AN ORDER CREATING THE MUNICIPAL POVERTY REDUCTION


ACTION COMMITTEE (MPRAC), DEFINING ITS POWERS AND
FUNCTIONS AND OTHER PURPOSES

WHEREAS, Article II, Section 9 of the Philippine Constitution declares


that the State shall promote a just and dynamic social order that will
ensure the prosperity and independence of the nation and free the
people from poverty through policies that provide adequate social
services, promote full employment, a rising standard of living, and an
improved quality of life for all;

WHEREAS, RA 11291 known as the Magna Carta of the Poor mandates


the formulation of the National Poverty Reduction Plan, an integrated
and comprehensive strategy for poverty reduction covering all poverty
reduction and pro-poor programs and projects of the government;

WHEREAS, the national government aims to foster a robust economy


by targeting an annual gross domestic product growth ranging from
6.5% to 8% between 2023 and 2028, accompanied by a goal to reduce
the poverty rate from 23.7% to 9%;

WHEREAS, the National Poverty Reduction Action Plan (NPRP) is the


aggregation and consolidation of all Local Poverty Reduction Action Plan
(LPRAP) formulated by the Municipal/City and Provincial Poverty
Reduction Action Committee;

WHEREAS, the National Anti-Poverty Commission (NAPC) coordinates


with the local government units (LGUs) to aid in the identification of
priority programs that will be helpful in alleviating poverty in the
country;

WHEREAS, recognizing its mandate to employ effective strategies to


alleviate poverty in South Cotabato, the Municipal Government of
Polomolok embraces the Bottom-Up Budgeting (BuB) framework,
emphasizing the importance of participatory planning and budgeting
processes that involve grassroots organizations and communities;

WHEREAS, in alignment with the adoption of BuB by the Municipal
Government of Polomolok, it is vital to ensure that the Municipal Poverty
Reduction Action Plan (MPRAP) reflects a comprehensive approach,
incorporating programs and projects collectively formulated through
active participation from civil society organizations and other
stakeholders. This inclusive approach is designed to directly address the
specific needs of impoverished and marginalized sectors within the
municipality;

WHEREAS, in the development of the Municipal Poverty Reduction


Action Plan (MPRAP), there is a need to create the Municipal Poverty
Reduction Action Committee (MPRAC) to spearhead the formulation and
monitoring of the PPRAP;

NOW, THEREFORE, I, Bernie D. Palencia., by virtue of the powers


vested in me by law, do hereby order the creation of the Municipal
Poverty Reduction Action Committee (MPRAC) with its following
functions to wit:

SECTION I. TITLE

This order shall be known as, “An Order Creating the Municipal Poverty
Reduction Action Committee (MPRAC), Defining its Powers and
Functions and Other Purposes.”

SECTION II. COMPOSITION

The Municipal Poverty Reduction Action Committee shall be composed


of the following:

C. Municipal Poverty Reduction Action Committee


Secretariat:

The Municipal Planning and Development Office (MPDO) shall


function as the Secretariat for the Municipal Poverty Reduction Action
Committee, with the Municipal Planning Development Officer or
his OIC serving as the Deputy Secretariat.

SECTION III. POWERS AND FUNCTIONS

The Municipal Poverty Reduction Action Committee, its chairpersons,


members and secretariat shall have the following powers and functions:

A. Municipal Poverty Reduction Action Committee

The Municipal Poverty Reduction Action Committee (MPRAC) shall


exercise the following powers and functions:

a. Formulate and monitor the implementation of the


MPRAP.
b. Ensure or lobby for the allocation of resources to key
programs, activities, and projects (PAPs), and/or
strategies as identified in the plans.
c. Conduct preliminary activities in the formulation of
MPRAP as deemed necessary and appropriate.
d. Advocate the respective sectoral agenda as identified in
the CSO assembly or in the RBSCC agenda, in the
absence of the former.

e. Regularly update and report to the CSO assembly or
RBSCC to ensure consistent communication and progress
tracking.
f. Seek the assistance of the appropriate national
government agencies in the formulation of MPRAP, as
deemed necessary and appropriate.

B. The Chairperson and the Vice Chairperson

The Chairperson shall have the following powers and functions:

a. Establish the vision and goals of MPRAC, providing clear


guidance to shape and align its activities with the
defined vision and goals.
b. Collaborate with group members to articulate and refine
specific objectives and strategic approaches for the
group's activities, ensuring a cohesive and coordinated
effort toward its shared mission.
c. Ensure the organization and mobilization of the MPRAC
through relevant issuances, as provided for in the
guidelines for LPRAP formulation.
d. Take the lead in identifying opportunities for progress
and growth, while nurturing a culture that prioritizes
social inclusivity, thereby contributing to the overarching
goal of fostering an inclusive and equitable society.

In the absence of the Chairperson, the Vice Chairperson shall


assume the responsibilities and duties of the Chairperson,
ensuring the effective functioning of the role.

C. The Members

The Members of the Municipal Poverty Reduction Action


Committee (MPRAC) shall have the following powers and
functions:

a. Participate in the development and review of Municipal


Poverty Reduction Action Plan and other poverty
reduction policies and guidelines to be presented to the
Municipal Development Council and/or to the
Sangguniang Bayan for appropriate action.
b. Collaborate with other members to formulate and
execute strategic plans for poverty reduction within the
municipality.

c. Advocate for policies and programs that promote poverty
reduction and address pertinent issues affecting
Municipality of Polomolok.
d. Provide relevant technical expertise and insights to guide
the MPRAC's decision-making processes.
e. Assist in addressing challenges and issues related to
poverty reduction initiatives in the municipality and
contribute to solutions and the overall success of said
initiatives.
f. Encourage innovation and research, identify
opportunities for advancement, and foster a culture of
continuous improvement in poverty reduction efforts
within the municipality.

D. The Focal Person

The focal person is tasked with coordinating activities, providing


expertise, and serving as a point of contact for subject matters
relevant to the formulation and implementation of Municipal
Poverty Reduction Plan and the operation of the Municipal Poverty
Reduction Committee.

E. The Secretariat

The Secretariat is responsible for providing technical support,


documenting procedures, preparing reports, and offering other
necessary assistance for the effective performance of the
MPRAC's tasks.

The Deputy Secretariat supports the Secretariat in providing


technical assistance, documenting procedures, preparing reports,
and offering other necessary assistance for the effective
performance of the MPRAC's tasks. They work in tandem with the
Secretariat to ensure smooth operations and fulfillment of
responsibilities.

SECTION IV. FUNDING/OPERATING COSTS

All costs pertaining to the operation of the Municipal Poverty Reduction


Action Committee shall be charged to available Municipal Government
of Polomolok funds subject to the usual accounting and auditing rules
and regulations.

SECTION V. EFFECTIVITY

This Executive Order shall take effect immediately and will continue
until amended or revoked.

Done this 30th day of April 2024 in the Polomolok, Province of South
