 The purpose of this method statement is to provide guidelines and steps for
the CCTV installation of security systems by describing the work to be
executed, how it is to be executed and making references to other technical
standards and relevant national/international standards and Quality Aspects
of the work to be undertaken.
 This procedure covers Installation of CCTV System including brackets,
supports wiring, accessories, etc. There can be different project
specifications, which might require separate and customized methods
specific to different projects and CCTV equipment.

in shipment and to avoid damage or distortion.
 The Emeco will be held responsible for damage of the cables and accessories
during storage or transportation.

 Site Planning & Preparation


 The preparation phase is usually initiated by electrical engineer before starting the
CCTV system activity by following considerations submit & approved material
submittal.
 The concerned engineer will write down the drawing number and revision of the
drawing into the survey report IFC drawing shall be attached to the survey report
 Coordinate and elevation of the center line of the bedding are established as per the
latest IFC drawing.
 Supply the CCTV system as per approved material & supplier.

 Work Methodology
 Prepare all the materials, equipment and tools that will be necessary during the
execution time.
 Drawing for installation shall be approved and shall be coordinated with other
services.
 Room clearance & proper access shall be provided as per approved program.
 Location/area shall be ready for site installation. Prior to the installation, the area
where the items to be installed shall be inspected to ensure architectural works and
finishing are complete and area is free from dust.
 Installation of CCTV Camera Security System
 Ensure that the approved shop/schematic/coordination drawings are current and
available with installation team.
 Avoid installing the cameras close to sources of powerful electromagnetic radiation,
such as radio or TV transmitters or close fluorescent lamps or objects reflecting
light, or under unstable light sources, which may cause flickering.
 Indoor Fixed Dome IP Camera Ceiling Flush Mount
 Exact location of the CCTV camera shall be as per approved CCTV Installation
layout plan as well and to be coordinated at site to ensure easy access for
maintenance in future.
 Select a location to install the Camera and prepare the ceiling and/or ceiling tile.

 All the above false ceiling CCTV should have the facility to access the IP Data point
for future maintenance.
 For the CCTV which needs to be boxed on the false ceiling mark with exact
dimension to make hole by false ceiling contractor.
 Attach the template that comes with the Camera to the ceiling and then drill a hole
according to the diameter hole marked on the template.
 Drop down the camera cables through the hole. Drill another small hole for a screw
to secure the camera.
 Remove camera lower dome cover by turning the cover counter clockwise.
 Pull all the field wiring and power and video connectors.
 Plug the network cable into the RJ-45 network port on the side of the camera.
 Where applicable, connect the necessary wiring for alarms and relays.
 Install the support back plate. Mount the camera on the ceiling using the appropriate
hardware.
 Adjust the Monitoring direction for the camera to adjust the lens in a desired
direction.
 Secure the camera top cover in place.
 Indoor Fixed Dome IP Camera – Pipe Bracket Mount
 Select a location to install the components and applicable mount as per approved
CCTV installation layout plan
 Use the four hole in flanges as template to mark as drill hole in which to position
secure mount.
 Drill the hole into ceiling, Feed the wires through the mount and Assemble pipe
mount to ceiling
 Connect all wires to camera, assemble camera to mount and fix with screws and
Install camera dome housing cover.
 Identification to be made as per approved tagging materials.
 Indoor Fixed Dome IP Camera – Channel Support Mount
 Select a location to install the components and applicable mount as per approved
CCTV layout plan.
 Fix C channel both end to the both side wall.
 Take data cable through the channel and connect into the camera
 Install the camera center of the channel with proper nut, bolt & washer
 Manually adjust the zoom and focus of the lens to the desired field of view
 Fixed Wall IP Camera with Housing Wall Mount
 Select a location to install the components and applicable mount as per approved
CCTV
 Mark and drill the camera housing mounting base or GI Extension bracket hole size
into the wall.
 Prepare the mounting surface:
 Drill the Camera Housing mounting base or GI Extension bracket hole size into the
wall.
 If applicable, fix Suitable G.I extension supports bracket into concrete wall (behind
cladding wall)
 Install the mount:

