RESOLUTION NO. 09-2022
“A RESOLUTION APPROVING THE 2023 ANNUAL BARANGAY
YOUTH INVESTMENT PROGRAM (ABYIP) OF SANGGUNIANG KABATAAN
OF BARANGAY TALUBANGI, KABANKALAN CITY.”
WHEREAS, Article 2 section 13 of the 1987 Philippine Constitution states that
“the State recognizes the vital role of the youth in nation building and shall promote and
protect their physical, moral, spiritual and social: well-being. It shall inculcate in the
youth, patriotism and nationalism and encourage their involvement in public and civic
affairs.
WHEREAS, Implementing Rules and Regulations of Republic Act 10742 also
known as the Sangguniang Kabataan Reform Act of 2015 provides in chapter II Section 8
paragraph (a) states that “In consultation and with the concurrence of the Katipunan
Kabataan, and within three (3) months from the assumption of office, formulate three (3)-
year rolling plan, which shall be serve as basis in preparation of the Annual Barangay
Youth Investment Program”.
WHEREAS, the Sangguniang Kabataan of Barangay Talubangi had prepared the
2023 Annual Barangay Youth Investment Program in accordance with the approved
Comprehensive Barangay Youth Development Plan;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED
BY THE SANGGUNIANG KABATAAN OF BARANGAY TALUBANGI TO
APPROVE ITS 2023 ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM
(ABYIP).
Adopted this 26th day of December, 2022 at Barangay Hall, Barangay Talubangi,
Kabankalan City, Negros Occidental.

Ladies and Gentlemen:
This is to respectfully submit the proposed Annual Budget of Sangguniang Kabataan of
Barangay Talubangi for Fiscal Year 2024.
The estimated income for Fiscal Year 2024 amounts to SIX HUNDRED SIX
THOUSAND ONE HUNDRED NINTY-EIGHT (₱ 606,198.00) ONLY and we have
prepared a proposed Expenditure Program for the same amount.
The proposed Annual Barangay Youth Investment Program (ABYIP) has been prepared
in coordination with the Barangay Youth Development Council.
The proposed Expenditure Program follows the development direction of the Annual
Barangay Youth Investment Program as approved by Katipunan ng Kabataan Assembly.
As such, it is fully consistent with the approved Annual Barangay Youth Investment
Program (ABYIP) for Calendar Year 2024.
In compliance with the requirements of the law, the following have been provided:
General Administration Program -----------₱ 333,000.00
SK Youth Development and Empowerment Programs ---------₱ 242,198.00
Total ---------₱ 606,198.00
Attached to the proposed Sangguniang Kabataan Budget for Calendar Year 2024 is
Annual Barangay Youth Investment Program (ABYIP), And Plantilla of SK Council.
The Sangguniang Kabataan (SK) has prepared the separate budget pursuant to Republic
Act. No. 10742 and submitting the same as an integral part of the Barangay Annual
Budget for enactment.

WHEREAS, relative to the 10% Sangguniang Kabataan Fund is define for the
use or utilization for its purpose that the public see the development for the year next
2023.
WHEREAS, DBM Local Budget Circular no. 148, Series of 2022 prescribe the
guidelines and procedures on the grant of Honorarium to SK Members, SK Treasurer and
SK Secretary, henceforth collectively referred to as “SK officials” pursuant to section 4
of R.A. No. 11768.
WHEREAS, through proper deliberation the Sangguniang Kabataan Council has
unanimously approved for the Annual Barangay Youth Investment Program (ABYIP) for
the year 2024 Sangguniang Kabataan Fund amounting to SIX HUNDRED SIX
THOUSAND ONE HUNDRED NINTY-EIGHT (₱ 606,198.00) ONLY for the
following prioritized Programs, Projects and Activities:

THE 10% SANGGUNIANG KABATAAN FUND FOR THE YEAR 2023 IN THE
TOTAL AMOUNT OF FIVE HUNDRED FIFTY-NINE THOUSAND THREE
HUNDRED FIVE PESOS (₱ 559, 305.00)
FINALLY RESOLVED, that copy of this resolution be furnished and submitted
to the different offices concerned for information, record and file.
