President
for 2013-14. His sons, were both involved in Rotary as Interact and RYLA leaders. His younger son was the charter President of the
Rotaract Club of Ole Miss, in Oxford, MS, and is a PHF.
Professionally, Howard began his career in college. A couple of early professors pointed him toward a public safety career beginning in
Juvenile Probation. After college, he became crime scene investigator, a Deputy Sheriff, and later moved up the ranks to a Sergeant-level
Investigator. His past assignments have included: Joint agency (federal/state/local) task force commander; Homicide & violent crimes,
white-collar crime, gangs & major narcotics cases as case supervisor where his collateral assignments included serving as an aircraft
FLIR operator conducting air surveillance and court ordered electronic wiretap investigations. Another assignment was to I.A./
Professional Standards where he served as an officer involved critical incident response team leader directing confidential investigations
into agencies across the more than 8,000 sq. miles of his office’s jurisdiction.
Howard holds a bachelor’s degree in Management from the University of Redlands, and has completed additional coursework including
at California State University – Bakersfield, the Wharton School of Business, and Stanford University School of Law. Howard was
elected to and served as a managing trustee for KCERA, a large (over $5B) public differed compensation retirement fund.
He has been certified by the U.S. EPA, F.E.M.A. and the State of California in Emergency Response Management and Mitigation and
Haz-Mat and was a CA Registered Environmental Assessor, holding a CA POST Advanced Officer Certificate. He has been granted life
member status in both the CA Haz-Mat Investigators Association and the CA Narcotic Officers Association. He served as a Range
master, armorer, firearms and chemical agents’ instructor.
After his first retirement and moving, Howard was hired to serve in the State of Alabama to start the Baldwin County’s Community
Corrections program, as its first Executive Director, and later with the State of Alabama’s 28th Judicial District as the District Attorney’s
Administrative Chief, responsible for helping coordinate office operations along with the prosecutor’s support staff. Howard still
couldn’t quite seem to fully retire, and contracted to manage properties and HOAs. More recently he had worked as an HR Specialist for
the City of Fairhope Personnel Department and at the federal level in courthouse and prisoner operations for the D.O.J. U.S. Marshal’s
Service – Southern District of Alabama as well as a stint as a contract “Special Investigator” conducting background investigations for
the U.S. State Department assigned out of the Southeastern Region, Miami Field Office Investigations section.
Beyond work and Rotary, Howard has also enjoyed serving on various other professional, civic, church and charitable boards. He has
previously served as a national board member for the Fellowship of Peace Officers and led two mitigation task force teams to assist
Gulfport PD after Katrina. He enjoys boating, waterfowl hunting and local football serving as a past Board officer of the Fairhope Pirate
Athletics Booster Club.
Robert Cochran
District Governor Elect, District 6880
After retirement Bob attended the Cumberland School of Law of Samford University and
became a member of the Alabama Bar in 1997. He and his family settled in Auburn, Alabama
where he opened his own law practice. In 2005 he received an urgent call from Auburn
University to temporarily take over teaching Business Law for an ailing professor. In 2008 he
began teaching Business Law and Aviation law fulltime at Auburn University. He retired on
July 1, 2024 as Senior Lecturer Emeritus.
After moving to Auburn in 1997 Bob bumped into an old Navy pilot friend who had also
recently retired. That friend introduced Bob to Rotary and he became a member of the Auburn
Rotary Club in 1998, serving in many positions until 2011 when he had to transfer membership
to the Lee County Sunrise Rotary Club due to schedule conflicts. In the Lee County Rotary
Club Bob has served as President (first completing the term of a President who had to transfer
out of state mid term in 2013-14) in 2014-15. He served as Treasurer for five years, and
established the Lee County Sunrise Rotary Foundation, Inc. for his club. He served as
Secretary-Treasurer for four years of the Foundation. In both Rotary clubs of which he has
been a member Bob has worked on numerous service projects. He is a Major Donor,
Benefactor, and a member of the Paul Harris Society. Bob’s wife Karen also joined Rotary
since she was “tired of Bob having all the fun!”
In District 6880, south Alabama, Bob has served as Assistant Governor, Youth Protection
Officer, District Awards chair, District Conference co-chair, and District Paul Harris Society
Coordinator. He is the District 6880 Governor Elect for 2024-2025, and will be the District
Governor for 2025-2026.
Bob and his wife Karen will have been married 41 years this upcoming July 30. They have a
daughter, Christy, here in Auburn who is a member of the Opelika Rotary Club. Their
daughter, Kelly, in New York City is currently between Rotary clubs. Their son, Clint, is
somewhere in the world serving in the U.S. Navy.

