RATIONALE:
Basketball is a dynamic and fast-paced sport that requires not only skill
and strategy from players but also fair and consistent officiating to ensure the
integrity of the game. The role of basketball officials is critical in maintaining the
flow of the game, enforcing rules, and ensuring player safety. However, effective
officiating goes beyond knowing the rulebook; it involves sharp decision-making,
effective communication, and the ability to manage game situations under
pressure.
This seminar aims to provide participants with comprehensive knowledge
and practical skills to excel in basketball officiating. By focusing on the latest
rules, techniques, and best practices, the seminar seeks to enhance the
competence and confidence of both novice and experienced referees.
Additionally, as basketball continues to grow in popularity at various levels
—school, collegiate, and professional—there is an increasing demand for well-
trained officials who can uphold the standards of the game. This seminar will
serve as a platform to address this need, offering insights from experienced
referees, interactive discussions, and real-world scenarios to prepare participants
for the challenges of officiating.
OBJECTIVESOF THE PROPOSAL:
1. To deepen the understanding of FIBA and local basketball rules and regulations.
2. To develop the technical skills required for accurate decision-making during games.
3. To enhance game management and communication strategies for effective officiating.
4. To provide hands-on training with simulated game scenarios for practical learning.
5. To promote professionalism, integrity, and consistency in basketball officiating.
NATURE OF THE PROPOSED PROGRAM:
The seminar and wokshop will be half day activity to be held on December 19,
2024 at the USM Gymnasium, Kabacan North Cotabato. All interested
individual among USM Community are encouraged to join. There will be a
registration fee to cover the expenses, Gymnasium Fee, snacks and certificates.
Breakdown of expenses will be presented later.
The Seminar and workshop will be divided into parts: it should have sessions,
discussions, and practical application.

beverages for participants

- Provides medical assistance, emergency care, and ensures safety
measures are in place.

- Manages participant registration, attendance tracking, and issuing of
IDs or kits.
Restoration - All
Functions:
- Ensures the venue is restored to its original state post event, handling,
clean-up and damage control,

Functions:
- Captures photos, videos, and records key moments during the event for
archival and reporting.
Purchaser - Al-shahaff Kuta
Functions:
- Coordinates transport for participants, staff, and reporting

Functions:
- Prepares and distributes trophies, certificates, and tokens of appreciation.

Functions:
- Plans, allocates and tracks financial resources for all aspects of the event.
RESOURCES
Finance
- The primary source of finance is from the registration fee and own pocket
money from proponents.
Snacks
- There will be snacks to be provided for the resource speaker and
participants.
Equipments
- Speaker, microphone, Ball for demonstration is from the proponents.

Target Participants: Open to all interested individuals within the University of
Southern Mindanao(USM) community.

Who can Join?
The seminar is open to all interested individuals within the University of Southern
Mindanao(USM) community who are passionate about basketball officiating and
willing to learn the essential skills and rules.
How to Register?
Interested participants must pay the required fee before December 19, 2024 to
the budgettary committee, Jecel Rose Basbano.
Registration Deadline:
Ensure registration and payment are completed no later than December 19, 2024
to secure your slot.
