** Scoping is a process required by the State Environmental Policy Act (SEPA), and is designed to focus
the scope of an Environmental Impact Statement (EIS) or Supplemental Environmental Impact
Statement (SEIS) on the probable significant adverse impacts and reasonable alternatives of a land use
proposal, including mitigation measures. Comments were solicited from the public, tribes, and agencies
during scoping and will be included with the file, and considered during the Comprehensive Plan update.
The City anticipates issuing an SEIS for the update.