eliminated. (22-85)
Avenues of Service
Peace. Amends the third Avenue of Service in the Standard
Rotary Club Constitution as follows: “Community Service, the
third Avenue of Service, comprises varied efforts that members
make, sometimes in conjunction with others, to improve the
quality of life of those who live within this club’s locality or
municipality by striving for positive peace in the community.”
Positive peace is defined by Rotary’s partner, the Institute for
Economics and
Peace, as “the attitudes, institutions, and structures that create
and sustain peaceful societies, such as a sound business
environment, equitable distribution of resources, free flow of
information, high levels of human capital, acceptance of the
rights of others, and low levels of corruption.” (22-78)
Clubs
Litigation. If litigation is started or maintained against a district,
the RI Board is now authorized to suspend or terminate the club or
Rotaract club that started or maintains the litigation or keeps a
member or Rotaractor who starts or keeps the litigation. (22-38)
Membership
Equity and Inclusion. Adds equity and inclusion, along with
diversity, as part of the definition of well-balanced membership
that all Rotary and Rotaract clubs strive to build. (22-10)
Locality. Removes the requirement that a member must work or live in the locality of their club.
(22-13)
RI Officers
Directors. Removes the Rotary institute and convention
attendance requirements for RI directors and membership on
the director nomination committee. (22-21)
2. Mileage Reimbursement: a. The vehicle mileage reimbursement rate will be $.28 per mile.
b. Rotarians and their spouses should travel together to recoup mileage expenses; when this is not possible, a non-Rotarian
spouse reimbursement rate is $.14 per mile. (The District will not reimburse other costs associated with non-Rotarian
spouses).
3. Under some circumstances, the District may reimburse airfare for the DGE to attend the Rotary International Assembly.
The District Governor must approve airfare reimbursement using District funds before the ticket is purchased. The District
Governor must approve the request in writing and at least 60 days before departure.
4. Registration for events requiring such will be reimbursed at the early bird discount rate unless there is a legitimate reason
otherwise approved by the District Governor.
5. PDGs from District 6880 may be eligible for reimbursement of registration, hotel, and reasonable meal expenses when
participating in MSPETS or Zone Institutes. a. "Participation" means attending in a role in which they are being trained or are
in a trainer role at an approved event. Funding from the organizer shall be sought first.
b. Other roles, while important, are not considered essential to the training role. In the case of a PDG serving in a training or
invited speaker role, it is incumbent upon the PDG to request advance authorization in writing to the District Governor to
seek reimbursement for their participation. Reimbursement in this case may be limited to registration, mileage, and lodging.
6. All requests for reimbursement should be submitted in a timely manner, usually no later than 30 days following the event's
last day. The final date to submit a request for reimbursement incurred in Rotary Year 2024-2025 is July 1, 2025.
7. For expenses incurred in conjunction with, but before, an MSPETS or Zone meeting, e.g., an early-bird registration, the
District Governor may authorize a request for reimbursement in advance of the event. The traveler must submit the request in
writing before making the expenditure. a. If, for any reason, the Rotarian does not attend the event or does not incur travel
expenses, the traveler must repay the full advance to the District within 14 days of the event date.
*Note: PDG - the definition of a Past District Governor (PDG), in the context of authorized reimbursement, is a Past District
Governor of District 6880 who currently resides in District 6880. PDGs from outside District 6880 may be eligible for
reimbursement at the discretion of the current District Governor for such reasons as actively participating in District 6880
events, Zone, or RI events. Such reimbursement must be requested and approved before incurring any travel expenses.
While these travel guidelines are in no way all-inclusive, they will stand as the practice of the District for Rotary Year
2024-2025 and be effective July 1, 2024
In case of an exceptional reimbursement circumstance, contact the District Governor to discuss the requested exception to
these guidelines at the earliest opportunity.

Board minutes. Board meeting minutes should be available to all

Club Finances
Club dues increased. To improve service to clubs, RI per capita
dues were increased to US$35.50 per half year in 2022-2023,
US$37.50 per half year in 2023-2024, US$39.25 per half year in
2024-2025, and US$41.00 per half year in 2025-26. (22-46)
Councils
Proposed legislation. Districts can now propose enactments for
the Council on Legislation and resolutions for the Council on
Resolutions through the same endorsement process used for
club-proposed legislation. District-proposed enactments and
resolutions must be endorsed at a district conference, district
legislation meeting, RIBI district council, or through a club ballot
conducted by the governor. (22-56)
Adopted resolutions. Requires the RI board to notify all district
governors of any board action taken in relation to adopted
resolutions within one year of the conclusion of the Council on
Resolutions. (22-69)
Districts
Zone sections. Removes the requirement for approval by a
majority of clubs when the RI Board creates, changes, or
eliminates sections in zones. (22-28)
