EXECUTIVE ORDER NO. 03, SERIES 2023
AN ORDER REORGANIZING THE BARANGAY DISASTER RISK REDUCTION
MANAGEMENT COMMITTEE (BDRRMC) OF BARANGAY LAPINIG, KAPATAGAN,
LANAO DEL NORTE.
WHEREAS, the organization of Barangay Disaster Risk Reduction Management
Committee at the different levels of government mandated under Republic Act No.
10121 known as the Philippine Disaster Risk Reduction and Management Act of 2010
mandates to strengthen the capacity of the National and Local Governments together
with partner stakeholders and the community.
WHEREAS, there necessity for pre-disaster planning, community disaster
preparedness, positive precise disaster control action for evacuation, rescue relief, and
rehabilitation to ensure the survival of every individual in the affected areas,
WHEREAS, the Local Government Code as embodied in section 389, (b) (6)
have authorized the Punong Barangay to organize and lead emergency groups as
maybe necessary for the maintenance of peace and order or on occasions of
emergency or calamity within the barangay.
NOW THEREFORE, I RUCELLE C. CONDE, Punong Barangay of Laping,
Kapatagan, Lanao del Norte by virtue of the power vested in me by law, do hereby
order and direct the reorganization and strengthening of the Barangay Disater Risk
Reduction Management Committee (BDRRMC) to be composed of the following:

SECTION I. FUNCTION OF THE BARANGAY RISK REDUCTION MANAGEMENT
COMMITTEE
1. Prepare and oversee the status of the Disaster Preparedness Program of each
emergency response task force,
2. Advice the Municipal Disaster Risk Reduction Council (MDRRMC) on disaster
situation of the Barangay recommend appropriate measure,
3. Establish the Barangay Disaster Risk Reduction Management Center, whereby
staff elements of the above unit shall service and respond to the needs of the
people during calamities,
4. Review, revise and updates the implementing plans as maybe necessary to
appropriately responds to the needs of the community,
5. Facilitate and support risks assessments and contingency planning activities at
the local level,
6. Consolidate local disaster risk information which includes natural hazards,
vulnerabilities, and climate change risk, and maintain a local risk map,
7. Organize and conduct training, orientation, and knowledge management
activities on disaster risk reduction management at the local level,
8. Identify, assist and manage the hazards, vulnerabilities and risks that may occur
their locality.
9. Disseminate information and raise public awareness about those hazards,
vulnerabilities and risks, their nature, effects, early warning signs and
countermeasure,
10. Identify and implement cost effect risk reduction measure/strategies,
11. Recommend the implementation of force or preemptive evacuation of local
residents, if necessary, and
12. Organize, train equip and supervise the local emergency response team the
ACOV’S ensuring that humanitarian workers are equipped with basic skills to
assist mother to breastfeed,
13. Establish a Barangay Disaster Risk Reduction and Management Operation
Center,
14. Act on the matters that may be authorized by the LDRRMC.
SECTION II. EFFECTIVITY:
This order shall take effect immediately.