 Install the Camera Housing wall mounting base to the smooth vertical surface or GI
extension bracket.
 If necessary to prevent water damage, apply sealant around the bolt holes between
the mount and mounting surface.
 Install housing into wall bracket.
 Pull the wires (data and power) through the arm starting from the bottom of the
mounting plate.
 Pull the wires out through the threaded opening at the bottom of the arm.
 Adjust the monitoring direction for the camera to adjust the housing in a desired
direction.
 Install the Camera inside housing using the appropriate hardware.
 Install the lens
 Remove the cover from the camera lens mount.
 Screw the lens onto the lens mount.
 Be careful to prevent dust from entering the space between the lens and the
imager.
 If necessary, use clean, compressed air to remove any foreign matter.
 Make sure the lens does not touch the camera imager when installed.
 Connect the auto iris lens to the 4-pin connector located on the side of the camera.
 Plug the network cable into the RJ-45 network port on the side of the camera.
 Focus the lens:
 View the camera image using the service port or a Web browser.
 Press the auto back focus button once to center the focus mechanism.
 The button is located on the rim of the back box.
 Manually adjust the zoom and focus of the lens to the desired field of view.
 Secure the camera using camera housing and tighten the nuts on the studs.
 Identification to be made as per tagging – Label given in the approved shop
drawings.
 Exact location of the CCTV Installation of camera shall be as per approved CCTV
drawings.
 Select a location to install the Camera and prepare the elevator ceiling.

 Working at heights-Use of ladders/Lightweight staging

Lightweight staging, ladders and steps are designed, manufactured and intended
for light work of short duration only.
Lightweight staging, ladders and steps must be in a good condition at all times.
Bends, dents, cracks, loose or missing rivets, broken or missing rungs, split side
rails, bad corrosion or damaged in any other way shall not be used, taken out of
service immediately, and destroyed.

All lightweight staging, ladders and steps shall be inspected by a competent person
on a quarterly basis, and the applicable quarter’s color code will be painted on the
side rail as follows:
 red January – March inclusive
 blue April – June inclusive
 yellow July – September inclusive
 green October – December inclusive
All employees who are required to use lightweight staging, ladders or steps must be
trained by a Supervisor in the correct use, placement, daily inspection, maintenance
and safe working loads of the equipment.
All equipment’s must be inspected by the User before each use.
Cross-References
Shall ensure that all work at height is:
Properly planned
Appropriately supervised
And carried out in a manner which is safe,
Shall ensure that work is not carried out at height where it is practicable to carry out the work
safely at ground level.
All planning shall include risk assessments and safe sequence of works, proving the selection of
equipment has followed the hierarchy of control measures for working at height.
All documentation, including any work at height (and equipment) procedures shall be included in
the ES&H Construction Phase Plan.

 Organization, Responsibility & Supervision


 FIELD ELECTRICAL ENGINEER will be responsible for implementing this Work
Method Statement and coordinating with all personnel about these activities and
organizing the necessary resources and ensure all works conform to project quality
requirements and execution of works meet project schedules. He must ensure that
the personnel in-charge is competent for proper execution of this methodology.
 ELECTRICAL SUPERINTENDENT Ensure the all drawing & material &
Equipment& tools are available and in order. Execute the access and control

system works accordingly to the approved method statement. Ensure that all the
works are comply with safety and quality manner.
 QA/QC ELECTRICAL ENGINEER shall be responsible for coordination with the
area/site engineer & Client's representative and ensure the stage wise inspections
were carried out and necessary Inspection and Test Reports are made and signed
by all the concern personnel as per the approved ITP, surveillance of all related
works executed in his allocated area and report any non-conformance or areas for
improvement to QA/QC Manager.

 SAFETY MANAGER / OFFICER shall be responsible for the implementation of all


safety requirements. He must check and review PPE for all personnel working at
site. Advise and guide the construction team for the safe system of work based on
the approved MS/ RA plus EHS best practices and project requirements. Assist in
delivery of STARRT and MS briefings. Responsible for hazard identification that
may come-up during task execution and coordinate with site engineer for
appropriate corrective action. Stop the work if hazard found is life critical. Conduct
safety toolbox talk to workers.

