CALCULATION OF
DEARNESS ALLOWANCE (DA)

01. DEFINITION :-
 DA is a calculation on inflation and allowance paid to employees of Govt, Public and
pensioners in India. It is calculated as a percentage of an Indian citizen’s basic salary to mitigate
the impact of inflation on people. The effective salary of Govt employees requires constant
enhancement to help them cope up with the increasing prices.
 DA is control by Labour Bureau, Min of Labour & Employment (GoI) located at Chandigarh &
Shimla. It is based on All India Average Consumer Price Index – Industrial Workers (AIACPI-
IW). For central Govt employees base year is 2001 = 100% and the amount of DA has been merged
upto 31 Dec 2015 with Band Pay.
 Collect the price of different commodities at different centers & publishes varies types of price
index like AIACPI-IW and last working day of every month will release AIACPI-IW of previous month.
Note www.labourbureau.gov.in.
02. HISTORY:-
 The DA was introduced was following the 2nd World War, and was then known as the “Dear
Food Allowance”. The “Old Textile Allowance” was also introduced in 1947, though this was
revised and reintroduced in 1953 as the “Revised Textile Allowance”.
 Initially DA was given in response to demand of employees for wage revision, however later it
was linked to AIACPI-IW. In the past various committees have been constituted to look into the issue
of payment of DA to Central Govt Employees.
03. FORMULA:-
 It is calculated twice in every year i.e. 1st Jan and 1st Jul. The formula to calculate the
DA was changed in 2006. Formula is as given :-
DA = (AVG CPI - IW OF PAST 12 MONTHS – AVG CPI - IW OF 2015)
AVG CPI - IW OF 2015
