1. Description of the project:
The project consists of the construction of a building having seven stories above ground in addition to an attic floor
erected over four basement levels as follow:
Basement 4 to 1 contain a parking garage in addition to storage premises. Ground floor is used as pilotis and contains the
main entrance to the building. First to six second floors contain offices premises. The attic contains the building services
premises.
2. Submitted documents:
Our verification is based on architectural drawings submitted by Architect Joseph MNESSA for OEA submission.
3. Regulations:
The project will be designed by reference to French regulation for fire and life safety as mandated by Lebanese law and
more specifically, the here below referenced regulation:
-Code du Travail (Décret n 92-332 du 31 Mars 1992 et Arrêté du 5 Aout 1992 y incluent les modifications précédentes)
-Règlement de sécurité contre l’incendie Relatif aux Etablissements Recevant du Public (Decree of June 22, 1990).
4. Classification:
The main use of the building is Business offices and Storage including a parking garages.
The building will be subject to the Working Code ERT regulation (Code du travail). The offices located at upper stories are
classified as fifth category type W.
The use of high hazardous materials in storage premises (toxic, explosive, flammable, combustible, corrosive, radioactive,
oxidizer, unstable etc…) shall be clarified.
5. Type of construction:
The structure of the building is required to insure the following fire resistance rating:

6. Fire Compartmentation and subdivision of building spaces:
Internal fire barrier separation and compartmentation shall respect the following:

-Note 1: Exit stairs shall be enclosed by fire walls rated for 1H and doors rated for 1H. The stairs of the upper
stories at Level of exit discharge shall not be in direct communication with the stairs of lower levels. A separation
by fire walls without communication shall be provided.
- Note 2: The car parking shall be separated from the remaining of the building by fire barriers rated for 2H.
Communication shall be done by SAS provided with 2 doors rated each for 1/2H.
-Note3: Fire resistant doors shall be self-closing.
-Note 4: The building exterior walls are distant more than 5m from adjacent construction.
-Note 5: Stair having 140cm width or more shall be provided with a handrail on two sides.
7. Hazardous areas:
Hazard premises will be separated from the remainder of the building by fire barriers as follow:
-Moderate hazard containing premises separation: Walls 1H- Doors 1/2 H.
-High hazard containing premises and/or special protection premises: Walls 2H- Doors 1 H
Doors are provided with door closers or automatically closing.

8. Conduits and shafts:
Conduits & pipes crossing fire resistant barriers shall be designed not to impair the fire resistance of the barriers.
Ventilation and air conditioning conduits shall be made of material with a fire reaction class M0. Insulation (calorifuges)
located at the exterior of conduits shall have a fire reaction class M1 minimum.
Conduits (diameter >125mm) and ventilation ducts shall insure 1H fire resistance when crossing floor assembles and fire
barriers walls. Mechanical shafts shall be cut each two levels by non-combustible materials.
9. Means of Egress:
The number of persons will be calculated by reference to the following occupant load factors:
Business: 10 m2/person; Storage: 45 m2/person; Attic (services): 28 m2/p

-Doors shall have the same width as for the exit stairs opening to them and shall open in the escape direction.
-Premises totalizing more than 50 persons shall have doors opening to the exterior of the premise.
-Travel distances verification:
Travel distance from any point to reach an exit door that leads to the exterior of the building or an exit stair where the
choice is available between two paths of travel shall not exceed 40m.
Travel distance from any point to reach an exit where the choice is available only in one path (common path of travel) or
to a point where a choice between two exits is available shall not exceed 25 m
Dead-end corridors shall not exceed 10m
At the level of exit discharge exit stairs shall not be distant more than 20m from an exit to the exterior of the building.
10. Interior Finish:
Interior wall finish shall be category M2 (M1 for enclosed exit stairs). Ceiling finish materials shall be category M1.
Interior floor finish shall be category M4 (M3 for enclosed exit stairs).

11. Illumination and Emergency Lighting:
The illumination of the means of egress will be provided. Exits and circulations of the buildings shall be equipped with
emergency lighting system. The marking of the means of egress shall be provided.
12. Smoke Control:
A smoke control system shall be provided for the following premises:
Storage premises:
Premises not provided with exterior openings and exceeding an area of 100m2 and other premises exceeding an area of
300m2 shall be provided with a smoke control system either natural or mechanical.
The smoke extraction system consists of smoke evacuation openings and air inlet openings located in opposite directions.
For a natural smoke evacuation system, the total area of smoke evacuation openings or air inlet openings shall equal
(4 /100) the total area of the premise with a minimum 1m2.
For a mechanical smoke extraction system, the extraction flow shall be calculated based on 1m3/second/100m2.
Parking garages:
The parking garages shall be provided with a mechanical smoke extraction system. The flow shall be provided
as follow: The smoke control system shall be based on 900m3/hour/car. Make up air could be natural or mechanical. In
case the make- up air is provided mechanically, the flow shall be 0.75 times the extracted flow with a tolerance of plus or
minus 10 %. Extraction fans shall withstand a temperature of 400 degree Celsius for 2H minimum and shall be located 3m
minimum from any car parking.
Exit stair: Enclosed exit stair shall be provided at its upper part by a smoke vent opening having an area of 1m2 minimum.
13. Fire Alarm System:
-The building shall be provided with an automatic fire alarm system. The autonomy shall be 5 minutes minimum.
-Two-way telephone service shall be provided for fire department use.
14. Fire Fighting means:
The building shall be protected throughout by the following systems:

-Standpipe system dry riser having a diameter of 65mm with an outlet to each story having 65mm in addition to the
siamese connection located at GF level.
-Portable fire extinguishers: One extinguisher of pulverized water (6l) for every 200m2 area with a minimum of 2 stories
per floor.
-portable extinguishers for every 15 cars and Sand box in the car parking stories.
15. Fire Department Apparatus Accessibility:
The building shall be accessible over one façade by a fire apparatus access road type “voie-echelle” having 3m free width.
The accessible facade include an exterior door at the level of exit discharge that can be opened from the outside and that
provides access to the interior of the building and window openings (130cm height x 90 cm width) at each level accessible
to the civil defense hardstanding equipment.
The “voie-echelle” shall have the following characteristics:
Free width: 4m minimum; Minimum length: 10m; Clear height: 3.5m minimum; Slope: 10% maximum
Punching force: 100 KN calculated for an area of 0.20 m2.; Road load bearing resistance: 160 KN (90 KN over one wheel
axis- Distance between two wheel axis 3.6m)
