JUSTIFICATION
To Whom It May Concern:

This is to justify that ENGR. MA CYRELLE E. CASTRO promoted more than three-salary
grades from Local Treasury Operations Officer I Salary Grade 11 in the Office of the Municipal
Treasurer to Municipal Engineer I Salary Grade 24 in the Office of the Municipal Engineer of the Local
Government Unit of Dumalag, Capiz, respectively effective May 2, 2024 not following the three-salary
grade limitation provided under CSC MC No. 18, S. 2016 that she is qualified in the following
provisions, re:

1.e The candidate passed through a deep selection process taking into consideration the
candidate’s superior qualifications in regard to:

 A holder of RA 1080 Eligibility – Registered Civil Engineer with PRC License No.
0178471 issued on January 28, 2020 at Iloilo City with proficient skills in Engineering;
 Hired on Job Order basis as Plant Evaluator and Building Inspector Structural Civil
Engineer in the Provincial Government of Iloilo City from February 1, 2020 – January 1,
2021;
 Hired as Quantity Surveyor and Cost Engineer/Civil Engineer from February 2, 2021 –
July 7, 2021 at ACTajanlangit Construction Builders and Development Corporation;
 Hired on Job Order basis in the LGU-Dumalag, Capiz as Civil Engineer assigned in the
Office of the Municipal Engineer to assist the Municipal Engineer in all projects of the
LGU from September 16, 2021 to February 1, 2022;
 Appointed as Local Treasury Operations Officer I in the Office of the Municipal
Treasurer of LGU-Dumalag on February 2, 2022 and Takes charge in the Office of the
Municipal Engineer as Officer-In-Charge and has attended various trainings, seminars
and workshops with consistent high performance rating (Very Satisfactory) that
exceeds 20% of 100% of the target in Engineering works from February 2, 2022 – May 1,
2024;
 Has managerial experience handling people in masonry, carpentry, construction projects,
infrastructure and maintenance of municipal streets, plaza and monuments in the LGU-
Dumalag;
 Administers, coordinates, manages, and controls the construction, maintenance,
improvement, and repair of roads, bridges, and other engineering and public works
projects of the LGU-Dumalag;
 Initiates, reviews and recommends changes in policies and objectives, plans and
programs, techniques, procedures and practices in infrastructure development and public
works in general of the local government unit concerned;
 Advises the mayor, as the case may be, on infrastructure, public works, and other
engineering matters;
 Provides engineering services to the local government unit concerned, including
investigation and survey, engineering designs, feasibility studies, and project
management.

This justification is being issued to support the appointment of Engr. Ma. Cyrelle E. Castro
promoted more than 3-salary grades as Municipal Engineer I Salary Grade 24 effective May 2, 2024.

JUSTIFICATION
To Whom It May Concern:

This is to justify that MR. ANDIE F. FEBRADA has been chosen by the Human Resource
Merit Promotion Selection Board of the Local Government Unit of Dumalag, Capiz as Municipal
Assessor I Salary Grade 24 in the Office of the Municipal Assessor the lone qualified applicant appointed
by the undersigned to determine and estimate the value of real property that helps to intensify tax
revenue collection of the Local Government Unit of Dumalag, Capiz.

1.e The candidate passed through a deep selection process taking into consideration the
candidate’s superior qualifications in regard to expertise and experience:

 Hired on Job Order basis for his expertise and experience in real property assessment to
advice the Mayor and assist the staff in the above-said Office in the absence of the
Municipal Assessor who retired on January 31, 2023 with the following tasks, re:

From September 14, 2023 – May 1, 2023

-Greets and endorses clients to staff in charge in the office;


-Assists in encoding properties subject for consolidation/subdivision for the issuance of tax
Declaration;
-Prints newly encoded tax declaration subject for approval of staff in charge in the office;
-Picks up maps and other necessary documents requested by the office from various
government agencies to perform its function efficiently and effectively;
-Brings documents to the Provincial Assessor’s Office for approval;
-Delivers documents/memos issued by the office to various departments of the LGU;
-Assists and accompanies assessment clerk/staff on field in performing his duties and
responsibilities in the assessment real properties within the territorial jurisdiction of the
municipality;
-Encodes data for Field Assessment and Appraisal Sheet (FAAS);
-Does other job assigned by the Municipal Mayor and Assessment Clerk I in charged in the
Office
And performs mere Consultant of the job of the duties and responsibilities as Municipal
Assessor.

 As Junior Appraiser at Appraisal Services Unit of Cabansagan Realty and Appraisal


Services , Ungka, Pavia, Iloilo City

From January 2019 – September 12, 2023

-Conducts ocular inspection and survey of the property subject for appraisal;
-Gather and acquire relevant data and information to be used on the appraisal process
(e.g.
Maps, aerial photos, Title of the property, boundaries and nearby establishments);
-Conducts interviews with the nearby residence of the property subject for appraisal ;
-Coordinates with different government agencies to acquire information on the subject
property to be appraised;
-Consolidate and review the data gathered to determine the best appraisal
method/approach to estimate the value of the property;
-Coordinates and submits to Lead Appraiser all data gathered and process appraisal report
to estimate the value of the property subject for appraisal;
-Assists Lead Appraiser for the formulation and preparation of appraisal report and
encoding of the data in the computer;
-Makes necessary adjustments and corrections on the appraisal report based on the data
gathered and comparable properties;
-Makes sure that the appraisal method and process in estimating the value of property is
in compliance with ethical appraisal standard and process;
-Prints and submits hard copy of final appraisal report for the signature and approval of
the
Lead Appraiser.

 As Credit and Collections Assistant/Repossessor Credit Collections Group Unit at


PSBank, Makati City

From April 21, 2018 – November 9, 2022

-Performs the job in Credit and Collections Unit and does appraisal job and determines
the fair market value of the properties offered as collateral in accordance with the
established credit policies requirements.

This justification is being issued to support the appointment of Mr. Andie F. Febrada, REA
appointed as Municipal Assessor I Salary Grade 24 effective May 2, 2024.

grades from Labor Foreman Salary Grade 6 to Construction and Maintenance General Foreman
Salary Grade 11 in the Office of the Municipal Engineer of the Local Government Unit of
Dumalag, Capiz, respectively effective October 1, 2021 not following the three-salary grade
limitation provided under CSC MC No. 18, S. 2016 that he is qualified in the following
provisions, re:

1.e The candidate passed through a deep selection process taking into consideration the
candidate’s superior qualifications in regard to:

 Consistent high performance rating (Very Satisfactory).


 Skills in masonry, carpentry, construction projects, infrastructure and
maintenance of municipal streets, plaza and monuments.
 Good in supervision of construction building projects of LGU to finish the
projects.

This justification is being issued to support the appointment of Mr. Danilo F. Firmalino
promoted more than 3-salary grades as Construction and Maintenance General Foreman Salary
Grade 11 effective October 1, 2021.