 COMPETENT PERSON FOR EXCAVATION ensure the all excavation done safely
and barricaded properly enforcing the Roshn safety procedure system.
 COMPETENT PERSON FOR LIFTING Prepare & implement the lifting plan by
enforcing the Roshn Lifting procedure and present on site all times during the lifting
activity
 SUPERVISOR/ FOREMAN are responsible for performing the task in accordance to
approved MS and deliver STARRT briefing. Identify hazard and ensure correct and
safe working procedure is implemented. Ensure equipment and materials are
available for proper execution of work.
 The foreman will carry out his duties by maintaining continuous coordination with
the site engineer on daily basis, and ensure proper distribution of the workforce in
the required and planned locations.
 To ensure that his assistant foreman / charge hand is aware of the job requirements
and they have enough information to carry out their duties properly.
 To ensure in consultation with the site engineer that the manpower involved in the
works are moving as agreed and planned for the work.
 To ensure that the daily work is progressing as planned and advice the site
engineer of any requirement for additional resources.
 To control disposal of waste materials according to the instructions received from
the site engineer.
 To ensure full coordination with the safety officer to maintain safe working and
proper housekeeping of the site, following the approved safety measures and

further ensure that all his working team are aware of the same to prevent accident
and losses.
 To inform the site engineer and of the areas ready for inspection.
 Distribution and the control of material shall be monitored by foreman and store
keeper.
 ELECTRICIAN/ LABOR /HELPER / DRIVER are responsible in proper execution of
work and follow safe and standard practice for construction activity. All instruction
from supervisors, site engineers is followed accordingly and proper PPEs are worn.

 Risk Assessment
 A Risk Assessment shall be carried out prior to the Method statement.
 The Method Statement shall then be produced taking into account items identified in
the Risk Assessment. The Risk Assessment may be amended as necessary after
the Method Statement is produced. A Risk Assessment is always necessary with a
Method Statement.
 State the specific ES&H requirements that are applicable to the SOW.

 Emergency Procedures
 Describe the emergency procedures in the event of an accident using the Risk
Assessment as a guideline to corrective/remedial actions.
 Ambulance and driver shall be available
 This procedure is applicable to all emergency situations which can have significant
impacts to the environment, including occupational health & safety risk to
employees and other personnel working for or in behalf of the Emeco Company in
conformance to its Integrated Management System; and the requirements
 All emergency situations will be assessed by the Engineer / Supervisor / HSE
Officer and Foreman who shall determine the level of emergency according to the
classification specified.
 Appropriate communications shall be performed by the Engineer / Supervisor / HSE
Officer and Foreman with all relevant authorities depending on the classification
level of emergency.
 Shall notify Civil Defense, Mutual Aid Response Team Leader, Police and other
concerned agencies. The notification should clearly identify the level of emergency
scenario and sufficient information for any foreseeable assistance requirements.
 Communication lines through radios, telephones and mobile phones shall be
accessible, readily usable and maintained to facilitate proper communication with
relevant authorities.

 In addition, emergency contact numbers of key personnel, including ambulance,


police and fire departments shall be posted for quick reference.
 All occurrences of environmental and OH&S emergency situations and incidents
shall be communicated immediately to the Head of HSE Department or the Emeco
Management.
 In any emergencies, immediately sound an alarm to attract the attention of nearby
co-workers. Contact the following and provide your name, designation, company
and exact location:

Report the Emergency
• Give the following information slowly and clearly:
• State “THIS IS AN EMERGENCY”
• Give location of the Emergency
• Describe the emergency briefly, such as fire, injury, or severe weather etc.

• Repeat the information “this is an emergency”
• Describe the emergency situation and provide more information
• Inform engineers/supervisors/HSE Officer/foreman

 Environmental Impact Assessment
 Assess the risks to the environment that may be caused by the works, such as oil
spillage, soil contamination or any other events that may have an adverse effect on
the environment.

 Using the Risk Assessment, state the actions and/or procedures taken to minimize
the identified risks.
 Store and protect hazardous chemicals on site.
 Waste Control
 To prevent pollution of the environment by hazardous waste, all Equipment shall be
duly maintained to avoid the emission of the dripping of oil and chemicals.
 In the case of operation in any equipment is observed to be leaking oil and
chemicals, a drip-plate shall be positioned to collect the waste in the interim before
the equipment is sent for repairs. While a drip plate used, watchman should
accompany with extinguisher in view of the fire risk.
 As stated above, containment shall be provided to avoid waste pollution. Waste
shall not be thrown into anybody of water. Summary effort shall be geared towards
elimination of all from of hazardous discharge to land, water and air.
 Where total elimination is not possible, standard and conventional reduction and
control measures shall be applied to cushion their effect

 Address the requirements of Roshn General (Guideline Specification for Quality
Control) in Contractor’s Quality Control Plan, and define processes used to meet
these requirements.

work activities shall also be incorporated into the ITP.
 Describe any special prerequisites or measures taken that cover critical work
activity.
