ILOCOS SUR ATHLETIC FESTIVAL 2024

BADMINTON

TECHNICAL GUIDELINES
1. DATE & VENUE
The 2023 Ilocos Sur Athletic Festival will be held at the Quirino Stadium , Bantay, Ilocos
Sur on ____________________________

The theme of the sports festivity is “ _________________________ “ with the


following objectives (Division Memorandum No. 035, s. 2023)
a. To pursue excellence in sports and athletic discipline, teamwork and other positive
values of physically developed and equally qualified athletes , coaches and
officiating officials.
b. To have a fair search for the Divisions’ best trained and most winnable participants
(athletes, trainers, officials) for the 2024 R1AA Meet, and
c. To intensify /improve the participation of special children in Ilocos Sur Athletic
Festival 2024.

2. Badminton Tournament will be held at the Bantay Gym, located at Zone1, Bantay,
Ilocos Sur

3. RULES
3.1. The competition shall be held in accordance with the current Laws and Regulations of
Palarong Pambansa . However, in matters not covered by these rules and
Regulations, decision shall rest with the Tournament Managers.
3.2 The Technical Committees /Tournament Managers shall be responsible for the technical
organization of the tournament. The decision of the committee in all matters regarding
the competition shall be final.
3.3 Only coaches are allowed to approach the Match Control/Referee with regards to
questions and inquiries during the match.
3.4 Only the official coach/assistant coach/chaperon listed on the gallery are allowed to sit
on the coaches’ chair and approach the players during intervals.
( Maximum of 2 persons are allowed)

4. TOURNAMENT FORMAT
The format of the competition shall be run on a single elimination or knock-out system for
all events/matches , in elementary and secondary level both boys and girls.

5. EVENTS
Individual Competition ( Elementary/ Secondary ) Boys and Girls
* Singles - 2 Entries per Unit
* Doubles - 1 Entry per Unit

6. FIELDING OF PLAYERS
6.1 Coaches shall submit their entries on a prescribed entry form to be provided by the
management during the solidarity meeting.
6.2 Each Unit must have a maximum of four (4) fixed players. * Based on the Unit Meet’s
Game Result for both Boys and Girls.

7. ENTRY OF PLAYERS
7.1 A team must have a maximum of four (4) players
7.2 Each team shall consisit of two (2) Singles(A & B) and Doubles
7.3 The entries shall be duly signed by the coach
7.4 Upon submission of the entries duly signed by the coach, no submission shall be
allowed after the draw

8. SOLIDARITY MEETING
8.1 Meeting of Coaches and Officials shall be done on the scheduled Solidarity Meeting
8.2 Ground rules/Technical Guidelines in Badminton to be presented/discussed.
8.3 Referrence : Division Memorandum No.035,s. 2023

9. DRAWING OF LOTS
9.1 Drawing of lots shall be done during the solidarity meeting.
9.2 Failure to attend the said meeting, the coach or assistant coach has waived his/her
rights to question the tournament proceedings / technical guidelines

10. SCORING

10.1 The Palarong Pambansa scoring system of 1-21 points (rally point ) best of three ( 3)
games shall apply during the elimination to Final/Championship Games
10.2 Regular scoring for the individual Competition. In case the scores become 20-all,
the player/pair who gains an advatage of two (2) points wins the game.
If the score becomes 29-all, the first player/pair who score the 30 point wins the game.

10. WALK - OVER


A ten (10) minutes grace period on the scheduled match be given before during the first
matches to be played in the morning and afternoon and five (5) minutes for each
succeeding matches, otherwise the player shall be declared loser via walk-over.

11. INJURY TIME - OUT & RECOVERY TIME


A three (3) minutes injury time - out and five (5) minutes recovery time be given before
asking the player if retiring

12. ATTIRE
12.1 All players are required to use their playing uniforms or must be on a prescribed
Unit badminton uniform.
12.2 Court officials shall wear decent sports attire. Specifically, collared Sports Shirt,
Black slacks, black shoes & black socks.
12.3 Coaches are required to wear proper Sports attire during the competition. Wearing of
sleeveless shirts and slippers when coaching is not allowed.

13. PROTEST
13.1 Protest on eligibility shall be settled at the level of Organizing & Screening Committee
13.2 Protest on technicality shall be settled at the level of the Tournament Referee/
Tournament Managers

14. SELECTION OF PLAYERS ( for R1AA)


Champion ( Gold ) and 1st Runner up ( Silver ) for Singles Boys and Girls, both
elementary and secondary
Champion ( Gold ) for Doubles Boys and Girls Elementary/Secondary

15. SELECTION OF COACHES


15.1 It shall be based on the number of gold medals (medal tally)

16. RESTRICTIONS FOR COURT OFFICIALS AND COACHES


16.1 Court Officials will not be allowed to officiate in the match if he/ she is under the
influence of liquor ( alcoholic beverage )
16.2 Smoking is strictly probihited within the playing area. Let us make badminton a
smoke free competition.
16.3 Proper Health Protocol shall be strictly followed

17. UNFORSEEN EVENT


17.1 The decision of the Referee/Tournament Managers on any disputes during the
competition shall be final.
17.2 If the ongoing matches will be impossible to continue; such matches will be continued
later from point where it was disrupted.
